Slow Down in Mobile Phone Market Causes Cutbacks The slow down in the mobile phone market sent a shock wave through the Smart Card industry last month with the announce- ments that Motorola is to close its factory at Bathgate in West Lothian, Scotland, with the loss of more than 3,000 jobs; and Gemplus is to shut its German factory in Seebach, one of three in Germany. But it is not all gloom. Motorola picked up GSM network expansion contracts worth $203 million in China while Nortel networks won similar contracts in China worth $103 million. These contracts alone are expected to increase network capacity by a total of over 4 million subscribers. Motorola blamed a sharp fall in global demand forits mobile phones which prompted the US electronicsgiant to announce cutbacks of up to 7,000 jobsworldwide in the personal communications sector.

It said it had taken the decision after announcingtrading losses of $200m for the first quarter of 2001,although it pledged to offer “support services” toemployees in the coming weeks.

UK Prime Minister Tony Blair, who had intervenedin an attempt to save the plant from closure, describedthe news as a “bitter blow to the local community,”while Union leaders reacted with fury and demandedthat Motorola hand back £20m in government grants.

Gemplus said it was rebalancing its worldwideproduction facilities and this included the closure ofthe German plant which employs about 300 people.Ithopes to sell the factory along with the machineryand staff to avoid job losses.

The company is particularly vulnerable to the slowdown in the mobile phone market as almost 70% ofits revenue is from the telecoms industry.

Antonio Perez, Gemplus’ President and CEO, saidthat the company was reducing their expectation forworldwide demand of GSM SIM modules.

Visa Approval for GalactIC Card

Oberthur Card Systems has achieved Visa approvalfor its GalactIC 2.1 payment card, a Java-based, openplatform, multi-application Smart Card that enablessecure multi-channel payment, enabling cardholdersto pay securely for goods via the home PC, mobilephone, television or at a point of sale in a shop orkiosk.

Cubic Fare System Contract

Cubic Transportation Systems has won a $21.9million contract to provide Maryland’s buses with anew fare system that allows riders to use coins,currency, magnetic tickets and the WashingtonMetro’s SmarTrip contactless Smart Card.

The Maryland Mass Transit Administration (MTA)has named Cubic the prime contractor for the newautomatic fare collection program. The system willeventually link payment for 850 Baltimore regionbuses and 107 over the road vehicles serving suburbanMaryland commuters to the Metro system. Thecontract also provides the agency’s subway systemwith entry gate upgrades so that they are also linkedwith the new bus payment system.

Vending machine contract

Cubic Transportation Systems has also won a US$18 million contract from TransLink, of Vancouver,B.C., for 160 new touchscreen-enabled ticket ven-ding machines for the region’s rail, bus and ferrypublic transit systems.

The magnetic ticket vending machines will beequipped with Smart Card readers, ready for futureupgrades. Initially, TransLink will use the Smart Cardreaders for employee access to the ticket machinesfor maintenance and revenue collection.

The payment options for farecard sales includeCanadian bank notes, Canadian and US coins, andcredit or debit cards. The machines also issue aprinted receipt for all passenger transactions. Up toeight languages can be programmed into the machine.Braille instructions and audio assistance are alsoincluded for passenger interaction.

They will be installed on Vancouver’s two rail lines,the Expo Line and the expansion Millennium Line,both operated by B.C. Rapid Transit Co. , a divisionof TransLink. The new rapid rail line has 13 stations,and the Expo Line has 20 stations. The two lines alsoshare intermodal compatibility with the bus and ferrysystems operated by TransLink’s subsidiaries. Thenew electronic bus fare collection system is currentlybeing installed in the city’s 1,268 buses.

SWATS Display Card

Swedish Advanced Technology Systems (SWATS),Affarsstrategerna’s portfolio company, has closed aPrivate Placement round of US $6 million managedby the investment bank CAI Cheuvreux Nordic AB.

A Swedish institution has subscribed for the wholeissue and the capital raised will be used for industrialand commercial development of the SWATS DisplayCard, a unique, patent-protected card which com-bines an LCD display with a Smart Card.

