By GOH KANG SHIONG [email protected] By 2020, one million em- ployees in Singapore will be working in a health-pro- moting workplace ecosys- tem with ready access to healthy-living amenities, services and information re- sources as part of the Healthy Living Master Plan developed by the Health Promotion Board (HPB) and the Ministry of Health (MOH), among other initia- tives. At the plan’s official launch yesterday, many new workplace-related health promotion pro- grammes were announced, including HPB’s plan to reach out to workers in un- structured workplace indus- tries such as retail, trans- port as well as cleaning and security. Such workers, with their irregular work- ing hours and lack of access to health facilities, require health promotion pro- grammes tailored to their needs. Programmes targeted at these groups of workers centre on promoting good health practices at work and getting service buyers to provide in-house health promotion programmes, such as flu vaccination and health screening, to their contracted workers. HPB also wants to repli- cate the model used in Ma- pletree Business City – the first business hub HPB worked with to promote healthy living in a work- place setting – in at least 15 other business parks and in- dustrial estates, create an industry of workplace health promotion consult- ants, and develop a “Total Workplace Safety and Health” initiative for work- ers. MOH Parliamentary Sec- retary Muhammad Faishal Ibrahim, who earlier ad- dressed those attending the launch ceremony, told re- porters that the workplace is a very powerful platform for the changing of habits, lifestyles and the way work- ers engage themselves at work. “It is also an opportunity for us to capitalise on group platforms. When you have the healthy environment at workplaces to create the necessary nudges to choose healthier options, that itself can translate into some- thing very powerful,” he said. Focusing on promoting healthy living at workplac- es forms one of the three key areas that HPB is target- ing in order to bring healthi- er living “to the doorsteps” of one in two Singaporeans by 2020. The other two are- as are communities and schools. Mr Wiluan was part of the panel at the lunch fo- rum Making Succession a Success which was co- presented by The Business Times and Coutts at The Fullerton Hotel. Other members on the panel comprised Richard Eu, Eu Yan Sang Interna- tional’s group chief execu- tive; Sat Pal Khattar, chair- man of Khattar Holdings and Maya Prabhu, manag- ing director at Coutts Insti- tute. The panel was moder- ated by The Business Times associate editor Vikram Khanna. But as important as it is to empower family mem- bers to make decisions, there must be a clear deline- ation between work rela- tionships and family rela- tionships. Marrying the two struc- tures – families which are emotional with permanent relationships, and business- es which are rational with transactional relationships – is one of the key challeng- es faced by family business- es, said Ms Prabhu. Indeed, only an estimat- ed 10-15 per cent of family businesses survive to the third generation, and only 3-4 per cent beyond it. This is largely due to inter-generational conflict. Other factors include a lack of shared vision, a lack of structure and governance to support the vision, and a simple lack of communica- tion which can result in as- sumptions and expecta- tions being built – which leads to misunderstand- ings, she added. Separately, a common theme floated by panellists was that of meritocracy. In the case of Mr Eu, who is the fourth genera- tion to take over the family business, his successor is not his son but his cousin. “Right now, we have two fifth generation family members (in the organisa- tion) – my son and my niece – and they report to other people,” said Mr Eu. “My son has worked out- side (of the family business) for a few years, and now he reports to the MD in Syd- ney. My niece is a qualified Chinese physician and she reports to the product devel- opment head. In terms of how they progress in the corporation . . . that re- mains to be seen.” Mr Wiluan agreed, not- ing that key performance in- dicators of family members are judged not by him but by other professionals. “If they are passionate but not competent, they can be a shareholder or a board member. But you need to let the professionals do the job,” said Mr Wiluan. By RAPHAEL LIM [email protected] SINGAPORE will take grea- ter interest in nuclear safe- ty, science and engineer- ing, with $63 million set aside for a research and education programme un- veiled yesterday. The Nuclear Safety Re- search and Education Pro- gramme (NSREP) will use the funds over the next five years mainly for research, education and infrastruc- ture, said the National Re- search Foundation (NRF) in a statement. NRF chief executive offi- cer Low Teck Seng said the current lack of qualified and experienced staff in these areas posed a big challenge for Singapore. “We have to start build- ing up the capabilities now to ensure that there are suit- ably trained local scientists and engineers who can as- sess developments in nuc- lear technology and nuc- lear energy programmes in the region, and advise the government on nuclear safety issues,” he said. Countries in the region such as Malaysia, Thailand and Vietnam have previous- ly shown interest in nuclear energy as an option. During last month’s Nu- clear Security Summit in The Hague, Prime Minister Lee Hsien Loong said Singa- pore needed to have some understanding of nuclear safety, so as to have exper- tise to fall back on should anything happen in the re- gion. In October 2012, a pre-feasibility study on nu- clear energy commissioned by the government conclud- ed that current nuclear en- ergy technologies were not yet suitable for deployment in Singapore. However, the