CALL TO ORDER The Regular Meeting of the Silicon Valley Rapid Transit (SVRT) Program Working Committee was called to order at 10:04 a.m. by Chairperson Liccardo in the Conference Room B-104, Valley Transportation Authority (VTA), 3331 North First Street, San Jose, California.

3. Meeting Minutes of January 12, 2015 M/S/C (Yeager/Esteves) to approve the Meeting Minutes of January 12, 2015.

4. Mission Warren Truck (MWT) Rail Program Update Carolyn Gonot, Director of Engineering and Transportation Infrastructure Development,

and Staff Liaison, and Jim Costantini, Deputy Director, Construction, provided a presentation, highlighting: 1) Mission Warren Freight Railroad relocation program update; 2) MWT Program location map; 3) MWT Institutional Arrangements; 4) MWT Project development history; 5) MWT funding plan; 6) MWT construction schedule; 7) C101 contract; 8) C101 milestones and current status; 9) Warren freight bridge/truck rail access; 10) New westbound lane on Mission; 11) Truck rail facility; 12) C101 contract summary; 13) C101 scope changes; and 14) C101 contract amendments.

The Committee discussed the following: 1) contract changes; 2) funding sources; and

3) credits. Members of the Committee requested the Administration and Finance Committee (A&F)

receive the item as presented to the Committee and recommended staff show where project had risks, saved funds, and highlight collaboration with other partners.

Nuria I. Fernandez, General Manager, commented on C101 contract changes noting this would be the last change order.

Ms. Gonot indicated staff can do a breakdown of the costs for contracts and provide the information at the next meeting.

On order of Chairperson Liccardo and there being no objection, the Committee received an update on Mission Warren Truck (MWT) Rail Program 5. VTA BART Silicon Valley Berryessa Extension (SVBX) Project and Silicon Valley

Rapid Transit (SVRT) Program Updates/key activities Dennis Ratcliffe, Deputy Director, Silicon Valley Rapid Transit (SVRT) Program, and John Engstrom, Consultant, SVBX Project Director, provided a brief presentation on the following:

a. Schedule & Budget Update

Mr. Ratcliffe reviewed the SVRT Program Cost Summary, SVBX Project Cost Summary, and SVBX Project Integrated Summary Schedule.

b. Property Acquisition Update

Mr. Engstrom reported on the status of the SVBX Project Property Acquisitions.

c. Construction Progress (Activities/Safety/Interfaces)

Mr. Engstrom provided a brief overview of safety achievements and reported on the status of the following: 1) track installation in Fremont; 2) Dixon Landing trench work; 3) Milpitas Station parking garage; 3) Berryessa Station parking garage; 4) Montague Light Rail Station; and 5) Sierra Lundy sewer line relocation.

d. C700 Contract Status (Line, Track Stations, Systems)

Mr. Engstrom reported on the C700 LTSS contract summary and the C700 LTSS change order report.

e. C730 Contract Status (Parking Structures)

Mr. Engstrom reported on the C730 parking structures contract summary.

f. Status of Other Contracts

Mr. Engstrom provided an update on the status of C740 contract for the Milpitas Campus and the Residential Noise Reduction Program (RNIP).

g. Community Outreach Activities

Mr. Engstrom provided a brief report on the notification of stakeholders regarding significant works impacting the community.

The Committee discussed the following: 1) reaching out to the cities and neighborhoods and providing updates to those who are impacted; 2) the need for staff to go back to City Council to provide updates; 3) requested adding a discussion on public safety features at the stations to the Agenda; 4) lighting at the stations and opportunities for the private sector to pay for cost of lighting; 5) costs; and 6) structure of contracts. Ms. Fernandez indicated staff can go back to the cities and share what is happening and what is already planned, but cannot change the contracts at this point.

Vice Chairperson Chavez recommended staff provide the Committee or A&F with an update on current agreements with BART regarding construction, maintenance, and costs to provide better understanding.

Ms. Fernandez requested staff remove the C730 slide from the presentation to prevent any confusion around scope changes.

Member Yeager left the meeting at 11:04 a.m.

Member Esteves recommended staff do a survey to get feedback from the public on the RNIP. He also commented on the setup of the Committee meetings and indicated his desire for more participation and input versus receiving and listening to reports.

Vice Chairperson Chavez recommended the scope of work for the Committee be agendized so a discussion can be held to determine whether or not it should be restructured.

On order of Chairperson Liccardo, and there being no objection, the Committee received the VTA BART Silicon Valley Berryessa Extension (SVBX) Project and Silicon Valley Rapid Transit (SVRT) Program Updates/key activities.

6. VTA BART Silicon Valley Santa Clara Extension (SVSX) Environmental Activities Leyla Hedayat, Project Manager, Transportation Planning, provided a presentation

highlighting: 1) Approved California Environment Quality Act (CEQA) Project; 2) Alternatives to be evaluated; 3) Build Alternative: Phase II extension project; 4) Alum Rock Station; 5) Downtown San Jose Station – West option; 6) Downtown San Jose – East option; 7) Diridon Station; 8) Santa Clara Station; 9) Environmental review steps; 10) Environmental process; 11) Scoping – Environmental kickoff; 12) Summary of scoping comments; and 13) Next steps.

Chairperson Liccardo encouraged staff to think about taking city land and incorporating it within the projects for better development.

The Committee discussed the following: 1) recommended having a conversation about interactivity between stations and creating a terminal or transfer point for intermodal connectivity; and 2) suggested having a conversation with the public regarding the funding gap and how it will be filled to build all four stations.

Ms. Fernandez noted staff would provide the Committee with an update on Measure A funding and the options to fill the gap.

Vice Chairperson Chavez suggested staff consider updating the presentation, noting earlier presentations were done prior to Committee weighing in. She also suggested hosting one of the community working group meetings in the evening to allow more public input and invite the Committee as well.

Public Comment

Roland LeBrun, Interested Citizen, expressed support for BART to Diridon Station for special events and faster trip service.

On Order of Chairperson Liccardo and there being no objection, the Committee received an update on Phase 2 - VTA BART Silicon Valley Santa Clara Extension (SVSX) Environmental Activities.
