SLA Architects (formerly Secord & Lebow Architects, LLP) is a versatile and talented 15 person architectural and interior design firm located in Wichita Falls. We primarily focus on public and institutional architecture which includes federal, state, municipal, and educational agencies.

Since inception, SLA has nourished long-term relationships with clients throughout Texas and the entire southwest. As leaders of distinctive yet functional architecture, we provide creative, thoughtful, and efficient designs. We reliably guide the client with the willingness and desire to bring their visions to fruition. We depend on the relationships we grow with our clients, and in turn, our clients learn to depend on us. It is because of these relationships, as well as our commitment to excellent design, that our business is able to thrive.

SLA has worked on small and large scale projects ranging from community swimming pools, butterfly conservatories, dorms, tank trails, hangars, highway rest areas, schools and church facilities. Our projects for federal government agencies range from $150K to $150M. We primarily work within the southwestern region, but have designed projects as far as White Sands Missile Range, NM, Fort Carson, CO and West Point Academy, NY. We have had contracts with multiple state agencies including TxDOT, Texas Parks & Wildlife, Texas Department of Criminal Justice, Texas Health & Human Services Commission, and Texas Army National Guard. Our experience in the educational sector is expanding every year and includes clients such as Wichita Falls ISD, Iowa Park ISD, and Lampasas ISD.

We will provide full architectural, planning, and interior design services for the your project. Our capable staff consists of architects, interior designers, and technical personnel. SLA’s partners participate in every project phase at both the management and technical levels. Designs are prepared in a very systematic manner with the primary focus on meeting the user’s needs, goals, and objectives. SLA has become an architectural practice known region wide for its dedication to creative design and accompanying client service. Furthermore, through CSG/SLA – A Joint Venture Company, we have had recurring A/E IDIQ contracts with the Fort Worth District Corps of Engineers since 2004 and have recently been awarded an A/E IDIQ through the Huntsville HNC Corps of Engineers.

The implementation of industry leading technology is vital to our firm. SLA has been at the forefront of Building Information Modeling (BIM), pioneering the process from concepts through construction documents. When one thinks of 3D, one thinks of the visual capabilities of the program to communicate design in a three dimensional environment. This resulted in SLA doing schematic designs for the Client because we felt we could properly communicate our designs. BIM gives the client an intrinsic feel for their project’s built environment. It can also be utilized when working with multiple consultants across multiple offices. Coordinated

models are utilized to ensure the integrity and completeness of the designs, as well clash detection.

Revit Architecture Suite (with AutoCad) 2015 is utilized for 3D modeling. This program allows us to do real time 3D assessment of our designs and to easily communicate ideas efficiently. This software is also used for production of construction documents.

We also utilize SketchUp 2015 for 3D concept modeling with Shaderlight rendering add-on.

Project Management

SLA has integrated Newforma Project Center software into our various design processes. This software allows us to track Transmittals, Submittals, Project Calendars, Action Items, File Transfers, emails, and collaboration. Newforma allows us to holistically manage our projects and is available on all employee workstations.

Although we use this as an internal tool, we feel that allowing our clients to be part of the Project Team keeps them informed on the progress of the project. We can track RFIs (Request for Information) during the design through this software. The incorporation of this software as part of our methodology enhances our ability to collaborate with all disciplines of the Project Team. The bottom line is that easy access to information allows for well coordinated and successful projects.

Our web site (www.slatx.us) includes a link to our Info Exchange site which provides managed FTP access. We utilize this system to facilitate the transmittal of large electronic files, both incoming and outgoing.

Throughout our experience, we have provided design services on many projects that encountered unforeseen changes and modifications at various stages of the design.

