¨ Co-led in the creation of a lottery system to prioritize the most vulnerable children to return for in school return during the COVID pandemic. Priorities included, (1.) homeless, (2.) special education, and (3.) English Language Learners. For secondary schools worked with school principals to create student support centers which provide additional support for kids to work on various subjects while working online with teachers.

¨ Led and organized and implemented a system to deploy middle and high school staff to elementary schools to help most vulnerable children population return to school during the COVID pandemic.

¨ Redesign of schools in challenging neighborhoods to focus on a more career pathway in collaboration with community partners, local partners, business partners, and families.

¨ Worked various advisory groups such as parent, principal, and teacher groups to improve voice and choice in shaping policies and supporting students’ experiences.

METRO NASHVILLE PUBLIC SCHOOLS, Nashville, TN July 2016- June 2019

Chief of Schools Directly responsible for the day-to-day operations of all 169 schools in the system with a population size of 85,000 students from prek-12. Team consists of 7 direct reports. The district has an urban core as well as suburban neighborhoods. The school district has a variation of schools in the system of all tiers including traditional and non-traditional schools. Metro Nashville Public Schools is the 2nd largest urban district in the state of Tennessee with a $960 million budget with 6,000 employees.

¨ Worked directly with the Superintendent to create a strategic plan which focused on four main levers, student performance, people development, community engagement, and organizational effectiveness. This strategic blueprint created meaningful engagement to help improve student performance and community participation.

¨ Students’ academic in literacy exceeding the state average resulting a composite score from 2 out 5 to 4 out 5 on the state scale.

¨ Students’ academic growth in numeracy exceeded the state average resulting increase from 2 out of 5, to 5 out 5 on the state scale.

¨ Students’ mastered the English Language Arts assessment scoring on track increased in elementary and high school with 2 to3% at all grade levels.

¨ Tennessee’s Ready (state assessment) scores for mathematics improved for elementary, middle, and high school by 3%.

¨ Developed Key Performance Indicators (data points) from Pre-k to 12th grade to help school focus on academic and social emotional learning targets.

¨ Created and implemented STEAM (Science, Technology, Engineering, Arts, and Mathematics) initiative as part of the Metro Nashville Public Schools middle school reform.

This consists of 24 middle schools. This work was done in partnership to provide students with more opportunities in the sciences.

¨ Increased the achievement performance of student in all sub groups (African American, Hispanic, Economically Disadvantaged, and Students with Disabilities.

¨ Increased the number of reward schools from 15 to 37 by the Tennessee Department of Education for performance. Reward schools are schools that have improved performance by the State of Tennessee standards.

¨ Improved the school districts status from needs improvement to satisfactory based on the Tennessee state accountability.

¨ Decrease chronic Absenteeism from 18.1 to 16.0 for students across the system. ¨ Provided Equity and Access for academic programming to secondary schools for ACT

performance – an important college readiness indicator. ACT scores increased by 1%. ¨ Led the partnership in establishing Early College High School with Nashville State

Community College. Students received both high school and 2-year associate degrees. ¨ Developed relationships with local business partners as well as the Nashville Chamber of

Commerce to support schools with helping students receive industry certifications to help support the Nashville job market. Increased the number of students receiving industry certification by 30%. Over 500 students received industry certification through the Academies of Nashville.

¨ Created partnerships with various foundations to support schools in the area of literacy, principal development and leadership, school improvement initiatives, professional learning for teachers, social emotional learning. The foundations include but are not limited to the Wallace Foundation, Learning Forward, CASEL Foundation, and Panasonic Foundation.

¨ Worked with the Tennessee Department of Education on developing equity strategies for school improvement such as re-allocating resources, improving human capital, and supporting teachers to improve student performance.

