My farewell message:

SISPS members, as we reach the end of this year, I am reminded of how much I enjoy being part of this organization, and a resident of Sebastian. We have achieved a lot this year. We have welcomed several new members, acquired new equipment and have members filling many squadron positions with enthusiasm, among other things to numerous to mention.

We have also lost a few members and for those who have moved on, I wish them calm seas and smooth sailing. Remember them for their laughter and good memories, and smile when you think of them, I know I do.

I have been overwhelmed by the support and assistance I have received this past year from all of you. Any organization is only as good as its members and we have active, encouraging and caring members!

I am optimistic about the future of our squadron and am excited to see such a qualified and eager oncoming bridge. I hope that I will be as supportive an asset to them as you all have been to me.

ABOUT THE SEBASTIAN INLET SAIL & POWER SQUADRON Chartered on November 3, 2003, the Sebastian Inlet Sail & Power Squadron is the local unit of the national organiza-tion, the United States Power Squadrons® ,a non-political, non-governmental, not-for-profit, educational and social boating organization. The “USPS” is divided into thirty-three regional “districts”. The SISPS is one of thirteen squad-rons within District 8 which extends along the east coast of Florida from Sebastian in the north to Key West in the south. The SISPS meets regularly at 7:00 PM at the Sebastian Yacht Club, 820 Indian River Drive, Sebastian, FL on the fourth Monday of each month, except December. June, July and August meetings are often replaced with a social get-together. The “Lunch Bunch” gathers on the first Tuesday of each month at 11:30 AM at various local locations and each month various members host an informal potluck “Social” at their home. Several basic to advanced boating courses are of-fered at various times during the year, including the open-to-the-public “America’s Boating Course”. 2/10 kayak clinic was changed to a canal paddle at Hardee Park. We and Dottie had a peaceful paddle, en-joying the views in the area. We saw turtles and birds and even people. A picnic lunch with Ken Billington joining us, completed the day. On Saturday, 2/24 8 of us paddled Long Point. Great water, lots & lots of birds, some of of us saw a dol-phin. We had a nice picnic lunch after a short work-out on the breezy Lagoon. Coming events--- Blue Cypress, Grant Island, Full Moon, Turkey Creek, Round Island Park and more. What is something that is critical to safety on and around boats but is not taught by the Power Squad-ron? First Aid and CPR! To round out our safety knowledge, the squadron, under the direction of Bruce Sabol, arranged to have a First Aid/CPR/AED class taught to its members. On Saturday 27 January, eight-een SISPS members participated in the class taught by Arlene Carlsen of Space Coast Life Saverz at the Se-bastian Art Center. The class covered details of current CPR practices including hands-on practice on adult and infant-size mannequins. Use of Automatic Electronic Defibrillators (AED) was discussed and plans are in place for Arlene to attend a future membership meeting where she will demonstrate the actual model availa-ble to us. Rudimentary first aid was also discussed. Participants got the benefit of Arlene’s long work-ing experience in operational use of all three aspects of the class. The class followed American Heart Asso-ciation guidelines and participants received an AHA certificate card good for 2 years.

A Delayed Repair Can Bite You in the Derriere

Performing prompt maintenance is critical! Recently, several passengers onboard a commercial airboat tour were injured when the boat lost steering and hit a tree. Fortunately, there were only a few serious injuries be-cause the boat was not underway at full speed when the accident occurred. This Safety Alert serves as a re-minder to vessel owners, operators and those who repair these vessels of the importance of recognizing risks and ensuring proper maintenance and repairs are made to minimize risk.

On some airboats, steering is achieved by directing the flow of (propulsion) fan air across two vertically placed rudder foils. As the foil position is changed the directional thrust acting on the stern of the vessel var-ies. The foils move in tandem because of a linkage between the two foils. The steering cable is typically only connected to one of them. The end of the body of the steering cable is secured to the vessel and locked in place by two nuts. Attached near this fitting is a sleeve which covers the final end of the enclosed cable. The end of the sleeve is bellowed outwards and inserted into the end of the main cable body which is then crimped inward. This joint is covered by a rubber boot to prevent dirt and debris from entering into the cable body and interfering with the enclosed cable’s movement.

