PRINCE CHARLES meets two of thestars - Midge Ure and Mick Karn -of the BPI -sponsored Prince's TrustGala which took place at the DominionTheatre, London on Wednesdaynight. The star-studded occasion hasalready raised tens of thousands ofpounds and was recorded for TV,video and record release. During theevening the Prince presented prizes toBirmingham reggae band Unity -winner of the charity's talent competi-tion - and said that he hoped therelationship between the Prince'sTrust and rock music would continue.

Significant breakthroughfor BPI's tape levy hopesTHE INDUSTRY tape levy lobbyreceived its first glimmer of hope fromParliament last week when a Ministerannounced that he was taking the ideavery seriously.

BPI chairman Chris Wright said thatthe statement by Iain Sproat, TradeDepartment Under -Secretary, consti-tuted a 'significant breakthrough'.

In response to a question by Con-servative MP Michael Shersby - whoseconstituency includes WEA's WestDrayton factory - Sproat announcedthat he was treating the matter ofhome -taping very seriously and that thelevy was one suggestion being consi-dered.

While this might not appear to bedramatic, it represented the first occa-sion when a Minister had differed fromthe line that the idea of a levy seemed too

Artists left unpaid as WOMADpromoters go into liquidation

THE ORGANISERS of lastweekend's WOMAD multi -culturalmusic festival went into liquidationwithin a day of the end of the event.

Although the festival was de-clared an artistic success, too fewpeople made their way to the Bathand West Showground near Shep-ton Mallet, and when the debts areadded up, they could exceed£200,000. Many of the artistsappearing at the festival, some ofwhom had travelled thousands ofmiles of play, found that theircheques had bounced. Echo andthe Bunnymen lost £2,500 alone.

A brief statement issued last

Tuesday said: "The board of direc-tors of Music Arts and Dance ExpoLtd, which organised the WOMADFestival, at a meeting on Monday19, resolved to liquidate the com-pany due to its inability to meet itsdebts. A liquidator is to beappointed."

A list of creditors is currentlybeing drawn up, and a creditorsmeeting has been set for 3pm onFriday August 27 at a venue to bedecided.

"I am concerned by the wider ques-tion of copyright infringement and I hada lot of help from Iain Sproat in thepassage of that Bill," said Shersby.

In the Commons debate Sproat saidhe was treating home taping `as seriouslyas video piracy'.

The deadline for submissions on theGovernment's Green Paper, which re-commended against a blank tape levy, isthe end of August - 180 responses havebeen made - but there is fear that theGovernment will take no action pendinga report on the 'European harmonisa-tion' of copyright laws.

`100 Minutes of Music' ontape from PRT catalogueTHE LATEST indication of the indus-try's increasing interest in exploring thesales potential of pre-recorded tapes isevident in a new cassette -only serieslaunched this month by PRT.

The company, which once developeda highly successful marketing conceptfor albums with the Golden Hour serieshas released a set of 20 titles under theheading '100 Minutes Of. The playingtime is equivalent to a triple album, butby using yet again its extensively repack-aged back-cataloge PRT has been able toset a dealer price of £1.82 for the series.A special pack of the 20 titles costs£36.40.

Artists featured include GladysKnight, Status Quo, Chuck Berry,Kinks, Searchers, Max Bygraves, LenaMartell, Petula Clark, Brotherhood of

Man, plus disco, rock 'n' roll, blues andhits compilations.

The series will be backed with point -of -sale material, a poster and a compre-hensive advertising campaign.

"The industry complains abouthome -taping, but I think it hides behindhome taping," commented PRT's direc-tor of marketing Matt Hayward. "If youoffer a package like this, it will be moreof a problem to sit down and tape it, thanit is to buy it."

The company has also released asecond package of 20 albums under thetitle 'Jazz Reactivation', which have arecommended retail price of £2.99.Among the artists featured are CountBasie, Gerry Mulligan, Thad Jones/MelLewis, Woody Herman, Benny Good-man, Zoot Sims and Ramsey Lewis.

EMI Music Divisionsparkles for Thorn"PRIDE OF place", in the words ofchairman Sir Richard Cave in his annualreview of Thorn EMI's performance,"goes to the Music Division".

In the year to March 31, the MusicDivision contributed an additional 16.3million to group pre-tax, a total of £36.7million on a turnover of £486.9 million,an increase of £75.4 million.

The improved EMI results, whilereflecting the benefits of what chiefexecutive Bhaskar Menon describes as"a broad -based programme of rationa-lisation undertaken during the last twoyears" are particularly impressive be-cause they have been achieved almostentirely on the sales performance of thecompany's own artists following thedecision to cut back drastically on theamount of third -party licensed reper-toire.

The results also provide the perfectanswer to those industry observers whopredicted the speedy demise of EMIRecords following the Thorn takeover.

