STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (c) OF LOK SABHA STARRED QUESTION NO. 243 FOR ANSWER ON 10th JULY,2019REGARDING “SETTING UP OF A BRANCH OF SPICES BOARD ”.

(a)&(b): There is no proposal to set up a branch of Spices Board at Paramakudi in Tamil Nadu.

(c): Spices Board is a Statutory Organization set up under the Spices Board Act,1986 for the development of export of spices and for the control of cardamom industry including the control of cultivation of cardamom and matters connected therewith. The mandate for production, development, research and domestic marketing of spices other than cardamom is with the State Agriculture/ Horticulture Departments and the Union Ministry of Agriculture & Farmers Welfare.

At present, the Spices Board has three Regional Offices at Chennai, Bodinayakanur and Erode. Two Quality Evaluation Laboratories at Chennai,Thoothukudy and Spices Park at Sivaganga are functioning in the State of Tamil Nadu. The Board has also established Spice Development Agency at the Regional Office, Erode. The Board’s offices are also functioning at Salem, Nagarcoil and Thadiyankudisai. The Board has also established the Regional Research Station of Indian Cardamom Research Institute (ICRI) at Thadiyankudisai and an e- auction centre for cardamom at Bodinayakanur. The Board is implementing its various programmes in the State of Tamil Nadu including Paramakudi region through these offices. Therefore, there is the State of Tamil Nadu including Paramakudi region through these offices. Therefore, there is no proposal for setting up of a branch of the Spices Board at Paramakudi in Tamil Nadu.

(a) whether there is a huge potential for agricultural export to boost the agriculture, horticulture, plantation, fisheries, sugar and dairy sectors and if agriculture, horticulture, plantation, fisheries, sugar and dairy sectors and if so, the details thereof;

(b) whether the Government proposes to identify districts possessing potential for particular industries and items for development as clusters in order to develop that sector, especially in Maharashtra and if so, the details thereof;

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to ( e) OF LOK SABHA STARRED QUESTION NO. 253 FOR ANSWER ON 10th JULY,2019

REGARDING “AGRICULTURAL EXPORT ”.

(a) India, with a large and diverse agriculture, is among the world’s leading producer of cereals, milk, sugar, fruits and vegetables, spices, eggs and seafood products. Recent growth rates show milk, sugar, fruits and vegetables, spices, eggs and seafood products. Recent growth rates show that agri-food production is rising faster than growth in domestic demand, and volume of surplus for export is witnessing accelerated growth. This offers scope and opportunity for capturing overseas markets to earn foreign exchange and enable producers to earn higher prices for farm produce.

(b) Under the Agriculture Export Policy, several unique product-district clusters have been identified for a more focused pre and post-harvest management of the production as well as for upgrading the supply chain to attain much higher levels of export from these clusters. These clusters have been identified based on the existing production contributing to exports, exporters operations, scalability of operations, size of export market / India’s share, awareness about SPS requirements, and potential for increase in export in short term. The list of such clusters, including the clusters identified in Maharashtra, is at Annexure-I.the clusters identified in Maharashtra, is at Annexure-I.

(c) The Ministry of Agriculture & Farmers Welfare has signed 65 MoUs with 61 countries in the field of agriculture and its allied sectors. The areas for cooperation in these MoUs/Agreements inter alia include enhancing investment in agriculture, cooperation in research and development, increasing productivity, enhancing trade, post-harvest management, value-addition/food processing, plant protection, animal husbandry, dairying and fisheries.

During the G20 Summit meeting held in Argentina, the Saudi Crown Prince had expressed to ramp up investments in India through Public Investment Fund (PIF) and Agriculture is one of the areas among others, where Saudi Crown Prince has shown interest.

(d) Investments in the agriculture sector in the areas of Research & Development, development of infrastructure and marketing would result in increase in productivity, quality fetching better price for the produce.

(e) The Government is taking a number of measures to increase the income of farmers. In the Minimum Support Price (MSP) policy announced in 2018-19 season, the farmers are assured of a minimum of 50 percent as margin of profit.