study not- ed that an active role in global and regional cooper- ation on nuclear safety and monitoring the develop- ment of such technologies was still necessary. Based on those recom- mendations, the NSREP – comprising two compo- nents – was formed. The first component is the Sin- gapore Nuclear Research and Safety Initiative, which focuses on research and de- veloping capabilities in nu- clear safety, science and en- gineering. It will be hosted in the National University of Singapore and led by pro- fessor of physics Lim Hock. The Nuclear Education and Training Fund forms the other component, with $8 million set aside for ac- tivities including master’s and PhD scholarships, training courses, overseas attachments for nuclear- related topics and local un- dergraduate minors in simi- lar fields. The main areas of study would be radiochemistry, radiobiology and nuclear safety analysis. These in- volve measuring radioac- tive levels in the environ- ment, analysing effects of low-level radioactivity on health, and running compu- ter-based simulations for risk analysis. NSREP aims to have 100 researchers on board in 10 years. Currently, there are no tie-ups with the private sector but the NRF said this could be possible in the fu- ture. Prof Low said the pro- gramme would bring broad- er benefits to Singapore, with relevance to fields such as medicine, material science and agriculture. “There are more uses of nuclear technology than just nuclear energy.” By KARA QUEK [email protected] A FULLY automated noodle-making machine will be the first in a pipeline of projects to be launched under a new strategic collaboration between technology company Royal Philips and Temasek Polytechnic (TP). A new prototype of the Philips Noo- dle Maker, one of the first fully-auto- mated noodle-making machines avail- able on the market, will be the first joint project between the polytechnic and Philips. Designed for conven- ience in the making and customisa- tion of fresh noodles, the machine may potentially revolutionise how noodles are consumed at home. The machine, slated for launch lat- er this year, will be put through its paces by students at TP’s School of De- sign, who will test it in various as- pects, such as ease of use and product design. As the machine does all the hard work, like kneading and mixing, noo- dle-making is made easier for the us- er as all one has to do is place raw in- gredients, like eggs and flour, into the machine. In addition, the Noodle Mak- er provides users with many ways to customise their noodles, according to Philips. The fat and salt content can be controlled, and additional ingredi- ents like spinach or carrots can be in- corporated for creative noodle alter- natives. TP’s School of Applied Science, with its deep knowledge of local cui- sines, will develop Asian noodle reci- pes designed for local palettes. These recipes will come with the machine for users to make the noodles them- selves. As TP is knowledgeable about nu- trition, and emphasises healthy eat- ing, the recipes will target segments of the population that include the young and the elderly. Through the testing and develop- ment process, Philips will be able to gather insights on local consumers, enabling it to better market the Noo- dle Maker to Singaporeans. Mean- while, TP students will benefit from the opportunity to apply their skills and knowledge to real-world scenari- os with real-world business impacts, in the realm of food preparation. The collaborative effort on the Noo- dle Maker is but one of many projects in the pipeline for Philips and TP, as both parties signed a memorandum of understanding (MOU) yesterday, with the aim of co-creating solutions for Singapore and the region in areas such as consumer insights, and healthcare and gerontology. Through the collaboration, Philips and TP also aim to promote the exchange of know- ledge, build both new and existing ca- pabilities, and develop research com- petence. “Through this long-term collabora- tive and multi-disciplinary partner- ship with Temasek Polytechnic, we will develop innovation activities that deliver impactful local solutions that address people’s needs and solve soci- etal challenges such as healthcare for an aging population,” said Harjit Gill, chief executive officer of Philips Asean and Pacific. “In addition, we aim to also con- tribute to capabilities building in Sin- gapore, not just for present industries but also to build new capabilities for future industries as we tackle the big challenges of our world today,” she added. To this end, Philips and TP plan to embark on various projects and at- tachment programmes, conduct work- shops and joint research, and share and set up research facilities. Lack of experienced, qualified staff in these areas poses big challenge: NRF chief M1 ties up with booking app GrabTaxi M1 is partnering taxi booking app GrabTaxi in Singapore’s first carrier billing service for taxi drivers. Under the partnership, taxi drivers who are M1 subscribers can make GrabTaxi payments through their M1 bill. Taxi drivers will also enjoy a 20 per cent bonus for each top-up of $10, $30, or $50 made through this arrangement. The first 10,000 M1 customers who book a taxi ride with the GrabTaxi app will get a $3 discount from now until May 31, 2014. More filing tax returns ealier MORE taxpayers filed their tax returns earlier this year, with 75 per cent filing by April 1, 4 per cent higher than last year. The overall filing rate remained high, with 95 per cent of taxpayers filing by the April 18 due date. A penalty of up to $1,000 will be imposed for late filing. The Inland Revenue Authority of Singapore will issue the Notices of Assessment (NOA), or tax bill, to taxpayers from next month. Those not on GIRO are required to pay their taxes within one month from the date of the NOA.
