BudgetApprovalExpected;$20 MillionSavingsProposed

The draft budget, incorporating a 9%increase over last year, provides fundingfor bus and rail operations, an aggres-sive rail construction program and othermobility projects.

Fair fares

Under the plan, MTA bus and rail fareswould remain the same next year whileefforts are launched to cut costs,increase revenues, enhance bus securityand combat graffiti on MTA buses.

The recommended budget included:

n $1.2 billion capital improvementprogram primarily for railconstruction projects;

n $1.1 billion for a local transportationsubsidy program;

n $700 million for bus and rail opera-tions;

n $300 million of debt service and

n $148 million for a bus capitalprocurement program.

Cutting back

About 250 positions could be eliminatedaccording to the draft. At the same time,needed positions would be added to theMetro Green Line staff, and 130 transitpolice would be hired to primarilyimprove bus security.

"The merger has provided us the oppor-tunity to reduce duplication of func-tions," said Franklin White, MTA chiefexecutive officer.

Operations, construction

MTA's bus and rail operations divisionswill continue their aggressive anti-graffiti efforts, promote the developmentof alternative fuel vehicles and technolo-gies and prepare for the November,1994, Metro Green Line opening.

The MTA is looking at ways tominimize revenue losses totaling$2.9 billion over the next 10years. The shortages are mainlycaused by a decrease in sales taxcollections due to the recession,

an operational shortfall, and a reducedability to leverage revenues throughbonding.

The shortfall was identified in a recentreview of the MTA's 30-Year IntegratedTransportation Plan. When the plan wasadopted in 1992, it was anticipated thatthere would be $183 billion over a 30-yearspan to pump into bus and rail operations,construction of a modern rail system,highway improvements andTransportation Demand Managementstrategies.

"A 30-year plan can serve as a framework,but it is virtually impossible to accuratelypredict a project's outcome that far inadvance. Our efforts to mitigate thisshortfall focuses on a review of the next10 years," said Franklin White, MTA'schief executive officer.

Recession reaction

"The 30-year plan was to be heavilybonded, with most of the funds spent inthe first 10 years and paid over the next20, as it should have been," said White.

"The recession is here and experts predictthere won't be a quick turnaround. Wehave to tope with reality and the conse-quences. We're looking at the financialand program aspects and asking ourselveswhat is actually deliverable.

"We do know that there will be more

Revenue drop

Analysts believe that a $1.4 billion rev-enue drop from Propositions A and C, thesales tax measures, can be attributed tothe lingering recession and the loss ofmore than 200,000 jobs in SouthernCalifornia aerospace and defense indus-tries.

"We plan to maintain as much of ourconstruction program as we can," saidWhite. "We are working on a newtimetable, and exploring the possibility ofrestaging projects in order to move ahead.White promised to put the MTA on a solidtrack of performance and plans to presentspecific recommendations in the comingmonths on how to deal with the shortfall.

Subway schedule

White assured the Board that the rev-enue decline would not impact construc-tion of the Metro Red Line's Segment 3.Funding for the subway extensions hasbeen earmarked, and maintaining theconstruction schedule is a condition ofreceiving federal assistance.

Plan's Review Focuses on Next 10 Years

After-School Bus Graffiti Curbed

Asuccessful pilot program thatreduces bus graffiti and vandal-ism by placing adults on MTAbuses after school may soon beexpanded.

In operation for two years, the Adult-in-Bus supervision program calls for adultvolunteers to ride special MTA busescalled "school trippers." School tripperbuses handle the overflow of passengersduring the late afternoon when school letsout. Many of these buses serve junior highschools, where hundreds of young teensrely on public transportation to get home.

Peer pressure

"It's at the junior-high age that studentsare most vulnerable to peer pressure andintroduced to vandalism and tagging,"said Bob Williams, assistant generalmanager of the MTA's CustomerRelations Department.

According to graffiti task forte memberswho monitor the Problem, a majority ofgraffiti on buses occurs during the hoursimmediately following the end of theschool day.

"The presence of an adult lets the youngpassengers know that vandalism, rowdi-ness and graffiti are not tolerated on thepublic bus system," Williams explained."We look for volunteers who ride the busesregularly themselves, usually a parent, aPTA member or someone from the schoolstaff. In exchange for their time, volun-teers receive a complimentary bus pass."

