1. INTRODUCTION

The FP6 Specific Programme 'Integrating and Strengthening the European Research Area' included a specific activity on 'Policy Orientated Research'. This activity, the 'Scientific Support to Policies' (SSP) programme, provided funding for research in topics related to key European policy areas. The FP6 Specific Programme text highlighted the following areas in particular:

• The Common Agricultural Policy (CAP) and the Common Fisheries Policy (CFP);

• Sustainable Development, in particular the Community policy objectives relating to environment, including those set out in the 6th Environment Action Programme; energy (the Green Paper 'Towards A European Strategy for the Security of Energy Supply'); and transport (the White Paper on European transport policy);

• Other Community policies, namely health (in particular public health), regional development, trade, development aid, internal market and competitiveness, social policy and employment, education training and culture, gender equality, consumer protection, the creation of an area of freedom, security and justice, external relations including those policies in support of enlargement, and including the requisite statistical methods and tools;

• Community policy objectives deriving from the political orientations given by the European Council, with regard to, for instance, economic policy, the Information Society, as well as e-Europe, and enterprise.

A total of six calls for proposals were issued during the four years of the FP6 SSP programme. Four of these calls covered a broad range of policy areas. Two of the calls were in response to immediate policy needs – namely SARS and avian and pandemic human influenza.

The Programme Committee has previously received a report on the outcome of the evaluation of each of the calls, together with a range of statistics on the projects selected for funding from each of these calls. Subsequently, the Committee was also sent details of the projects selected for funding following contract negotiation, for which the Committee was asked either to give an opinion or to note, depending on the overall contact value, in accordance with the applicable rules for FP6.

This report provides an overview of all projects funded; including a full breakdown of the contracts finally awarded following contract negotiation for each of the calls for proposals. It therefore provides an overview of the SSP programme as a whole. The report contains statistical information on the funded projects, giving information on the number of projects funded, the number of participants involved, and the overall EC financial contribution to projects. These statistics are provided as a global total for all six calls for proposals and, separately, for each individual call.

In total, some 355 SSP projects were funded. Information on the scientific content of these projects is available from the SSP website on Europa at the following web address: http://ec.europa.eu/research/fp6/ssp/themes_en.htm. Currently, the projects from the first three calls are available on the site. The projects from the last three calls are partially available.

In addition, statistics are also given for each area of the work programme. In alignment with the Specific Programme, the SSP programme was structured around three main priorities:

• Sustainable management of Europe's natural resources;

• Providing health, security and opportunity to the people of Europe; and

• Underpinning the economic potential and cohesion of a larger and more integrated European Union.

These priorities were structured into a series of further sub-areas, as shown in the lists below. A statistical overview of all projects by these sub-areas is also given. It should be noted, however, that the statistics for areas 1.1 and 1.2 are given collectively as these areas were presented together in the work programme, in the last two calls.

1. Sustainable Management of Europe's natural resources.

1.1 Modernisation and sustainability of agriculture and forestry, including their multifunctional role in order to ensure the sustainable development and promotion of rural areas. 1.2 Tools and assessment methods for sustainable agriculture and forestry management. 1.3 Modernisation and sustainability of fisheries, including aquaculture-based production systems. 1.4 New and more environment friendly production methods to improve animal health and welfare including research on animal diseases such as foot and mouth disease, swine fever and development of marker vaccines. 1.5 Environmental assessment (soil, water, air, noise, including the effects of chemical substances). 1.6 Assessment of environmental technologies for support of policy decisions, in particular concerning effective but low-cost technologies in the context of fulfilling environmental legislation.