In his report, Cave notes that the level

of orders in many sectors of the com-pany's business was lower than in theprevious year. "But balancing this wasthe enlargement of our Home Entertain-ment business, particularly music andthe demand for video cassettes recordersand pre-recorded video tapes, thusstrengthening our conviction that thecompany is pursuing the right strategyfor growth in the years ahead," com-ments the chairman, possibly aiming theremark at the recent article in theSunday Express in which City EditorKenneth Fleet suggested "The enter-tainment business is really not forthem."

However, while TEVP had 'consoli-dated its position as a leading UKdistributor', Cave notes that "commit-ments made in earlier years, togetherwith recent trends in the film businesshave resulted in losses." While turnoverfrom films, video software and leisurewas up by £5 million to £97.4 million,last year's profit of £2.8 million turnedinto a loss of £10.0 million.

New BPI -MU session rates setAS EXPECTED, the Musicians Unionhas agreed new session rates with theBPI destined to run for a year from July1. The agreement gives musicians aseven percent rise for pop sessions whilethe classical rate goes up by just 3.5percent - a move designed to makeBritish orchestras more competitivewith subsidised European orchestras.

The general (pop) recording rate nowstands at £45 for a three-hour sessionand £35.60 for two hours.

For listed symphony, opera and balletorchestras the rates are as follows:

Agreement has also been reached withthe MU on new promotional films deal.In future £30 will be paid to eachmusician for the incorporation of arecord track into a promo clip to be paidwhen the film is made, regardless of

what future useage arrangements aremade.

A television transmission fee of £35per musician becomes payable when thevideo is broadcast. That fee is to coversix transmission units (a network trans-mission representing three units andnon -network broadcast one unit).

Negotiations are also under waywhereby commercial recordings madeby BPI members can be incorporatedinto TV shows like Top Of The Popswithout the need to re-record themspecially for the programme.

ILR stations show audiencesurge in JICRAR survey

BRITAIN'S 35 commercial radiostations have continued their for-ward surge against the BBC, nearlynine years after the ILR networkfirst began broadcasting.

Figures collated from the twice -yearly JICRAR research conductedby RSGB show that ILR has gainednationally in all aspects. But whileindividual stations' performancearound the UK is generally good,national figures are heavily influ-enced by the contributions of thetwo largest stations Capital Radioand London Broadcasting. LBChas shown sizeable increases tocontinue a steady growth pattern,but Capital's £250,000 promotioncampaign immediately prior to JIC-RAR has not produced similarresults. Although the station in-creased its weekly audience bymore than 250,000 listeners, theaverage hours listened decreasedfrom 14 last Autumn to 12.4.

The newest stations, Radio West

(Bristol), Centre (Leicester) andAire (Leeds) made unspectacularstarts, with weekly reach and aver-age hours figures on the low side.However, CBC (Cardiff), whichopened last year with poor re-sponse, has shown an impressiveimprovement, with weekly reachgrowing from 30-42 percent. Of theother stations, Victory (Port-smouth) showed a 9 percent in-crease, while major stations likeBRMB, Piccadilly and City allmade minor gains on last Autumn'ssurvey.

Regionally, the Scottish stationsproved to have the strongest grip onthe listening audience. With Clydecontinuing to lead the way, allstations improved their figures,with Tay's gains in the Dundee -Perth area being the most dramaticand West Sound (Ayr) surprisingeveryone with the strength of itsresearch figures.

PRT demands better printplanning from its labelsPRT DISTRIBUTION is asking itsvarious labels for better print planningin the light of stock problems caused byshortage of picture bags, labels andinserts.

Dealers who contacted RB specifical-ly mentioned difficulty obtaining 'Post-man Pat' and 'BBC World Cup Grand-stand Theme' at critical times in therecords' progress.

These complaints were put to PRT'sdistribution general manager, IanHolloway, who explained that therewere no pressing problems but there hadbeen shortages of bags and labels.

On 'Postman Pat' there had been asnag when the record started to bemanufactured by PRT, initial stockshad come ready -pressed by Post Music,and then there was a delay while morepicture bags were printed.

The World Cup record suffered be-cause it took off too quickly to meet thedemand for its special four-colourlabels.

"Generally we have a reputation forbeing very good distributors and cer-tainly we are a lot more flexible than a lotof companies.

"Everybody has to play stocks a lottighter today because a major part of ourcosts is the stock we have left over afterthe life of a record is over. We act veryquickly to out of stock situations, but

there will always be one or two."He further pointed out that during

the period dealers were complainingabout PRT had delivered mass quanti-ties of Imagination and Natasha - bothTop 10 records.

Holloway accepted that PRT shouldimpress upon its clients the need todeliver materials in good time.

Injunction haltsRondelet moveSPARTAN RECORDS has won a tem-porary High Court injunction to preventRondelet Records being distributed orsold in the UK by Pinnacle.

The order is in force until a furtherinjunction or a trial. Meanwhile Ron-delet cannot appoint any organisationother than Spartan to sell or distributeits product in Britain. Rondelet has asales and distribution agreement withSpartan that does not expire until April1984.

