    ILT - Cornerstone of the SInnovation Project. Purpose

    The SInnovation Germany ASEAN Project

    SInnovation Germany ASEAN / Promotion of Innovation-based Growth is a Human Capacity Development (HCD) cooperation project between Germany and ASEAN countries in the field of

    promoting innovation and technology (PIT) at three relevant levels: innovation policy, innovation

    system and technology & innovation project management.

    In its capacity as HCD project SInnovation Germany ASEAN strives for strengthening the functional, acting and decision-making competence of individuals and organizations who take

    part in the project as stakeholders and/or participant-beneficiaries. By competence is meant the decision-makers and professionals ability to analyse problems, find solutions and realize them

    in a socially responsible way.

    In line with this approach the projects beneficiary target groups are composed of technology and

    innovation professionals both from public and private sectors, representing stakeholders from

    education & science, research & technology, industry & economy, government & state

    administration: Research & technology development (RTD) and innovation management

    professionals; science, technology & innovation (STI) promotion specialists; knowledge &

    technology transfer officers (KTTO); policy makers, policy shapers and policy intelligence

    professionals.

    The SInnovation Germany ASEAN project region is defined by the ASEAN member countries. Thus, access to the projects services, actions and operational partnerships is open to interested

    STI stakeholder organisations from all ASEAN member countries.

    SInnovation Germany ASEAN advocates and actively supports an innovation system (IS) concept as the appropriate frame for coherent science, technology & innovation (STI) analysis,

    action planning and implementation monitoring.

    The projects overall objectives aim at increasing innovativeness and innovation performance in

    ASEAN member countries and at the improvement of technological and economic cooperation

    both among ASEAN countries and between the ASEAN region and Germany. In doing so,

    SInnovation Germany ASEAN is pursuing core elements of the Krabi Initiative 2010 on Science, Technology and Innovation (STI) for a Competitive, Sustainable and Inclusive ASEAN.

    To accomplish these ambitions the projects portfolio of HCD instruments focusses on a variety

    of dialogue, advanced education & training and networking formats: international conferences

    and study tours, seminars/workshops and short- & long-term training courses, and community of

    practice network building.

    In planning and implementation of HCD instruments great emphasis is placed on aligning the

    content of HCD actions with relevant issues, specific challenges or change processes beneficiary

    target groups are actually facing on their job. The effective learning impact is reinforced by

    focussing on employable knowledge and practical skills transfer, exchange of experiences and

    experiential learning methods. And last, but not least is SInnovation Germany ASEAN offering a combination of professional upgrading, institutional and cultural exposure opportunities in

    Germany for executives and professionals from ASEAN countries key STI stakeholder

    organisations.

    ILT Cornerstone of SInnovation Germany ASEAN

    Not only is the International Leadership Training (ILT) on PIT a cornerstone of the SInnovation Project. It also represents one of the most complex and expensive training programmes in the

    frame of German development cooperation. It is an intensive two-years training programme on

    an international level, including a 12-months stay in Germany and an internship in a German

    organisation which practices and/or promotes technology and innovation. The programme

    focuses on employable knowledge and skills and the exchange of experience with respect to

    innovation (system) management and inter-institutional knowledge & technology transfer. In the

    course of the ILT programme participants will design & elaborate feasible knowledge transfer

    projects concerning selected technologies as well as organisational and business model

    innovations.

    Training of the next generation of innovation leadership executives and professionals is the

    tagline of this advanced education format. It is designed and accessible for young professionals

    with future leader characteristics in the field of innovation and technology management & promotion in ASEAN countries. The ILT programme will be conceived and carried out by GIZ in

    collaboration both with ASEAN participants delegating organisations and with specialised public

    and private sector STI institutions in Germany.

    The ILT programme is practice-based, offers excellent exposure opportunities and is therefore

    exceptionally empowering for participants who make use of good models and practices met in Germany by adopting and adapting them in an appropriate and effective way in their home

    countries work places.

    Particularly through conceptual and practical insights which ILT participants gain on innovation

    process and innovation system management, on inter-institutional knowledge & technology

    transfer and on design and management of effective STI and IS promotional programmes, ILT

    scholars will acquire valuable competences that especially qualify them to work later as transfer

    and change agents at the interfaces between science/research/technological development and

    industry/ business and between STI stakeholder organisations in the ASEAN region and their

    homologue international partners in Germany and Europe. Additionally, the ILT participants are

    given access to STI practitioners and ILT alumni networks which offer professional community

    of practice information & knowledge sharing, personal and institutional communication &

    collaboration opportunities.

    Balancing competitiveness and human development oriented contents of the STI promotion

    agenda the ILT helps establishing and strengthening the basis and necessary bridging links for an

    intensified and more effective intra-regional and international cooperation in the field of

    innovation and technology. Consequently, the programme contributes to a more efficient use of

    existing tangible and intangible resources, to the creation of new employment opportunities and

    to a more innovation-based growth and sustainable development path in ASEAN countries.

