    ARTICLE I:NAME AND AFFILIATION

    SECTION 1:NAMEThe name of this Residential College shall be Slivka Residential College of Science and Engineering.

    SECTION 2:PURPOSEThe purpose of this Residential College shall be to promote science and engineering; to foster the

    exchange of ideas between students and faculty; to extend students opportunities for enrichment

    outside of the classroom; and to foster diversity on all levels.

    SECTION 3:AFFILIATIONThis Residential College shall be under the supervision of the Residential College Board in

    conjunction with the Offices of Northwestern University. All directives and policies of the

    Residential College Board shall be incorporated into this Residential Colleges program.

    ARTICLE II:MEMBERS

    SECTION 1:DEFINITIONThe Members of this Residential College shall be Resident Members, Non-Resident Members, the

    Master, the Associate Master, the Assistant Master, Fellows, Graduate Associates, and Professional

    Staff.

    SECTION 2:RESIDENT MEMBERS1. Resident Members are undergraduate students of the University who live in this Residential

    College and pay Resident Dues.2. Each Resident Member shall be a Voting Member of this Residential College and shall have

    one vote in the matters of this Residential College at House Meetings.

    SECTION 3:NON-RESIDENT MEMBERS1. Non-Resident Members are undergraduate students of the University who do not live in this

    Residential College but who complete the required Non-Resident Member Admissions

    Process as provided by the University. This Process includes but is not limited to the

    submission of a Non-Resident Application, the payment of Non-Resident Dues, and

    obtaining the Executive Committees acceptance of Non-Resident Membership.

    2.

    Each Non-Resident Member shall be a Voting Member of this Residential College and shallhave one vote in the matters of this Residential College at House Meetings.

    SECTION 4:MASTERThe Master is a faculty member of the University chosen in the manner prescribed by the University

    who performs the duties outlined by this Constitution in addition to any responsibilities outlined by

    the University. The Master shall be considered a member of the Master Staff.

    SECTION 5:ASSOCIATE MASTERThe Associate Master is a faculty member of the University chosen in the manner prescribed by the

    University who performs the duties outlined by this Constitution in addition to any responsibilities

    outlined by the University. The Associate Master shall be considered a member of the Master Staff.

    SECTION 6:ASSISTANT MASTERThe Assistant Master is a graduate student of the University chosen in the manner prescribed by

    the University who performs the duties outlined by this Constitution in addition to any

    responsibilities outlined by the University. The Assistant Master shall be considered a member of

    the Master Staff.

    SECTION 7:FELLOWSFellows are past and present faculty and staff of the University who may attend the Events of this

    Residential College.

    SECTION 8:GRADUATE ASSOCIATES

    Graduate Associates are graduate students of the University who may attend the Events of thisResidential College.

    SECTION 9:PROFESSIONAL STAFFThe Professional Staff consists of any University-appointed official who is a part of this Residential

    Colleges day-to-day operations. This includes but is not limited to the Community Assistants living

    in this Residential College and the Area Coordinator. The Professional Staff may attend the Meetings

    of the Executive Committee.

    ARTICLE III:EXECUTIVE COMMITTEE

    SECTION 1:DEFINITION1. The Executive Committee, under the direction of a President and in cooperation with the

    Master Staff, is responsible for developing and executing programming for this Residential

    College.

    2. The Executive Committee shall handle all business and financial matters of this ResidentialCollege.

    SECTION 2:MEMBERS AND ELIGIBILITY1. The Members of the Executive Committee shall be the President, the Vice-President, the

    Treasurer, the Secretary of Academic Affairs, the Secretary of Faculty Affairs, the Secretary

    of Social Affairs, the Secretary of Philanthropic Affairs, the Director of Facilities, the Director

    of Information Technology, and the Historian.

    2. Resident Members and Non-Resident Members shall be eligible to be Members of theExecutive Committee. No Resident Member or Non-Resident Member shall be permitted to

    simultaneously hold two separate positions on the Executive Committee.

    3. Each Member of the Executive Committee shall be a Voting Member of the ExecutiveCommittee, and shall have one vote in the matters of the Executive Committee, except the

    President, who shall have one vote only if the Executive Committee is equally divided.

