From the Vice-Chancellor’s desk

Sikkim University was established by an Act of Parliament in 2007. It is fully funded by the University Grants Commission, New Delhi. It has 6 Schools of Studies and 29 departments offering various programmes of studies, which is an indication of the fact that it is one of the fastest growing universities in the country today. The total number of regular teachers is 130 but they are supported by over 30 guest faculty members and about the same number of adjunct faculty members for teaching various courses offered by the University. The total number of students at present is about 1300, which is likely to go up to 2200 in the coming semester. The departments are located in various hired buildings in and around Gangtok, but the students, teachers and administrative staff are ferried from one end to the other free of cost by buses hired by the University.

Despite the absence of its own campus, the University has good classroom infrastructure, state of the art laboratories, rich collection of books in the library, Wi-fi connectivity in the buildings, young and enthusiastic faculty members, and a small but motivated group of administrative staff. The incidence of sexual harassment is virtually nil. Ragging does not exist and there is an overall atmosphere of equality, justice and liberty. The incidents of students’ indiscipline are rare. Their welfare is looked after by a Dean who also supervises their hostel accommodation, grant of various fellowships, scholarships, free-ships and half-freeships. The physical climate is temperate and the local people are very cooperative and friendly. The state of Sikkim is number one destination for tourists in the world today. Organised crime is nil and the state is undoubtedly one of the most peaceful, green, and violence-free states of India. These are some of the qualities of the place that many parents would not ignore while considering admission of their children to Sikkim University.

Many details are provided in the prospectus. The prospectus tells about the various programmes of study, seats available, criteria of selection, norms of evaluation, fees to be paid by the students, etc. Since there are some changes in all this from time to time the prospectus is published every year. The offers made in the prospectus of a year are valid for the students taking admission in that year till such time as they successfully complete the programme. It is also a kind of contract between the University and the students.

The preparation of a prospectus is a tedious process, as it requires the involvement of all the departments, including administrative and service departments. I am thankful to all those who worked hard to prepare the prospectus for 2014-15.

1. About Sikkim University

Sikkim University was established under the Sikkim University Act 2006 (10 of 2007) on July 2, 2007. Its jurisdiction extends to the whole of Sikkim. The University is at present located in and around Gangtok, the capital of Sikkim, which borders on Bhutan, China and Nepal on its east, north and west respectively. Sikkim is also one of the world’s richest and least exploited bio-diversity hot spots. As an affiliating university, it is designed in such a way as to make it known for its academic excellence and innovative research. The University is mandated to contribute significantly to the nation-building process by mobilizing the rich intellectual heritage of the state of Sikkim, by promoting the creative instincts of its youths and by developing itself as a premier national institution. The University is currently functioning from several hired buildings along the National Highway No. 31A.

Sikkim has been adjudged by Lonely Planet as the world’s number one destination for tourists.The nearest airport is at Bagdogra, off Siliguri city of West Bengal. The distance between Bagdogra and Gangtok is about 124 kms. Taxis to Gangtok are available on hire at the airport. A helicopter service is also operated regularly between Bagdogra and Gangtok by the Sikkim Tourism Development Corporation. The nearest railway station is New Jalpaiguri Station, which is about 125 kms from Gangtok. All trains to and from Northeast India stop at this major junction. Gangtok is well-connected by road with Siliguri, Darjeeling and Kalimpong by the National Highway 31A. There are regular services of Sikkim Nationalised Transport buses between Gangtok and Siliguri. Private buses and light vehicles are also available on hire from Siliguri and Bagdogra for coming to Sikkim.

Sikkim University is in the process of building a world-class campus on a plot of land measuring approximately 300 acres at Yangang in the South District of Sikkim and 56 kilometres from Gangtok.The Government of Sikkim has handed over major portion of land for the purpose and the Hon’ble President of India, Shri. Pranab Mukherjee, in his capacity as the Visitor of the university has laid the foundation stone of the campus on April 16, 2013 in the august presence of the Governor and the Chief Minister of Sikkim. by a state highway. On the northern fringe of the campus is a model tourist village with traditional houses, ultra-modern conferencing facilities, children’s park, etc. On its western front lies the upcoming skywalk at a height of about 11,000 feet a top Bhaledhunga rock and overlooking the upcoming University campus. Bhaledhunga is also a prime destination of adventure tourists and is accessible from the campus through a trek route.