2. Providing health, security and opportunity to the people of Europe

2.1 Health determinants and the provision of high quality and sustainable health care services and pension systems (in particular in the context of ageing and demographic change). 2.2 Public health issues, including epidemiology contributing to disease prevention and responses to emerging rare and communicable diseases, allergies, procedures for secure blood and organ donations, non-animal tests. 2.3 The impact of environmental issues on health (including safety at work and methods for risk assessment and the mitigation of risks of natural disasters to people). 2.4 Quality of life issues relating to handicapped/disabled people (including equal access facilities). 2.5 Comparative research of factors underlying migration and refugee flows, including illegal immigration and trafficking in human beings. 2.6 Improved means to anticipate crime trends and causes, and to assess the effectiveness of crime prevention policies; assessment of new challenges related to illicit drug use. 2.7 Issues related to civil protection (including biosecurity and protection against risks arising from terrorist attacks), and crisis management.

3. Underpinning the economic potential and cohesion of a larger and more integrated EU 3.1 Underpinning European integration, sustainable development, competitiveness and trade policies (including improved means to assess economic development and cohesion).

3.2 The development of tools, indicators and operational parameters for assessing sustainable transport and energy systems performance (economic, environmental and social). 3.3 Global security analysis and validation systems for transport and research relating to accident risks and safety in mobility systems. 3.4 Forecasting and developing innovative policies for sustainability in the medium and long term. 3.5 Information Society issues (such as management and protection of digital assets, and inclusive access to the information society). 3.6 The protection of cultural heritage and associated conservation strategies. 3.7 Improved quality, accessibility and dissemination of European statistics

2. CALLS FOR PROPOSALS AND PROPOSALS RECEIVED

Six calls for proposals were issued under the SSP programme.

The first call, FP6-2002-SSP1, was published on 17 December 2002, with a deadline for submission of proposals on 13 March 2003 and a budget of €149.1M. All areas of the programme, with the exception of area 3.3 (see above), were open for proposals and the work programme contained 124 tasks. A total of 212 eligible proposals were received, covering 94 of the research tasks.

The second call, FP6-2003-SSP2-SARS, was published on 3 July 2003, with a deadline of 30 September 2003 and an initial call budget of €9M. The call was a specific targeted call issued in response to the SARS outbreak in early 2003. The call was issued in response to the extraordinary Council of Ministers (Employment, Social Affairs, Health and Consumer Affairs configuration) meeting of 6 May 2003, less than two months following the meeting. Only one area of the work programme, area 2.2, was open for proposals with a total of five research tasks. Some 18 eligible proposals were received in response to the call, covering four of the five tasks.

The third call, FP6-2003-SSP3, was published on 10 October 2003, with a deadline of 13 January 2004, and a budget of €83.1M. All areas of the work programme were open for proposals, with the exception of areas 2.5, 2.6, 3.1 and 3.7, and the work programme contained 91 tasks. Some 231 eligible proposals were received, covering 82 of the research tasks.

The fourth call, FP6-2005-SSP4, was issued on 30 October 2004, with a deadline of 1 February 2005, and a budget of €77.8M. All areas of the work programme were open, with the exception of areas 2.1, 2.2, 2.4, 3.1 and 3.7, and the work programme contained 86 tasks. A total of 188 eligible proposals were received, covering 66 of the research tasks.

The fifth and sixth calls, FP6-2005-SSP5A and FP6-2005-SSP5B-INFLUENZA, were both issued on 22 December 2005 with a deadline of 22 March 2006. The fifth call, was a broad based call, with all areas of the work programme open, with the exception of areas 3.1, 3.5 and 3.7, and a budget of €77.0M. The final call focussed on avian and human pandemic flu and, as such, was only open for proposals in work programme areas 1.4 and 2.2. The call had an initial budget of €20M. In total, some 335 eligible proposals were received for call 5A, a much higher number than for any previous SSP call, covering 105 of the 112 tasks and sub-tasks in

the call. For call 5B-INFLUENZA, some 51 proposals were received, covering all 11 tasks included in the work programme.

3. EVALUATION OUTCOMES

The proposals received for all calls were evaluated in the standard way for FP6. More than 800 independent evaluators were involved in the review process. In total some 355 of the 1035 proposals submitted to all calls were funded – table 1 below. The overall success rate for the SSP calls was therefore 34.3%; the success rates for individual calls varied from 32.5% (for call SSP-3) to 38.9% (for the specialist call SSP-2-SARS). These success rates are relatively high when compared to some of the other areas of FP6. This can perhaps be attributed to the very specific, top-down, nature of the research tasks in the SSP Programme.