    ILT - Cornerstone of the SInnovation Project. Content

    The two-years ILT programme is structured in three phases and various modules.

    In the first and preparatory phase, the ILT applicants have to undergo a German language

    training and attend with success the online course JOSEF in their countries of origin.

    JOSEF is an E-learning program designed by Fraunhofer Academy around a fictional institute

    called JOSEF - Joint Strategy and Technology Education Facility.

    The JOSEF E-learning course is organized in three modules: Innovation Management,

    Technology Management and New Technologies. In the first module ILT applicants can learn

    about national innovation systems, technology transfer, innovation management, evaluation and

    acceleration of innovation processes. The second module refers to technology management with

    special reference to technology monitoring, technology foresight and technology project

    management. The final module covers exemplary new technologies related to energy production,

    distribution and efficiency, to mobility and transport, and to sustainability-oriented green

    technologies.

    The aim of this E-learning course is to prepare the ILT applicants for their fellowship in Germany

    and to help them identify a relevant PIT transfer project idea (as much as possible together with

    their delegating organisation/company).

    To achieve its objective, JOSEF disposes of a wide range of resources/functionalities (videos,

    chats, glossaries, task assignments and work groups) and is providing both direct teaching

    through online tutorials and constant feedback and evaluations by virtual docents. By these

    means it is possible to create a pertinent and flexible learning & capacity building process for the

    scholars.

    The second phase of the ILT, the training in Germany, lasts one year. The ILT participants

    pass through various training modules: German language upgrading, intercultural communication

    & international management; intermittent trainings on planning, design & marketing of PIT

    transfer projects; and as the flagship course an advanced block training on Management &

    Promotion of Innovation and Technology.

    Technology & Innovation Management (TIM) in Enterprises I: Functions, benefits & risks, processes and methods, product development & product innovation; creativity

    techniques, controlling concepts & tools

    Technology & Innovation Management (TIM) in Enterprises II: Organisational structure & culture and incentive systems, knowledge management, inter-organisational cooperation,

    open innovation & interactive value generation

    Innovation Policy & Innovation System (IS) Promotion Approaches, Methods & Instruments: Functional IS modelling elements & levels, IS deficit analysis, major thrusts

    Inter-institutional Knowledge & Technology Transfer (KTT) in IS I: KTT types, determinants, approaches & instruments; typology of KTT institutions & organisational set-

    ups, public promotion of KTT, measurement of KTT effectiveness & efficiency

    Inter-institutional Knowledge & Technology Transfer (KTT) in IS II: In-depth insight on relevant KTT instruments and organisational models: technology and innovation

    brokerage services & innovation relay centres; technological consulting services & MNTQ

    organisations or Steinbeis system, IPR exploitation & patent exploitation agencies,

    commissioned and cooperative research & Fraunhofer or AIF model, innovative spin-offs

    Networks and Network Management in the STI/IS context: Relevance incl. limitations & risks (with special reference to PRO-IND and IND-IND research, technology & innovation

    cooperation); types & rationales of STI networks; network phases, actors & roles; network

    processes and network management (with reference to resource & knowledge management);

    network effectiveness & efficiency monitoring & assessment.

    An important part of the training phase in Germany is a 5 months internship of the ILT

    participant in a German organisation that practices and/or promotes technology and innovation.

    Each ILT participant will be counselled on and transferred to an internship offering German

    institution (company, research institute, intermediary organisation etc.) that best suits the

    individual ILT trainee ambitions and transfer project needs (matching of person, project and

    institution).

    The internship is aimed at enabling the ILT trainee to actively observe or take part in the day-to-

    day work processes of his/her internship organisation, to gain expertise and practical experience

    with respect to his/her learning needs and PIT transfer project issues and to establish personal and

    institutional contacts for further collaboration.

    The third phase, the so-called transfer phase, begins once the ILT participants have returned to

    their home countries.

    This final 6-months phase is dedicated to coaching of the ILT participants on the implementation

    of their PIT transfer projects elaborated during the second phase.

    The ILT participants are offered online coaching sessions and exchange opportunities

    (community of practice networks, workshops) with fellow participants and other ILT alumni with

    respect to the challenges and experiences of turning their PIT ideas and solutions into reality.

    Throughout the ILT programme, the training process will be accompanied by the virtual platform

    called Global Campus 21 (GC21) with the help of which participants can study, share

    experiences and keep in touch with each other, GIZ, and other persons and organisations

    involved.

    ILT - Cornerstone of the SInnovation Project. Structure

    Web information on and opportunity of individual application for participating in

    SInnovation Projects International Leadership Training (ILT) programme on promoting innovation and technology starts on March 10, 2012.