A leading architectural firm is being engaged to design the buildings and prepare the master plan of the campus. The campus will be one hundred percent residential, as commuting from Gangtok or any other nearby town will be difficult. The campus will have an administrative cum academic complex, residential complex, Kendriya Vidyalaya, students’ hostels and sporting complex, market complex with restaurants, departmental stores and other utility stores. The buildings will be centrally heated with solar power and/or organic gas. The buildings will be disabled-friendly and having GRIHA compliance. The major buildings will be connected with wide footpaths with overhead roofs. The campus will also have an animal house, a horticultural garden, a botanical garden and so on. There will be plenty of pedestrian area where the campus dwellers can walk around without the fear of being hit by running vehicles. Water harvesting and sewage treatment plants will also be integrated into the campus plan. The project is estimated to cost over eight hundred crores and will be commissioned in the course of next two years.

Simultaneously with the planning of a world-class infrastructure, the University has been focussing on teaching and research activities in a big way. The revision of the entire undergraduate and postgraduate syllabi is completed and the University now has one of the most up-to-date syllabi for implementation from August 2014. The University is facilitating its young faculty members to go for Refresher and Orientation courses in other universities and participating in various seminars in India and abroad. The University also invites a large number of specialists from various parts of India to teach and train the students in special areas of knowledge besides sending the students for internships to various industries in the country.

2. Authorities of Sikkim University

The Sikkim University Act provides for certain statutory authorities which are empowered to govern various functions of the University. Important authorities of the University are:

a. The CourtThe objective of the Court is to review the broad policies of the University and to advise the Visitor as and when necessary. The Chairperson of the Court is the Chancellor. Other members include the Vice-Chancellor, statutory officers, eminent educationists, senior faculty members, members nominated by the Visitor, the Chief Rector, the Chancellor, representatives of teachers, non-teaching staff, students and principals of affiliated colleges nominated by the Vice-Chancellor. Meeting of the Court, convened by the Registrar, is usually held once every year. At present the constitution of the Court is awaiting the approval of the Visitor.

b. The Executive CouncilThe Executive Council is the highest decision-making body of the University. It is chaired by the Vice-Chancellor and its members include the nominees of the Visitor, four senior Deans of Schools, senior-most Associate Professor, and so on. The Registrar convenes its meeting as its secretary at least twice in a year.

c. The Academic CouncilThe Academic Council is the highest decision-making body regarding all academic matters of the University like the courses to be taught, the syllabi, the programmes to be offered by various departments, the panel of examiners, and so on. The Council is chaired by the Vice-Chancellor and the members include the nominees of the Visitor, all professors, all Deans and Heads, and some members of the civil society.

d. The Finance CommitteeThe Finance Committee is also chaired by the Vice-Chancellor. This Committee makes recommendations to the Executive Council on all important financial matters relating to the University. Its meeting is convened by the Finance Officer of the University. The Committee meets at least thrice in a year.

3. Objective and Mission of the University

3.1 The objectives of Sikkim University, as mandated by its Act and Statutes, are

(i) To disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit,

(ii) To make provisions for integrated coursed in humanities, natural and physical sciences, social sciences, forestry and other allied disciplines in the educational programmes of the University,

(iii) To take appropriate measures for promoting innovations in teaching-learning process, inter- disciplinary studies and research,

(iv) To educate and train manpower for the development for the State of Sikkim, and

(v) To pay special attention to the improvement of the social and economic conditions and welfare of the people of that State, their intellectual, academic and cultural development.

3.2 Mission StatementThe University aims to emerge as the hub of higher education in the Eastern Himalayas in the next few years, focusing on access to high quality education at an affordable cost for the generally poor but deserving students of the country in general and of Sikkim in particular.

4. Schools of Studies

Academic activities of Sikkim University are organized under six Schools of Studies. Each School, having a number of departments under it, is headed by a Dean, who also chairs the School Board. At the apex level, there is Deans’ Committee with the Vice-Chancellor as the chairperson.

5.Departments

Sikkim University has at present 29 academic departments. The departments offer variety of programmes that include integrated courses and research degrees leading to MPhil and PhD. Many of the courses involve compulsory fieldwork and hands-on training. Studies in science subjects include laboratory work at the departmental laboratories equipped with modern sophisticated instruments. Some of the programmes are internship-based, where the students are placed as interns with various organisations to gain exposure to corporate environment. Fees for these programmes are charged relatively higher in order to partially recover the huge cost on their training and internships.