Commented Spartan managing direc-tor Tom McDonnell: "As we haveindicated in the past, we are alwayswilling to talk to labels who max' wish forwhatever reason to move to anotherdistributor. However, any such movecan only be made with due regard to theinterests of both parties involved."

Agfa plans Elm Autumn blank tape campaignIN READINESS for an increasingdemand for compact cassettes, Agfa-Gevaert is readying an autumn launchof a new generation of blank tapes.The company is not yet disclosingdetails of its marketing plans, but isadmitting that the promotion budgetwill be bigger than any previouslyallocated. It is understood that in the

region of a £1 million spend is contem-plated, with TV advertising thought tobe a likely focus of the campaign.

As well as improving the soundquality of the tapes, Agfa has alsoredesigned the packaging to give anat -a -glance guide to type, bias andplaying time, as well as making thecassette itself clearly visible through a

wide transparent panel.The tapes are available in Ferroco-

lor HD, Superferro HDX,Stereochrom HD, Superchrom HDX,Carat HDX and Pure Metal HDX.

The company estimates that worl-dwide sales of blank cassettes last yearwas 1,170 million, on which on quarterwas bought in Europe.

Acorrding to marketing director DenisKnowles, about 40 percent of Tellydisc'ssales are on tape.

The first station to feature the commer-cial will be Thames, with 10 screeningsover a two-week period. After that all otherITV stations will be carrying the commer-cial, with the exception of Central and TVSouth during the Summer months.

STEVE WINWOOD'S new albumTalking Back To The Night (ILPS 9777)is the subject of a major marketingcampaign by Island Records.

The promotion includes 150 windowdisplays, including HMV OxfordStreet, with full colour posters 10 x 30logoboards and 30 x 30 sleeve imageboards.

Top over 25 years'is theme of TV seriesA SERIES of six programmes coveringthe history of pop music during the past25 years is in preparation by Central TVfor production later this year.

With the working title of 'Stars On45', the series will feature the music ofevery major artist from 1956 to thepresent day, set against a backdrop ofthe events and fashions of the time. Eachshow will feature rare film and TV clipsplus specially recorded live perform-ances from artists whose careers go back

to the 50s and 60s.The series is being produced for

Central by Gordon Lewis and MarkStokes, who run Kine-TV in BerwickStreet, London.

"We need the industry's help inputting the series together and we wouldlike to hear from anybody who canprovide film clips, pictures, tapes,scrapbooks - indeed anything whichwill help us assemble comprehensivecoverage," said Lewis.

Former Mountain chieflaunches new labelFORMER MOUNTAIN Records chiefDerek Nicol has formed a new labelcalled The Next Record Companywhich releases two singles this month.

They are 'Watching The Tears'(NEX 701) by London band The Pen-cils, out this week, and 'Harry's House'(NEX 702) by Andover outfit Vam-pires. Both are packaged in picturebags.

The label will be sold into stores bySalespeople, manufactured and distri-

buted by CBS and promoted by Prom-opeple. London promotion will behandled by Ray Stock.

Nicol told RB: "It will be a manage-ment -oriented label which I hope to useas a launch platform for bands in theirearly stages. It will maintain an indepen-dent profile in this country but I will belooking for licence deals around the restof the world whether for the label or onan aritst-by-artist basis. I expect to signat least one more act."

Melkonian's Word SongFestival set for LondonTHE MELKONIAN Foundation, anorganisation dedicated towards help-ing deprived children, is planning tostage the World Song Festival in Lon-don next February. Part of the occasionwill incorporate a song contest, forwhich the first prize will be $10,000.

The Melkonian Foundation wasformed by Vartan Melkonian, betterknown under his professional name asTV director and composer Jo Vartan. Ithas offices at 67-68, New Bond Street.Vartan was brought up at the Bird'sNest Orphanage in Lebanon, one of thetwo charities to benefit from the event -

the other is Britain's National Chil-dren's Home.

According to a press release from theFoundation, Charles Aznavour, GeorgieFame, Lena Zavaroni and the Nolanshave "agreed in principle" to appear,along with the Royal PhilharmonicOrchestra and "an ultra -modern rockgroup" which will jointly accompanyboth the artists and the composersparticipating in the competition.

The organisers are not asking for anypublishing rights, but will be seekingclearances for TV transmission and arecording.

WOMADmay wieldinfluenceon popW.O.M.A.D.Royal Bath and West Show GroundWHETHER OR not the World ofMusic, Arts and Dance festival held lastweekend at Shepton Mallet was a finan-cial disaster, it certainly succeeded in itsprimary aim of exposing a huge varietyof music to a curious section of theBritish public which braved the trainstrike and holiday traffic jams to find theRoyal Bath and West Show Ground.