SWATS’ objective is to become a leading providerof Display Cards, with a global business based onlicence sales. The cards can be used for many differentpurposes, such as payments, ticketless travel, loyaltyprogrammes and healthcare.

The company says it is negotiating with some of thelargest companies in the Smart Card market and thatseveral end-customers are interested in the tech-nology.

Belgian Football Fan Card

Keyware has signed a contract with the BelgianFootball League as the exclusive ticketing softwareprovider for the new Football Fan Card in a dealvalued at approximately US $1 million. The leagueplans to introduce more than 300,000 of its newgeneration of personalised Smart Cards for the 2001- 2002 football season.

The new cards, valid for three years, will be availablethrough any first division club. They will bepersonalised for each individual fan and will berequired for stadium entry on game days. Keyware,which worked with the league to introduce the firstgeneration Football Fan Card three years ago, hasalso signed on as a co-sponsor of the new cards alongwith Jupiler. Both company logos will appear on thecards.

In the future, the fan cards can be used by stadiummanagement throughout the league to better controlthe flow of crowds in and around the stadium. Thecards can also be configured to include biometricdata such as a fingerprint.

“Managing crowds at large sporting events hasbecome a serious problem around the world,” saidFrancis Declercq, President and CEO of Keyware. “The Football Fan Card uses the best availabletechnology to ensure an increased level of securityand safety of the fans. In addition, the software onthe cards can also be modified later to provide tightersecurity using biometrics, for direct paymenttransactions at stadium concessions, and even forloyalty discounts at restaurants, hotels, and otherretailers.”

Recently, Keyware partnered with Bull Hungary todevelop a Smart Card system for the HungarianFootball League.

Jean-Marie Philips, General Director of the BelgianFootball League said: “Our final aim is to protectpeople’s safety and exclude registered trouble-makers. We are currently reviewing the possibilityof using this Football Fan Card as a physical accesssystem and adding biometric verification of theidentity of the cardholder at the most critical placesin certain stadiums.”

New Platform from MasterCard

MasterCard International has announced thedeployment of what it describes as a revolutionarynew payment-processing platform that frees memberfinancial institutions to leverage technology insupport of their specific business needs.

“With MasterCard, members are not held captive bya card association’s technology,” said Rob Reeg,MasterCard Senior Vice President, Systems Devel-opment. “With the new platform, members now havethe flexibility to customise processing to theirbusiness, allowing them to take advantage of manynew opportunities, both locally and globally.”

Metaca Smart Loyalty Agreement

Metaca Corporation of Canada has signed an agree-ment with EdgeWare Technologies Corporation toprovide EdgeTech products, which include a suite ofadvanced, open architecture software solutions foruse in retail and Smart Card-based applications.

MULTOS Ends L&D Charges

Loyalty Platform for Credit Cards

CardSelect International is to offer its credit card andloyalty card system for integration into a bank’sservices, enabling card issuers to offer credit cardswith multiple loyalty programs to their customers.

ActivCard Licenses Reach 250,000

ActivCard, a provider of digital identity managementproducts and technology, reports that it has signedits 250,000th customer license.

SWIFT Smart Card Scheme

A demonstration project funded by the WelshNational Assembly, known as the “SWIFT SmartCard Scheme” is now operational. The introductionof the system, designed and installed by ERG, wasmade possible due to a National Assembly grant of£600,000 awarded in July 2000 to the SWIFT (SouthWales Integrated Fast Transit) consortium ofauthorities.

The purpose of the grant was to establish a SmartCard scheme in the Caerphilly to Cardiff publictransport corridor. The scheme will demonstrate thepotential of the technology in light of the decisionto introduce free concessionary travel throughoutfrom April 2002.

Specification, procurement and management of thecontract is being undertaken by MVA which wasappointed following earlier work on ticketing forSWIFT. MVA has experience in the developmentof the United Kingdom public transport inter-operability specification for Integrated TransportSmart Card Organisation Limited (ITSO) and theDepartment of the Environment, Transport and theRegions (DETR).