    4. The Master Staff and the Professional Staff shall serve as Advisors to the ExecutiveCommittee with the purpose of assisting the Executive Committee in the execution of its

    responsibilities. Advisors to the Executive Committee shall have no votes in the matters ofthe Executive Committee.

    SECTION 3:ELECTION AND TERM OF OFFICE1. The Members of the Executive Committee shall be elected at a General Election held no

    earlier than thirty days prior to the end of Winter Quarter and no later than ten days prior

    to the end of Winter Quarter. The positions of the Executive Committee shall be filled

    according to the following order: President, Vice-President, Treasurer, Secretary of

    Academic Affairs, Secretary of Faculty Affairs, Secretary of Social Affairs, Secretary of

    Philanthropic Affairs, Director of Facilities, Director of Information Technology, and

    Historian.

    2. The Term of Office of the Executive Committee shall begin with the final week of WinterQuarter after the General Election. The transfer of powers and responsibilities from the

    outgoing members to the incoming members of the Executive Committee shall begin one

    week before Reading Week and shall conclude by the end of Finals week. The proceedings

    of this transition can be modified by the outgoing President with a majority vote by the

    outgoing Executive Committee.

    SECTION 4:ROLES AND RESPONSIBILITIES1. The President shall serve as Chairperson of the Executive Committee; call and preside over

    all of the Meetings of the Executive Committee; represent this Residential College at all

    Meetings required by the University; originate the creation of Ad Hoc Committees; set goals

    for the Executive Committee and for this Residential College; and at the conclusion of his or

    her term oversee the transition of the Executive Committee.

    2. The Vice-President shall oversee the Committees of this Residential College; collect andmaintain the Records of Housing Points accumulated by Resident Members and Non-

    Resident Members; coordinate the Non-Resident Member system; and communicate with

    the University about matters concerning Non-Resident Members and Prospective Students.

    3. The Treasurer shall collect projected Quarterly Budgets from each Member of the ExecutiveCommittee; collate and present those Budgets to the Executive Committee no later than the

    fifteenth day after the beginning of each Quarter; oversee the publication of approved

    Quarterly Budgets; obtain funds from the Accounts of this Residential College as required bythe Executive Committee; and follow all procedures for handling the Accounts as outlined

    by the University.

    4. The Secretary of Academic Affairs shall serve as the Chairperson of the Academic AffairsCommittee; coordinate and supervise the planning and execution of all academic Events in

    conjunction with that Committee.

    5. The Secretary of Faculty Affairs shall serve as the Chairperson of the Faculty AffairsCommittee and coordinate and supervise the planning and execution of all faculty-related

    Events in conjunction with that Committee.

    6. The Secretary of Social Affairs shall serve as the Chairperson of the Social AffairsCommittee; coordinate and supervise the planning and execution of all social Events in

    conjunction with that Committee; and coordinate the Intramural Sports program.7. The Secretary of Philanthropic Affairs shall serve as the Chairperson of the Philanthropic

    Affairs Committee and coordinate and supervise the planning and execution of all

    philanthropic Events in conjunction with that Committee.

    8. The Director of Facilities shall serve as the Chairperson of the Facilities Committee; overseethe maintenance of the public areas of this Residential College; and oversee the set-up and

    clean-up of Events, Elections, and Meetings as directed by the Executive Committee.

    9. The Director of Information Technology shall serve as the Chairperson of the InformationTechnology Committee; coordinate and supervise the planning and execution of all

    technology-related Events; maintain the Website of this Residential College; and maintain

    the hardware and software in the public areas of this Residential College.10.The Historian shall record and publicize the Minutes of House Meetings and Executive

    Committee Meetings; maintain a written and photographic archive of the Affairs of this

    Residential College; and prepare and distribute a Handbook for Incoming Residents in

    conjunction with the University.

    SECTION 5:POWERS1. The Executive Committee shall have general supervision of the affairs of this Residential

    College between House Meetings.

    2. The Executive Committee shall originate changes in the amount and allocation of ResidentDues and Non-Resident Dues by a two-thirds vote and seek an affirmative vote at a House

    Meeting of two-thirds of the Voting Members present or of forty Voting Members,

    whichever is greater, to enact such a change.

    3. The Executive Committee shall approve a Budget by a two-thirds vote and approve thespending of funds beyond those Budgeted by a two-thirds vote.

