Section 1: Important criteria
Unit standards suitable for schools
• Skills Active has compiled a list of unit standards to specifically support schools with the appropriate level and content for the learners. A full list of Skills Active unit standards is available here: NZQA
• To deliver and assess unit standards where Skills Active is the standard setting body Consent to Assess must granted. If you wish to report credits with another organisation who does have consent to assess this arrangement may be organised via an MOU or Subcontracting agreement.
• MOU or Subcontracting arrangements are processed and monitored by NZQA. Please find further information here NZQA
• Consent to assess applications must meet all Consent and Moderation Requirements
• Consent to Assess will not be supported for expiring unit standards
• Existing consent to assess holders for expiring unit standards may assess and report credits up until the last date of assessment listed on the unit standard
• Level 4+ unit standards are suitable for providers only
• Prior to applying for consent to assess consider your assessment material options. Section 2 of this catalogue contains resources available from Skills Active. If assessment material is not available for your preferred unit standards; does your school have the resources to create assessment material and submit to Skills Active for pre-moderation?

Consent to Assess Gaining consent to assess gives a school or provider the ability to deliver, assess and report credits for unit
standards which Skills Active Aotearoa is the Standard Setting Body. Any organisation wanting to deliver our
unit standards must first apply to Skills Active for a letter of support which is then submitted along with the
NZQA application form for final approval.
Consent to assess applications are required to meet certain criteria which are outlined in the relevant CMR
(Consent and Moderation Requirements). Our Consent to Assess application form (which you can find on the
Consent to Assess page) guides you through each CMR criterion. CMRs can be located on the NZQA website or
here:

Consent to Assess (CTA) process
1. Does your organisation already have consent to assess? Check via the NZQA website.
2. Are any of the unit standards expiring? (CTA will not be supported for any expiring unit standards). You will find the latest list of Expiring unit standards in the blue section at the bottom of the Support and Documents page.
3. Schools – must only select unit standards from the list of suitable unit standards for schools. Schools – unit standards selected must be level 3 or below. You will find the latest list of Suitable unit standards for schools on the Support and Documents page.
4. Study the relevant CMR and CTA Application Form (which you can find on the Consent to Assess page) to confirm your organisation will meet the criteria. Complete application form attaching all relevant evidence and documentation.
5. Check if Skills Active assessment material is available (pages 15-18); if not you will need to create your own. Creating your own; you can find the Pre-moderation Coversheet and Checklist on the Moderation page.
6. Take note of the schedule of fees listed on the CTA Application Form (level 3 and above unit standards may require a site visit which could incur additional costs).
7. If you require further clarity on any requirements please email Skills Active: [email protected] Your application will be reviewed by a quality advisor within 20 working days.
8. If your application is successful then within a period of six months your organisation must apply to NZQA for final Consent to Assess approval; please submit your Skills Active letter of support along with your application. You can gain further information on the CTA processes at NZQA.
9. Consent to Assess is valid as long as your organisation continues to meet all CMR requirements.
10. NB: If another organisation is engaged to deliver, assess, and/or report the unit standards, an MOU or
subcontracting arrangement may be required. Contact NZQA for further details.

Pre-moderation Definition: A quality checking process to ensure that assessment material meets all requirements of the relevant unit standard(s) prior to use for assessment. Pre-moderation is a process where assessments and marking schedules are reviewed to confirm that the
material meets the national standard. Assessments should be fair, consistent, valid and include sufficient
evidence gathering. Marking Schedules should provide enough guidance to enable the assessor to make sound
judgements.
• The organisation is required to hold Consent to Assess, before pre-moderation is undertaken
• Assessment material will be pre-moderated against the latest version of the unit standard
• Review the checklist on the Pre-moderation Coversheet (which you can find on the Moderation page)
to ensure vital criteria are met
• Assessment material that has not been pre-moderated may not be used for assessment purposes
Pre-moderation process
1. Does your organisation have Consent to Assess? Check via the NZQA website.
2. Review the checklist on the Pre-moderation Coversheet (on this page) to ensure assessment criteria
are met. Complete the pre-moderation coversheet and checklist.
3. Note: Pre-Moderation fees are $75.00 plus GST per hour.
4. Submitted application must include: Pre-Moderation coversheet, Assessment and Marking Schedule.
Optional application support: Internal Pre-Moderation, Matrix mapping unit standard ER’s to
assessment.

6. Our Quality Solutions Team will respond within 48 hours of receiving your application. A Quality

• Resource Licensing has been discontinued; if you have a Resource Licence (or belong to the Education Outdoors New Zealand Consortium) no licences will be renewed and current licences are valid to 31 December 2020. If your organisation has an existing licence you may continue to use any assessment material you currently have providing the unit standard versions are still valid.
• Skills Active has some Youth Award resources available which support students with exposure to Skills Active industry sectors.
• Resources are available in the listed modules only.
• Outdoor Recreation ‘Experience’ modules are not integrated resources; therefore individual unit standards can be assessed. Otherwise most module based resources are integrated and must be completed in their entirety.

Section 3: Workplace partnerships In some cases, for a Skills Active unit standard to be effectively delivered and assessed, we may need an industry workplace to get involved. We're working with our stakeholders to identify opportunities for young, passionate sport and recreation participants to carve out learning pathways in our industries. When the unit standard/s cannot be fully delivered and assessed within a school environment, we'll work with schools and workplaces to build effective learning arrangements for young people who are still at school. These usually involve industry organisations providing the training and assessment while schools support the process and report the relevant credits.