PRINCE GEORGE’S COUNTY PUBLIC SCHOOLS, Upper Marlboro, MD Oct. 2013- June 2016

Associate Superintendent Directly responsible for 78 schools in one region which included a portfolio of High Schools, Middle Schools and Elementary Schools in academic and operational capacity. My team included 6 direct reports. Population size of district 129,000 students with 208 schools. The district is separated into 3 regions. The districts overall budget is $2 billion with 19,000 employees.

¨ Worked to support the development of the district’s strategic plan. Supported the

measurements and improvement of high school reform. ¨ Created multiple school networks and accountability systems for measuring high school

performance as well as middle school development. ¨ Increased the number of students taking advance placement courses by reallocating dollars to

provide students in grades 11 and 12 free access for courses. Improved the number of students scoring a 3 or above from 500 students to 1123 students.

¨ Managed $30 million in grants focusing specifically for additional supports in Special Education and English Language Learners.

¨ Worked on designing new high schools with specific focuses such as ELL and Newcomers design with the Carnegie Foundation and International Network. School has one of the highest retentions for ELL students in the state of Maryland and improved student performance.

¨ Created and designed school support and improvement model for principal supervisors to provide supports to principals. This model has provided shown increase in high school graduation rate by 2% per-year as well as increased family engagement. This was done in collaboration with the Maryland Department of Education.

¨ Worked with foundations such as Bill and Melinda Gates Foundation and Carnegie Foundations to help enhance school improvement.

As the Chair of the Metropolitan Nashville Public School’s Board of Education, I understand the challenges of choosing a Superintendent to improve student outcomes, engage multiple stakeholders in diverse communities, while advocating for a budget to support all children in a city. A strong Superintendent and his team must have the skill sets and will to take on this challenge.

I can attest that Dr. Sito Narcisse who served as the Chief of Schools and second in command in the Metropolitan Nashville Public Schools has the skill sets to support the board’s priorities and manage the day-to-day operations of a school system. He managed the day-to-day of our school district and its 85,000 students. Similar to your school system, Nashville is complex and serves children from many diverse backgrounds, racially, ethnically and from varying socioeconomic levels. The majority of our students are students of color, with a growing ELL student population, and many also come from disenfranchised communities.

Dr. Narcisse led our district’s efforts in improving student achievement and in the school system’s efficiency and effectiveness. For example, under his leadership we saw a decrease in the suspension rates for children of color; we prioritized Title 1 funding to/for our neediest schools, and we improved our reading scores in pre-k - 8 grades. To ensure sustainability, we established Key Performance Indicators to improve our goals that aligned with the district’s strategic plan.

Further, we expanded opportunities for students to take advance academic courses, and we opened an early college high school in partnership with our community college where students could earn a high school diploma in addition to an Associates degree.

Dear East Baton Rouge Parish Board of Education: As the East Baton Rouge Parish Public Schools seeks a Superintendent of Schools, I am pleased to provide this enthusiastic endorsement of Dr. Sito Narcisse. Dr. Narcisse is currently the Chief of Secondary Schools in the District of Columbia Schools. When I became the Superintendent in the Metro Nashville Public Schools I recruited Dr. Narcisse to help supervise and support all 169 schools with 85,000 students. Dr. Narcisse was the architect behind the reorganization of the school system. In addition, he was responsible for supporting the district strategic plan and various offices which include school performance, student services, and school choice. Before coming to the Metro Nashville Public Schools, Dr. Sito Narcisse worked at the Prince George’s County Public Schools supervising 70 schools. During that time, I was the Deputy Superintendent of the Prince George’s County Public Schools. He was responsible for 78 schools as well as all high schools including Title 1 and other elementary schools. As I have worked with Sito, I have observed him build consensus with our communities and contributing to building the framework in the school system. As you can imagine similar to East Baton Rouge Parish, our community is very diverse and has students and families from many different socio-economic classes as well as a variety of cultures. Dr. Narcisse has done well with engaging diverse communities, especially populations of English Language Learners (ELL). His background is that of an ELL student which has provided him with the opportunity to relate and connect with various parents, especially with his bilingual background. Dr. Narcisse is well prepared to serve as a superintendent in a major system. His subsequent experiences as Director of School Performance, Acting Chief of School Improvement Officer in Montgomery County (Md.) Public Schools, and Associate Superintendent in the Prince George’s County have helped him understand the scale of system wide school improvement. As the Chief of Schools in Nashville he has worked with me in supporting the Board’s work including engaging communities in the work of providing equity to the school system. He constantly communicates with the Board on various constituent matters as well as support in driving reform initiatives. As the former Superintendent of the Metro Nashville Public Schools, and the current Co-Director of the Howard University Urban Schools Academy, I can attest to Dr. Narcisse’s readiness to assume this important position of public trust. understand the tremendous duty of hiring a superintendent to lead a challenged and