The system supply and data management is beingundertaken by ERG which has outsourced the cardissuing, card management, transaction processingand call centre to Prepayment Cards Limited (PCL)- the joint company of ERG, the three largesttransport operators in the UK and Sema Group -initially covers the Caerphilly district. ERG willreceive approximately $1.5 million for the initialcontract which allows for further expansionthroughout the SWIFT authorities with theconsequential benefits of economies of scale beingshared with the local authorities.

The initial roll-out will involve the issue ofapproximately 30,000 cards to all Caerphillyresidents eligible for concessionary travel and theprovision of readers on all buses operating betweenCaerphilly and Cardiff. Expansion to the entireCardiff Bus and Stagecoach & West fleet of almost600 vehicles will be completed during April andMay enabling Caerphilly CBC to undertake themajority of its concessionary travel reimbursementthrough Smart Cards later this year.

The issue and distribution of the ConcessionaryTravel cards is being undertaken on behalf of ERG-PCL by Post Office Counters Ltd and ESP Systex.

All cards will be personalised with a photograph.

Securify Program for smart Visa

Visa USA has selected Securify to manage its smartVisa Access Provider Qualification Program des-igned to increase the number of qualified securitysolutions Visa Member financial institutions canemploy to provide secure Web services.

Through its suite of Access Management Services,Securify has implemented the qualification programas part of its larger role in helping Visa manage androll-out its entire smart Visa Access platform.

Access management solutions, consisting of PublicKey Infrastructure (PKI), access control, and SmartCard systems qualified under the program will bemade available to all Visa Member financialinstitutions for integration with their applications.

GP Contract for Datacard

Datacard Group has won a Smart Card managementcontract from GlobalPlatform, the cross-industryorganisation promoting a standardised frameworkfor multi-application Smart Cards.

Under the agreement, Datacard will provide thesoftware and services required to manage the SmartCards GlobalPlatform plans to issue to its Membercompanies. Approximately 300 cards will be issued.

Initially, Members will use the cards for logicalaccess to secure areas of the GlobalPlatform website. Eventually, the organisation plans to offer avariety of applications to its Members that will besecurely delivered using Open Platform technology.

RSA Security Awards

Croatia Bank Selects Hypercom

Validating CEPS Technology

A project named Ducato is planned to validate SmartCard electronic purses based on the CEPS (CommonElectronic Purse Specifications) technology. It willstart in September and involves Belgium, France,The Netherlands and Spain and three different e-purse technologies.

High Security for Burn System

Dutch Burn Information System (DBIS), a non-profitorganisation that conducts research into burn injuries,is protecting its database with a high security systemfrom Keyware which includes Smart Cards, PKI anddigital certificates of a Trusted Third Party throughKeyware’s Central Authentication Server (CAS)with Layered Biometric Verification (LBV).

DBIS is a Web-based central database containingmedical records of burn patients throughout TheNetherlands.

Luc Taal, DBIS Project Manager, said: “Due toprivacy regulations we were only allowed bygovernment to implement the DBIS project if weused a highly secure authentication and encryptionsystem. Since we are using the Internet to transportdata and present reports, there is a need for a secureinfrastructure that addresses assurance, confidence,and confidentiality.”

DigiNotar, a digital public notary, was selected asTrusted Third Party for the information security forthe DBIS project. DigiNotar registers the DBIS end-users (surgeons, nurses, psychologists) and issuesdigital certificates. Gemplus International SA has been named the leaderin the Smart Card industry, according to a GartnerDataquest market survey. Thin Battery in RFID Devices

Israeli company Power Paper has introduced whatit describes as “an affordable, ultra thin, flexible andenvironmentally friendly power source” allowingproduct designers to build battery cells for the firsttime integrated into thin and disposable productssuch as contactless Smart Cards and tags.

Telstra MobileNet and Coca-Cola are to trial a ‘Diala Coke’ service enabling Telstra post paid customersto use their GSM mobile phones to buy drinks fromselected Coca-Cola vending machines. The trial from3 April to 3 May involves 17 Coca-Cola vendingmachines at Sydney’s Central Railway Station.

