2.05 Approval ofHdlt!nic Studies Administration Fee. The Hellenic Studies Administration Fees of5220 collected from 23 students for the 2008 Field School should be transferred from SFU lntt!mational to Hellenic Smdies. Approval is on the condition that all program administration items outlined in the essential task contract must continue to be vetted, and approved. by SFU International. This includes all promotions and advertising.

2.06 Approval of a New Field School in Mexico led by Adam Holbrook with Universidad de Guadalajara. Mexico Institute for the Support of Innovation in Snull and Medium sized Enterprises (IDITpme) and the School of Economic and Business Administration (Centro Unviersitario de Ciencras Administrativos -CUCEA).

2.07 Approval of PDP International Teacher Education Module in Dharamsala, India.

2.08 Approval of the International Opportunity for Faculty of Education Graduate Students within Continuing Studies' CIDA-Funded "Adult Education for Economic Development" Project.

2.09 Approval (by email) of the Mid-Career Training of the Indian Forest Services Offices.

2.10 Approval of the 2009 SlAT Italy Field School led by Russell Taylor. Approval is subject to conditions outlined in a memo to Russell Taylor.

2.11 Approval (by email) of a non-credit option for the India Contemporary Arts Field School.

2.12 Approval (by email) of the removal of reference to the "China Field Schoor' within the Asia Canada Program section of the 2008/9 calendar.

2.13 Approval of the recommendation for SCIA membership to include a representative of the RegiStrar. a representative of Continuing Studies and one member of each t:.culty.

2.14 Approval for the reconunendation to the President for the responsibility of the establishment of any new international or domestic undergraduate. or graduate student exchange agreements. to be moved from ISEC to SCIA.

3. Received for Information

3.1 Centralized Administration of Field Schools. seIA members were reminded SFU had a formal Field School review in 2007. The results of this review included SCIA's approval of new administrative templates to be used by all Fidd Schools, as well as the centralization of the non-academic administration of Field Schools within SFU International. A summary document was presented to members for their reference.

3.2 New! Amended Exchange Agreements approved by ISEC on Feb 26, 2009 for signature by Dr. Stevenson: -Ewha Womans University (new) - University Wide (with usual closed restricted programs excluded) -Universite Catholique de Louvain (full agreement following 200H/09 pilot)* -Institut d'Etudes Politiques de Bordeaux (new)* -Institut d'Etudes Politiques Aix-En-Provence (new)'"

*Priority for students in SFU's French Cohort Program, Public Administration and Community Services.

3.3 All international activities involving the Faculty of Education must show the Dean, Faculty ofEducatlon has reviewed and approved the proposal, as per Suzanne de Castell, Dean pro-tem, Faculty of Education.

3.4 Tsinghua University, Centre for Overseas Academic, Cultural Exchanges agreement renewal. Submitted by: Amanda Woodhall, Manager, International Recruitment Partnerships.

In 2008/09, 336 applied to participate in the University's international bilateral and multilateral exchange programs (slightly down from 355 applicants in 2007/08). Of the 336 applicants, 59 were incomplete applications. 22 were not approved and 46 applicants cancelled after the ISEC Committee selections were made. ISEC selected 255 out of the 336 students to participate and 209 went on exchanges (up from 185 in 2007/08). A detailed report is located in Annex B.

5. International Co-op Program

SFU students completed 108 co-op work practicums in 33 countries through the Co-op Program.

6.3 Terms of Reference

6.3.1 To ensure that proposals for international aCtiVItIes meet the conditions and criteria established by the University Policy on International Activities, and the University Policy on Service Contracts.

6.3.2 To ensure broad consultation prior to the final approval of any proposal covered by this policy for which human rights considerations are likely to be a concern.

6.3.3 To advise the President with respect to the desirability of entering into international activities that are proposed to be undertaken by the University on the basis of a contract, contribution agreement, letter of understanding, or similar document.

6.4 Procedures

6.4.1 The Committee shall be provided with copies of international acnvliY p:oposals anc whatever other intormation is needed to administer this Policy, based on procedures to be determined by the Committee.

6.4.2 Every proposal shall indicate that it has the approval of the appropriate Chair or Director. and Faculty Dean and shall contain a statement of goals and objectives, a clear disclosure of the proposed activities and a budget.

6.4.3 Proposals shall be submitted to the Secretary of SCIA for distribution to the Committee.

6.4.4 The Committee shall review each proposal to ensure compliance with the University Policy on International Activities and shall recommend acceptance, modification or rejection to the President. Where approval of the Sen;ltc or the Board of Governors is required, the President shall inform the appropriate body(ies) of the Committee's recommendation.

6.4.5 Where there is concern on the part of SCIA that any international activity which uses the Universityts name or resources may be in non-compliance with this Policy, the Committee shall be entitled to receive further information and shall report to the President regarding any violations that may be discovered.

6.4.6 Copies of international activity contr~\cts or other agreements shall be provided to SFU rnternational where they shall be kept on me and be open for inspection by members of the University community.

Interpretation

Questions of Policy interpretation or application shall be referred to the President whose decision shall be final.