6. Programmes at a Glance

During the academic year 2014-15 beginning in August 2014, all 29 departments of Sikkim University will admit students to various programmes as mentioned in the departmental details provided in APPENDIX– A.

7. Innovations and Best Practices

7.1 Teaching Methodology: Class-room teaching is a standard method of teaching followed at Sikkim University. Lately the learners’ perspective is catching the attention in view of the ‘learner-centered approach’. Active participation of the students in the form of interaction and discussion is encouraged which makes the class-room an effective place of learning. Use of multi-media is also expected to make the classroom more interesting. Keeping this in view two classrooms of each department are being equipped with projectors and Wi-fi facilities.

To make teaching more wholesome the University proposes to start “Mentor System” from August 2014 under which each teacher shall take a certain number of students for mentoring. Mentoring here means guiding the students through various academic and non-academic challenges they face in everyday life.

7.2 Semester System:Semester is division of an academic year during which the university holds classes. There are two semesters in an academic year of Sikkim University. The Odd Semester begins in August and ends in December and the Even Semester begins in February and ends in July.

7.3 Class Attendance: 75 percent attendance in each paper is compulsory. However, the Dean of the concerned School on the recommendation of the HoD/IC of the department and on the merit of the case may condone shortage of

Note:The students admitted to all the programmes under these departments have to pay laboratory fee compulsorily for all the programmes even if they may not need to use the laboratory in certain semesters.

attendance by 5%. A student who is still short of attendance may be allowed to sit for the examination in papers in which he does not qualify in the next relevant semester.

7.4 Students’ Feedback:Students’ feedback is divided into two parts. Part 1 deals with teachers and Part 2 with infrastructure. It is an important step taken by Sikkim University to improve the quality of teaching and learning environment. Students are encouraged to respond to the questionnaire and submit the same to the Vice-Chancellor through the administrative staff posted in the building. The feedback is studied by the Vice-Chancellor and necessary action is taken.

7.5 Credit and Grading:Credit is a value or weightage given to a number of classes taught or marks assigned to a particular paper/course/programme. In order to complete a Master’s programme a student must earn 64 credits. One credit in Sikkim University is equivalent to 15 classes or 25 marks.

Grading is a system whereby the marks obtained by a student in a paper or semester examination are graded in terms of SGPA, numerical grade point and alphabetical grade point in a 10 point scale. In this grading system the scores of a student are indicated in terms of range rather than the absolute number/marks. Students will be graded in each paper and in final result on a 10 point scale as per the details given here under:

7.6 Evaluation Pattern: Continuous evaluation is the hallmark of semester system. Students’ progress is continuously monitored and evaluated throughout a semester. A student shall appear in three sessional tests and an end term examination at the end of a semester. The evaluation is hundred percent internal at present.

7.7 Award to Meritorious Students:Sikkim University has introduced a scheme under which all toppers in undergraduate and post graduate examinations in different subjects of studies are awarded a gold medal. Second best performers in each subject are awarded silver medals. These prestigious awards are made to the awardees personally at the Convocation ceremony of the University.

8. Central LibraryLibrary is at the heart of university activities and serves as the information resource centre to support all academic functions of the University. Though the library is still in its infancy stage yet it can be compared with any modern university library of the country so far as infrastructure facilities and services are concerned. The concept of modern library implies the adoption of new technologies to multiply and simplify the services to the utmost satisfaction of the users which the Central Library has successfully achieved. It has introduced self check-out and check-in system of circulation of books, thereby making users independent so far as issue and return of books are concerned. For security purpose, it has installed CCTV covering every floor of the library.

The library has been equipped with modern furniture and other physical facilities. It caters to the information needs of over 1300 students and 130 regular faculty members, falling under the purview of 29 teaching departments. In addition to serving its own community, it also offers services to the guest/adjunct faculty members, students and faculty of the affiliated colleges.

8.1 Library Collection Being a newly established library, it has its priority to develop core and basic collection on all teaching subjects of the University. During the short span, it has enriched most of the subjects taught in the University. It has organized book exhibition for good participation of faculty members in selection process. During the year 2013-14, selection of books has been made from the World Book Fair in New Delhi and the International Book Fair in Kolkata on the basis of the list prepared by the departments. Now the collection of books has reached over 36,000 volumes, 1178 Braille books, and over 500 CDs/DVDs. All the books acquired in the library have been RFID tagged.