Largely inspired (and backed withpersonal finance) by Peter Gabriel, thefestival was a relaxed affair showcasingmusical styles from no less than 25countries performing on five stages overthree days. Some of the artists were verywell known indeed, like The Beat,Gabriel himself, Echo and the Bunny -men, the Drummers of Burundi, Pigbagand the Chieftains. Most were new toBritish ears and covered classical sitarplayers to African percussion outfits viainnovative jazz from Don Cherry'sCodona and a group of Indonesian courtmusicians and dancers.

With so much going on - oftensimultaneously as the timing got out ofphase - it was possible to spend up to 13hours a day seeing novel new artists gothrough their paces, while in the smallerexhibition rooms there were workshopsto instruct musicians in the delicate artof sitar plucking or the more robustforms of African drumming. The In-donesian Gamelan workshop promisedto teach novices the technique of thisplangent bronze -keyed xylophone with-in 15 minutes.

The Western bands were carefullybooked to reflect the influence thatforeign styles have already had on popculture. The guitar, after all, is adescendant of various African stringedinstruments. After watching people likeLes Musiciens Du Nil (exponents of thetraditional folklore music of the UpperNile) and some of the more frantic

LIVE MUSICAfrican stylists, it was plain to see wheregroups like Rip, Rig and Panic - whoplayed a strong set despite the absencefor half the time of pianist MarkSpringer - and new Chrysalis signingKing Trigger get a lot of their ideas.

On Saturday evening, for instance,The Beat opened the show with ele-ments of West African highlife musicnow cropping up in their fast blend ofska, rock and reggae. Then came the15 -piece Drummers of Burundi - mas-ter musicians to whom Adam and theAnts and BowWowWow owe a certaindebt. Beating drums made from hol-lowed -out tree trunks covered with ataut skin, with drumsticks the size ofrounders bats they developed a patternof powerful syncopation which practi-cally blew the roof off the 4,000 capacityShowerings Pavilion. The drummerstook it in turns to dance and strike agiant central drum, raising the excite-ment by performing prodigious leaps.The drummers use tremendous energy,and work so hard they cannot sustain aperformance past 45 minutes. A rareappearance from Echo and the Bunny -men followed, using three of the drum-mers on a couple of numbers, but whilethey played with admirable fire andpassion, they could only equal the sheerforce generated by the drummers.

Sunday saw Nigerian 'High Life' popsinger Prince Nico Mbarga rouse thecrowd with the aid of the excellentLondon -based band Ivory Coasters.Large and attentive audiences saw thevery formal Tianjin song and dancetroupe of China, and the Indonesiancourt musicians and dancers performtheir mysterious art.

Also on during the weekend was agroup fronted by Indian violinist Shank-ar with disco guitarist Bill Lovelady,Rico, Talisman the vibrant Salsa DeHoy and the mesmeric Virgin recordingartists Konte Family from The Gambiawho play the traditional 21 -stringguitar -harp called the kora.

It can only be hoped that someone canturn the WOMAD festival into anannual event. Its good humour andunusual music made for a colourfulaurally eclectic weekend which is likelyto influence musical thinking for thenext 12 months.

Davison slams record dealer apathy butpromises a plan of action from RAVROWITH ANOTHER poor attendance atRAVRO's Birmingham meeting (five orsix dealers turned up) chairman AlanDavison slammed the apathy of recordretailers.

He is angered and disappointed by thefailure of even one percent of the 6,000dealers invited to attend two meetingsdesigned to give him a mandate to taketo record manufacturers.

"We will have to press on regardlessand prove to those who don't believethat RAVRO is capable of taking actionthat we can get things done," saidDavison.

Lotus Records and the MikeLloyd Music Shop in Hanley, Stoke-on-Trent, have been employing Bliz-zard's programmes for a year this Julyand the anniversary of the project hasgiven them the opportunity to vote thescheme a resounding success. Bliz-zard's shows are a mixture of newrecords, local music news and detailsof special offers in the shops.

Poor sttendance at AlanDavison's first RAVRO but apromise to formulate strong

Those dealers who did attend the twomeetings agreed that the main problemfaced by the industry was the squeezingof margins begun by multi -productchain stores and discount record stores.

Suggestions to combat the problemranged from setting up buying consortiaof RAVRO members, split margins withrecord shops working on 40 percent andmulti -product stores on 25 percent, andoverall performance discounts as incen-tives for independent dealers to increaseturnover.

The first would be a loose unificationof stores in one area to order centrallyfrom the companies. With this bulk

representation to the majorcompanies on behalf of dealers.Report by PAUL CAMPBELLordering the groups would expect toqualify for preferential discounts.

Split margins would involve recordcompanies making a distinction be-tween 'record shops' and other outletswhich sell records and would face theenormous problem of challenging thediscounts to the likes of Woolworths andW.H. Smith.

Overall performance discounts wouldfavour growth among independent re-cord stores. At the beginning of the yearthe dealer would be set a growth targetand if successful would earn a discounton all product ordered during that year.

