Context: FbA implemented since 2018 by NRCS/DRC in Nepal. Since then, no triggers have been reached but many lessons learned were drawn and compiled in a Feasibility Study early 2019.
SimEx: A fi rst of its kind organized in Nepal by the Red Cross Movement.A mix of table top and fi eld-based activities aimed to test: • Relevance of selected Early Actions (evacuation, distribution of Ready
to Eat Food, distribution of tarpaulins, waterproof bag etc)• Selection of community/identifi cation of benefi ciaries (500 HHs)• Coordination mechanisms with District Emergency Operation Center/
Municipality/Community/Other stakeholders• Transportation using alternate routes• Reconfi rmation and checking of evacuation sites
Key fi ndings:
1. Good information sharing between various stakeholders2. Relevant means of communications selected, over the internet3. FbA SoPs referred to, in response to injects4. Few gaps in communication between Nepal Red Cross Society and
District Emergency Operation Center5. Gaps in understanding Early Actions at Sub-Chapter and community level6. Formal linkage missing between Sub-Chapter and local authority7. Need to develop a 5Ws fl ow chart (response matrix) to support the process