We found that the key element to both overcoming the challenges presented, and minimizing lost time and money, is proactive and effective communication. To facilitate this between all stakeholders, we employ a process known as a design charrette. Design charrettes are often multi-day, on-site work sessions that allows face-to-face interaction between the Client (Project Manager, the User, and/or the Installation) and the Design Team, comprised of representatives of each design discipline. During the charrette, the Design Team will ascertain the specific requirements pertaining to the changes through an interview process and open discussions with stakeholders. At the same time, the Design Team will begin to develop a design solution in real-time using Autodesk Revit on mobile workstations. We utilize video projection which enables all parties to visualize the design and participate in the solution. In conjunction with the development of a design solution, we often have our Cost Estimator attend the charrette to provide updates to the estimate.

By using the Design Charrette process, the Client is engaged in the design and is given every opportunity to communicate their requirements and see how different scenarios impact the solution. At the end of the Charrette, we typically conduct an out-briefing for the Client that provides a holistic review of the design solution and how that solution impacts the project cost and the schedule. We feel that by providing this information to

the Client, it develops a solid foundation between them and us. Since good design, functionality, and cost effective planning is paramount to our Clients, they are equally paramount to our firm.

We have used this procedure successfully to assist the Government in the development of RFP solicitations, as well as on Design/Build projects where the project scope has changed after award. It is a procedure that we can incorporate into our private and commercial projects as well. The Design Charrette process is such an efficient means of communication that it has become an integral part of our standard operating procedure. In fact, we have used this exact process on forty-eight individual projects (both A/E design and D/B) over the past ten years. Design Charrette

Defense Finance & Account Services (DFAS) BuildingRed River Army Depot, Texas

Located near Texarkana on the Red River Army Depot Base, the Defense finance and Accounting Services (DFAS) Administration Building houses the administrative and command operations for the US Department of Defense.

The 44,000sf building houses an open office layout on both floors. Arrangement of work stations is easily modified due to the open layout and minimal structural. Locating open and private offices at the perimeter of the building allows for maximum views and daylight at all occupied spaces. Employees can easily circulate through the spaces to the core of the building. A unique feature of the open office area is the raised access flooring. This system allows for easy rearrangement of workstations, electrical and communication modifications, and provides conditioned air to the space.

The core contains common spaces such as restrooms, meeting rooms, and break rooms. An open atrium at the lobby connects the two floors and allows for natural light to filter into the spaces.

The exterior of the facility was designed to complement the newly completed Army Reserve Center. The building is clad with a two-tone brick veneer and EFIS. Horizontal metal wall panels and sunshades help to give the building scale and a modern appeal.

The facility has been designed to meet LEED silver certification.

Athletic Complex & High School RenovationsIowa Park, Texas

SLA Architects was contracted in 2012 by the Iowa Park Consolidated Independent School District to provide master planning and design services for their High School and Athletic Complex renovations. This Bond Package is divided into two major areas of work. The first is the complete renovation of the Athletic Complex. Built in the early 1970s, the existingHawk Stadium and Athletic Complex is s source of pride for the citizens of Iowa Park. Facilities will be brought up to current standards while providing an improved image and function for the long term future. Project includes: New stadium bleacher seating, stadium athletic turf, eight-lane competition track, field lighting, press box, restroom/concession building, 15,000 SF field house, and concession/restroom building for baseball/softball complex. Hawk Stadium accounted for approximately $10M.

The second area of work was the exterior renovation of the main high school campus which ties the main building and several existing additions together to make a cohesive design and provides an improved image for the future. The exterior facade renovations and auditorium renovation account for approximately $2.7M.

This $14.7M Bond Election is part of the District’s long term facilities plan. The next phase will include the construction of a new high school and renovation of the interior of the existing high school to serve as the new home for the Middle School.

Downtown Travel CenterWichita Falls, Texas

The Wichita Falls Multimodal facility is a 6,000sf (approx) facility designed to improve efficiency and passenger demand in the Wichita Falls Transit System (WFTS) with the implementation of a more centralized transfer hub. The multi-modal transit center’s design drew its inspiration from train stations of the past, but incorporates all the modern amenities and current technologies available in the present. Local artisans can display their work throughout the interior and exterior of the facility to instill community pride and connectivity.

