Saigon Hi-Tech Park: TO COMPLETE PHASE 1 BY APRIL 30 th , 2010 www.shtp.hochiminhcity.gov.vn NEWSLETTER S eptember 18th, 2009, the Directing Board of Saigon Hi-Tech Park, led by Hochiminh City (HCMC) Mayor Le Hoang Quan paid a work- ing visit to the Park. The visit is part of the City’s working tour to major eco- nomic projects to review the project’s implementa- tion and define solutions for its outstanding difficul- ties. Following SHTP’s report about its achieve- ments in the first 9 months of 2009 and the primary objectives until 2010, the City delegation visited the Park’s key projects including the waste water treatment plant, resettlement build- ings for local residents and Intel Products Vietnam’s plant. The strong leader- ship of the City’s Mayor in addressing the Park’s challenges was seen as one of the highlighted points of the meeting. In fact, in response to SHTP’s petitions on sev- eral issues, Mr. Quan in- structed District 9 authority to accelerate the land clearance, focusing on the areas that are needed urgently for investment attraction and infrastruc- ture development. The City leaders will also make themselves available to any meetings with key prospective investors to highlight the government’s commitment to high tech- nology, said Mr. Quan. The City Mayor also agreed to use non-governmental budget to build the Park’s telecommunications system as well as its dormitories for its workers. SHTP Develop- ment Company will be re- structured to one member limited to maximize its capa- bility to develop the Park’s Phase 2, added Mr. Quan. At the meetings with SHTP and Intel Products Vietnam, Mr. Quan expected that Intel Products Viet Nam should accelerate its con- struction progress and have the first products coming out in early 2010. That will be a perfect timing for SHTP com- plete its Phase 1 by April 30th, 2010, highlighted Mr.Quan.     ESTABLISHMENT OF SHTP TRAINING

    CONSORTIUM

    O ctober 1st, 2009, SHTP Training Consortium was established in order to create a channel for workforce develop-ment between SHTP manage-ment and the Parks tenants. The

    consortium is part of the SHTP effort to build up a stronger linkage between industries and the govern-ment to mobilize resources for labor force training.

    The consortium reached agree-

    ment on the founding of the Advi-sory Board, Executive Committee, Task Force and Action Plan for training cooperation from 2009 to 2010. List of the Advisory Board includes leaders of SHTPs key tenants such as Intel Products Vietnam, Datalogic Scanning Viet-nam, Jabil Vietnam, Nidec Viet-nam, Sonion Vietnam and GES Vietnam.

    The founding members also defined a plan to address concerns over the quality of the labor force. Some of the immediate actions include paid internship and schol-arship, skills and English training, information sharing on labor de-mand and coordination on recruit-ment.

    By providing up to date training and educational programs in support of operation require-ments, as well as to keep abreast of technological progress, SHTP Consortium will help strengthen the human capital to keep pace with changes in technology and contribute to improve the local workforce as a key element to develop Vietnams economy.

    W ith an aim to contribute to the development of educational training for District 9, on August 15th, 2009, SHTP has organized the seminar on English Teaching Methodologies for 40 District 9 primary teachers.

    Instructed by Ms Julia Stanton, British Councils Deputy Teaching Center Manager, the seminar included topics that are among those of high interest to the local teachers such as meth-odologys focus points in teaching English to children vs. adult learn-ers, recommendations and exam-ples on how to teach English ef-fectively for pronunciation, listen-ing, communication and other key skills, recommendations and ex-amples on how to design commu-nicative activities in class, sources of English teaching materials such as websites, clips, CDs and the likes to help improve lesson effi-ciency.

    Since the school-year 2007 -2008, English teaching in primary schools has been seen as one of the new and challenging points for both teachers and students, par-ticularly for teachers in remote area. Therefore, training demands

    for English teaching methodolo-gies for District 9s teachers is on the rise and of top importance. The seminars objective, thus, is to provide the local teachers with modern teaching concepts and methods that could help them improve efficiency in the training process. In the long-run, it will help to develop English education in district 9, and maximize em-

    ployment opportunities for the local youth.

    The seminar is the 6th event in the series of SHTP 2009 Community Outreach Program. Since 2009, SHTP has dedicated resources to community and events that could enable education training and career orientation for District 9s youth, teachers and students.

    I n the effort to support en-terprises in SHTP in as-sessing the English competency of their employees, SHTP Train-ing is carrying out the project Testing English communication skills by Versant Test to evaluate the quality of the local workforce in technical fields from October to 15th November, 2009.

    Versant Test, which uses speech processing technology with very strong reliability and proven validity for accurate and meaningful results, will provide the enterprises management an efficient assessment tool in their recruitment process and in re-viewing their staffs English com-petency. SHTP Training will also offer pragmatic and personalized recommendations to improve English speaking and listening skill for each person who join the test.

  • S ince September, 10th, 2009, SHTP Wastewater Treatment Plant (WTP) has offi-cially started operation with a capacity of 5000 m3 per day. The facility allows the Park to serve its tenants operation well and keep its green commitment to the City as well as enhance its competitive edge.

    On the total area of 3 hec-tares, SHTP Central Waste Wa-ter Treatment plant combines both physic-chemical and bio-logical treatment. The plants facilities includes chemical & physics treatment and sedimen-tation tanks, biological treatment and sedimentation tanks, acti-vated carbon treatment tanks, sewage systems and ecological lake.

    At the plants opening, Mr. Le Thai Hy SHTP President said: During the construction of the Plant, SHTP enterprises offered many recommendations that help improve the plants process as well as meet their treatment requirements. Therefore, it is certain that the Plant will keep environment management in SHTP more effectively, and si-multaneously helps to improve SHTP technological infrastruc-ture to call for morel investment.

