The Royal Arms of George lll were placed in the new TownHall, or Court Hall, in 1792, to represent the source of the authorityto dispense justice which at that time was still perhaps the primaryfunctiod'of the Mayor of a Borough.
ln 179t2 the Lilies of France and the Arms of Hanover occupiedthe second and fourth quarters of the royal shield, with lretand inthe third quarter, and England and Scotland somewhat uncomfort-ably sharing the first quarter. lt was not until the Act of Union withlreland in 1801 that the Lilies of France were dropped f rom theRoyal Arms, in belated recognition of the loss of Calais in 1558.
It was indeed, until recently, the proud claim of the Britishpeople that we made changes slowly, and there is a need today togive real thought to the dangers of accepting too easily the changeswhich characterise the modern way of life, lest we become rootlessand dissatisfied, living on the vain hopes of a rapidly receding futuremillennium. lt is afterall the preservation of our ancient and colourfultraditions and the conservation of our countryside that attractpeople to visit these islands.
Out of 26 monarchs who have occupied the throne since HenryVl gave Tenterden its Charter, nine have reigned for twenty-fiveyears or more, Henry Vl himself, Henry VIll, Elizabeth l, Charles ll,George ll, George lll, Victoria, George V, and Elizabeth ,l l, butprobably only George V aroused the same affection among hissubjects as the three great Queens.
Today the personal qualities of the monanch override any inade-quacies in her ministers, keeping us u nited as a people of manyraces, and we are grateful to Queen Elizabeth that we can say withone voice:
GOD SAVE THE OUEEN!HUGH ROBERTS,
Town Mayor.

We are most grateful to the advertisers in this Programme whohave made the production possible and as 3,000 copies will beprinted we hope their assistance will prove to be worthwhile.
We trust the occasion may be worthy of our Monarch's devo-tion to her duty of serving our country for 25 years, during whichtime the Empire, as some of us remember it, has gone. lt could wellbe, however, that its good qualities, in particular that of leadership, will continue to exert a moderating and beneficial influence on theaffairs of the world in which we all live. That, indeed, is the truemeaning and purpose of "Commonwealth".
