Simulation Exercise Forecast Based Actions-Nepal Hazard: Riverine oods Location: Gulariya municipality – 11, Bardiya district (southwestern plains of Nepal) Dates: 1 st to 3 rd October 2019 Organizers: NRCS and DRC, with technical support from RCRC Climate Center and GRC Three-day Breakdown: Day 1: Minus 10 days/Minus 7 days Day 2: Minus 7 days - Minus 24 hours Day 3: Debrieng Workshop Outline of the exercise: 3 Stations: District Administration Ofce/Emergency Operation Center, NRCS District Chapter and Community Total 17 injects Day 1: 11 injects Day 2: 6 injects Mode of injects (bulletins/paper cuttings/SMS/email/news) Context: FbA implemented since 2018 by NRCS/DRC in Nepal. Since then, no triggers have been reached but many lessons learned were drawn and compiled in a Feasibility Study early 2019. SimEx: A rst of its kind organized in Nepal by the Red Cross Movement. A mix of table top and eld-based activities aimed to test : Relevance of selected Early Actions (evacuation, distribution of Ready to Eat Food, distribution of tarpaulins, waterproof bag etc) Selection of community/identication of beneciaries (500 HHs) Coordination mechanisms with District Emergency Operation Center/ Municipality/Community/Other stakeholders Transportation using alternate routes Reconrmation and checking of evacuation sites Key ndings: 1. Good information sharing between various stakeholders 2. Relevant means of communications selected, over the internet 3. FbA SoPs referred to, in response to injects 4. Few gaps in communication between Nepal Red Cross Society and District Emergency Operation Center 5. Gaps in understanding Early Actions at Sub-Chapter and community level 6. Formal linkage missing between Sub-Chapter and local authority 7. Need to develop a 5Ws ow chart (response matrix) to support the process Nepal Red Cross Society Climate Centre
