INTRODUCTION
Jai Balaji Industries Limited has established an expansion of Steel Plant (Unit-IV) by
installation of Coke Oven Plant (Non recovery type, 1,65,000 TPA) along with Producer
Gas Plant (9,000 Nm3/hr) and Captive Power Plant (WHRB 9 MW & CFBC 36 MW) at
Village – Banskopa, P.O. – Rajbandh, Dist. – Burdwan, West Bengal. It has started its
commercial production as per Consent Letter No. Co110222, dtd. 09.10.2018.
Jai Balaji Industries Limited was granted Environmental Clearances from Ministry of
Environment & Forest (MoEF), Consent to Establish as well as Consent to operate (CTO)
from West Bengal Pollution Control Board respectively. As part of the compliance of
statutory requirement environmental quality monitoring is being done.
Stack Gas monitoring, Ambient Air Quality Monitoring, Work Zone monitoring, Drinking
water and Noise level monitoring has been conducted for the period of April 19 to
September 2019. Presently environmental quality monitoring & analysis is being carried
out by M/s. Envirocheck, accredited by NABL, MoEF&CC, recognition by WBPCB.
As per the conditions of MoEF the unit is complying all the conditions. The detail regarding
compliance is given herewith in the following pages for the half yearly period of April 2019
to September, 2019.

A. SPECIFIC CONDITIONS:

continuous stack monitoring facilities for

regular monitoring is undertaken at
different ambient locations. The test
reports are enclosed in the
Annexure 1.
ii. The National Ambient Air Quality
Standards issued by the Ministry vide
G.S.R. No. 826(E) dated 16th

Bhubaneswar, Central Pollution Control
Board (CPCB) and West Bengal Pollution
Control Borad (WBPCB).

vii. Secondary fugitive emissions shall be
controlled within the prescribed limits,
regularly monitored and records
maintained. Guidelines/Code of Practice
issued by the CPCB in this regard shall be
followed.

viii. Vehicular pollution due to transportation of
raw material and finished product shall be

and finished product. Efforts shall also be
made to reduce impact of the transport of
the raw materials and end products on the
surrounding environment including
agricultural land. All the raw materials
including fly ash shall be transported in
the closed containers only and shall not
be overloaded vehicular emissions shall
be regularly monitored and records kept.
: The proponent has undertaken
suitable measures to control

finished product is kept under

ix. The company shall explore possibility of
use of bottom ash for brick manufacturing.
: All the fly ash generated during the
process is distributed to M/s Ultra
Tech Cement located near to the
project site. Similarly, now, 100%
bottom ash is being used to fill the
low lying area of the project site.
x. The makeup requirement of the water
shall not exceed 30 m3/hr. All the treated
wastewater shall be recycled for dust
suppression and green belt development.
Domestic wastewater shall be treated in
septic tank followed by soak pit and used
for green belt development. Zero effluent
discharge shall be strictly followed and no
wastewater shall be discharged outside
the premises. Regular monitoring of Trace
elements including Arsenic in the Ground
Water has to be done.
: The utmost care is taken to
maintain the makeup requirement
of the water within 30m3/hr. All the
treated wastewater is being
recycled for dust suppression and
green belt development. Zero
effluent discharge is being strictly
followed and no wastewater is
being discharged outside the
premises.
xi. Efforts shall be made to make use of rain
water harvested. If needed capacity of the
reservoir shall be enhanced to meet the
maximum water requirement. Only
balance water requirement shall be met
from other sources.
There is already provision for rain
water harvesting pond within the
factory premises. The harvested
water is used in various units to
reduce raw water consumption per
ton of finished product. The
harvested water is also used for
sprinkling on the road and in the
green belt development.
xii. The company shall obtain a certificate
from the supplier of coking coal that it
does not contain any toxic or trace

metals. A copy of certificate shall be
submitted to the Ministry of Environment
and Forests.
xiii. Coke breeze shall be used as fuel in the
existing ferro alloy plant. Coal fines shall
be recycled and reused in the process.
Fly ash generated from CFBC boiler
shall be sold to local cement plant/brick
manufacturers. Tar generated from
Producer Gas plant shall be sold to
authorized recyclers. The bag filter dust
shall be used for landfilling. The waste oil
shall be property disposed off as per the
Hazardous Waste (Management
Handling, Handling and Transboundry
Movement) Rules, 2008.
: Coke breeze is used as fuel in the

xiv. Risk and Disaster Management Plant
along with the mitigation measures shall
be prepared and a copy submitted to the
Ministry’s Regional Office at
Bhubaneswar SPCB and CPCB within 3
months of issue of environment
clearance letter.

xv. The recommendations made in the
Charter on Corporate Responsibility for
Environment Protection (CREP) for the