    4. The Executive Committee shall oversee and regulate the use of the Facilities of thisResidential College by individuals or groups who are not Members of this Residential

    College.

    5. The Executive Committee shall regulate the acceptance of Non-Resident Members.SECTION 6:MEETINGS

    1. The Executive Committee shall meet at least once every fifteen days during the AcademicYear.

    2. A Quorum of the Executive Committee shall be six of its Voting Members, not including thePresident.

    3. The Master, the President, or three Voting Members of the Executive Committee shall givewritten notice of no less than twenty-four hours to the Members of the Executive

    Committee to call a Special Meeting of the Executive Committee.

    SECTION 7:IMPEACHMENT AND REMOVING MEMBERS1. Reasons for removing a Member of the Executive Committee shall include but not be limited

    to the following: consistent failure to perform the duties of his or her elected position, abuse

    of power, serious violation of University policy, financial misconduct, and actions resulting

    in serious damage to the reputation of this Residential College.

    2. To remove a Member of the Executive Committee, a written Complaint for Impeachmentmust be submitted to the Master and presented at a Meeting of the Executive Committee.

    The Member of the Executive Committee specified by the Complaint shall be notified of the

    Complaint at least three days prior to the Meeting at which it is presented. This Complaint

    must specify one and only one Member of the Executive Committee and be accompanied by

    the signatures of no less than twenty-five unique Voting Members of this Residential

    College.

    3. Once such a Complaint is presented, the Member of the Executive Committee who facesimpeachment shall have a maximum of ten minutes to defend himself or herself against the

    Complaint. Upon the conclusion of this defense, the member of the Executive Committee

    who faces impeachment shall be sequestered, and all other non-impeached Voting Membersof the Executive Committee shall discuss and vote in the matter of impeachment of this

    member. If the Member of the Executive Committee who faces impeachment is absent at

    this Meeting, he or she shall waive his or her right to a defense; a discussion and a vote in

    the matter of impeachment shall immediately take place.

    4. Impeachment shall take effect in the event that two-thirds of the votes cast by the ExecutiveCommittee are in favor of impeachment, or if the number of signatures obtained on the

    original Complaint total no less than forty Voting Members of the Residential College.

    5. An Impeached Member of the Executive Committee may not vote in matters of the ExecutiveCommittee, until he or she is acquitted.

    6.

    Within one day of the impeachment of a Member of the Executive Committee, an Article ofImpeachment shall be publicly posted and a Hearing for Removal shall convene no later

    than seven days after the impeachment to decide the matter of removal of the impeached

    Member of the Executive Committee from office.

    7. The Master shall oversee a Hearing for Removal. The signatories of the Complaint forImpeachment shall be given ten minutes to present their case for the removal from office of

    the impeached Member of the Executive Committee. Following this period, the impeached

    Member shall be given ten minutes to defend himself or herself against the claims of his or

    her accusers. Ten minutes shall then be devoted to discussion of the matter. This period of

    discussion may be extended once by ten minutes upon request by any Voting Member of the

    Residential College.

    8. Once the hearing has concluded, a secret ballot vote shall take place. An affirmative vote oftwo-thirds of the non-impeached Voting Members present or forty of such Members,

    whichever is greater, shall be required for the removal from office of the impeached

    Member of the Executive Committee, otherwise they shall be acquitted of the impeachment.

    9. Once a Member of the Executive Committee is removed from office, his or her position onthe Executive Committee shall become vacant, and he or she shall be ineligible to run for

    any position on the Executive Committee in any subsequent Election of the Residential

    College.

    SECTION 8:RESIGNATION AND FILLING VACANCIES1. A Member of the Executive Committee may resign his or her position by submitting a

    written Notice of Resignation to the Executive Committee via the Master, Associate Master,

    Assistant Master, or President. Once this Notice is received, the resignation shall take effect

    and the position of the resigning Member of the Executive Committee shall become vacant.

    2. Should there be a vacancy in the Executive Committee, a Special Election shall be calledwithin two weeks of the Academic Calendar to fill the Vacancy for the remainder of the

    Term. The Executive Committee shall determine the Time and Place of this Election.

    i. Should the position of President become vacant, only current and previous non-impeached Members of the Executive Committee shall be eligible to fill the Vacancy.