Other problems identified by the

dealers were the unfair singling out ofchart shops for special offers, the poorquality of pressings, automatic smallorder surcharges on otherwise goodcustomers and too much mail fromcompanies containing too little informa-tion.

RAVRO general secretary ArthurSpencer-Bolland suggested that theorganisation could be regionalised intomore accessible bodies if the interest wasapparent in the provinces.

At the meeting Spencer-Bolland un-veiled an offer to retailers to joinRAVRO for the reduced fee of £17.50plus VAT of £2.62. This gives mem-bership up to September 30, 1983.

One advantage of membership isreduced Access commission but for fulldetails dealers should ring 01-994 7592.

In his first interview since becoming WEAmarketing director Mike Heap tells PAULCAMPBELL about the strategies whichhe believes will maintain record sales andhelp the independent dealer.

WITH WEA currently doing its best toenliven the market via three top tenalbums, it might be expected thatmarketing director Mike Heap would bepositive about the industry.

"Obviously we are not achieving thesame unit sales as say, 18 months ago, itwould be unrealistic to expect it, but youwon't hear gloomy predictions from thiscompany," said Heap.

He feels that record companies, andparticularly WEA, have emerged stron-ger from the recent austerity and arebetter for having to re-examine allaspects of their business.

"I can remember a time when therewere parties every night and companiesdidn't even know how much they werespending on promotion; now they haveto consider every penny."

With recent successes WEA has over-turned the traditional belief in the largeship -out. All three big albums at presentenjoyed relatively modest first runs butall are attracting good re -orders.

Heap believes that there is no point indealers holding more than one week'sstock of current items in this economicclimate. He does however feel thatdealers could make better use of cata-logue campaigns and stock in moredepth during them.

After a period of uncertainty he feelsthat WEA is beginning to achieve itsdual aim of developing UK talent forsuccess in the UK and world markets,under UK head of a&r Tarquin Gotch,and break the acts provided by Amer-ican labels Warner Bros. Elektra-Asylum/Atlantic.

Euqally WEA wants to increase thesales of what Heap believes is the finestcatalogue in the world.

"Under Charles Levison's overalldirection we are also intent on firmlyestablishing Warner Home Video as themajor video software company in theUK and developing computer games.Obviously the aim is to make Warner

Companiesstronger onaccount ofthe austerityCommunications Inc the UK leader inthe leisure industry and there are oppor-tunities for dealers to get involved in allareas," said Heap.

He feels that predictions that videoand home computer games will soundthe death knell of records are wildlypessimistic.

"Sales of records may have droppedbut I do not believe that interest in

recorded music has fallen. I think theindustry is worth more than the £260million of last year. Home taping alonetook £350 million out of the market andif we could control that we would have avery healthy business," suggestedHeap.

HE SEES records fighting not only forthe disposable income of the consumersbut their time as well. Once the noveltyof video and games has died down hethinks that records will enjoy an equalpopularity.

Heap is anxious to help record dealershelp themselves. WEA has offereddealers space in national newspaperadvertisements in return for retail sup-port and will continue this practice.

"I think that it is vital that advertisingreflects the availability of the product innamed shops and for this reason most ofour advertising is of a co-operativenature," said Heap.

"I am happy to be meeting AlanDavison, chairman of RAVRO, to dis-cuss how WEA can help the indepen-dent dealers. I hope that we can co-operate in selling more records," headded.

He cannot, however, simply stopsupplying major chain stores or 'noto-rious' discounters. "We trade onmutually beneficial terms which in-clude, from time to time, discounts,co-operative advertisements etc."

Heap would rather discuss ways inwhich smaller dealers can compete withthese major accounts and is known tofavour aggressive retailing.

HE IS frequently asked by smallaccounts why it is not possible toprovide a rep. His answer is that it costs£20,000 to put a rep on the road for ayear and it is the major accounts, thosewho spend more than £1,000 per month,who must take priority.

Heap suggests that dealers shouldtarget their business and if they decidethat records alone will not give the netprofit they require they should look toassociated items to make up the differ-ence - such as Warner Home Video andAtari.

Under Heap is a well establishedmanagement team. Head of press MoiraBellas, head of promotion Bill Fowler,and general sales manager Geoff Beardhave all been with the company 10 years;Stewart Till, marketing manager, hasbeen with WEA for three years and PhilStraight, newly promoted to director ofinternational a&r has an association withthe company which stretches back 10years.

"Press and promotion are not alwaysviewed by retailers as being directlyinvolved in their business but the onlyway to sell records is to have a completeteam. I believe I have the best.

"But the last and most vital link in thechain is undoubtedly the retailer," hesaid."

"We told our American agent weneeded three eight -foot risers but whatwe eventually managed to find - twodays before the tour began - wereancient, heavy wooden ones which tookup half the space in our truck and cost usan arm and a leg into the bargain. Thecompany wanted a $3,500 deposit,which soaked up a fair amount of ourtour support float.

