Thank you for your consideration of this amendment to Site Plan #263 for the Clean Technology Center. The proposed building amends, updates, and completes an existing vested Site Plan originally approved over 20 years ago. As the commercial phase of the R-C zoned property, the proposed building is comprised of approximately 189,472sf of office, retail, day care, fitness, and conference space.

This project is designed to express its civic role across from Courthouse Plaza as a high tech, high performance building and step down to reconcile a site situated between the transit oriented Wilson Boulevard and a park, elementary school, and mature single family neighborhood.

Please accept this letter as a Request for Modification of Uses and Regulations in conjunction with the enclosed application for the amendment to 4.1 Site Plan #263, pursuant to Section 36.H.5 of the Zoning Ordinance. We hereby request the following Modifications of Uses and Regulations:

a. Bonus density of .35 FAR for LEED Gold certification. b. Bonus Density of .25 FAR for Affordable Housing contribution. c. Bonus density for day care/education center, conference center, fitness center, and LEED

required additional mechanical space. d. Allow allocated density of 1.24 for the commercial portio I') of R-C zoning, plus associated LEED

and AH density for the purchased portion of N. Custis Road. e. Exclude density from County FAR of major building penetrations and LEED required mechanical

The Clean Technology Center, 2311 Wilson Boulevard

The Clean Technology Center will be a state of the art Class A, LEED Gold certified office building with

street level retail at Courthouse Metro in Arlington, VA. The proposed building amends, updates, and

completes an existing vested Site Plan originally approved over 20 years ago. As the commercial phase

of the R-C zoned property, the proposed building is comprised of approximately 189,472sf of office,

retail, day care, fitness, and conference space.

This building is designed to express its civic role along Wilson Boulevard at the axis of Courthouse Plaza.

This high tech, high performance building is situated between the transit oriented Wilson Boulevard and

a park that transitions to an elementary school and a mature single family residential neighborhood.

The south fa~ade completes the terminus of the civic axis, clock and fountain of Courthouse Plaza with a

fully modern expression of the technology within. The building steps down to the north, to a public

park, Key Elementary School and tree canopied neighborhood with high quality detailing and more

subtly quiet design character.

Planned to have efficient floor size and proportions of approximately 22,000sf per floor and 45' clear

column bays, the building will be technology ready for photo-voltaic and other clean technology

applications. The roof will be designed to accommodate a balanced mix of photo-voltaic panels for

onsite electric generation and a vegetative roof to address storm water management, insulation, and

evaporative cooling.

The building fits within the existing GLUP designation and R-C zoning envelope. Starting with the

commercial allocation of 1.24 FAR, this application requests the following density provisions to realize

the efficiency and collective goals of the site through community benefits.

Based on site area of 92,947sf which excludes the tickets parcel and Custis Road

The following is a summary of community benefits envisioned for the Clean Technology Center:

a. To fulfill the vested Site Plan expectations for the project development in accordance within the

current R-C zoning and within the General Land Use Plan per the conditions of the Interim Use

provision of existing buildings.

b. Removal of surface parking and surface dumpster.

c. Improvement of public access to and through the park and increase the buffer from the existing

elementary school and single family neighborhood.

d. Provide S,OOOsf day care/education space adjacent to the park.

e. LEED Gold building design with green roof and provision for public education.

f. Provide affordable housing contribution for relocated Shelter or AHIF resources.

g. Provide rooftop conference center for public and community use after business hours.

h. Work with Arts Commission for financial contribution in context of vested Site Plan

commitment.

i. Underground utilities on Adams Street and Wilson Boulevard.

j. Continuous streetscape improvements. in accordance with County standards.

k. Provide quality retail space for tenant stability, with proper ADA access and service

requirements.

Dear M. Foster,

This is to confirm our recent conversation regarding the referenced project.

The electric load letter dated March 30, 2011shows:

1- 4000 amp service@ 277/480 volts 1- 2500 amp service@ 277/480 volts 1- 1600 amp service@ 277/480 volts Total service requested = 8100 amps

The vault must be "specked" to accommodate 80% of the switchgear capability. Therefore, please note the following.

80% x 8100 amps= 6480 amps 6480 amps x 480 volts x 1.73 = 5,380,992 volt amperes 5,380,992 volt amperes -HOOD= 5381 KVA This demand requires a minimum of two three phase transformers. In addition, a single phase transformer and three phase pad mounted switch will be required.

A vault required to accommodate two three phase transformers, one single phase transformer and a pad mounted switch will be 62' long x 16' wide x 17' deep.

An opening over each three phase device will be required. In addition, provisions must be made to: -Ventilate the vault to 16,600 CFM's -Be able to accommodate potential oil leakage of 2200 gallons
