RE: 17-18 March 1993 Site Visit Report TDD #01-9302-03A, PCS #4226, DC #M0187

    DATE: 29 March 1993

Weather1: On 17 March 1993, the high temperature was 47°F and the low temperature was 35°F. The barometric pressure was 30.20 inches. The wind was blowing from the southwest at 12 knots. On site there was 1 inch of snow on the ground and the wind was blowing moderately from the west.

On 18 March 1993, the high temperature was 44°F and the low temperature was 15°F. The barometric pressure was 30.39 inches. The wind was blowing from the north at 17 knots, with occasional gusts up to 23 knots. On site there was an additional 2 inches of snow from the night before, and the wind was blowing strongly from the north.

This site visit encompassed biweekly air monitoring and week 5 of indoor air sample collection at the Rose Hill Regional Landfill site, South Kingstown, Rhode Island. This was the fifth week in which air samples were collected in the residential basements over a 24hour period. The sample collection devices (Summa Canisters) were distributed on Wednesday, 17 March 1993, then collected approximately 24 hours later on Thursday, 18 March 1993.

TT»e high and low temperatures and precipitation amounts were obtained from the URI Weather Station, Greene Herb Gardner, Jr. Research Farm, Plains Road, Kingston, RI (approximately 5 miles northwest of the site). The barometric pressure and wind speed and direction were obtained from the National Weather Bureau, Warwick, RI (approximately 20 miles north of the site) for data collected at 1200 hours on the days specified. The on-site weather was determined by TAT field observations.

    Wednesday. 17 March 1993

Prior to departing the TAT office, Technical Assistance Team (TAT) members Gayle Gleichauf and Paul Killian calibrated the MSA Combustible Gas Indicator/Oxygen Meter (CGI) Model 260, and the Century Organic Vapor Analyzer (OVA). The OVA was equipped with a charcoal filter, thereby eliminating all organic compounds except for methane.

Upon arrival at the site, TAT members began monitoring soil gas wells. TAT monitored soil gas points LFGF-2, LFGF-3, LFGF-4, LFGF-8, and LFG-NG using the OVA and CGI. (A dilution orifice (50:1 reduction) was used with the OVA at the soil gas sampling points which exhibited an OVA reading in excess of 1,000 ppm methane.) TAT also used a Drager 0.5/a vinyl chloride detector tube to screen the ambient air over soil gas monitoring well LFGF-3. The Drager tube results indicated that no vinyl chloride was present above the detectable limit (0.50 parts per million (ppm)). In addition, TAT monitored soil gas point LFGF-3, using a Drager 100/a vinyl chloride detector tube, to determine if vinyl chloride was present in the migrating soil gas.

After monitoring soil gas well LFG-NG, TAT began to collect six air samples in Summa Canisters from residential basements and ambient locations abutting the Rose Hill Regional Landfill. On Wednesday, 17 March 1993, TAT members Gleichauf and Killian distributed the Summa canisters in the following locations:

    220 Rose Hill Road Sample # SA6927

278 Rose Hill Road (outside) Sample # SA6928

    294 Rose Hill Road Sample # SA6926

    339B Rose Hill Road Sample # SA6924

339B Rose Hill Road (outside) Sample # SA6925

    349 Rose Hill Road Sample # SA6923

No sample was collected from 278 Rose Hill Road due to a family emergency preventing TAT members access to the residential basement. Since 278 Rose Hill Road was scheduled to be duplicated, no field duplicate was collected.

While monitoring the basement at 220 Rose Hill Road, TAT members observed that an apparent malfunction had occurred with the OVA. Since reliable readings could not be obtained with the OVA, the instrument was no longer used while distributing the Summa canisters. Since the OVA could no longer be used reliably, the continuation of soil gas monitoring was postponed until the next day.

    Thursday. 18 March 1993

Prior to departing the TAT office, TAT members Gleichauf and Killian calibrated the CGI and a different OVA than was used on Wednesday, 18 March 1993. The OVA was equipped with a charcoal filter, thereby eliminating all organic compounds except for methane.

Upon arrival at the site, TAT members Gleichauf and Killian collected the Summa canisters, approximately 24 hours after the canisters were set up. After all the samples had been collected, TAT members continued with the soil gas well monitoring. TAT monitored soil gas points LFGR-8, LFGR-10, LFGR-11, LFGR-12, LFGR-18, LFGR-22, LFGT-2, and LFGT-4, using the OVA and CGI. (A dilution orifice (50:1 reduction) was used with the OVA at the soil gas sampling points which exhibited an OVA reading in excess of 1,000 ppm methane.) In addition, TAT monitored soil gas point LFGF-11, using a Drager 100/a vinyl chloride detector tube, to determine if vinyl chloride was present in the migrating soil gas.

All monitoring results from 17-18 March 1993, are presented in the Soil Gas and Air Monitoring Table included in Attachment I. The table also contains the 17-18 February 1993 and 3-4 March 1993 air monitoring data.

All 17-18 March 1993 air monitoring locations are depicted in Figure 1, included in Attachment II. The air sample locations are depicted in Figure 2, included in Attachment II.

After returning to the TAT office, samples were sent, via Federal Express, to Air Toxics Ltd., Ranch Cordova, California for the analysis of vinyl chloride and methane. Included in Attachment III is a copy of the chain-of-custody record. Included in Attachment IV are copies of the Indoor Air Sampling Worksheet for each sample collected. The laboratory results will be tabulated in a future report which will summarize the indoor air monitoring survey.