A breakdown of the number of funded proposals for each area of the work programme, by call and by number of tasks, is given in Annex 1.

As set out in the reports presented to the Programme Committee following each call, and as stated in the previous section, not all tasks attracted proposals, and after evaluation there were a significant number of tasks which were not covered by good quality, selected, proposals. Many of the earlier tasks were repeated, with reformulation in subsequent work programmes to ensure that all policy requirements were addressed and the Specific Programme fully implemented. This percentage of uncovered tasks therefore decreased for each call, from 43% in call SSP1 to 15% in call SSP5A.

A total of 3561 partners were funded through these 355 projects, as shown in Table 2 below. The total eligible cost of these projects was some EUR 520.7 million, of which the EC financial contribution was EUR 379.8 million or 73% of the total eligible costs.

The average number of partners per project for the overall SSP programme was therefore 10.0. The average number of partners per project was higher for the earlier calls: 12.6 for call SSP-1 and 11.3 for SSP-2-SARS; and somewhat lower for the later calls: 8.3 for calls SSP-5A and 10.3 for call SSP-4. It should be noted that the number of partners/project is strongly influenced by the instruments available for the call, and the later calls had a higher level of Coordination Actions and Specific Support Actions (cf SSP1 20.5% CA/SSA and SSP5 45.5% CA/SSA), instruments which generally have smaller consortia numbers and so lead to a lower average number of partners. However, equally, the average number of partners for funded STREP projects was also lower for the later calls, varying from an average of 12.41 partners

for funded STREP projects from call 1, to an average of 8.64 partners for funded STREP projects in call 5B. A breakdown of the calls by funding instrument is given in Annexes 2-7.

Across all calls, the majority of participants in funded projects were from higher education establishments and from research organisations (on average 30.2% and 46.8% respectively). A small proportion of participants in all calls, some 4.7% (average figure across all calls) were from industry. This relatively low level of industry participation could perhaps be expected, however, for policy focussed research projects. A relatively high percentage of participants (18.1% across all calls) were from other sectors, notably Government, not for profit, campaigning organisations, etc. A breakdown of participants by organisation type, for each call, is given in Annexes 2-7.

The remaining sections of the report, present statistical information on the contracts awarded for each of the calls, and for the SSP programme as a whole, giving information on the countries coordinating and participating in proposals, the financial breakdown by partner, for each call, for all calls, and for the areas of the work programme. Clearly, in reviewing these statistics, it must be borne in mind that the SSP programme covers a wide range of research areas, and has projects of widely varying size and duration, with an equally divergent involvement of participants.

4. PARTICIPATION BY COUNTRY IN FUNDED PROJECTS

The breakdown of the participation by country in funded SSP projects for each call for proposals is given in Annexes 2-7, together with the overall statistics for country participation in all projects funded through the programme in Annexes 8 and 9. These overall statistics, for Member States and FP6 Associated States, are also given in table 4 (on the following page). The figures shown as 'EU' correspond to the participation of the Joint Research Centre (JRC) and those as 'INT' to international research organisations, such as CERN, EMBL, etc.

As can be seen, from table 4, all Member States and Associated States, with the exception of Liechtenstein participated in the FP6 SSP programme. Overall the United Kingdom (12.6%), Germany (9.9%), France (9.3%), the Netherlands (7.9%), Italy (7.8%) and Spain (6.2%) had the highest number of participations. The highest number of project coordinators came from the Netherlands (17.5%), Germany (15.8%), France (14.4%), the United Kingdom (12.7%), Italy (7.6%) and Belgium (6.8%). The countries receiving the largest overall EC financial contribution from the programme were the United Kingdom (16.2%), Germany (12.8%), the Netherlands (11.1%), France (9.9%), Italy (7.3%) and Belgium (5.5%).