    Should no eligible individual be elected to fill the Vacancy at the Special Election, the

    Vice-President shall become the new President, vacating the office of Vice-President

    in doing so.

    ii. Should the position of Vice-President become vacant, the President shall take on theresponsibilities of the Vice-President until the Special Election designates a new

    Vice-President

    iii. Should any other position become vacant, the Vice-President shall take on theresponsibilities of that position until the Special Election designates an individual to

    fill the Vacancy. No current Member of the Executive Committee shall be eligible to

    fill the Vacancy without first resigning his or her current position on the Executive

    Committee.

    SECTION 9:PRESIDENTIAL SUCCESSION1. The order of succession will be the same as the order of elections. An Acting President shall

    be declared in the order of succession in the following circumstances:

    i. Whenever the President is temporarily unable to carry out the powers and duties ofthe office of President, until the President makes a declaration to the contrary.

    ii. In the event of the removal of the President from office, or of his or her resignation,or permanent inability to carry out the powers and duties of President, until a new

    President is elected at a Special Election.

    ARTICLE IV:ELECTIONS

    SECTION 1:DEFINITION1. All General Elections and Special Elections that are demanded by this Constitution shall be

    conducted using the following procedure.

    2. Where an Election is not specifically called for in this Constitution, it shall be conductedusing the following procedure unless the Executive Committee determines an alternate

    procedure and means for holding that Election.

    SECTION 2:PROCEDURE

    1. The Time and Place of an Election shall be announced at least five days prior to when it willtake place.

    2. Once an Election has been announced, Voting Members may make Nominations and theAssistant Master shall accept Nominations of eligible Candidates until forty-eight hours

    prior to the start of the Election. Voting Members may nominate themselves, but no person

    who is not a Voting Member of this Residential College may be nominated for a position.

    Candidates must inform the Assistant Master of the Acceptance of their Nomination at least

    twenty-four hours prior to the start of the Election.

    3. All Candidates for a position shall be sequestered immediately prior to when the Electionfor that position will take place. One by one, each Candidate shall be summoned in reverse

    order of Acceptance of his or her Nomination to speak before the House for a period of no

    more than three minutes; a five minute period of questioning shall follow. The question

    period shall be moderated by the Assistant Master. Any questions submitted in writing to

    the Assistant Master prior to the Election shall be posed first and the remaining time may be

    used by Voting Members of the Residential College to pose questions to the candidate. After

    speaking and answering questions, the candidate shall be sequestered again.

    4. Once all of the Candidates for a position have spoken and answered questions, a five minuteperiod of Discussion of the Candidates for the position shall follow. This period of

    Discussion shall be moderated by the Assistant Master and may be extended once by five

    minutes upon request by any Voting Member of this Residential College.

    5. Once Discussion has ended, the candidates shall rejoin the House and voting shall begin.SECTION 3:VOTING

    1. Votes may be cast by all Voting Members of this Residential College by secret ballot.2. A majority of all votes cast shall be required for the election, as determined by an instant

    runoff vote. Should the Election fail to produce a winner of the majority of votes cast, the

    current Executive Committee shall resolve the Elections outcome within seven days at a

    Special Meeting.

    3. Votes for ineligible Candidates shall count neither as a vote cast nor as a vote for anyparticular Candidate.

    4. Once a Candidate is elected as a Member of the Executive Committee, they are ineligible forfurther election as a Member of the Executive Committee without first declining his or herelection to the position.

    5. In the event that an elected individual declines his or her election to a position before takingoffice or will be unable to fill his or her position upon taking office, another Special Election

    involving the remaining candidates will be held to fill that position.

    ARTICLE V:COMMITTEES

    SECTION 1:DEFINITION1. Committees, under the direction of a Committee Chairperson, and in cooperation with the

    Executive Committee, are responsible for coordinating and planning the affairs of this

    Residential College.

    2. Alongside the Executive Committee, the Standing Committees of this Residential Collegeshall be the Academic Affairs Committee, the Faculty Affairs Committee, the Social Affairs

    Committee, the Philanthropic Affairs Committee, the Facilities Committee, and the

    Information Technology Committee.

    SECTION 2:AD HOC COMMITTEES1. The President shall originate the creation of Ad Hoc Committees to better attend to the

    needs and goals of this Residential College. In originating the creation of an Ad Hoc

    Committee, the President shall appoint a single Committee Chairperson to lead that

    Committee. The President shall not be eligible to serve as the Chairperson of an Ad Hoc

    Committee.

