SITE PLAN REVIEW COMMITTEE July 27, 2020
The Site Plan Review Committee met on the above date at 1:30 P.M. in the Council Chambers of City Hall as well as via GotoMeeting. The following members were present: Emily McFarland, Jacob Maas, Jaynellen Holloway, Tim Gordon, Randy Johnson, Randy Franks, Randy Wojtasiak, Doug Zwieg, Rose Simon-Silva, Joe Lehner, and Andrew Beyer. Also in attendance were Nikki Zimmerman, Robert Stangler, and Matthew Petushek of Morton Buildings.
1. Call to Order The meeting was called to order by Chairperson Jacob Maas.
2. Approval of the Site Plan Review Committee Minutes Dated July 13, 2020
Motion was made by Doug Zwieg and seconded by Randy Johnson to approve the July 13, 2020 Site Plan Review minutes as submitted. Unanimously approved.
3. 792 Milford Street – request for a bus garage and seasonal storage building
Calvary Baptist is requesting a storage building to house their busses and seasonal items. No maintenance will occur in this building. The following was discussed by the various departments:
Engineering: There is an existing sanitary sewer easement. It should be noted that if anything, such as a driveway, is placed over or in an easement, should the city need to complete maintenance or improvements on anything within that easement, the city does not have to replace anything which is disturbed to access the easement. In addition, the storm water plan has been sent to a third party (Ruekert Mielke) for review. Any charges incurred for this will be charged back to the applicant. There is also an existing storm water basin on site. There is currently no maintenance agreement in place for this. An agreement must be submitted to the Engineering Department before construction begins. An erosion control permit must also be submitted to the Engineering Department with the rules and regulations being strictly adhered to throughout the project.
Building Inspector: The plans must be reviewed at the state before being submitted to the Building, Safety, & Zoning Department with the Commercial Building Permit application. Zoning Administrator: This item will be going before the Plan Commission on August 10, 2020 to have three conditional use permits reviewed.
A motion was made by Jaynellen Holloway and seconded by Doug Zwieg to approve this project with the following conditions:
A) The knowledge of the existing sanitary sewer easement and the notation that the city does not need
to replace anything on or in this easement should the area need maintenance or improvements by the city.
B) The storm water review fees from Ruekert Mielke will be charged to the applicant. C) An erosion control permit must be taken out prior to the work being started and all regulations shall be
strictly adhered to during the project. D) A maintenance agreement for the pond must be submitted to the Engineering Department by the
applicant.
Motion unanimously approved.
4. 1225 N. Fourth Street – concept plan review Robert Stangler was present to discuss this item which last appeared before the Site Plan Review Committee on January 13, 2020. The following was discussed by the various departments:
Engineering Department: Sidewalks will be required along Juneau Street but not along N. Fourth Street. They will have to be maintained by the association. The sidewalk must also be in the public right of way and must be 5’ wide. Any storm water review plans will be sent to a third party (Ruekert Mielke) for review. Any charges incurred for this will be charged back to the applicant.
Fire Department: The hydrant now being placed on Juneau Street in the public right of way is okay. The hammer heads also appear to be in compliance in the private drive areas.

BS&Z: On behalf of Randy Wojtasiak, Jacob Maas shared that per Chapter 545 this will have to be heard in front of the Park and Rec Commission for fees. The fees will be charged when each single structure is built. In addition, impact fees will be due when the building permits for each structure is paid for as well.
A motion was made by Doug Zwieg and seconded by Tim Gordon to approve this project with the following conditions:
A) The sidewalk currently shown on N. Fourth Street is not required. Sidewalk on Juneau Street will be
required. B) The storm water review fees from Ruekert Mielke will be charged to the applicant.
Motion unanimously passed.
5. Adjournment Motion was made by Jaynellen Holloway, seconded by Emily McFarland to adjourn. Unanimously approved.