5. PARTICIPATION BY PROGRAMME AREA

An overview of the number of participations by country in each of the work programme areas is given in Annex 8. The numbers of participations in each individual area of the work programme reflect the overall distribution of country participations, with some variance in the order of the countries with the strongest participation. In area 1 of the work programme, 'Sustainable Management of Europe's Resources', the United Kingdom (261 participants), France (220 participants), Germany (174 participants), the Netherlands (148 participants), Italy (143 participants) and Spain (131 participants) are the countries with the highest numbers of participants. However, on examining the statistics, other patterns emerge, for example in area 1.3 of the work programme, 'Modernisation and Sustainability of Fisheries, Including Aquaculture-Based Production Systems' the countries with the highest number of participations are: the United Kingdom (97 participants), France (60 participants), Spain (50 participants), Norway (40 participants), Denmark (37 participants) and Italy (30 participants). There is also a very significant third country representation in projects in area 1 of the work programme, with 40 other countries involved in at least one project, representing some 4.1% of the overall participants. The third countries most involved in this area of the work programme are China (11 participants) and Russia (six participants). Area 2 of the work programme, 'Providing Health, Security and Opportunity to the People of Europe', has a similar pattern of participations. The United Kingdom has the highest level of participations (106 participants), followed by Germany (86 participants), Italy (80 participants), the Netherlands (69 participants), France (63 participants) and Spain (49 participants). This pattern of country representation is relatively uniform across all parts of Area 2 of the work programme. Notable exceptions are in Area 2.5 of the work programme, 'Comparative research of factors underlying migration and refugee flows, including illegal immigration and trafficking in human beings', where Poland and Austria are more strongly represented in funded projects, and in Area 2.2 of the work programme, 'Public health issues, including epidemiology contributing to disease prevention and responses to emerging rare and communicable diseases, allergies, procedures for secure blood and organ donations, non-

animal tests' which has a particularly strong Chinese participation in funded projects, notably for the projects funded through the dedicated calls for SARS and influenza. There is a different pattern of participation of third countries in area 2 of the work programme, with a higher overall level of participation, 5.3%, and focussed on fewer countries. Some 11 third countries are involved as participants in this part of the work programme, with China (22 participants) and Russia (five participants) particularly well represented, as noted above.

participants), followed by the United Kingdom (82 participants), the Netherlands (64 participants), Italy (56 participants), France (50 participants), Belgium (40 participants) and Spain (40 participants). This pattern of country participation in funded projects is relatively uniform across all parts of this area of the work programme. Third country participation in Area 3 of the work programme is lower than in other parts, with a total of 25 third country participants in funded projects, including Russia (three participants), and Chile, China, Egypt, India, Paraguay and Tunisia (each with two participants).

6. POLICY RELATED RESEARCH IN FP7

The SSP programme is not continued in FP7; instead policy research is fully embedded in each of the Themes of the Cooperation Specific Programme, which collectively cover the range of policy issues addressed by the SSP programme, as explained in the Specific Programme text:

“The continued relevance of the Themes to the formulation, implementation and assessment of EU policies and regulations will be ensured. This concerns policy areas such as those of health, safety, consumer protection, energy, the environment, development aid, fisheries, maritime affairs, agriculture, animal health and welfare, transport, education and training, information society and media, employment, social affairs, cohesion, and justice and home affairs, along with pre-normative and co-normative research relevant to improving the quality of standards and their implementation”

Each Theme also has the flexibility to introduce new, additional topics relating to unforeseen policy needs, such as the SARS and influenza calls under SSP. Indeed, the Specific Programme text states that the Themes will:

“respond in a flexible way to new policy needs that arise during the course of the Framework Programme, such as unforeseen developments or events requiring a quick reaction like new epidemics, emerging concerns in food safety, natural disaster responses or actions of solidarity. This will be implemented in close relationship with the relevant European Union policies. The annual work programme may be altered in the event of urgent research needs.”