    2. The approval of the Executive Committee shall be required to create or dissolve any Ad HocCommittee that has been originated by the President.

    3. The appointed Chairperson of an Ad Hoc Committee shall be subject to the approval of theExecutive Committee.

    SECTION 3:THE CHAIRPERSON1. A single Committee Chairperson shall lead a Committee.2. The Committee Chairperson shall be responsible for calling and organizing the Meetings of

    the Committee and serving as a Liaison to the Executive Committee to report on the

    Committees goals and progress.

    3. The Committee Chairperson shall maintain a Committee Record, which shall contain allbylaws suitable for the management of that Committee, a listing of the Members of a

    Committee and their positions, summaries of the discussions at Meetings of the Committee,

    and any additional information that may be relevant and beneficial to forthcoming

    Chairpersons and Members of that Committee.

    SECTION 4:MEMBERSHIP AND APPLICATION1. The Membership of a Committee shall be its Chairperson and the Members of that

    Committee.

    2. Only Resident Members and NonResident Members of this Residential College shall beeligible for Membership on a Committee, except current Members of the Executive

    Committee, who shall not be eligible to join a Standing Committee.

    3. The Committee Chairperson shall disseminate Applications for positions on the Committeeand further specify a Time and Means by which these Applications must be completed and

    returned for consideration.

    4. The number of positions per Committee shall be determined by the Committee Chairpersonof that Committee and approved by the Executive Committee.

    5. The Committee Chairperson shall review submitted Applications and select theMembership of that Committee, compiling a list of Members of the Committee and

    specifying which positions on that Committee those Members will fill. Membership on a

    Committee shall be subject to the approval of the Executive Committee.

    6. No later than ten days after the formation of each Committee, the Committee Chairpersonshall submit a detailed outline of plans and goals for the upcoming Quarter to the ExecutiveCommittee for approval.

    7. The Committee Chairperson shall review, at the first Meeting of his or her Committee, thepolicy for awarding Housing Points to Committee Members. If an Ad Hoc Committee is

    anticipated to be in existence for longer than one quarter, the plan shall be reviewed with

    the Executive Committee for approval prior to discussion with the Members of the Ad Hoc

    Committee.

    8. Standing Committee Membership shall expire at the end of each Quarter.9. Ad Hoc Committees shall expire when dissolved by the Executive Committee.

    SECTION

    5:R

    ESIGNATION ANDV

    ACANCIES1. A Member of a Committee may resign his or her position by submitting a written Notice of

    Resignation to the Chairperson of the Committee.

    i. Once this Notice is received, the resignation shall take effect and the position of theresigning Member shall become vacant.

    ii. Should a vacancy occur on a Committee, the Committee Chairperson shall determinewhether or not the vacancy will be filled. If a vacancy is to be filled, the Committee

    Chairperson shall fill the vacancy according to the aforementioned procedure for

    Membership and Application.

    2. The Chairperson of an Ad Hoc Committee may resign his or her position by submitting awritten Notice of Resignation to the President.

    i. Once this Notice is received, the resignation shall take effect and the position ofChairperson shall become vacant.

    ii. Should there be a vacancy in the position of Chairperson of an Ad Hoc Committee,the President shall appoint a new Chairperson, subject to the approval of the

    Executive Committee.

    3. Should the position of Chairperson be vacant on any Committee, the Vice-President shallserve as Acting Chairperson and carry out the responsibilities of the Chairperson of that

    Committee, until a new Standing Committee Chairperson is elected or Ad Hoc Committee

    Chairperson is appointed.

    ARTICLE VI:HOUSE MEETINGS

    SECTION 1:DEFINITION1. The Voting Members of this Residential College along with the Master, the Associate Master,

    the Assistant Master, and the Professional Staff shall compose the House of this Residential

    College and be entitled to actively participate in House Meetings.

    2. The President shall call and preside over a House Meeting at least once every fifteen days.

    3. The President shall announce the Time and Place of a House Meeting no fewer than sixhours prior to when it will take place.

    SECTION 2:PURPOSE1. At a House Meeting, the Executive Committee shall provide an updated summary of its goals

    and progress and make recommendations to the Members of this Residential College.2. House Meetings shall serve as a forum to discuss the affairs of this Residential College and

    as a means for the House to directly manage the affairs of this Residential College.