Oberthur Card Systems has introduced AuthentICWeb Pack, a ‘ready-to-go’ solution for secure net-work access and payment for online goods andservices via any type of Internet access devices suchas PCS, PDAs, dual-slot mobile phones or Set Topboxes.

The Web Pack, comprising an open-platform basedSmart Card (available on Java and MULTOS),reader and software that can be tailored to individual’requirements, is designed to respond to end users’needs for PKI authentication and payment by theB2B and the B2C markets.

With an ability to support debit and credit applic-ations alongside the cryptographic authenticationfunctionality, the Smart Card also permits face-to-face payment at a point of sale. SafeNet Selects BioNetrix

SafeNet has announced a development partnershipwith BioNetrix Systems Corporation for the integ-ration of SafeNet’s SecureIP technology with BioNetrix’s authentication management platform.

Biometrics at Point-of-sale

Wireless Smart Card Reader

SCM Microsystems has shipped the E-25, the firstpersonal multi-functional Smart Card reader whichcan be worn around the neck as a corporate badgeor attached to a belt. It features a keypad for securePIN code entry and an LCD to read data from thecard. It also features a Radio Frequency transmitterto open doors, access courses for students or facilitate‘on the spot’ payment in cafeterias or on publictransport.

The E-25 can be connected to a computer via USBor RS-232 serial ports for conventional Smart Cardapplications such as secure authentication to net-works, Internet payment or e-couponing downloadsand loyalty applications.

Health Card in Italy

Incard S.p.A. the Italian Smart Card manufacturer,Incard, has started to supply 320,000 PDC healthcards to Regione Lombardia, the first Italian regionadopting a Smart Card to simplify diagnostic pro-cedure and to improve efficiency of the Italian healthsystem.

In order to ensure interoperability, the card is com-pliant with Netlink standard, which is operating inItaly, France, Germany and Canada.

Netlink defines two types of cards; HPC (HealthProfessional Card) used to identify and certify thedoctor to the health system, and PDC (Patient DataCard) used to contain cardholder data, emergencydata (i.e. blood group) and administrative data andclinical data (hospital admission).

Multi-Application Smart Card Suite

A group of companies - Oasis Technology, Silverline,Giesecke & Devrient, Smart Chip Technologies,Ingenico and Cardis - have announced an alliance todevelop and market an Internet capable, multi-application Smart Card payment suite under theproject name Solstice

The companies plan to integrate EMV (Europay/MasterCard/Visa) card payments with loyalty pro-grams and micropayments on a single microchip.The payment suite will also include merchant,acquiring, issuing and settlement systems for thephysical, virtual and mobile worlds.

ORGA Awarded Orange Contract

UK GSM mobile phone operator Orange, hascommissioned ORGA to build up the SIMteligenceCentre enabling customers not only to register butalso to personalise hundreds of services from trafficreports and restaurant guides to stock marketinformation - online by mobile phone, the Internetor over the counter.

“This will make the mobile telephone a personalassistant in everyday life,” predicted Graham Carson,ORGA’s UK Managing Director.

In mobile banking, for example, a customer can storebank code, account number and PIN on one electronicform and retrieve data at the press of a button.

Nortel GSM Contracts in China

China Mobile, the largest wireless carrier in China,has awarded Nortel Networks new contracts estim-ated at more than US $105 million for majorexpansions of GSM digital cellular networks inHebei, Anhui and Guizhou provinces.

The Hebei contract calls for Nortel to implement theseventh expansion of the province’s GSM 900/1800dual-band digital network, covering five southerncities and increasing network subscriber capacity byone million to a total of five million subscribers.

In Anhui and Guizhou provinces, Nortel will enhanceexisting GSM 900 networks to deliver GSM900/1800 dual-band wireless services. It will alsoincrease Anhui’s network capacity by 140,000subscribers to a total of 300,000, and Guizhou’s by330,000 to a total of 930,000.

Nortel has also won a contract from Ningbo Unicomestimated at more than US $31 million to expand itsGSM 900/1800 dual-band digital cellular networkwhich will increase network capacity by 350,000subscribers to a total of 910,000.

Wireless Village Initiative
