Who is The Co-op?
• Formed in 1985.• Made up of 25 municipalities. Population of
about 165,000. Governed by Joint Board.• Has provided viable, cost effective solid waste
disposal for over 21 years. $37 to $66.80/ton. • Disposed of over 2.5 million tons.• Recently extended Waste to Energy contract
with WCC through 2014/2018.• Owns and operates ash landfill permitted
through 2014.

Why is Co-op Considering Single Stream
• Co-op Joint Board directed me to investigate. Started in 2005.
• Tipping fee increased in 2010. New contact with Wheelabrator. Went from $45.90/ton to $66.80/ton.
• Many Cooperative and associate communities will recycle more at less cost with single stream. – win/win
• Siting of new landfills very difficult.• Historically recycling markets have been very
stable.

What is Co-op’s Plan ?• Investigating the possible construction of a single
stream facility. $15 million.• Need more recyclable material than Co-op
communities can provide. Co-op has approximately 15,000 tons. Need additional 10,000 tons. Total 25,000.
• Meeting with potential Associate Members. • Will be a publicly owned and privately operated facility. • Have secured all permits and estimated costs. • Presented information to Joint Board on June 24, 2010
and voted to proceed when 25,000 tons secured.

Where Are We Now?
• Purchased property. Exit 17- I-93.• Joint Board has appropriated $3 million for
project to date.• Continue to meet with Co-op and potential
municipal associate members. • Have 25,000+ tons committed (not signed) for
15 years.• Building and site design complete.• Received City of Concord Planning Board
approvals on May 20, 2009.• Building permit application process started.

Where Are We Now?
• DES Solid Waste permit received June 4, 2009.• Phases I and II Archeological study completed.
No issues. • Equipment vendor has been selected. C.P.• Facility operator has been selected. Casella.• Requests for bids for road and site work will be
re-bid in 2011.• Leed certification process underway. Silver.• Perusing other funding opportunities. Grants and
Federal.• Joint Board gave approval June 24, 2010.

Where are we now?
• Waiting for finial execution of RFAM Agreement from two communities.
• Cannot make final recommendation to go forward until Selectmen sign Agreement.
• Construction will take about one year.
