vide Registration No. 23817/51 on 06.12.16.
• Sri Subroto Bagchi has been appointed as the
Chairman of OSDA.
• Odisha Skill Development Mission (OSDM)
chaired by Hon’ble Chief Minister, Odisha is
the apex body of the Society.
• Governing Council headed by Chairman,
OSDA provides guidance, policy direction,
implementation and monitoring support to
OSDA.
• With the constitution of OSDA, OSEMS has
subsumed with OSDA as per Government of
Odisha vide Notification No. 5901/SDTE dated
2.11.2016 and all assets, activities and
liabilities have been transferred to OSDA.
• The 1st Governing Council meeting of OSDA
was held on 16.12.2016.

Under CMEGP, 150 youth from each Gram Panchayat of the state to be
provided with skill up-gradanation training, loan and subsidy linkage.
11 lakh youth are to be covered over a period of 5 years (FY2014-15 to FY 2018-
19), comprising of 9.3 lakhs youth from rural areas and 1.7 lakh youth from
urban areas

• OSEM has been conducting PLTPs since 2011-12 to train and equip rural youth
through private/government Project Implementing Agencies (PIAs)
• PLTP target for 2016-17 is 25,000 youths.

PLTP- Analysis
Priority areas for Skill training are Manufacturing, Automobile, Construction, Medical & Nursing and Electronics
Batch size,
Curriculum & on boarding of new
PIAs
•Batch size has been increased from 20 to 30 with biometric attendance. PIAs given flexibility in selection of MES or SSC courses.
•Four new PIAs have been empanelled in the 2nd week of January 2017 and 08 more by 08.02.17, the programme shall be scaled up.
•Common Norms adopted with effect from 27.12.2016 both for Placement Linked Training Programme and skill training programmefunded by OSDA for other Departments.
•Uniforms designed by NIFT made mandatory for the trainees.

Grading of PIAs
•As decided in the meeting chaired by Chief Secretary on 18.7.2016, theStandard Operating Protocols for the training centre infrastructure, hostelinfrastructure, quality of food etc. adopted by Panchayati RajDepartment under DDU-GKY are being implemented under PLTP as perCommon Norms.
•Parameters for grading of PIAs uniformly across schemes acrossDepartments has been approved by Chairman, OSDA andcommunicated to all the departments.
• Grading exercise shall be taken up in February 2017.

Begunia and Pallahara are being set up through District
Administration with OSEMS funding.
38 SDECs are being set up in the campus of govt. ITIs

2 SDECs have been commissioned and bidding process of
5 more SDECs for leasing out is on. 13 more SDECs are
expected to be commissioned by 31st March, 2017.

Other initiatives …
• OSEM offers a platform to the job seekers for access to a
wide range of employers.
•14 Job fairs were organized during 2015-16, in which 6650
job offer letters have been issued
•09 job fairs have been conducted so far in 2016-17 in which
3256 job offer letters have been issued