Volunteers are simply along for the rideand aren't required to take disciplinaryactions. They are only asked to serve as anextra set of eyes to identify abusers ofpassenger rules and regulations.

Disciplining abusers

What happens when abusers of thesystem are caught? They're reported toschool officials and their special studentdiscount card privileges could be takenaway. However, transit officials encourageschools to first take a series of otherdisciplinary steps which can range from aletter being sent home to school detention."Student discount cards are a privilege,not a right," declared Williams. "We ask

students to recognize that privilegethrough this program."

Information on repeat offenders may besubmitted to a special MTA transit policeunit called GHOST (Graffiti HabitualOffenders Suppression Team). The unitspecializes in vandalism crimes by moni-toring "hot Spot" routes, riding undercoverand arresting offenders.

Hot-spots covered

The pilot project has proved so successfulalong the two routes it serves, that fourmore routes considered "hot-spots" fortaggers are being added.

"We want to protect our new buses, aswell as steer youngsters in the rightdirection," Williams added. "The on-boardprogram has resulted in a decline ofoffenses such as graffiti, sharing buspasses, climbing through windows, foullanguage and fighting on the buses thatserve these students. The trips are calmerthan previous rides and bus operators,school staffs and parents are happy withthe effort."

Wilshire WorkContinues

The construction of a subwaystation has been compared tobuilding a high-rise office tower,turned on its side beneath thestreet.

Construction workers are meeting thatchallenge below Wilshire Boulevardwhere the Metro Red Line Segment 2project is under way.

The mining of the twin tunnels for theWilshire segment was completed aheadof schedule last year.

Building 3 stations

Construction progress on the threemassive Wilshire stations is evident. TheWilshire/Western station is about 70%complete. Now that the station roof is inplace, workers are backfilling the site,burying the station structure as the firststep of street restoration. Constructioncontinues on the station's emergencyexits and air shafts. Crews may removethe wooden decking that serves as abridge over the construction site andrestore the street by the end of the year.

At the Wilshire/Normandie station,

where work is 50% complete, concreteplacement is well under way. Onceexcavation of a station is completed, theconcrete is poured in stages, starting atthe bottom and continuing upward.These pours have now reached themezzanine level. Backfilling and restora-tion of the surface atWilshire/Normandie will begin after thestation's concrete roof and walls are set.

Concrete work is also in progress at theWilshire/Vermont station. Reaching 100feet in depth, this unique station willinclude two passenger platforms at

different levels to accommodate ridersbound for Vermont Avenue andHollywood Boulevard stations, in addi-tion to those headed to Wilshire Center.

1996 opening

Once Wilshire Boulevard is restored inthe Western and Normandie stationconstruction areas, most of the remain-ing construction work will occur com-pletely underground.

After a period of train and facilitiestesting, the Red Line's Wilshire exten-sion will open in July, 1996.

What's New in Rail Construction?

New Environmental Lab Cuts Delays

Analyzing samples of suspectedcontaminated soil, water or airon Metro Red Line subwayprojects used to sometimesdelay construction up to a week.But now subway engineers who

encounter possible hazardous materialsare able to expedite testing thanks to theMTA rail division's new EnvironmentalLaboratory. Engineers working onSegment 2 can get the go-ahead that it issafe for workers to proceed within hours.

Substantial savings

"The savings involved in having our ownenvironmental lab will be substantial,"said Shala Craig, a Ph.D. in environ-mental engineering with EngineeringScience, Inc., a subcontractor to Parsons-Dillingham, the Red Line constructionmanagers.

"Miners excavating the tunnels andstations commonly hit soil contaminatedwith benzene (a chemical used in refin-ing petroleum), oil casings and undocu-mented underground fuel tanks," Craig

continued. "We used to have to wait inline at expensive outside labs. Now wecan cost effectively do routine analysisourselves, saving time and a lot ofmoney."

Beyond minimizing construction delays,determining the nature and extent ofhazardous contamination is the first stepin Craig's most important job: protectingthe health of workers. Chemical analysisenables Craig's group to determine whatmeasures, such as respirators or specialprotective clothing, are necessary inorder to comply with the California

Department of Occupational Safety andHealth (Ca1OSHA) regulations forworker safety.

Shoe-string budget

The lab was established about threemonths ago on a shoe-string budget.Operating only part-time, as needed, thelab occupies a trailer at the Metro RedLine Maintenance Yard, and employshighly trained personnel fromEngineering Science, Inc. Two industrialhygienists trained to work in the fieldare on call to retrieve samples of sus-pected soil, water or air from construc-tion sites at any time.