"That money was tied up for theduration of the tour and might havecaused disasters. The rental companyalso reserved the right to withhold ourdeposit if the risers were damaged in theslightest way. The whole deal wascomical and taught us a lot," saidTroeller.

Renting a synth in the USA is anexpensive business, so when one ofOMD's Prophets went on the blink andcould not be given running repairs theten-day hire of a fill-in machine knockeda further large hole in the touringbudget.

One-time boss of pioneer British indiecompany The Label, Caruzo Fuller,knows all about those difficulties, hav-ing worked in the country off and on forthe past ten years. He is now workingfull time as a music publisher and recorddeal consultant for English companiesseeking Japanese release.

"Because I now live there, I am awareof the problems the Japanese recordindustry is facing," said Fuller.. "CheapAmerican imports are cutting into themarket for international product man-nufactured by local licensees, while arash of rental shops - 1,200 of them atthe last count - has also had a drasticeffect on the number of discs actuallysold across the counter. The majority ofrecords rented are from the internation-al sector, and although there are movesafoot to try to protect copyright on therental business, the Japanese govern-ment is not about to outlaw the prac-tice."

Fuller reckons the market for interna-tional product is now a mere 10-15percent of the whole, and that includesdiscs from Italy, America, Canada,Scandinavia and most other territories,giving British material stiff competition.

He also mentioned the rise of theKrokay machine, a peculiarly Nip-ponese invention which enables amateursingers to run through their vocal pacesto the backing tracks of popular reper-toire - often American or British hits.

The backing tracks are not re-recordedbut merely the original recording withthe vocals wiped.

"With all these difficulties put in theway of foreign product, it is not a goodidea to race into a Japanese recordcompany and demand a huge advance,because all that happens is that thestrictly -controlled marketing budgetgets reduced to a bare minimum, norecords are sold, and the artist getsdropped as soon as possible unless thereis a giant hit," summed up Fuller.

"It's a case of knowing the peopleinvolved, speaking their language andknowing the way they negotiate anddeal. If they get hit for silly money theywon't do a thing for you, but after all thistime the Japanese record executivesknow me and know I won't waste theirtime.

"For UK artists or labels I try to fix anagreement with the kind of companythat suits their music in the context ofthe local market. Fuller estimates that the moreobscure .English records still stand agood chance of selling between 2,000-5,000 and Pig Bag look to be on to a goodthing with a commercial sponsorshipdeal to push the record. Madness havebeen scoring well too because of theband's strong visual image. Competitionis strong for the two televised pop musicshows in Tokyo, so visuals are all-important.

As a consultant director of Jade MusicPublishing in Tokyo, Fuller is keen topick up Japanese sub -publishing rightson any deals he handles for the territorywhile there is a standard charge of twopercent across the board on masters heplaces with Japanese record companies.

The services Fuller offers includeaudits, supplying record labels withinformation and marketing help inproblem areas and putting UK acts intouch with leading local promoters andpluggers.

Among projects Fuller has alreadyhandled are a Nolans Sisters album,some back catalogue Beatles productand work on behalf of Beggars Banquet,Cherry Red, Jet, MAM and new labelHeavy Metal Records. All contracts arebetween the two labels once Fuller hascompleted negotiations to the satisfac-tion of both sides.

"A lot of people are disillusionedabout Japan because they have been toldthey are doing extremely well, but whenthe bottom line comes in, they haven'tmade. as much money as they thoughtthey should. By handling the Japanesemarket on its own terms, those expecta-tions are not built up to high, andeverybody sees something back at theend of the day."

Secondary licences can also be negoti-ated for problem territories like Singa-pore, Thailand, Taiwan and Koreawhere the counterfeiter reigns supreme.Fuller points out that Japanese com-panies have representatives on theground who can keep a tighter controlover the criminal trade than major firmsbased far away.

The Lords OfThe New Church were formed in thelast few months of last year, combining*the talents of Brian James (ex -Damned),Stiv Bators (ex -Dead Boys), Dave 'Ker-mit' Treganna (ex -Sham 69) and NickyTurner (ex -Barracudas). This is theirfirst album, which is already makingheadway in the Indie charts and whichcould well go a lot further.

The songs are mainly written byBators and James and the resultantsound shows a number of influences,most notably the New York Dolls andthe Stooges with a touch of the Seedsthrown in.

Top 20New depthsto SummerDONNA SUMMER: Donna Summer(Warner Bros K99163) Prod: QuincyJonesOnce again the production skills of theremarkable Quincy Jones have beenemployed to bring out previously un-suspected depths of vocal talent. Fromthis all-star collaboration, Donna Sum-mer is already romping upwards withher 'Love Is In Control' single, and

there are a bunch of tracks here,including a new Bruce Springsteensong, 'Protection', which have similarsingles potential to keep interest in thealbum bubbling. But the two bestmoments will probably never be heardoutside the album, a torchy version ofBilly Strayhorn's worldweary 'LushLife', capturing a new slant on hertalent, and the lengthy Anderson-Vangelis song 'State Of Independ-ence', which takes some beating forsustained rhythmic power, and has achoir composed of Messrs Wonder,.Ritchie, Cross and Jackson (M) amongothers.