A large, welcoming lobby acts as the intersection for the major services such as ticket counters, information kiosks, restrooms (storm shelters), vending, and waiting. Other provided functions include conferment / meeting rooms, drivers lounge, cargo shipping/receiving, and security office. The site includes sheltered areas for passengers waiting and transfer of City/Regional carriers, bicycle racks, and parking for passenger drop-off and taxi stands.

Construction was completed in September of 2013 with Anthony Inman Construction, Inc performing as the Construction Manager at Risk (CMaR). The official Ribbon Cutting Ceremony took place on November 5th with representatives from SLA, Anthony Inman Construction and the Wichita Falls Chamber of Commerce.

WT Unit Operations Facility (Admin)Fort Polk, Louisiana

The design team prepared the Interim, Final, and Construction Ready Design packages for the Warriors in Transition (WT) Unit Operations at Fort Polk, Louisiana. The project plan and space requirements were dictated by the Center of Standardization (CoS) by the Corps of Engineers. This project consisted of a Double Company Operations Facility on the first floor of approximately 22,000sf and a Battalion Headquarters on the second floor of 8,100sf.

The project is primarily administration space with open office space (modular) and private offices. Project also includes a secure video teleconference room. The project is certified LEED Silver with site points utilized from the Barracks Project. Bently BIM was required by the CoS. Final drawings were provided in MicroStation and Bently BIM formats. Project required close coordination between the design team, DPW, the SWF project manager, SWD, post stakeholders and other contractors on the site.

TxDOT Safety Rest AreaWard County, Texas

This project is located approximately 50 miles west of Odessa, Texas near the town of Pyote on Interstate Highway 20. The design utilizes the architectural theme from the nearby historic World War II Pyote (Rattlesnake) Bomber Training Base. The theme captures elements such as tapered concrete buttresses used in the original hanger buildings and an entrance form that simulates an air traffic control tower. The facility serves as a place of refuge to prevent road weariness and promote safety on the highways. Interactive educational exhibit areas promote the unique local history of the area. Amenities include storm shelters, Department of Public Safety Office, vending areas, air conditioned restrooms, support areas, information center, and free WiFi .

Site improvements include private picnic arbors, walkway strolling nature trails, and a large secure World War II Bomber themed playground area. Heavy vehicle access and parking is separated from standard vehicle parking areas for safety. Full security lighting is provided over entire site. Utilities are always a challenge in remote project locations and on-site water wells provide irrigation. Although not certified, the project utilizes LEED principles and guidelines for a high-performance building in form and function.

Atrium Renovations for Rolling MeadowsWichita Falls, Texas

Rolling Meadows is over 25 years old and was in dire need of a fresh, updated look. Elements such as outdated carpet, fabric canopies and metal stairs dated the space. The initial scope included adding warm wood elements, updating the finishes and opening the dining room. Prior to the renovation, the Atrium lacked focus and direction. Relocating the Reception to the primary entrance allowed for more functional flow and clear wayfinding through the Lobby giving the Atrium a “Mainstreet” atmosphere. The space was completely transformed by cladding the existing columns, metal stair and railing in a traditional wood profile, as well as by tying the space together with a wainscot. All final finish selections, furniture and décor were chosen by Rolling Meadows staff, allowing them to take great ownership in deciding how the finished product should look.

Amenities in the renovated Atrium include The Royal Perk coffee bar, Dining Room, Communication Center, computer access with internet,Game Room and Knight Cap sports bar. The previously dark Dining Room received updated finishes, lighting and lost a few restricting walls allowing for a more functional layout. It is now open, airy and elegant, seating more residents without restricting maneuverability. All of the new venues are located in the Atrium which is the main area of the facility and is open 24/7.

Renovate Buildings 145, 146, 147 & 149Fort Sam Houston, Texas

This was a design/build project with a complete gut, repair and renovation of Buildings 145, 146, 147, & 149 & associated site work at Fort Sam Houston, Texas. Buildings were constructed between 1905 and 1908. The renovation converted the space into modern administrative facilities for the Army South 106th Brigade. The design is able to give precedence to their history while meeting current codes, while extending their useful occupancy.