    The deadline for application is May 31, 2012.

    And the ILT programme is scheduled to begin on June 4, 2012, by initiating the ILT

    preparatory phase with an online CENTRA Session regarding technical instructions on how to

    use the ILT programmes communication and e-learning platform.

    Detailed additional information on all aspects of the ILT programme for interested applicants

    who have started the preparatory phase will be provided at at SInnovation Projects 1st International Conference at Bangkok, July 11-13, 2012.

    Structure and time schedule of execution of the SInnovation Projects International Leadership Training (ILT) programme on promoting innovation and technology are as follows:

    The participants receive credit points for each mission assigned to

    them in the e-learning course. Upon successful course completion

    scholars are able to earn a certificate issued by Fraunhofer Academy.

    4 months: July until November, 2012

    The participants are responsible for self-organization of an adequate

    German language course. As appropriate, arising costs are covered

    by the SInnovation project. Final examination is to take place before

    the end of November 2012. Achievement of A1 level of German

    language proficiency is to be confirmed by certificate.

    3 days: 12th of August until 14

    th of August, 2012 (possibly at

    Bandung).

    The seminar is divided into three parts: The 1st is comprised of e-

    learning course scholars presentations of their last JOSEF missions

    & their individual PIT transfer project ideas; the 2nd

    is dealing with

    PIT issues using interactive & experiential learning methods, and the

    3rd

    is dedicated to ILT candidates final assessment aimed at selecting

    up to 15 best-performers to be admitted to the 12 months Training

    Scholarship in Germany.

    The block seminar covers all typical thematic strands of the PIT

    approach to promoting innovation and technology (PIT) at three

    innovation & innovation promotion, TIM in enterprises I+II;

    Approaches, methods & instruments of innovation system (IS)

    promotion; Inter-institutional KTT in IS I+II; Network management

    in IS context.

    Additionally, with direct reference to the ILT scholars` PIT transfer

    project planning needs the block training programme is

    complemented by lectures & exercises on methods & tools with

    respect to transformation model definition, project planning/

    management, project cost-benefit analysis and structured elaboration

    of PIT transfer project statements.

    Use of experiential & interactive learning methods, presentation of

    empirical examples, off-classroom trainings at visited technology

    centres and assignment of well-versed lecturers & trainers represent

    the specific didactic features of this advanced training curriculum.

    The participants receive credit points at the end of each weekly

    module for the individual or group work missions assigned to them

    nominated tutors on their practical learning progress and on their

    PIT transfer projects by way of online tutoring, tutors internship on-

    site visits and 1-2 internship evaluation workshops.

    Upon successful internship completion scholars are able to earn a

    certificate issued by the internship granting institution.

    1 month: 1st of November until 30

    th of November, 2013, possibly at

    Berlin.

    The seminar is divided into four parts: The 1st deals with

    presentation and moderation/facilitation techniques, the 2nd

    deals

    with methods & tools of change management with specific respect

    to appropriate communication & marketing of transformation

    projects in general and of PIT transfer projects in particular; the 3rd

    deals with the trainees` presentation of the individual PIT transfer

    projects; and the 4th is dedicated to the final evaluation of the

    training phase in Germany.

    The participants receive credit points for their individual PIT

    transfer projects according to pre-established quality criteria.

    GIZ will persevere to identify an accredited educational institution

    in Germany that will concede certified credit points to the ILT

    programme participants.

    The participants initiate the operative phase of their specific PIT

    During this phase of project implementation the participants are

    invited to attend a networking workshop organized by GIZ for ILT

    alumni in the ASEAN region. This workshop is specifically

    designed to provide an opportunity of intensive mutual exchange

    and learning.

    Upon completion of the transfer phase of the ILT programme the

    participants will receive a certificate of completion of an advanced

    further education programme on promoting innovation and

    technology, organised by GIZ on behalf of the German Federal

    Ministry for Economic Cooperation and Development.

    ILT - Cornerstone of the SInnovation Project. Qualifications

    The SInnovation Projects International Leadership Training (ILT) programme on promoting innovation and technology (PIT) enables participants to attain a specific profile of qualifications.

    In general:

    Through conceptual and practical insights which ILT participants gain on innovation process and

    innovation system management, on inter-institutional knowledge & technology transfer and on

    design and management of effective STI and IS promotional programmes, ILT scholars will

    acquire valuable competences that especially qualify them to work later as

    transfer and change agents at the interfaces between science/research/technological development and industry/ business and

    between STI stakeholder organisations in the ASEAN region and their homologue international partners in Germany and Europe.

    Additionally, the ILT participants are given access to STI practitioners and ILT alumni networks

    which offer professional community of practice information & knowledge sharing, personal and

    institutional communication & collaboration opportunities.