    CLEAN DRINKING WATER & COMMUNITY

    PLAYGROUNDS TO DISTRICT 9

    I n the series of SHTPs activities towards its 7th anniversary, SHTP Board of Management completed the community program titled For A Developed and Happy Commu-nity with the hand-over of one clean drinking water system and two community playgrounds for District 9s residents.

    Nearly 850 teachers and students of Long Binh secondary school, District 9 happily received the system on the first day of

    2009s new school year Sep-tember, 5th, 2009. With the ca-pacity of 200 liters per hour, the system has provided sanitary drinking water fitting the Pasteur Institutes standard and helped the school to reduce the expense for buying clean drinking water. So far, this has been the fourth system handed by SHTP to needy places in District 9, subse-quent to the first one in 2008.

    2009, SHTP and Intel Products Vietnam (IPV) jointly handed two community playgrounds to resi-dents at Long Thanh My and Long Phuoc wards (District 9). These two playgrounds are equipped with a series of outdoor kits such as uninterrupted play-ground structures, seesaw, ferries-wheel, benches, swings, to allow children of these two wards to improve their physical strengths, practice teamwork, and avoid being tempted by other social vices. The values of the play-grounds are 220.000.000 VND. Jeff Prunty, IPV Financial Man-ager said: These playgrounds are another gifts in kind of contri-bution from Intel Vietnam to the local community where Intels factories are located. Supporting the development of the local communities is one of Intels priorities worldwide and becoming a part of Intels corporate value.

    These two meaningful activi-ties have contributed to highlight SHTP core value of professional working environment and reach out to the local community and closed the Parks community activities in 2009. In the years to come, SHTP will strongly empha-size on community activities and events that could enable educa-tional training and career oriented activities for District 9 youth, teachers and students.

    DATALOGIC OPENS ITS DESIGN &

    MANUFACTURE CENTER IN SHTP

    J uly 10th, 2009, Datalogic Sc ann ing V ie t nam opened its design and manu-facturing center of handheld and fixed barcode scanners at

    Saigon Hi-Tech Park. Datalogic Scanning received the $US 46 million investment license from the Park in January 8th, 2009.

    By July 2009, the plant has 60

    skilled employees and will be producing the world renowned Magellan bi-optic scanner. When fully ramp up, expected by 2014, the plant will create 400 skilled jobs, export 1 million products per year and record a revenue of approximately $US 200 million.

    The grand opening is a particularly important event for Datalogic Scanning, said Bill Parnell, Datalogic Scanning President and CEO, since it signifies the beginning of a new strategic investment for our Company as well as our respect for Vietnams traditions. The Company has chosen Vietnam for its largest investment outside the US because this reliable country offers a concrete, win-win scenario for investors like Datalogic said Brad West, Datalogic Scanning VP of Op-erations. He emphasized that the factory and design center will be equipped with state-of-the-art machinery as part of Datalogics commitment to set up a modern and technologically advanced company focused on future developments.     U nder the theme Towards an innova-tive science space, SHTP 7th anniversary has its main theme focused on the parks model for development of indigenous S&T capacity, of which a high tech business incubator is a crucial component. Since its creation in 2006, Saigon Hi-Tech Business Incubator (SHBI), has been missioned to become the still missing ring on the chain linking the scien-tific community with the market through promoting entrepre-neurship and assisting start-up technology businesses. Striv-ing for this ultimate goal, SHBI has carried out numerous com-munity and awareness-raising activities, such as seminars on technology transfer and com-mercialization, and workshops on starting technology busi-ness. A such activity, the Starting technology business with 300 million dongs contest recently organized by SHBI, has created significant inter-ests among young enthusiasts, attracting dozens of projects with the participation of hun-dreds of students and re-searchers from many local universities.

    At the ceremony, SHBI has signed cooperation agree-ments with SHTP R&D Center and the National Key Labora-tory for Digital Control and S y s t e m E n g i n e e r i n g (DCSELAB). According to the agreements, SHBI will serve as the hub for commercializing the

    research outcomes from the two laboratories, which expectedly will increase the chance for those scientific achievements to reach the market within an acceptable time window. On this occasion, SHBI also admitted two start-up companies into its pre-incubation program. One of them, Innotech Ltd., is a biotech company with a number of innovative products such as Elisa test-kits and high-protein additives used for cattle food. The other company, Blue Wireless Link JSC (BWL), is a telecommunication equipment service provider and manufac-turer, which possesses a highly skilled and experienced team consisting of local and overseas veteran engineers.

    In the coming years, SHBI plans to expand its incubation programs by collaborating with major regional and national univer-sities and research institutes, co-operating with various partners to enrich and diversify the resources SHBI provided to incubatees, and d e v e l o p i n g t e c h n o -entrepreneurship through a variety of activities. At the heart of its plan is the efforts to create a number of sector-specific incubation pro-grams such as IC Design and Mechatronics & Automation incu-bation programs, and form a streamlined framework for incuba-tion to give full supports to start-up companies throughout their busi-ness lifecycle. Its going to be a long and challenging journey, but SHBI is ready and on track of getting there.

    TO INCUBATEES

    I n October, Saigon Hi-Tech Business Incubator (SHBI) has moved its operations to the Integrated Circuit Design Center (ICDC building) on D1 street in Saigon Hi-Tech Park (SHTP). The four floor building, with more than 800m2 for of-fices, one 100-seat conference room, one 30-seat training room and multiple meeting rooms, allows SHBI to provide more office space and higher quality facilities to incubatees and also to outside businesses.