8.2 Online ResourcesTo make utmost use of e-resources, the library has the facility of Wi-fi connectivity. This attracts the students to the library to make use of e-resources available under UGC Infonet (INFLIBNET).

8.3 UGC-Infonet Digital Library ConsortiumThe UGC-Infonet Digital Library Consortium subscribes to the following resources for its member institutions, which include Sikkim University. In addition to UGC consortium, the Central Library also avails of resources under DeLCON (Consortium of Department of Technology) and other open access resources. It also subscribes to ScienceFinder, IndiaStat, IndianJournals.com, Economic and Outlook. The library also subscribes to more than 250 print-plus online journals which are not available under UGC Infonet and DeLCON consortium.

8.4 Science LibrarySince different departments of the University are located at different locations, often at great distance from the Central Library, Science Library has been established as a branch library which serves the science faculty and students of the University. University is also planning to decentralize the library in view of the highly dispersed nature of the departmental locations.

8.5 E-LibraryThe Central Library is yet to develop collection of e-books. In the beginning it is planning to purchase some selected packages of e-books which may meet the academic requirements of the students. Some of the packages are under review of the faculty members. This will be supplemented by adding other e-books available on network and readily available with the faculty members. The University plans to develop an e-library in this manner within 2014.

The library is also planning to launch digitization work. The infrastructure for digitization like computers, scanners, software, etc. has already been developed. In the first stage of digitization, publication of Sikkim University faculty and MPhil dissertations, literature on Sikkim, North Bengal and Bhutan will be taken up.

9. Field visits / Internship

9.1 Field visits:In addition to class room tutelage, students of Sikkim University are required to visit places of academic importance in order to gain first-hand knowledge and experience on the subjects taught. The syllabi of many of these programmes are designed to make such visits mandatory. The expenses for such visits are met by the University.

9.2 InternshipStudents pursuing certain programmes (details in Para 5.2) are required to undergo compulsory internship in various organizations/industries to familiarize themselves with the actual working environments. The internship programmes are so designed as to encourage students to identify their potential fields of specialization, thus helping them to work out future placements.

10. Admission10.1.1 Admission Notice

Admission to different programmes of the University for the academic session 2014-15 shall be made as per the following schedule:

NB. Applicants selected for more than one programme shall exercise their choice of admission by July 15, 2014 whereupon the vacated position will be offered to waitlisted candidates as per merit.

10.1 A candidate can apply for admission to integrated or master’s programme in more than one department [maximum three in number] provided that s/he satisfies the prescribed minimum eligibility conditions for application in each chosen programme. Separate application forms [Pink form for Integrated programmes and Yellow form for Master’s programmes] along with requisite fee for application will be required to be submitted for each programme. Candidates selected for more than one programme shall opt for the most preferred one and vacate her/his claim on remaining seats within the stipulated date [July 15, 2014].

10.1.1 All communications to the candidates including the list of successful applications will be uploaded on the University website www.sikkimuniversity.ac.in and displayed in departmental notice boards. No personal communication to candidates will be made by post or telephone or e-mail or otherwise. No interim query regarding status of application shall be entertained.

10.1.2 Admission Notice shall be issued by the Registrar. It shall contain names of programmes offered, their duration and intake capacity, last date for submission of application and all other relevant facts along with the Application Form.

10.2.1 Candidates may apply either in the application form attached with the Prospectus or download the application form from www.sikkimuniversity.ac.in, fill it up and send it along with other necessary documents to the Registrar, Sikkim University, 6th Mile, Samdur, P.O. Tadong, Gangtok 737 102. Application made on photocopied form will not be entertained. Therefore those who wish to apply for admission to more than one department need to buy more than one Prospectus.

10.2.2 All applications received within the specified date will be scrutinized by a duly appointed committee in each department, which will also shortlist the applicants. If the number of eligible candidates (category of reservation-wise) is larger than the total number of seats available under each category of reservation, the committee may either decide to admit the candidates purely on the basis of the marks obtained in the qualifying degree or hold an entrance test if the total number of eligible candidates is more than the number of seats available. In that event, the list of candidates called for entrance test will be notified in the University website as well as the departmental notice boards. No individual communication will be made in this regard.

10.2.3 Candidates shortlisted for admission will be required to take admission by making payment of requisite fees [see Appendix -B] within the specified date.