Government has been implementing/reorienting various schemes for betterment of agriculture sector with four key elements: reducing input costs; ensuring fair price for the produce; reducing wastage; and creating alternate sources of income. Some of the major initiatives of the Government towards welfare of the farmers are Soil Health Cards (SHC), production and availability of quality towards welfare of the farmers are Soil Health Cards (SHC), production and availability of quality seeds, Pradhan Mantri Krishi Sinchai Yojana (PMKSY), e - National Agriculture Market (e-NAM), Pradhan Mantri Fasal Bima Yojan a (PMFBY), Paramparagat Krishi Vikas Yojana (PKVY), National Mission for Sustainable Agriculture (NMSA), Mission for Integrated Development of Horticulture (MIDH), National Programme for Dairy Development (NPDD), National Dairy Plan-I (NDP-I), Dairy Entrepreneurship Development Scheme (DEDS), Dairy Processing and

Infrastructure Development Fund Scheme (DIDF), Supporting Dairy Cooperative and Farmer Producer Organizations engaged in dairy activities (SDCFPO), Blue Revolution etc. Moreover, Government is also promoting allied activities like dairying, poultry, beekeeping and fisheries, which will mitigate risks associated with dependence on agricultural crops through income supplementation.

The Government has also approved a new Umbrella Scheme ‘Pradhan Mantri Annadata Aay Sanrakshan Abhiyan’ (PM-AASHA). The Scheme is aimed at ensuring remunerative prices to the farmers for their produce as announced in the Union Budget for 2018, which envisages scaling up procurement significantly from the current Kharif marketing season.

In the Interim Budget 2019-20, a new programme named “Pradhan Mantri Kisan Samman Nidhi (PM-KISAN)” was announced. Under this programme, vulnerable landholding farmer families, having cultivable land up to 2 hectares, were to be provided direct income support at the rate of Rs. 6,000 per year. Now, all the landholding farmers in the country (subject to certain exclusions) have been brought under purview of the scheme.

REGARDING “MERCHANDISE AND SERVICES EXPORT TARGET ”.

(a) to (c): As per Foreign Trade Policy 2015-20, the Government aims to increase India’s export of

merchandise and services from US$ 465.9 billion to approximately US$ 900 billion by 2019-20 and to raise merchandise and services from US$ 465.9 billion to approximately US$ 900 billion by 2019-20 and to raise

India’s share in world exports (Goods and Services) from 2% to 3.5%. India’s share in world exports

(Goods and Services) has increased to 2.1 % in 2017 as per WTO estimates. The value of India’s overall

India’s exports have to be seen in the backdrop of global trade developments and entire trade

ecosystem. India’s exports have faced a very challenging period in recent years, on account of

developments arising from the global financial crisis of 2008-09, which accentuated after 2013-14, when

the world economy experienced a major trade slowdown. Thus, after achieving a turnaround from the

initial shock, exports came under immense pressure again in the post 2013-14 period due to accentuation

of the global economic / financial crisis in the second phase when countries like China also got adversely

affected. However, since then exports have been growing on a secular basis since 2016 -17 for almost

three years and total exports reached a new peak of more than half a trillion dollars, for the first time.

REGARDING “SPECIAL ECONOMIC ZONES”.

(a): There were 7 Central Government Special Economic Zones (SEZs) and 12 State/Private Sector SEZs prior to the enactment of the SEZs Act, 2005. In addition, 416 proposals for setting up of SEZs in the country have been accorded formal approval under the SEZ Act, 2005. Presently, 351 SEZs are notified, out of which 232 SEZs are operational. The location-wise details of 232 operational SEZs is at Annexure-I.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) to ( d) OF LOK SABHA STARRED QUESTION NO. 260 FOR ANSWER ON 10th JULY,2019

REGARDING “PROTECTION OF INTERESTS OF PEPPER FARMERS”.