The general scope of the project required restoration of both interior and exterior historic elements; replacement of all exterior doors and windows; removal of all mechanical, electrical, plumbing, communications, and fire protection systems; hazardous material abatement; complete roof system replacement; structural building hardening to accommodate AT/FP; new stand-alone elevator shafts to address handicap accessibility; and an addition of a backup, standby emergency generator.

Cypress Water Treatment Plant - Three PhasesWichita Falls, Texas

The full campus renovation and expansion to the Cypress Water Treatment Plant has been an ongoing, ten year project for the City of Wichita Falls. SLA has been a part of three phases of the project. Phase I, SLA designed a new administration/laboratory building and a maintenance building. That phase houses administrative, conference, and laboratory functions for the water plant facility. In addition to the day-to-day operations of the plant, the facility was designed to house educational tours for the public as well as professional personnel involved in the water treatment services. The large atrium gallery was designed for public gallery and viewing of ongoing activities. This phase was completed around May of 2008

Phase II was the design of a High Service Raw Water Pump Building and Phase III was the design of two Lime-slaker buildings. These projects were completed in May of 2012.

The admin and lab buildings were the building blocks for this masterplanned, $50M+, State-of-the-art water treatment complex. Multiple disciplines came together to provide the City and surrounding communities with a solution to the ever changing resource. Project was designed using LEED materials and guidelines, but was not certified. The project was coordinated through Biggs & Matthews, Inc. of Wichita Falls.

Renovate VOLAR Barracks & Central Energy PlantFort Hood, Texas

SLA Architects has completed the design on five separate phases of the Renovation of VOLAR Barracks at Fort Hood, TX. Phase I was the renovation of approximately 455,000sf on the 29000 and 39000 Blocks, consisting of the complete interior and exterior shell renovation of seven 3-Pod barracks and four 4-Pod barracks. This $89M construction project was completed in January of 2012.

Phase II of the renovation included approximately 420,000sf on the 87000 and 39000 Blocks, consisting of the complete interior and exterior shell renovation of six 3-Pod barracks four 4-Pod barracks. This $82M construction project was completed in October of 2013.

Phase III of the renovation included approximately 191,000sf on the 39000 West Block, consisting of the complete interior and exterior shell renovation of five 3-Pod barracks. The $48.2M construction project was completed in May of 2013.

SLA was then awarded Phase V, which was a little different than the other phases. This phase consisted of two barracks on the 36000 Block that were each of a different formation and only two stories. This project included 54,000sf with a construction value of $12.2M. It was completed in September of 2015.

The final phase of the VOLAR Barracks revitalization projects was actually Phase IV. It includes the complete interior and exterior shell renovation of four 4-Pod and three 3-Pod barracks on the West 39000 Block totaling approximately 375,000sf. The design is currently underway with the construction expected to be completed in 2017.

Four of five phases included replacement of a block’s Central Energy Plant and four of the five phases included renovations to a laundry building. Each phase included miscellaneous site work such as new walks, utilities, storm drainage, HVAC piping systems and landscaping. Each of the five phases required LEED Silver certification.

When the construction on the final phase is completed, SLA will have been the Designer of Record on approximately $307,000,000 in complete interior and exterior shell barracks renovation. This consists of 35 individual barracks buildings totaling close to 1.5M gross square feet across four blocks at Fort Hood. These renovations will provide durable and comfortable living quarters for 2,762 soldiers for the next thirty years. Furthermore, each space was designed to double in capacity in the event a surge situation occurs, therefore having a surge capacity of 5,524.

Animal Services CenterWichita Falls, Texas

This new modern facility is approximately 12,000sf of enclosed space. The building is designed to replace out-of-date facilities and centralize the services provided by the Public Health Department’s Animal Control. The new facility houses a total of 46 kennels (36 reclaim/adoption, 10 quarantine) with future expansion capability of 18 more.