THE KIDS FROM FAME (BBC REP447) Prod: Barry FasmanWhile Irene Cara's hit single is sadlymissing, this album should win solidsales action on the strength of theseries' runaway popularity. It is anotably well produced effort whichcatches the high energy and youthfulexuberance of the show. From thehugely talented cast, the perform-ances of Erica Gimpel and GeneAnthony Ray are obviously outstand-ing in a worthy all-round effort. Thereought to be a hit single ('We Got ThePower'?) on here somewhere whichcould give the album a blast-off into theupper regions of the chart.

Professor, who has worked on manyBritish dub sessions, the band isattempting to make a rhythm anddance album with across-the-boardappeal and has largely succeeded.The instruments are all given plenty ofspace in which to work, and thepackage includes an instrumental dubversion of the current single 'WhateverWe Do'.

LARRY GRAHAM: Sooner Or Later(Warner Bros K56992) Prod: LarryGraham/George DukeThe distinctive sound of Larry Grahamappears to be finding favour in the UKat present with the disco -inspired hit`Sooner Or Later', the title -track fromthis album. It also appears as aninstrumental and there are eight othertracks which give full reign to thetalents of a man who was an intergralpart of Sly & The Family Stone beforeforming his own Graham Central Sta-tion. Here he blends the funky bassplaying talent he has always posses-sed with a smooth ballad style ofsinging. The George Duke producedtracks give yet another facet, with agreater sophistication of arrangement,and the album pieces together verywell.

Soukous' (Island ISSP 4008) Prod:VariousThe second of Island's African musiccompilations, this time concentratingon the music of the Congo and itssurrounding teritories - `Soukous'being the local dance variant with ageneral meaning of 'going out andhaving a good time'. Electric guitarsand modern horns combine with nativedrums and string instruments to yieldan infectious beat. It is African popmusic again, and there is a feeling inthe air that Africa will influence rock-'n'roll increasingly in the not too fardistant future with its chanted vocalsand highly percussive feel, so this is agood album to buy and get a taste ofthe music.

VARIOUS: Fear & Fantasy(Armageddon MOON 2)/THE ROOM:Indoor Fireworks (Red Flame RF3)Prod: Dave Kitson/The RoomReviewed jointly because they share acommon track and the same spirit ofmusical adventure. The Room, fromLiverpool, deserve the opportunity tomake this debut album because themusic is strong and challenging, thelyrics powerful and Dave Jackson'svoice is an emotive force to be reck-oned with in the new pop market. Onetrack from this album also appears on

Fear & Fantasy the compilation ofmaterial from bands who appearedregularly at London's Moonlight Club.Highlight track is The Chef's 'I'll GoToo' -a quirky folk-rock anthem. Otherbands featured are Flying Club, OutOn Blue Six, Icarus, Patrik FitzergeraldGroup, The Pinkies, Dr Mix & TheRemix and Artery. A wide range ofstyles are presented and the album is afitting tribute to the innovation of theBritish club scene.

THE STATLER BROS: The LegendGoes On (Mercury MERS 8) Prod:Jerry KennedyCountry music as a minority market issadly underplayed in the UK andartists such as The Statler Bros are thefirst to suffer. They have a strongfollowing in the US and a string ofawards under their belts. They are notgoing to change their style to cater for aUK market so it is up the fans to findthem. The music is lushly arrangedharmony country with no rough edgesand certainly some live appearance bythe group would put more mileage intothe material. This album'boasts sleevenotes by the current darling of UKcountry fans Barbara Mandrell.

JAMES BROWN: The Best Of (Poly-dor 2391 529)Brown's intensely abrasive style ofsoul has only rarely spread out to winmass popular acceptance, notablywith 'Papa's Got A Brand New Bag'.But for 20 -plus years 'now he's beenone of the music's prime innovatorsand this distillation showcases some ofhis best performances during a lengthyassociation with Polydor. Slow -burn-ing ballads like 'Please Please Please'and 'Lost Someone' mingle with clas-sic hunks of funk, among them 'ThereWas A Time' and 'Sex Machine'. Thecommitted will snap up the album, butit's a bit too tough for most British ears.

JAMES GRIFFIN -TERRY SYLVES-TER: Griffin & Sylvester (PolydorPOLD 5063) Prod: Griffin/SylvesterThe collaboration between JamesGriffin of Bread fame and the 'Hollies'Terry Sylvester is as slick as might beexpected from two such seasonedperformers. But the slickness can'tdisguise a certain lack of inspiration.Among this routine production -linestuff, even when the melody linecatches the ear as on 'Please ComeInto My Life' and 'Never Alone', thelyrics are a let -down. Neither artist hasenough of a reputation for the releaseto cause more than a flicker of con-sumer interest.