(a)&(b): Representations have been received from traders/growers associations of pepper in the country regarding alleged import of low quality pepper into India from Vietnam through Sri Lanka. Since most of the pepper producing countries are in the Association of Southeast Asian Nations (ASEAN) region, the stakeholders have raised apprehensions of routing the pepper produced in (ASEAN) region, the stakeholders have raised apprehensions of routing the pepper produced in ASEAN countries including Vietnam, to India through Sri Lanka, by utilizing the provisions of India Sri Lanka Free Trade Agreement (ISLFTA ) and Agreement on South Asian Free Trade Area (SAFTA).

The various steps taken up by the Government to curb import of pepper to protect the interests of the Indian farmers include, inter-alia, the following:

1. The Union Government Vide Directorate General of Foreign Trade (DGFT) Notification dated 6/12/2017 fixed Rs.500/- per kg as the Minimum Import Price for black pepper.

2. Subsequently, an amendment was brought in the Minimum Import Price (MIP) notification by making import of pepper at or above Rs.500/- per kilogram free and import below Rs.500/ per kg prohibited import of pepper at or above Rs.500/- per kilogram free and import below Rs.500/ per kg prohibited vide DGFT Notification dated 21/3/2018.

3. To prevent improper import of pepper from other countries taking advantage of preferential access under the India-Sri Lanka Free Trade Agreement (ISLFTA) and Agreement on South Asian Free Trade Area (SAFTA), Sri Lankan Authorities were requested to exercise extreme care and diligence in issuing the Certificate of Origin. On our request, Sri- Lanka has introduced a new procedure to prevent misuse of Certificates of Origin for third-country black pepper shipments destined to India. While issuing such Certificates of Origins, relevant authorities in Sri Lanka are also cross verifying information on exports of pepper obtained from different sources in Sri Lanka, to ascertain the genuineness of exports. Sri Lanka has also put in place a mechanism under which access has been given to Indian authorities to examine the scanned copies of Certificates of Origin issued for black pepper exports under ISFLTA and SAFTA.

4. Sri Lanka has temporarily suspended import of spices including pepper and areca nuts through the Entreport Trade and Commercial Hub Operations to prevent these spices being re-shipped from Sri Lanka to India as Sri Lankan products.

5. Sri Lanka has also agreed to facilitate the visit of a technical team to examine the existing procedures in Sri Lanka for issuing Certificate of Origin and the new mechanism set up by Sri Lanka for verification of authenticity of certificates issued for black pepper shipments exported by Sri Lanka under ISFTA and SAFTA.

6. Instruction has been issued to authorized officers of Food Safety and Standards Authority of India (FSSAI) and field formations of Customs to be vigilant at the point of entry in the ports in order to address the possibility of entry of inferior quality pepper from various countries. (c)&(d): Government fixes Minimum Support Prices (MSPs) of 22 mandated Kharif and Rabi crops and Fair and Remunerative Prices (FRP) for Sugarcane on the basis of recommendations of Commission for Agricultural Costs and Prices (CACP), after considering the views of State Governments and Central Ministries/Departments concerned and other relevant factors. Crops considered under MSP

are major agricultural commodities which are widely grown and have large area under cultivation, are generally items of mass consumption with fairly long shelf life or/ and necessary for food security. While recommending MSPs, CACP considers a host of factors including all India weighted average cost of production of crops. Based on the latest three years actual cost estimates provided by the Directorate of Economics and Statistics under the Ministry of Agriculture and Farmers’ Welfare, which is compiled under ‘Comprehensive Scheme for studying the Costs of Cultivation of Principal Crops in India’. CACP undertakes cost projection exercise crop-wise, state-wise for the ensuing season under certain implicit assumptions by utilizing statistical techniques. These projected estimates of cost of production are considered into formulation of price policy recommendations by the CACP. Pepper is not one of the selected 25 crops that come under the Scheme.

(a) & (b) Promoting agricultural exports is a continuous process. To promote the agricultural exports, the Government has introduced a comprehensive Agriculture Export Policy with the following vision:

“Harness export potential of Indian agriculture, through suitable policy instruments, to make India a global power in agriculture, and raise farmers’ income.”