Water monitoring

In addition to emergency responses, thelab has been able to take over the ongo-ing monitoring of waste water requiredby regulatory agencies at all construc-tion sites. The monitoring was formerlyperformed by outside laboratories at amuch greater cost.

TOP TeensSet Readyto Work

The young people are gettingoriented to the workplace

through the MTA's TransportationOccupations Program, commonlyknown as TOP.

TOP administrator Beatrice Lee leadsorientation sessions designed to preparestudents to practice good work behav-iors, including appropriate dress, punc-tuality, safety practices at constructionsites and payroll procedures.

"For many, this is their first job opportu-nity," said Lee. "The students work allyear long at extra coursework related toengineering, architecture and design.The summer jobs give them the hands-on experience that rounds out the TOPcurriculum."

This is the eighth summer that theinterns have been hired by other govern-ment agencies and contractors that dobusiness with the MTA. Students will be

working for the city of Los Angeles at theBureau of Engineering, Public WorksCommission, Department of Water andPower and the Department ofTransportation. The cities of Comptonand Long Beach will put students towork in their harbor, engineering and

environmental departments.

Firms working on the Metro Rail systemconsistently support the summer jobseffort by creating positions for the teens.The MTA also sponsors several of thestudent workers.

The lab is equipped with the minimuminstruments required for analysis of thekinds of contaminants most commonlyencountered during Red Line construc-tion. Its equipment includes an infraredspectrometer to analyze oil and grease,a gas chromatograph to analyze petrole-um hydrocarbons, benzene, toluene,ethylbenzene, ezylene (BTEX) and othercontaminants; a wet chem lab with suchinstruments as a Ph meter and a con-ductivity meter, and a fit-test chamber tocheck protective respirator equipmentthat workers and field hygienists may berequired to wear.

Petroleum byproducts

"Ninety-nine percent of our environmen-tal problems on the Red Line are associat-ed with Petroleum byproducts," saidCraig. "Benzene has been the mostcommon contaminant." Because Segment2 is suspected to run through the old LosAngeles oilfields, Craig expects a biginflux of work soon. The lab's personnelhas been gearing up by doing trial runs onthe most common types of soil, air andwater contaminants to make sure equip-ment and procedures run smoothly.

ConstructionLoans HelpMerchants

Anovel ConstructionEnhancement Loan Program(CELP) aimed at makingavailable short-term loans tomerchants and property ownerslocated near Metro lines is

helping merchants tope with subwayconstruction. The program is the first ofits kind to be undertaken by anAmerican public sector agency.

"The MTA now has broader flexibility tomanage construction and, at the sametime, better respond to the needs ofbusinesses located near Metro Railconstruction sites," said RichardAlatorre, MTA chairman.

Essential component

"We want to assist property owners nearMetro Rail construction so that they willremain on the sites and be able to reapthe benefits once the rail lines open,"said Frank White, MTA chief executiveofficer, when the loan program was

announced last month. "Although theprogram can't address all the concernsregarding construction, it is an essentialcomponent to an overall constructionmitigation plan. We are committed tomaintaining good relations with con-struction corridor businesses."

$25 million

The MTA has contracted with the East-West Federal Bank to administer theprogram. Initial funding for CELP is $25million and comes from Propositions Aand C revenues.

Business boost

Anticipated rail ridership, combinedwith increased patronage of businessesnear Metro stations, is expected togenerate substantial economic profit forneighboring business. This boost tobusinesses is expected to assist creditrecipients make payments. Loan pay-ments will be recycled to provide moreloans to other businesses located alongfuture Metro Rail construction.

reliability, courteousness and profession-alism of crews. Fifty percent of ridersconsider Metrolink a better value thandriving, carpooling or the bus, and abouthalf of all riders receive a transportationallowance from employers, averagingabout $57.30 a month.

Fewer cars

Sixty-five percent of Metrolink's passen-gers used to drive alone, 15% rode in acarpool or vanpool and 20% rode a bus.Estimates are that the trains areresponsible for removing about 16,000cars each week from the region's free-ways. "The results of this survey tonfirmthat Metrolink is doing what we set outto do — get people out of their cars," saidLarry Walker, Metrolink board chair-

man and San Bernardino County super-visor. The air quality improvementsprovided by these new rail systems arealmost as important as the mobility theyprovide.