community, and demonstrate a passion for the work with a clear objective of putting

children first.

As one of your top candidates for the permanent position of Superintendent for the East

Baton Rouge School District, you should know Dr. Sito Narcisse is a compassionate listener

and firm but fair administrator, who initiates commonsense decisions driven by research-

proven data. He has consistently demonstrated grace under fire maintaining a high level of

professionalism and focus.

Dr. Narcisse served as Chief of Schools for Metro Nashville Public Schools (MNPS). In

2016, Dr. Narcisse came to MNPS to lead as second-in-command, overseeing the work and

leadership of 167 schools serving more than 85,000 students. In less than three years, he

was an instrumental leader in helping to push the district’s equity agenda and literacy

growth in grades Pre-K through eighth grade. He also placed emphasis and witnessed

success in social-emotional learning needs, reducing disparities among children of color,

and implementing professional development opportunities that supported staff growth and

effectiveness.

I realize finding the right superintendent is a great responsibility and I certainly don’t

make this recommendation lightly. I have no doubt that Dr. Narcisse will be an asset to

I have witnessed first-hand his dedication to the field of public education, for he serves on my executive staff as Chief of Secondary Schools. I assure you that he possesses all the skills, abilities, and personal qualities needed to be successful in guiding any school district to new heights. Dr. Narcisse is organized and consistent in the performance of his duties. He is highly effective in his oral and written communications. He is a highly skilled and very successful student advocate, and a well-respected member of my executive leadership team. He has a superior track record of program development, school and system improvement, As proof of his exemplary work and his dedication and commitment to excellence, I note the exemplary work and successes that the DC Public Schools has witnessed relative to dealing with the challenges brought on the coronavirus. Though he had no model by which to draw from, Dr. Narcisse was very successful in leading our COVID-19 initiatives. He met and developed relationships with both local and federal officials and agencies as well as with community stakeholders. Under his leadership, we were able to develop and implement a plan which included plan for deployment of secondary staffing to elementary schools so that we could educate and provide services for our most vulnerable students, and provided student support services as well as instructional services to students during online/virtual instruction. Moreover, he is well respected by his colleagues, particularly those whom he supervises. And much of that support is because he holds them accountable, has high expectations of student successes, and provides needed and relevant support to school leaders and for students. As his resume illustrates, he has worked to expand business-school partnerships; engaged in school redesign at our most challenging schools, with a focus on collaborations with the communities, families, and business partners; and he regularly meets with community stakeholders. These efforts, I believe, have resulted in increased academic achievement. For example, our career academy has increased from having 5 to 10 programs; graduation rates have increased during his tenure by 4 points; and student successes on Advanced Placement exams have increased by more than 14 points, from 41 percent of students being successful to more than 55 percent finding success. Moreover, Sito is comfortable working with stakeholders from all sectors of the city. He is as comfortable talking with parents as he is with city and federal officials. I think that people recognize his sincerity and his commitment to our city and children and therefore are not hesitant in developing trusting relationships. Those collaborations have contributed to the progress that we have witnessed during his tenure here. I am confident that East Baton Rouge will witness similar success.