10.2.4 Documents necessary at the time of taking admission are:a. Original copy of certificate and marks sheet of the final qualifying examination together with two self-attested copies of each.

b. Original, together with two self-attested copies of SC/ST/OBC/PWD certificate, if applicable.

c. Original, together with a self-attested copy of certificate of proof of age.

10.2.5 Candidates, whose results of the final qualifying examination have not been announced, may be permitted by the Vice-Chancellor to be admitted provisionally on the basis of marks scored in previous examinations. In that event, the candidate will furnish an undertaking in the following format:

“I __________________________ son/daughter/ward of ________________ having been permitted to be provisionally admitted to _____ programme in the Department of _____________________ hereby undertake to produce the proof of having successfully qualified in the final qualifying examination of _____ with requisite percentage of marks within 31 October 2014. In case of failure to produce by that date all documentary evidence of having acquired the eligibility norms fixed by the University, I shall forthwith vacate the seat and shall have no claim for refund of fees etc, paid for the semester. The amount of freeship/scholarship/fellowship drawn, if any, shall also be refunded forthwith.”

10.3 The Vice-Chancellor may, in consideration of an application made by a candidate, who failed to qualify for admission to any programme, apply his discretion to allow admission to such applicant. In such cases, following general guidelines shall be observed:

a. minimum eligibility criteria for admission must be fulfilled by the applicant;

b. the applicant must possess sufficient merit in co-curricular activities or belong to geographically / economically backward area to deserve consideration;

c. not more than one candidate shall be considered for one programme under this provision; and

d. the position shall be extra-numerary.

10.4 MPhil and PhD Programmes

10.4.1 For admission to MPhil and PhD programmes of Sikkim University, both written examination and interview are a must for all categories of applicants, including NET (JRF) or MPhil candidates for PhD.

10.4.2 Only General candidates with at least 55% marks and SC, ST and OBC candidates with 50% marks in relevant disciplines may apply for MPhil and PhD programmes.

10.4.3 Duration of MPhil programme is 18 months [three semesters] extendable by one semester and that of PhD is 60 months [5 years] extendable by two years. However, fellowships shall be given only for 18 months for MPhil and 3+1 year for PhD and there shall be no extension of fellowship period under any circumstances thereafter.

10.4.4 Efforts are made to ensure that all unemployed students admitted to MPhil and PhD programmes in Sikkim University receive scholarships. Some of the scholarships currently being availed by the students of Sikkim University are Rajiv Gandhi National Fellowship, Maulana Azad Fellowship, ICSSR Fellowship, Junior/Senior Research Fellowship of the UGC, INSPIRE fellowship and UGC NON-NET Fellowship.

10.4.5 The candidates with MPhil degree or those who have already completed the coursework from a recognized university in India need not do coursework again, if admitted to PhD programme of Sikkim University.

10.4.6 Candidates from abroad shall be granted admission subject to their qualifying degrees being declared equivalent to the qualifications prescribed by the Equivalence Commission of AIU.

10.4.7 Candidates may apply either in the application form (Annexure – C: Blue form) attached with the Prospectus or download the application form from www.sikkimuniversity.ac.in, fill it up and send it along with other necessary documents to the Registrar, Sikkim University, 6th Mile, Samdur, P.O. Employed candidates who are admitted to various laboratory-based programmes of the University shall produce necessary leave sanction and release order from the employer within 30 days from the date of admission, failing which their admission shall stand cancelled. The candidates who do not need laboratory experiments must produce leave sanction order for the full period of coursework and the candidates who need laboratory experiments must produce leave sanction for a period of three years except where the candidates are working in their own laboratories duly recognized by the University.

b. Application Fee of Rs. 200 for General candidates (Rs. 100 for SC/ST/OBC candidates) payable by Bank Draft in favour of SIKKIM UNIVERSITY at Gangtok must accompany each application. Those who apply in downloaded forms shall pay an additional amount of Rs. 100, i.e., Rs. 200 by SC/ST/OBC candidates and Rs. 300 by General candidates in a single Bank Draft. Applications without requisite amount of fee paid by demand draft will not be entertained.

Note:Name of the candidate, programme and mobile number may be recorded legibly on the back portion of the Bank Draft. Details of the Application Fee paid may be filled up at the top left hand corner of the Application Form.

11. Hostels

11.1 Sikkim University has four hostels – two each for girls and boys. The hostels are located in hired premises, and the infrastructure is modest.