    3. The Executive Committee shall be subject to actions taken by two-thirds of Voting Membersof the Residential College present at House Meetings and none of the actions of the

    Executive Committee shall conflict with actions taken by the Voting Members of this

    Residential College at House Meetings.

    ARTICLE VII:HOUSING POINTS AND HOUSING SELECTION

    SECTION 1:HOUSING POINTS1. Resident Members and Non-Resident Members may accumulate Housing Points for

    attending, organizing, or helping in the affairs of this Residential College.

    2. A Points Year shall begin with the final week of Winter Quarter and last until the start of thefinal week of the subsequent Winter Quarter.

    3. Points Quarters shall begin with the final week of any given Quarter and last until the startof the final week of the subsequent Quarter.

    4. At most three days after each Points Quarter, the Vice-President shall tally and publicly postthe Housing Points earned by each Resident and Non-Resident Member during that Points

    Quarter. Resident Members and Non-Resident Members wishing to challenge the posted

    total must do so within seven days after the Housing Points were posted by submitting arequest to the Vice-President. Housing Points for previous Points Quarters cannot be

    challenged.

    5. At least once every fifteen days during the current Points Quarter the Vice President shallpublicly make available the Housing Points accumulated since last such posting.

    6. Housing Points of all Resident Members and Non-Resident Members shall be set to zero atthe beginning of each Points Year.

    7. The Executive Committee shall have final discretion concerning the allocation of HousingPoints.

    SECTION 2:EARNING HOUSING POINTS

    1. A Member of the Executive Committee shall earn forty Housing Points for each completePoints Quarter that he or she is a Member of the Executive Committee. In the event that a

    Member of the Executive Committee does not serve on the Executive Committee for a

    complete Points Quarter, the Executive Committee shall determine how many Housing

    Points, up to forty, that Member will receive for service on the Executive Committee.

    2. A Member of a Standing Committee who is not also a Member of the Executive Committeemay earn up to twenty Housing Points per Points Quarter, as determined by the Vice-

    President and the Chairperson of that Standing Committee. Housing Points may only be

    earned for service on one Standing Committee.

    3. A Member of the Constitutional Committee may earn up to twenty Housing Points perPoints Quarter, as determined by the Vice-President. The Vice-President shall not be eligibleto earn Housing Points from service on the Constitutional Committee.

    4. The Chairperson of an Ad Hoc Committee may earn up to ten Housing Points, as determinedby the President. Housing Points that are awarded for service as the Chairperson of an Ad

    Hoc Committee may span multiple Points Quarters but shall never exceed ten in total.

    5. A Member of an Ad Hoc Committee may earn up to ten Housing Points, as determined by theChairperson of that Ad Hoc Committee. Housing Points that are awarded for service as a

    Member of an Ad Hoc Committee may span multiple Points Quarters but shall never exceed

    ten in total.

    6. Any Resident Member or Non-Resident Member who attends an Event, Election or HouseMeeting shall earn one Housing Point.

    7. Any Resident Member or Non-Resident Member who helps to set up for or clean up at anEvent may earn one Housing Point, as determined by the Executive Committee, provided

    that he or she is not a Member of the Facilities Committee or a Member of a Committee that

    is sponsoring that Event.

    8. An Intramural Sports Participant or Spectator may earn up to fifteen Housing Points perPoints Quarter at a rate of one Housing Point per game attended, provided that the

    individual has attended at least three games or half the total number of games played,

    rounded down, whichever is least, for the sports he or she is given points for, as determined

    by the Secretary of Social Affairs.

    9. An elected Associated Student Government Senator who is representing this ResidentialCollege in the Associated Student Government may earn up to twenty Housing Points per

    Points Quarter, provided that he or she is a Resident Member or Non-Resident Member at

    the time of taking office in the Associated Student Government. The Executive Committee

    shall determine how many Housing Points, up to twenty, that Member will receive for

    service as an Associated Student Government Senator based on his or her attendance at

    Associated Student Government Meetings throughout the Points Quarter and the Executive

    Committees assessment of how well he or she kept Members of this Residential College

    informed of the affairs of the Associated Student Government.