Among the passengers surveyed, 75%of Ventura County line riders, 74% ofSanta Clarita line riders and 55% ofSan Bernardino line riders formerlydrove alone.

Double reliability

As far as reliability of Metrolink versustheir previous means of transportationis concerned, riders rank it twice ashigh.

Other findings show that the Metro RedLine, Metrolink shuttles and MTA busestransport 71% of riders once they reachUnion Station in downtown LosAngeles.

Thomas Sayles, state secretaryof business, transportation andhousing, has been named byGov. Pete Wilson to serve as ex-officio member of the MTA.

Sayles, a native of Los Angeles,replaces Jerry B. Baxter, CaltransDistrict 7 director, who had been ex-officio member of the Los AngelesCounty Transportation Commission aswell as the MTA. Baxter and James W.van Loben Sels, Caltrans director oftransportation serve as alternates. Anex-officio Board member has a voicebut no vote in proceedings.

Prior to his most recent state appoint-ment in January 1993, Sayles had

served as commissioner of the stateDepartment of Corporations and ashead of the state's revitalization taskforte. He also is a member of the RLAboard of directors.

Sayles earlier had worked as the seniorcounsel for TRW's Space andTechnology Group, a supplier of mili-tary and commercial space systems. Hewas also an assistant attorney in theU.S. Attorney's Office, civil division, inLos Angeles and served as a deputyattorney in the California AttorneyGeneral's Office.

The MTA board consists of 13 votingmembers, and one ex-officio memberappointed by the governor.

June ProjectSelection Expected

The MTA board has decided which of over700 competing transportation projects inthe county will receive funding for thenext several years.

During the past two months, an MTA ad-hoc committee has been reviewing propos-als and listening to oral presentations on728 projects totaling $6.2 billion, aimed atreducing congestion and improving airquality. The MTA was expected to vote onthe final projects at its June 23 meeting.

About $1.1 billion of local Proposition Crevenues, state funds and the IntermodalSurface Transportation Efficiency Actmonies are available for the next two-yearand four-year funding cycles.

Each project competed within its modecategory and was evaluated based uponcriteria which included: regional signifi-cance, intermodal integration, environ-mental enhancement, cost effectiveness,project need, equity and economic devel-opment, prior commitments and leverag-ing of funding sources.

An estimated 1.1 million passengersboarded the Blue Line in April, the fourthtime ridership has climbed above themillion mark during a one-month period."Recent station-to-station ridershipsurveys clearly indicate that more peopleare using the Blue Line since the RedLine subway system opened in January,"said Franklin White, MTA's chief execu-tive officer. "We expect this trend tocontinue as rail and bus service expandsin the future."

Average Saturday ridership is now22,700, while average Sunday ridership is20,000. The Blue Line intersects with theRed Line at the Metro Center Station at7th and Flower streets in downtown LosAngeles.

ElectronicBulletin Board

Expanding service

"Riders really appreciate that the servicetakes them to destinations beyond theircity limits, something most dial-a-rideservices are unable to do," said MTAChairman Richard Alatorre.

Metro Access currently provides para-transit service to individuals withdisabilities in the 29 cities of the SanGabriel Valley as a requirement of theAmericans With Disabilities Act. • Bike Path, Greenwayto Border Train Tracks

Santa Clarita is putting land purchasedby the MTA for a future Antelope ValleyMetrolink line to good use. Next summer,bicyclists will be able to safely pedal to theSanta Clarita Metrolink intermodalstation along an off-street bikeway linedwith trees and plants.

Last year, the MTA completed purchase ofSouthern Pacific tracks to the AntelopeValley. Local planners decided to adoptthe Southern Pacific route for a land-scaped bike path known as a greenway,saving the city $600,000 in real estatecosts. The bike path is funded in partthrough an MTA competitive grant ofProposition C funds, as well as a localbond initiative used for various capitolprojects in the city.

"It's a win-win deal," said Peter De Haan,project manager for the MTA's NorthCounty Area Team. "The city saves somemoney and we're able to save right-of-waymaintenance dollars." Santa Clarita willmaintain the bikeway and adjacentlandscaping.

The budget draft noted that there is a$95-million funding shortfall for bus andrail operations. The draft proposed using

reserve funds to dose the gap only for thiscoming year. Long-term solutions couldinclude changes in service delivery as wellas seeking new funding sources.