Other interior spaces include Cat Display and Play Areas, Exotics viewing, “Get-to-Know” Room, Surgery Suite, Isolation/Quarantine, Offices, Break Room, and plenty of storage. An integrated Sally-port provides security of transfer for animals as well as comfort during inclement weather. Interior display spaces provide full height storefront designs for ease of viewing.

Outdoor amenities include the “Get-to-Know” Courtyard with “Field-Turf” grass and Livestock holding pens.

River Bend Nature Center - Butterfly ConservatoryWichita Falls, Texas

This special $5.2 million dollar project included phasing of the design over a three year period. The highlight of the project is the $3.3M Butterfly Conservatory. This 7500sf facility attracts the eye of motorists near downtown Wichita Falls and sits on a hill overlooking Lucy Park. The $1.4M /6,000sf Pavilion features an educational exhibit space, and also houses administration, conference center, display areas, and support. Two acres of the surrounding land was also developed and provides a large open plaza with handicapped accessible walkway systems linking the facility to Lucy Park and the Wichita River below. Sustainable design played an important role in the design of the project.

The Butterfly Conservatory provides a distinctive, educational experience and is a major attraction to the North Texas Area. The entire environmental education facility serves the communities of north Texas and southern Oklahoma. Uniquely placed in a conflux of geographical regions, River Bend connects people to their natural environment through educational activities, environmental awareness, and conservation examples. This project was designed for a non-profit Public Client and was funded by public grants and donations.

Relocation of Foreign Security Forces, Transition Team MissionFort Riley to Fort Polk, Louisiana

SLA’s Joint Venture company, CSG/SLA, prepared five Design/Build RFPs under a single delivery order for the Fort Worth District Corps of Engineers for relocating the Transition Teams Mission from Fort Riley, KS to North Fort Polk, LA. Work included extensive mission facilities master planning, facilities design, and layout including sitework and utilities. AT/FP planning was provided for roads, barriers, and setback requirements. The plans and specifications were developed to the 50% level for seventeen existing buildings, ninety-three new modular buildings/sprung structures, and five pre-fabricated buildings.

Asbestos contaminated materials and lead based paint was encountered in all renovated facilities. Exterior work included roads, parking lots, water, sewer, natural gas, street lighting and electrical systems. Extensive topographic surveys of large areas and multiple site geotechnical drilling and testing with detailed geotechnical reports. Detailed estimates were developed during multiple charrettes and Value Engineering studies.

Renovation of Building 2Fort Bliss, Texas

SLA’s Joint Venture Company, CSG/SLA, prepared two D/B RFPs to the 50% level for the Fort Worth District Corps of Engineers for renovation of the 252,000 sf Historic Building 2 for use as a headquarters for the 1st Armored Division and for use as administrative space. The design included pollution prevention, waste reduction, use of recovered materials, engineering infrastructure studies, space optimization, asbestos abatement, and lead based paints. Scoping changes were based on detailed floor plans, elevations, calculations, and detailed estimates developed during multiple charrettes and Value Engineering studies.

REVIT was used on a real time basis during the charrettes to develop the floor plans and elevations which allowed the development of detailed MII cost estimates.

First Bank - Maplewood BranchWichita Falls, Texas

This project presented a rare opportunity to take a dated car service center and convert it into a highly visible, banking and retail establishment. Working with the primary owner, First Bank, the 16,000 square foot structure is sub-divided into three businesses: First Bank, ReMax Realtors, and Atlanta Bread Company. The design for the bank included a teller lobby, administrative offices, and a drive-through.

Fast-track construction while designs were finalized allowed for quicker occupancy. Design services were provided for Poteet, Inc., the General Contractor for the project.

This project exemplifies the corporate image and standards of First Bank on the interior and exterior, while also illustrating the full intent of sustainability in revitalizing the existing structures.
