NOTIFICATION
The Government of Sikkim proposes to amend provisions of the Sikkim Shops and Commercial
Establishment Rules, 1984, in exercise of the power conferred by section 80 of the Sikkim Shops &
Commercial Establishments Act,1983. A draft amendment rule is accordingly being published required
under sub-section(1) section 80 of the said Act for the information of all concerned likely to be effected
thereby. Notice is hereby given of 45(fourty five) days from the date of publication of this Notification in
the Official Gazette.
Any objection or suggestions which may be received from any person with respect to the
proposed draft amendment rules before the expiry of the specified period will be taken up for
consideration by the State Government.
DRAFT RULES
THE SIKKIM SHOPS AND COMMERCIAL ESTABLSIHMENT (AMENDMENT) RULES,2013
Short title and 1. (1) These rule may be called the Sikkim Shops and Commercial Establishment commencement (Amendment)Rules,2013
(2) They shall come into force from the date of their publication in the Officia Gazette.
Amendment of 2. In the Sikkim Shops and Commercial Establishment Rules,1984 (hereinafter
Rule 4 referred to as the said rules),in the Proviso to sub-rule (4) of rule 4 for the
words and figures “Rs.1/-” the following words and figures shall be
substituted, namely:-
“Rs.3/-”
Amendment of 3. In the said rules, in Schedule I,
Schedule 1 i) under the columns (3), for the figures “Rs. 50/-, R.100/-, Rs. 150/-

Whereas it appears to the Governor that land is likely to be needed for a
public purpose, not being a purpose of the Union, namely for Construction of
Horticulture Inspector Centre at Middle Rumbuk, West District by Horticulture &
Cash Crop Development Department Government of Sikkim, it is notified that a
piece of land cadastral plot nos. 62 measuring more or less 0.0250 hectare
bounded on the East: by DF of Nar Bdr. Limboo himself, West: by DF of Nar Bdr.
Himself, North: by P.W.D Road and South: seller’s own is likely to be needed for
the aforesaid public purpose at the public expense within the aforesaid block.
This notification is made, under the provision of Section 4(1) of L. A. Act, 1894 (Act I of 1894) to all whom it may concern.
A plan of land may be inspected in the Office of the District Collector, West, and Gyalshing.
In exercise of the powers conferred by the aforesaid Section, the Governor
is further pleased to authorize the Officers for the time being engaged in the

Terms of References :
The Committee shall have the following terms of reference, namely: -
(a) The Committee shall look into the progress and other aspects related to all the hydel
power projects being implemented in the State of Sikkim.
(b) The Committee shall review all the earlier projects for information regarding technical
aspect of the projects.
(c) The Committee will submit a comprehensive status report of all the power projects being
implemented to the Government of Sikkim within a period of 30(thirty) days from the
date of issue of Government Gazette Notification.

In exercise of the powers conferred by section 39 read with sub-section (2) of section 12 of the
Sikkim Siddhesvara Dham Act,2011 (15 of 2011), the State Government hereby makes the following
rules, namely:- Short title and 1. (1) These rules may be called the Sikkim Siddhesvara Dham
commencement (Composition, term of office and procedure for conduct of business) of
the Sub-Committee Rules, 2012
(2) They shall come in to force on the date of their publication in the
Official Gazette.
Definitions 2. In these rules, unless the context otherwise requires:-
(a) ‘Act’ means the Sikkim Siddhesvara Dham Act,2011;
(b) ‘Administrative Department’ means the Tourism and Civil Aviation
Department, Government of Sikkim.
(c) words and expression used but not defined in these rules, but
defined in the Act shall have the meaning respectively assigned to
them in the Act.
Composition of the 3. The Committee shall constitute a Sub-Committee under the
Sub-committee Chairmanship of District Collector, South Sikkim as required under sub
section (1) of section 5 of the Act consisting of the following members,
namely:-
(1) Superintendent of Police, Sikkim Police, South District, as Ex-officio
member.
(2) Superintending Engineer, Energy and Power Department, South
District, as Ex Officio member.
(3) Superintending Engineer, Public Health Engineering Department,
South District, as Ex Officio member.
(4) Superintending Engineer, Rural Management and Development
Department, South District, as Ex Officio member.
(5) Joint Director, Horticulture and Crash Crop Department, as Ex
Officio member.
(6) Joint Secretary (Sanitation), Urban Development and Housing
Department, as Ex Officio member.
(7) Divisional Engineer (South), Tourism and Civil Aviation Department,
as Ex Officio member.
(8) Divisional Forest Officer (Territorial) South district, Forest
Environment and Wildlife Management Department, as Ex Officio
member.
(9) Assistant Director (South), Tourism and Civil Aviation Department,
as Ex Officio member.
(10) Administrator, Siddhesvara Dham- Member Secretary.
Term of office 4. The person appointed as a member by virtue of an office shall cease to
be a member when he ceases to hold that office. Any subsequent
changes will be notified by the Administrative Department after due
approval of the Sikkim Siddhesvara Dham Managing Committee and the
State Government.