Inter-alia, the objectives of the Agriculture Export policy are as under:

(i) To diversify our export basket, destinations and boost high value and value added agricultural exports, including focus on perishables.

(ii) To promote novel, indigenous, organic, ethnic, traditional and non-traditional Agri products exports.(iii) To provide an institutional mechanism for pursuing market access, tackling barriers and dealing with

The Government has also brought out a new Central Sector Scheme – ‘Transport and Marketing Assistance for Specified Agriculture Products’ - for providing assistance for the international component of freight, to mitigate the freight disadvantage for the export of agriculture products, and marketing of agricultural products.

i) “Establishment of Main Exhibition Building (Phase II) at Trade Cum Permanent Exhibition Centre at Imphal” submitted by Manipur Industrial Development (MANIDCO), Government of Manipur-approved with total project cost of Rs. 15.86 crore and TIES share of Rs. 11.26 crore. First Instalment of Rs. 5.63 crore has also been released on 31.12.2018. As per implementation Schedule, project will take 24 months for completion.ii) “Expansion of Chennai Trade Centre” submitted by Tamil Nadu Trade Promotion Organisation – approved with total project cost of Rs. 288.16 crore and TIES share of Rs. 20.00 crore. First instalment of Rs. 10.00 crore has also been released during FY 2017-18. Project is at initial stage of implementation.iii) “Establishment of Trade Promotion Centre at Minto Hall Bhopal” by M.P State Tourism Development Corporation –approved with total project cost of Rs. 49.39 crore and TIES share of Rs. 17.67 crore. The imposition of tariffs between the US and China could provide a window of opportunity, in the short run for enhancing India’s exports to China and the US, on products in which India is relatively price competitive, and can generate exportable surpluses quickly.

The trade standoff may also affect the investment decisions of the investing companies, as the companies would try to relocate / diversify manufacturing capacities to other countries.

The exact degree of impact of US-China trade war on the Indian economy may not be discernible at this point of time.

The names of the companies operating the tea gardens as per the Baseline Survey conducted in the year 2015 by the Tea Board is given in Annexure -1. (b): At present, 11 tea gardens are closed in the country. The main reasons for closure of these gardens are attributed to poor yield of the estates, ageing bush profile and high vacancy percentage in tea area, negligible uprooting / replanting of age old tea bushes for years, poor garden management practices, falling quality and price realizations, overall lack of development perspective, high ly debt oriented falling quality and price realizations, overall lack of development perspective, high ly debt oriented funding strategy, ownership disputes etc.The details indicating state-wise closed tea estates (T.E) and number of workers affected therein are as under:

The following steps have been taken by the Government for revival of the closed tea estates in the country:

(i) The Dheklapara Tea Estate was officially liquidated by the Hon’ble Calcutta High Court. The garden was put up for e-auction by the Hon’ble Calcutta High Court (Official Liquidator) on 11 th

May, 2012, but no prospective buyer was available. The West Bengal Govt. has cancelled land lease in respect of Bundapani, Redbank, Dharanipur, Surendranagar and Madhu tea estates and taken possession of the land to find out new entrepreneur.

(ii) A committee headed by the District Magistrates in North Bengal districts regularly monitors the welfare measures and different schemes introduced by the State government in the tea gardens.

(iii) The Govt. of Kerala has constituted Plantation Workers’ Relief Fund in the districts of Thiruvananthapuram, Palakkad, Waynad and Idukki. The fund is utilized for the relief activities such as nutritious food, study materials, note books, school bags, umbrellas etc. to the children of workers in the closed gardens of the state. Medical camps are being organised and financial assistance extended for the medical treatment of deadly diseases to the labours.

(c): The Tea Board under the Tea Development & Promotion Scheme is extending financial assistance to the small growers for uprooting and replanting, rejuvenation , pruning, irrigation, assistance to Self Help Groups (SHGs), field mechanization, assistance to Farmers’ Producers Organizations (FPOs), annual award for SHGs & FPOs, setting up of new factories by FPOs, setting up mini factories, w orkshop/training, development & promotion of organic farming/organic conversion, etc.