    10.An elected member of the Residential College Executive Board who is a Member of thisResidential College shall earn twenty Housing Points per Points Quarter, provided that he or

    she is not removed from his or her position on the Residential College Executive Board. Inthe event that the Member does not serve for a complete Points Quarter, the Executive

    Committee shall determine how many Housing Points, up to twenty, that Member will

    receive for their service on the Residential College Executive Board.

    11.A Resident Member or Non-Resident Member who is unable to participate in thisResidential College due to his or her participation in the Cooperative Education program or

    in the Study Abroad program may earn Housing Points for each Points Quarter that he or

    she is absent.

    i. Prior to each Points Quarter of absence, the Member must hold a question-and-answer session concerning the program that will cause him or her to be absent forthe upcoming Quarter.

    ii. After returning, the Member must hold a fireside in which he or she discusses his orher experiences in the program that caused him or her to be absent for the previous

    Quarter.

    iii. The absent Member shall have an Absence Rank equal to his or her average Rank inthe other Points Quarters in which he or she participated of the same Points Year.

    For the Points Quarter in which he or she is absent, the absent Member shall receive

    a number of Housing Points equal to those received by the Member of the same

    gender who had a Rank equal to the absent Members Absence Rank.

    12.A Resident Member or Non-Resident Member who has been excused by the University formedical reasons and is unable to participate in this Residential College due to his or her

    medical condition shall have an Absence Rank equal to his or her average Rank in the other

    Points Quarters in which he or she participated of the same Points Year. For the Points

    Quarter in which he or she is absent, the absent Member shall receive a number of Housing

    Points equal to those received by the Member of the same gender who had a Rank equal to

    the absent Members Absence Rank.

    13.A Resident Member or Non-Resident Member of another Residential College may earnTransfer Points for his or her participation in the program of another Residential College,

    provided that he or she notifies the Executive Committee that he or she wishes to earn

    Transfer Points prior to the end of the Points Year. Transfer Points shall be awarded at a

    rate of one Transfer Point per Rank Percentile, where a Rank Percentile refers to the

    percentile of that individuals Rank in the other Residential College, up to a maximum of

    100. An individual that requests Transfer Points must furnish the Vice-President with the

    documentation necessary to accurately calculate Transfer Points.

    SECTION 3:SELECTION OF HOUSING1. At the conclusion of each Points Year, the Housing Points earned by each Resident Member

    or Non-Resident Member during the previous three Points Quarters of the Points Year shall

    be summed to compute his or her Housing Points Total. The Housing Points Total shall be

    multiplied by (1+ Q/10) where Q is the number of full Points Quarters of Resident

    Membership or Non-Resident Membership. The aforementioned product shall be theAdjusted Housing Points Total.

    2. In order to be eligible for housing selection, the Resident Member or Non-Resident Membermust have obtained a Housing Points Total equivalent to at least the number of House

    Meetings that occurred during the time of their Membership in the relevant Points Year.

    3. For all Resident Members and Non-Resident Members who have met the minimum Pointsrequirement and have fulfilled the Universitys Housing Requirements, a Rank will be

    assigned based on each Members Adjusted Housing Points Total compared with that of

    Members of the same gender. In the case of a tie in the Adjusted Housing Points Total, the

    order of Rank shall be determined first by the ranking of the unadjusted Housing Points

    Total and, if a tie remains, the order of Rank shall be determined randomly. For all ResidentMembers and Non-Resident Members of other Residential Colleges who have Transfer

    Points and have fulfilled the Universitys Housing requirements, a Transfer Rank will be

    assigned based on each Members Transfer Points total compared with that of Members of

    the same gender. In the case of a tie in the Transfer Points Total, the order of Transfer Rank

    shall be determined randomly.

    4. The maximum number of returning male and female residents shall be determined by theOffice of Residential Life. A number of male and female Resident Members and Non-

    Resident Members wishing to live in the Residential College during the subsequent

    Academic Year equal to the two maxima shall be taken from the top of the Ranked list and

    placed into the Accepted List.5. Members on the Accepted List shall select their rooms for the subsequent Academic Year in

    order, starting with the highest-ranked Member. If a Member selects a room in an unfilled

    suite, he or she may bring any number of Members on the Accepted List into that suite up to

    its remaining capacity, as long as those Members also wish to live in that suite. Room

    selection then moves immediately to the Members of that suite, who choose rooms in the

    suite according to their Ranks. Members may select only one room.