Selection of plant species shall be as per
the CPCB guidelines in consultation with
the DFO.
xvii. All the commitments made to the public
during the Public Hearing/Public
Consultation meeting held on 15th
july,2010 shall be satisfactorily
implemented and a separate budget for
implementing the same shall be
allocated and information submitted to
the Ministry’s Regional Office at
Bhubaneswar.

xviii. At least 5% of the total cost of the project
shall be earmarked towards the
corporate social responsibility and item-
wise details along with time bound action
plan should be prepared and submitted
to the Ministry’s Regional Office at
Bhubaneswar Implementation of such

a time bound manner.

xix. The company shall provide housing for
construction labour within the site with all

B. GENERAL CONDITIONS

i. The Project Authorities must strictly
adhere to the stipulations made by West
Bengal Pollution Control Board (WBPCB)
and State Government.

iii. The gaseous emission from various
process units shall conform to the
load/mass based standards notified by
the Ministry on 19th May, 1993 and

the industry and its size and location.

iv. At least four ambient air quality
monitoring stations should be established
in the downward direction as well as
where maximum ground level
concentration of PM10, SO2 and NOx are
anticipated in consultation with the SPCB.

v. Industrial wastewater shall be properly
collected treated so as to conform to the
standards prescribed under GSR 422 (E)
dated 19th May, 1993 and 31st
December,1993 or as amended from time
to time. The treated wastewater shall be
utilized for plantation purpose.

collected, treated and reused for
plantation purpose and other uses.
vi. The overall noise levels in and around
the plant area shall be kept well
within the standards 85 dBA by
providing noise control measures
including acoustic hoods, silencers,
enclosures, etc. on all sources of
noise generation. The ambient noise
levels shall conform to the standards
prescribed under Environmental
Protection Act, 1989 Rules viz. 75
dBA (day time) and 70 dBA (night time).
: The overall noise levels in and
around the plant area is kept well
within the standards. The latest test
reports are attached as per
Annexure – 6.
vii. Occupational health surveillance of the
workers shall be done on a regular
basis and records maintained as per the
Factory Act.

viii. The company shall develop rain water
harvesting structures to harvest the rain
water for utilization in the lean season
besides recharging the ground water
table.

ix. The project proponent shall also comply
with all the environmental protection
measures and safeguards recommended
in the EIA/EMP report. Further the
company must undertake socio-
economic development activities in the
surrounding villages like community
development programmes, educational
programmes, drinking water supply and
health care etc.

x. Requisite amount shall be earmarked
towards capital cost and recurring
cost/annum for environment pollution
control measures to implement the
conditions stipulated by the Ministry of
Environment and Forests as well as the
State Government. An implementation
schedule for implementing all the
conditions stipulated herein shall be
submitted to the Regional Office of the
Ministry of Bhubaneswar. The funds so
provided shall not be diverted for any other
purpose.

/ annum for environmental pollution
control measures is utilized to
implement the conditions stipulated
by the Ministry of Environment and
Forests as well as the State

xi. A copy of clearance letter shall be sent by
the proponent to concerned Panchayat,
Zila Parishad/Municipal Corporation.

suggestions/representations, if any were
received while processing the proposal.

xii. The project proponent shall upload the
status of compliance of the stipulated
environment clearance conditions,
including results of monitored data on their
website and shall update the same
periodically. It shall simultaneously be sent
to the Regional Office of the MoEF at
Bhubaneswar, the respective Zonal Office
of CPCB and the CECB. The criteria
pollutant levels namely. PM10, SO2, NOx
(ambient levels as well as stack
emissions) or critical sectoral parameters,
indicated for the projects shall be
monitored and displayed at a convenient
location near the main gate of the
company in the public domain.
: This condition is being complied.
The analysis of PM10, SO2, NOx are
being conducted by the NABL
accredited laboratory, M/s.
ENVIROCHECK. The test results
are being displayed at the main
gate of the company.
xiii. The project proponent shall also submit six
monthly reports on the status of the
compliance of the stipulated environmental
conditions including results of mentioned
data (both in hard copies as well as by e-
mail) to the Regional Office of MoEF the
respective Zonal Office of CPCB and the
SPCB. The Regional Office of this Ministry

monitor the stipulated conditions.

financial year ending 31st March in Form-
V as is mandated to be submitted by the
project proponent to the concerned State
Pollution Control Board as prescribed

company along with the status of
compliance of environmental conditions
and shall also be sent to the respective
Regional Office of the MoEF at
Bhubaneswar by e-mail.

xv. The Project Proponent shall inform the
public that the project has been accorded
environmental clearance by the Ministry
and copies of the clearance letter are
available with the W. B. Pollution Control
Board / Committee and may also be seen
at Website of the Ministry of Environment
and Forests at http:/envfor.nic.in. This
should be advertised within seven days
from the date of issue of the clearance
letter at least in two local newspapers
that are widely circulated in the region of
which one shall be in the vernacular
language of the locality concerned and a
copy of the same shall be forwarded to
the Regional office at Bhubaneswar.