The crimped connection allows for some angular movement at the end of the cable. Over time, the crimped connection can become deformed due to the stresses occurring at the joint. Ultimately, in this case, the parts separated and the end of the cable lost its linear rigidity, putting slack into the control cable and causing a loss of control of the steering foils.

In this instance, the rubber boot covering the joint was found to be damaged and there appeared to be tool marks at the location of the joint. It’s likely that in the past the joint was held compressed together by the use of Vice-grip type pliers. The person who may have placed the Vice-grips on the connections failed to recog-nize the potential risk of a loss of steering should the connection fail. It was not proper to make repairs in this instance and the cable should have been completely replaced.

Throughout the history of Marine Safety and Prevention activities, inadequate or improper maintenance and repairs, combined with the failure to recognize potential risks as a result of those maintenance and repair ef-forts, have led to numerous marine casualties involving substantial injuries, fatalities, environmental damage and economic costs to the involved parties. The causal factors behind the decisions to perform inadequate or improper maintenance or improper repairs oftentimes are related to economic factors which limit the available options to those involved, causing them to make a poor decision. As a result of this information and other sim-ilar instances the Coast Guard strongly recommends to owners and operators and those involved with the maintenance of these and all vessel types: 1) To develop an operational paradigm where maintenance and repair items are evaluated carefully, recognizing the potentials risks associated with their operation should the repair or maintenance item not be properly performed or achieved in a timely manner. 2) For airboat opera-tors specifically: Owners and operators of airboats that use flexible type steering control cables are reminded of the need to thoroughly inspect cables before use, including areas under the dust boots. Due to the forces encountered on airboat applications, owners are also encouraged to ensure these cables are properly main-tained and to immediately replace a worn cable. Owners are discouraged from attempting to repair a factory crimp. This information has been developed by the Marine Investigators at U.S. Coast Guard Sector Saint Petersburg. America's Waterway Watch is a public outreach program encouraging participants to simply report suspi-cious activity to the Coast Guard and/or other law enforcement agencies. Unlike some Neighborhood Watch programs, for example, you are not formally joining an organization. There are no meetings, membership cards or membership requirements and you do not become an agent of the Coast Guard or any other law en-forcement agency.

As a person who spends time on or near the water, YOU already know what is normal and what is not, and YOU are well suited to notice suspicious activities; activities possibly indicating threats to our nation's home-land security. As participant in America's Waterway Watch, we urge you to adopt a heightened sense of awareness toward unusual events or individuals you may encounter in or around ports, docks, marinas, river-sides, beaches, or waterfront communities.

Our focus is on facilities, ports, waterways, infrastructure and shipping. We must be vigilant. If we are not then we are susceptible to attack. We need your help.

In 2016 the National Crime Information Center (NCIC) reported an increase in the amount of vessels stolen in the USA. Florida is ranked number one. The number is 5116 Incase you were wondering. Which one of these can be used as a weapon? All 5116. Off the shelf technology has made it easier for those wishing to do us harm to carry out surveillance without alerting anyone to the activity.

We simply do not have the manpower to keep a constant eye. As with airplane pilots, most boaters have ex-perience. Our approach is to use that knowledge and experience to our benefit; to solicit their eyes in helping us to determine things that are out of place. It maybe something as simple as somebody asking for the best fishing spot near a military base or a boat sitting directly under a bridge at night with no navigation lights.

Recent actions have shown that the trend of people wishing to do us harm has moved from a larger cell down to a single person. This makes it even harder to detect. Even more is the need to keep up our guard. Enlisting help with American Waterway Watch adds another layer of security.

We have taken the approach to plaster American Waterways Watch all over social media, public presenta-tions, signage, outreach and refocusing our air crews and boat crews to be alert for suspicious activities. This all gets vetted through the National Response Center at 877-24WATCH. It is up to you to report suspicious activity.