    In particular:

    After having successfully completed the two-years ILT training programme on promoting

    innovation and technology (PIT), each ILT participant will have the following qualifications at

    her/his command:

    She/he will not only have knowledge on relevant and up-to-date concepts, approaches, methods and tools of management and promotion of innovation and technology at company,

    innovation system and innovation policy levels, but also have acquired abilities and skills to

    practically apply the learning content;

    She/he will be aware of framework conditions and specific functional circumstances of pertinent solutions or best practice examples with respect to socio-cultural, ecologic,

    economic and institutional aspects (in the PIT field of innovation management and

    promotion), and not least through the development of her/his specific PIT transfer project during the ILT - have capacity, methods and practical experience to analyse and work on

    appropriate options of transfer adaptation in her/his home countries settings;

    She/he will be able to assess bottlenecks and potentials of horizontal (e.g. industry-industry) and vertical (e.g. industry- public research organisation) inter-institutional cooperation in the

    context of national, regional or sectoral innovation systems and identify and elaborate both

    issue-related and organisational knowledge & technology transfer cooperation options in the

    interest of increasing systemic innovativeness and innovation performance;

    She/he will have extensive knowledge on the current science, technology and innovation (STI) landscape in Germany in terms of innovation system governance, policy priorities,

    target groups and instruments of STI promotional programmes, institutional setting and core

    competences of relevant organisations and last, but not least in terms of general and specific

    channels and opportunities of cooperation in the field of promoting innovation & technology

    at micro, meso and macro levels between STI stakeholder organisations in Germany/EU and

    appropriate partner organisations from ASEAN countries.

    Certificate:

    At the end of the International Leadership Training (ILT) on promoting innovation and

    technology, each participant who has successfully passed the two-years advanced further

    education programme will receive a Certificate of Completion issued by GIZ and the German

    Federal Ministry for Economic Cooperation and Development (BMZ).

    The Certificate will give a detailed account on the thematic strands and subjects taught and

    practically trained in the course of the ILT programme.

    GIZ will strive towards honouring credit points for programme participants.

    ILT - Cornerstone of the SInnovation Project. Requirements

    All public and private sector organisations (institutions, organisations, companies) from ASEAN

    member countries which are primary or secondary innovation system actors, inasmuch as they

    regulate, promote and/or practice science, technology and innovation, are entitled to nominate

    appropriate candidates for admission to the SInnovation Projects International Leadership Training (ILT) programme on promoting innovation and technology (PIT).

    The desired type of candidates are so-called young high-potential persons who hold an

    university degree, have a relevant work experience of 2-5 years as professionals in the field of

    technology & innovation practice, promotion and/or policy and who are employed in a medium-

    level position with good promotion prospects.

    Appropriate candidates have to meet the following ILT admission requirements for a

    successful application:

    Candidate must hold an academic degree.

    Candidate should have 2-5 years of work experience in the field of innovation and technology practice, promotion and/or policy.

    Candidate should be over 25 and under 35 years of age (exceptions possible).

    Candidates English language skills should be sufficient to read and understand scientific literature and study using an e-learning platform.

    Candidate has to present a proof of employment.

    Candidate has to provide an employers assurance that candidate will be able to continue in his/her position after completing the ILT programme.

    Candidate must declare that she/he or her/his employer is willing and able to cover the cost of international return travel to Germany.

    Candidate should warrant financial security for his/her family while she/he stays in Germany. He/she should be aware that attendance of or other services for the candidates

    family will not be provided by the ILT programme.

    Candidate must have access to a laptop computer of his/her own.

    Candidate must be able to spend 15-20 hours a week on propaedeutic studies during the six-month ILT preparatory phase.

    Candidate needs to sketch a concept (relevant, preferably, to his/her delegating organisation) for a knowledge & technology PIT transfer project which - with the help of

    the ILT training - he/she is willing to develop further until the stage of feasibility and

    implementation in his/her home countrys work context.

    At the latest until May 31, 2012, the candidates have to submit their application for ILT

    programme attendance by filling in the ILT application form which is available online.

    After the candidate has submitted his/her application in due time, she/he will receive a written

    confirmation by GIZ with respect to his/her ILT admittance or rejection before June 4, 2012.

    ILT trainees stay in Germany

    o Cost coverage for ILT participants health, accident and casualty insurances during the ILT trainees stay in Germany

    o Cost coverage of accommodation provided to or arranged for the ILT participant during the ILT trainees stay in Germany

    o Funding of a scholarship based on appropriate per diem fees for the ILT participants subsistence expenditures during the ILT trainees stay in Germany.

    ILT transfer phase o Cost coverage for ILT participants networking seminar attendance authorised by the

    ILT programme organiser GIZ (including participants related travel (partially),

    accommodation and other costs)
