Each application needs to consider a participative process that engages with the area and its users, its history and future. What this means can be defined by each applicant. For example, you could involve residents in the production of the work, source materials from local businesses, host workshops and information sessions to stimulate dialogue or conduct research that reflects the history of the quarter and its unique characteristics. How you engage with the area is up to you, but before this step needs to be addressed on the road to the realization of your artwork. This and other elements are all described in the application.

The project aims to:• Enhance the tunnels in terms of attractiveness and boost the sense of security.• Stimulate the circulation and connection between the neighbourhoods of Marolles and Anneessens.• Develop a new dynamic in places that are currently neglected.• Upgrade the neighbourhood with original artwork contributing to positive identity.

APPLICATION:This is an open call for a public contract, launched by the City of Brussels.

The application form, which can be downloaded on this address, is the only complete and official document concerning the contract. The information available on this website is meant to offer a comprehensible overview of the different administrative steps. It is highly recommended to read through the form containing the project specifications in its entirety (the administrative as well as the technical part), as it provides a complete list of the conditions (payment instalments, guarantee, copyright, etc.), accepted by the applicants when sending in an offer.

Below are some comments on items you don’t want to miss as you plough through all the necessary administration. Other key details regarding budget and selection criteria can be found in the section “Competition Info.”

Who can apply?All artists (EU and non-EU) whom have realized a minimum of 3 commissioned works in the past 3 years, including at least 1 work that has been executed in public space. Considering the nature of the project it is strongly advised to team up with a group of subcontractors, an experienced engineer and other relevant partners. IF you apply without partners, please double check that you satisfy all necessary criteria and are able to budget and implement the work. For the production and realization of the work, a minimum of 2 artistic or non-artistic, references of projects realized in public space over the past 3 years with a minimum value of €20,000 incl. VAT are required.

What documents are necessary?Here you will find an overview of some important administrative steps you need to take into account, the complete list is available under article 17 of the project specifications. Most of the documents that need to be submitted are available in the attachments at the end of the document.

• A list of the above-mentioned 3 commissioned works.• A list of the above-mentioned 2 references.• A description of the artistic intentions of max 6 pages A4 recto or 3 pages A3 recto, including i.a.: concept, technique and medium, 1 or more illustration(s), description of the approach to the participative process, expectations towards the support of the partners “No New Enemies” and “Recyclart”• A technical description concerning the realization of the project of max 2 recto A4 pages or 1 recto A3 page (including i.a.: procedure, an identification of the person/team responsible for the realization of the project, an identification of the person/team responsible for the follow-up during the realization, all required administrative procedures (permits, etc.), a description of the materials and techniques, a list of all the tools and construction work required for the realization of the project)• A statement of max 1 recto A4 page regarding the sustainability of the artistic project (including i.a. : indications towards the implementation and evolution of the intervention in its specific context (time+space), indications concerning the maintenance of the work, duration (min 1 year) and specifications concerning the guarantee of the work)• A quote with a fixed price covering the design, realization and installation of the artwork in the chosen tunnel*

All documents and correspondence should be formulated either in French or Dutch.The construction permit has to be submitted in both French and Dutch.

Additional legislative documents:• A sworn statement (less than 6 months old) by each individual participant concerning his or her criminal record.• A proof of each participants’ contribution to the social security of his or her country of residence.**• A proof of each participants’ contribution to the taxes of his or her country of residence.**• A deposit of 5% of the fixed part (design) is required within 30 days subsequent to the contract closure, for the conditional part (realization) a second deposit of 5% will be required within 30 days subsequent to the acceptance of the final quote• The contractor is obliged to take out an insurance covering the entire period of the commission for occupational accidents and liability towards third parties

*All administrative, logistic and other additional costs should be comprised within the budget of 55.000 euro (tva included), a max amount of 30% of the budget is intended for the design.** In case the official documents have been set up in another language an official translation to French or Dutch is required.

COMPETITION INFO:There are no limits regarding technique and medium.The artistic interventions are strictly bound to the surface of the ceiling and/or walls of the tunnels.

Successful candidates will be awarded a maximum of 55,000 euro for each tunnel as the project budget. This is to be used for i.a. material costs, labour and artist fee. VAT is included in the lump sum. A maximum of 30% of this budget can be used for the design of the project and the participative phase of development. The project consists of two parts: a fixed part (design) and a conditional part (realisation and implementation). If both the City of Brussels and Infrabel accept the project and if the construction permit is granted the second part of the project will be ordered.

Successful candidates will be chosen by a jury composed of city officials, local art industry workers and architects with a history of working in public space.

Applications will be judged on the quality of the artistic intention, technical feasibility, durability and upkeep, and a realistic financial proposition.