There is no “one size fits all” approach that will serve in securing us from attack. We have over 12,000 miles of USA coast line. It requires continuous “out of the box thinking”. I would be more then happy to travel to you and meet when I return from sea and share ideas. Spoil Island Clean-up & BBQ Days: The SISPS has adopted three of the Spoil Islands in the Indian River Lagoon; IR12, IR13, & IR14. Clean-ups are organized by Lt. Cat Mangold, N. Dates are announced in advanced by e-mail, on the Facebook page and in the calendar of this newsletter. Squadron members interested in participating in clean-ups, and especially those who need motorized transportation to the islands, must RSVP Cat Mangold [email protected] by the deadline in the e-mailed notice. The transporta-tion vessel will leave the Sebastian Yacht Club boat ramp, 820 Riverside Drive, Sebastian, promptly at 10 AM. Please remember to bring a potluck dish to share during the afternoon’s picnic, your folding chair, plastic and/or work gloves, and appropriate island clothing and shoes. Squadron members who take their own vessels, especially those intending to paddle kayaks to the islands, must RSVP to Lt. Karen West, P [email protected] The kayaks leave the River-view Park Kayak launch, at the intersection of Harrison Street and Indian River Drive, in Sebastian at 9:30 AM provided weather conditions are acceptable. Parking is available across the street from the launch site.

SISPS General Membership Meetings: Are held at the Sebastian Yacht Club, 820 Indian River Drive, Sebastian on the 4th Monday of the month starting at 7:00 PM. There are no meetings in December and most meetings are cancelled in June, July and August because many members are not in the area in the summer. A social event may be scheduled.

Lunch Bunch: Meets on the first Tuesday of each month at 11:30 AM at various restaurants in the Sebastian area throughout the year. Details of each month’s event will be e-mailed to members, is on the Facebook page and is includ-ed in the calendar page of this newsletter. RSVP Dick Allen to reserve your place at the table. Monthly Socials: A casual social is held each month throughout the year. Thinking about hosting one of the SISPS so-cials? It’s very simple. Hosts provide a date and time of their choosing, and a location, usually their home. The Hosts’ responsibilities include providing tables and chairs, dinner plates, utensils, cups and glasses for beverages, ice for bev-erages, water, a few soft drinks, napkins and a warm atmosphere. Most hosts provide paper plates, plastic utensils and plastic cups and glasses. The socials are pot luck and members bring a dish of their choice. Sometimes there is a theme but mostly not. Attendees should bring their own preferred beverage. Need help? Never hesitate to ask.

Volunteers: The entire squadron is run by volunteers from the top to the bottom. There is a job for everyone and a mul-titude of them. Consider volunteering for one. Members can speak with the Commander or another Bridge Officer and discuss what positions are available and what type of job that member would enjoy.. No one will force anyone to volun-teer, but volunteering for this organization, as with any organization can be very rewarding and it makes everyone a val-ued part of the squadron. Watch the e-mail notices asking for volunteers for various events.

Paddle Group: Many members of the squadron are kayak enthusiasts. The squadron schedules numerous paddles at various locations in the local area. The group leaders are Lt. David West, P and Lt Karen West, P the SISPS Boating Activities chairmen. All are welcome and there a few extra kayaks available. Pfd and whistle are required as are lights at night. Bring your lunch for a lunch stop along the route. Paddles usually launch at 10:00 AM. Contact: Karen West for more information and to be put on the “kayak mailing list” [email protected]

Informational Booth: The SISPS sets up its informational booth at several festivals during the year to promote the or-ganization and the America’s Boating Course (ABC) to the public. Members volunteer to spend a couple of hours man-ning the booth and talking to the public as they pass. A sign-up sheet is available for those interested in attending an ABC class and/or joining the squadron. General information is also handed out. The main events are the Sebastian Clambake in November, the Pelican Island Wildlife Festival in March and the Freedom Festival on the Fourth of July.