Warwick country -rock previewVARIOUS ARTISTS: CountryRock (Warwick WW 5120)

This album is actually scheduled forrelease at the end of August with TVadvertising in the Anglia regionbooked just prior. The country rocktag takes in the widest possiblerange of Southern states music withtracks like 'Long Train Running'(Doobie Brothers). 'Dixie Chicken'(Little Feat), 'Sweet Home Alaba-ma' (Lynard Skynard), 'Let Your

Love Flow' (Bellamy Brothers),'Bad Moon Rising' (CreedenceClearwater Reviva) and 'The CoverOf Rolling Stone' (Dr Hook) givingan idea of the depth of old hitmaterial on show. The 18 tracksalso include excellent stuff fromDon Williams, Poco, Linda Ron-stadt, The Byrds and EmmylouHarris. An impressive collection forfans in the 20s and 30s age groupwho like American soft rock with atoken country feel to it.

KANSAS: Vinyl Confessions (Kir-shner KIR 85714) Prod: Kansas/KenScottKansas is yet another of those Amer-ica heavy rock bands that has neverquite caught on in Britain. It's formulaUS stuff -the very essence of FM radioplay over there, with those familiarsoaraway vocals, the pounding per-cussion and the yearning, screamingguitar breaks. Kansas flesh the soundout with keyboards too but it's notmusic that is going to set the Britishalbum charts alight.

BOXCAR WILLIE: Best of BoxcarWillie (Pickwick SHM 3117)A useful sampler this for all thosepeople who have seen Boxcar on TVand, while not being heavy countryfans, would like an LP. This pursuesthe Texan country singer's fascinationwith the railroad, including titles likeVaitin' For A Train', 'Lonesome Whis-tle', 'Dady Was A Railroad Man' andclosing with a medley of popular oldrailroad standards like 'Wabash Can-nonball' and 'Wreck Of The Old 97'.SMOKEY ROBINSON: Hot Smokey(Motown TMS 3510) VARIOUSARTISTS: Motown Dance Machine(Motown TMS 3512)This is the second batch of Motowncatalogue product licensed to Pickwickand it's considerably stronger than thefirst. Pick of this bunch must be theSmokey Robinson compilation whichspearheads with tracks like 'GetReady' and 'Just My Soul Responding',and backs up with good tracks such as'Let Me Be The Clock', 'Vitamin U' and`Theme From Big Time (Part 1)'. TheMotown dance compilation containssome tried and trusted numbers likeEddie Kendricks"Boogie Down' andJermaine Jackson's 'Let's Get Se-rious' plus good danceable materiallike The Commodores-Brick House'and 'Too Hot Ta Trot' and others byRick James, Hi Inergy, Teena Marie,The Temptations and David Ruffin.ASWAD: Not Satisfied (CBS 85666)Prod: Aswad/Michael CampbellAswad has always had a steadyfollowing in Britain while not exactlyaspiring to the big time of other homegrown reggae groups. This albumconfirms both the strengths and weak-nesses of the band. There's an overallsoundness and competence to themusic but it lacks the sharpness andspark necessary to make a big dent inthe charts. Nonetheless, it's pleasantlistening and includes a free 10 -inchsingle with two dub tracks on it.

THE MAINES BROTHERS: Hub CityMoan (Country Roads DWLP 1008)Prod: Maines BrothersTexas has produced some notablecontributors to popular music and theMaines Brothers are evident going tofurther enhance the state's reputation.Country is at the root of their music, butin the modern tradition they have havewoven pop. rock. Cajun and otherinfluences into the final invigoratingmix. 'Louisiana Saturday Night',`Sweet Dream Baby' and the gutsy titletrack provide evidence of the broadrange of their goodtime music. Allof this makes the record worth sellingall over again to many customers, socheck stock carefully to see whichcopies you have. The catalogue num-ber remains as Beggars Banquet BEG78T.

The mysterious ThunderthumbsAnd The Toetsenman, who seem tohave appeared from nowhere with`Freedom', are not in fact as obscureas you might think. The duo are,respectively, Mark King and MikeLindup, the bassist and keyboardplayer with Level 42 - THAT'S howthey come to be on Polydor withouthaving gone the small label or promoroute first. The Level 42 sound is, infact, clearly audible with hindsight,and this disc is apparently just aone-off combination which doesn'tindicate any group split.

More on the Rah Band single men-tioned a couple of weeks ago. Contraryto first announcements (as reportedhere), additional copies of the TMTpressing were made available for deal-ers who wanted to order them, hencethe disc's appearance in last week'sdisco top 50. Full release on KR, nowthat the appeal of the various titles onthe promo has been assessed, will beon July 30th, on KR(T) 10 (throughRCA). 'Tears And Rain', now freshlyremixed, is confirmed as the A -side.
