Problem
• Ministry of Internal Affairs (MIA) – the basis of countries political system (“law enforcement body”)
• Low on police adopted in 1993 • Politicizing police (president’s order)• MIA system is only identified with the functions of police and security
(service agency)• Departments implementing security functions are still under the
ministry subordination • Extra expenditures • There are 16 departments under MIA control• There are no mechanisms for public control of the MIA (transparent
buildings – non transparent system)