11.2 Demand for seats in these hostels is very high. While the University will make utmost efforts to accommodate as many applicants as possible it cannot ensure 100% accommodation in its hostels for the applicants. Admission to hostels will be made for the full course of the programme subject to observance of hostel norms and discipline.

11.3 Application for admission to hostel can be made in the prescribed form attached to this prospectus. All applications received on or before July 27, 2014 will be scrutinized by the Hostel Admission Committee headed by the Dean of Students’ Welfare on merit and preference will be given to students coming from outside Gangtok.

12. Transport FacilityTo ensure smooth movement across various academic blocks, university library, hostels, health care centre etc., the University provides free uninterrupted bus service to its students and staff. These buses run between its starting point and end point at fixed intervals as notified by the bus coordinators at the beginning of every semester and the same is displayed in all the departmental notice boards. Various pick-up points are identified between the starting point and end point from where one can board the buses.

13. Gymnasium

The University GYM with all the latest equipment is open for 6 days a week for its students and staff. Different shifts have been maintained for male and female users. Trained male and female GYM instructors monitor and provide continuous supervision to the users. One can join the university GYM simply by filling up a membership form available in the GYM and also in the University website. Along with the membership form one has submit the fitness declaration certificate from the university Medical Officer. A nominal amount, as provided below, is charged from the students and staff in order to provide and maintain the best GYM facility to its students and staff.

14. Health Centre

The Centre provides the following facilities:

The University Health Centre manned by one doctor, one staff nurse and one nursing attendant provides the following facilities to students, teachers, other employees of the University and their family members:

Outpatient Clinic: The outpatient needs of the students, employees and their dependents are taken care of in the Outpatient Clinic. Minor procedures are also done.Timings: 9:30 am to 5:30 pm, all weekdays.

Emergency facilities: The students, employees and their dependents are given emergency services, via consultation at the Health Centre and telephonic consultation 24x7.

Inpatient facilities: The students, employees and their dependents are provided with inpatient facilities in the clinic itself.

Dispensary: The Centre houses all the essential drugs, both oral and injectables. Drugs are dispensed by the Staff Nurse as per the prescription of the Medical Officer.

Ambulance facility: Ambulance/Vehicle is provided for medical emergency purposes.

The University also has an agreement with the Central Referral Hospital, Gangtok under which patients referred to by the Health Centre receive specialized treatment at concessional rates.

The University is presently in the process of implementing comprehensive Medical Attendance Rules for the benefit of all students and employees.

15. National Service Scheme

Sikkim University has an NSS Cell which is being registered with the State and the Central Regional Offices in Gangtok and Kolkata respectively. The In-charge of the Cell is Programme Coordinator appointed by the Vice-Chancellor for a period of three years. Presently the position is held by Dr. Sujata Upadhyay, Assistant Professor, Department of Horticulture.

The Cell has a formally constituted Advisory Boardheaded by the Vice-Chancellor as its Chief Patron. It has over 360 enrolled student volunteers at present. The Cell is also supported by participations from faculty and administrative staff members of the University. It is engaged in social activities in and around Gangtok in the state of Sikkim. It organizes at least two programmes in a year in the form of orientation/personality development workshops, blood donation camp, plantation programmes, shramdaan etc. Two types of camp, regular and special, are usually organized in a year. Selected students are also encouraged to participate in out of state special NSS camps/programmes. All enrolled students of the University are free to apply for NSS membership. Application in the prescribed format may be made at the beginning of either Even or Odd semesters to the NSS cell. Activities of the NSS are exclusively funded by the government and no fee is charged from the members. The scheme is so designed as to involve students of Sikkim University in various social activities and encourage them to be projected as ideal citizens of the country.

As in most of the institutions, NSS volunteers in Sikkim University are not required to put on uniform, but wearing of NSS badge and cap in NSS programmes is mandatory. The Cell provides certificates to the participating students on a minimum of 120 hours of participation in a year. The certificate has implicit value in extra-curricular activities in career of present and prospective students.

16. Counseling and Placement Cell

The Counselling and Placement Cell of the University has been revived with Dr. Swati Akshaya Sachdeva, Associate Professor in the Department of Sociology as the Coordinator and with the aim to provide both career and psychological counseling to the students and employees of the University. The Cell is already poised to provide such services to the students in particular and other sections of the University community in general with its own resource persons and with specialists from outside whenever such a need arises. The Cell also has a Career Information Centre at the Central Library for the benefit of the students of the University.