    6. Once all Members on the Accepted List have had an opportunity to select a room, roomselection shall move to Members who were not on the Accepted List, starting with the

    highest-ranked Member, who shall select rooms in the aforementioned fashion, but may not

    bring others into the same suite as Members on the Accepted List are entitled to do.

    7. Once all Members of this Residential College have had an opportunity to select a room,room selection shall move to Members of other Residential Colleges who have Transfer

    Points, starting with the highest-ranked Member, who shall select rooms in the

    aforementioned fashion, but may not bring others into the same suite as Members on the

    Accepted List are entitled to do.

    8. Room selection is restricted by the following:i. All members of a suite must be of the same gender.

    ii. Members of a double-occupancy room must agree to live together in that room.

    ARTICLE VIII:AMENDING THIS CONSTITUTIONSECTION 1:PROCEDURE

    1. This and the preceding Articles of this Constitution may be subject to Amendment at anyHouse Meeting.

    2. Any proposed Amendment shall be submitted to the Executive Committee. The ExecutiveCommittee shall then announce and publicly post the proposed Amendment no more than

    three days after its proposal to the Executive Committee. The proposed Amendment may

    not be modified until it is voted upon.

    3. A Meeting to vote on the Amendment shall occur no more than fifteen days after itsproposal to the Executive Committee. The Time and Place of this Meeting shall beannounced no less than three days before it is to take place.

    4. At the Meeting to vote on the proposed Amendment, twenty minutes shall be devoted todiscussion of the Amendment. This period of discussion shall be moderated by the Assistant

    Master and may be extended once by ten minutes upon request by any Member of this

    Residential College.

    5. If the Amendment contains more than one separate and distinct point related to a singletopic, any Voting Member may, during discussion, motion for Division of a Question. The

    Voting Member who motioned to Divide the Question must then specify the points within

    the Amendment to be considered separately.

    i.

    To be eligible for a Vote, this motion must be followed by a Second from anotherVoting Member.

    ii. A Vote by Show of Hands shall be taken, and a simple majority of votes cast mustbe needed to Divide the Question.

    6. Upon passing, the separated points within the Question shall be considered and voted uponas separate Amendments.

    7. Once the discussion has concluded, a secret ballot vote shall be taken. An affirmative vote oftwo-thirds of the Voting Members present or of forty Voting Members, whichever is greater,

    shall be required for adoption of the proposed Amendment. In the case that the proposed

    Amendment fails to be adopted, it may be modified and proposed to the Executive

    Committee again through the aforementioned procedure.

    SECTION 2:INCORPORATION1. An Amendment to the Constitution shall immediately take effect unless otherwise specified

    by the Amendment.

    2. When an Amendment changes the text of this Constitution, such a change shall immediatelybe incorporated into the text of this Constitution along with a dated notice of when the

    change took effect in the Constitution.

    3. The revised text of this Constitution shall be made publicly available no more than fifteendays after the revision took effect.

    SECTION 3:CONSTITUTIONAL COMMITTEE1. The President shall originate the creation of a Constitutional Committee to review the

    Constitution for needed changes. A Constitutional Committee may not convene within six

    months of a previous Constitutional Committee and must convene no more than two years

    after a previous Constitutional Committee.

    2. The Constitutional Committee shall have the Vice-President as its Chairperson and consistof four other Voting Members of this Residential College who are elected to serve on the

    Constitutional Committee. In electing the Constitutional Committee, each Voting Member of

    this Residential College may cast at most four unique votes. The top four vote-getters among

    all votes cast shall be Members of the Constitutional Committee. If there is a tie, there shall

    immediately be a similarly structured Run-Off Election exclusively concerning thosecandidates who are tied; should a Run-Off Election fail to produce a winner of the plurality

    of the votes cast, the current Executive Committee shall resolve the Elections outcome

    within seven days at a Special Meeting.

    3. Each Member of the Constitutional Committee shall have one vote in its affairs.4. The Assistant Master shall serve as an Advisor to the Constitutional Committee but shall

    have no vote in its affairs.

    5. A quorum of the Constitutional Committee shall be four of its five Voting Members.6. When the Constitutional Committee unanimously decides that it has finished its business, it

    may dissolve itself.