(5). The sub-committee will ensure that funds of the specific and
religious endowment are spent according to the wishes, so far as may
be known, of the donor.
(6). The sub-committee will make provision for the payment of suitable emoluments to its salaried staff.
(7). The sub-committee will prepare and implement, with the prior
approval of the state Government and remunerative scheme for
establishment of retail shops for sale of commodities inside the temple
or any other commercial undertaking in order to augment the resource
and income of the temple.
(8). The sub-committee will take steps for resumption of any buildings
or room situated within the premises of the temple from any person if
he has ceased to render the service for the performance of which such
building or room was allotted to him or if his service has become
obsolete.
(9). The sub-committee will do all such things as may be incidental and
conducive to the efficient management of the affairs of the temple and
its endowments or to the convenience of the pilgrims. Meetings of the Sub- 6. (1).The sub-committee shall meet at such time and at such place as may
committee be appointed and decided by the Chairman of the Sub-committee from time to time:
Provided that the sub-committee shall meet at least once in 3 (three) months.
(2). In the absence of the Chairman of the Sub-committee, the chairman
will designate an Ex officio member of the Sub-committee to act on his
behalf with due approval of the Committee/Administrative Department.
(3). 7 (seven) members including the Chairman shall form the quorum at every meeting of the sub-committee.

NOTIFICATION Constitution of Ward Level Development Committee, Sikkim (WLDC)
In the process of decentralization & devolution of powers to Panchayati Raj
Institutions, a large number of developmental schemes have been sanctioned for Gram
Panchayat Units. As a result of this, coordination and supervision of developmental
works of each and every scheme undertaken by Panchayati Raj Institutions have become
a difficult task. Therefore, the Constitution of Ward Level Development Committee
(WLDC) has been envisaged as a concrete step towards performing the duties and
responsibilities of co-ordination and supervision alongwith ensuring synergetic
development. The formation of WLDC will ensure responsible participation of the local
people in the development of their own ward at the lowest level. Such an act will bring to
surface the feeling of being a stakeholder and accepting collective responsibility of all
schemes that are implemented for the development of the Ward.
The State Government hereby notifies that all Gram Panchayat Wards shall
constitute a Ward Level Development Committee (WLDC) as laid down in this
Notification, in order to coordinate, supervise, execute, monitor, evaluate and train for all
development works carried out in the Gram Panchayat ward.
TERMS OF REFERENCE
1. A committee known as the Ward Level Development Committee (WLDC) shall
be constituted in each Gram Panchayat Ward of Sikkim.
2. The committee shall comprise of
:--Elected Zilla Member. -
Panchayat President.
-Elected Member of respective Gram Panchayat Ward. -
Rural Development Assistant (RDA) of the GPU
- The Local Members can be Panchayats, retired officials, member/s of some local
NGOs or any other person who has a genuine interest in the development of the
ward. These Local Members have to be identified and approved by the Ward
Sabha.
3. The Committee shall comprise of 9 members.
4. The members of the Committee shall be elected at once from the date of
commencement of this notification through a special Ward Sabha.
5. Tenure of the Committee shall be for one financial year. Re-election of the
Committee shall be conducted before the end of the financial year.
6. The Ward Panchayat Member or Zilla Member or the GPU President will be the
Chairman of the WLDC. The Secretary of the WLDC will be selected from the ex-
officio members by the WLDC every year. The Secretary will also be the plan
coordinator, and will write the plan document and make the budget as per the
decisions of the WLDC.
7. All schemes /projects proposed for sanction under any Department are to be routed
through the WLDC.
8. The Committee shall also supervise, coordinate, execute, monitor, evaluate & train
for all development works of the Ward.
9. WLDC shall meet at least once a month and may be more when required to review
and assess the development of works.
10. The quorum for the meeting shall at least be 50% of the total members.
11. The minutes of the meeting shall be sent to the concerned ADC, DPO and BDO
for information who will evaluate and accordingly appraise the Head Quarters of
the findings. Additionally, copy of the minute and other WLDC activities shall be
maintained in a separate record book of the GPK.
12. The Committee shall prepare monthly report and forward it to the respective BDO
with a copy to the ADC concerned.

cadastral Plot No.702 measuring more or less an area 1.4420 hectare in Singhik-Sentam Block, the land bearing Plot No.79 measuring more or less an area 0.3700 hectare in Tingchim Block, the