17. Centre for Coaching SC/ST/OBC/Minority

The UGC Centre for Coaching in Sikkim University was established in Sikkim University in pursuance of the UGC Scheme of imparting coaching to SC, ST, OBC and minority community candidates. The objective is to promote higher education and to bring the disadvantaged section of the society at par with the rest and to enable them to participate fully in the national development activities. Girl students, non SC/ST and non-minority students are also welcome to make use of this facility. The Centre provides (i) remedial coaching at UG and PG level (ii) coaching for various competitive examinations and (iii) coaching for NET/JRF.Admission is onall India basis. Any candidate from any part of India/any university/dropout studentscan attend. The examinations for which coaching is given are as under:

i) NET/JRF examination conducted by UGC for humanities and social sciences.

The Centre has successfully conducted five batches of NET/JRF coaching covering humanities and science subjects for all the papers. Around 70 students from inside and outside Sikkim University attended in each batch.NET/JRF coaching is conducted twice in a year

Competent instructors are selected from various disciplines. Instructors from affiliated colleges are also invited to take classes. Coaching classes are organized at different times such as during working days, weekends, holidays, or in vacations, depending on the convenience of the trainees as well as faculty members. The University takes care of all expenses and no fees are charged from the students. Notifications relating to conduct of classes appear in local newspapers and also available in the university website.

18. Women’s Cell

Sikkim University is committed to provide a congenial environment for work and study, free of sexual harassment, intimidation, discrimination or exploitation of any kind. It is expected of every student and employee of the University to treat others with courtesy and respect. The Women’s Cell of Sikkim University, reconstituted by the Vice-Chancellor in July 2013 ensures the maintenance of a congenial atmosphere in the campus.

The Cell comprises senior teachers, government officers, representatives of non-teaching employees and students and prominent NGOs and is headed by Dr. Kabita Lama, Associate Professor & Head, Department of Nepali.

The committee has been constituted with the following objectives:

1. To facilitate congenial work and study environment.

2. To prevent sexual harassment by fellow colleagues or superiors.

3. To spread consciousness about gender equity.

4. To strive for women’s empowerment in the University in academic, social and professional aspects.

The Women’s Cell organized the first national seminar on “Combating Crime against Women”. Several speakers from different parts of the country participated in this event.

19. Centre of conducting UGC-NET/JRF

The University Grants Commission conducts National Eligibility Test (NET) twice a year in June and December for determining the eligibility of Indian nationals for Lectureship only or Junior Research Fellowship (JRF) for both JRF and lectureship. The test is conducted at 79 selected NET coordinating universities spread across the country. Sikkim University is the only coordinating university in the state of Sikkim.

The University has been conducting the UGC-NET examination from December 2010. It has attracted very positive response and within the short span of 3 years, about 4000 candidates sat for the test at this centre; of which as many as 191candidates have already cleared the UGC-NET. Success rate of about 5% is pretty encouraging by national standard. [The table depicting the details of enrolment and number of candidates qualifying the UGC-NET exam is as follows.

20. Anti-ragging policies

Sikkim University is a ragging-free university and it follows strict anti-ragging policies as provided for by the UGC and the Supreme Court of India. Upon admission, each student has to sign an affidavit declaring his abstention from any ragging activity during her/his studentship in the University.

21. Students’ Council

To safeguard the interest of students, Sikkim University has a Students’ Council constituted by incorporating the top students from different departments as well as a few who have excelled in extra-curricular activities. The tenure of the Council is one year. The mandate of the Council is to provide suggestions for the academic improvement of the students, to organize seminars, debates, discussion, quiz and cultural activities and to promote peace and harmony in the University and the society.

22. Disciplinary Rules

During the period of study in the University, the students are required to maintain strict discipline in the classrooms, labs, library, hostels etc. A disciplinary committee looks into the case of breach of discipline by students. The University in such cases may take punitive action as it may deem fit.

Fee Structure

Sikkim University collects moderate fees from its students who belong to economically disadvantageous background and offers remission of tuition fee to certain categories of students. Broadly the fees are for two categories of students, one joining laboratory-based departments and the other joining non-laboratory-based departments.Most fees are paid only once at the time of admission. However, tuition fee and hostel charges are paid at the beginning of each semester. Higher fees are charged for departments offering courses that are listed separately. Remission of tuition fees for certain category of students is available for the Academic Year 2014-2015.