Assistance provided by the Tea Board under the Tea Development & Promotion Scheme during the last three years and current year for the benefit of small tea growers is given in the following tab le:

District Green Leaf Price Monitoring Committee (DGLPMC) has been notified in all tea growing districts of India under the chairmanship of District Collector/Deputy Commissioner to ensure remunerative prices for green leaf to the small teas growers. The co mmittee notifies Minimum Benchmark Price (MBP) every month by taking into consideration the average sale price of made tea for the previous month for all the factories located in the district.

(d): The Tea Board was set up under section 4 of the Tea Act, 1953. The Tea Board comprises of a Chairman and 31 members appointed by the Government of India, including the representatives of the major tea growing States, representatives of the Parliament and members representi ng different sections of the tea industry. The Head office of the Tea Board is located in Kolkata, West Bengal and there are two Zonal Offices, one each at Guwahati and Coonoor. The Tea Board functions as an apex body concerned with overall development of the tea industry in India by providing necessary

assistance for research and developmental activities aimed at increasing production, productivity and quality; facilitation of trade and promotion of exports so as to ensure maximum returns to the producers including small growers; safeguarding the interests of the workers and the consumers;

Welfare needs of plantation workers, including tea, are addressed through the provisions of the Plantation Labour Act which are implemented by the tea estates under the supervision of the state governments. In addition, the Tea Board also undertakes several welfare activities which are supplemental in nature. Such activities aimed at Human Resource Development (HRD) consist of measures for improving the health and hygiene of workers; education of wards of workers; and imparting training for improvement of skills.

Funds provided under the Human Resource Development (HRD) during the last three years and the current year are given in the following table:

(e): For the overall development of the tea industry, including tea growers, the Government of India, through Tea Board is implementing the Tea Development & Promotion Scheme. Different nodal officers through Tea Board is implementing the Tea Development & Promotion Scheme. Different nodal officers of the Tea Board are responsible implementation of the different components of the Scheme. The Deputy Chairman, Tea Board periodically review s the progress of implementation of the Scheme. All the services for implementation of the various components of the scheme are provided through online e -governance mechanism and all payments are made through e-payment mode i.e. RTGS/NEFT.

(a) The total production of Natural Rubber (NR) during 2018-19 is provisionally estimated at 648000 tonnes. The production of NR during April-May 2019 is provisionally estimated at 74000 tonnes. State-wise production of NR upto 2018-19 is given in the Annexure.

(b) & (c): The Natural Rubber prices have been at relatively low levels during the past few years in domestic and international markets. However, the rubber prices started increasing during the recent weeks and the average price for the RSS4 grade in June, 2019 was 150.29 per kg. The Natural Rubber prices are determined by market forces and a range of factors which inter-alia include trends in economic growth in major consuming countries, oil/synthetic rubber prices, weather conditions and developments in future markets. The domestic NR market generally follows the trend in world market with occasional divergences due to region specific and seasonal factors. No quantitative restrictions can be imposed on the import of NR under WTO commitments. The domestic NR price is sensitive to import of NR. Therefore, to regulate NR under WTO commitments. Therefore, to regulate the import of NR, the Government has increased the duty on import of dry rubber from “20% or Rs. 30 per kg whichever is lower” to “25% or Rs. 30 per kg whichever is lower” w.e.f 30.4.2015. The Government has also reduced the period of utilization of imported dry rubber in January 2015 under advance licensing scheme from 18 months to 6 months. The Director General of Foreign Trade (DGFT) has imposed port restriction on the import of Natural Rubber by restricting the port of entry to Chennai and Nhava Sheva (Jawaharlal Nehru Port) since 20th January, 2016.

(a) As per a report of WHO, Electronic Nicotine Delivery Systems [ENDS] [also known as e-cigarettes] heat a solution to create an aerosol which frequently contains flavourants, usually dissolved into Propylene Glycol or/and Glycerin. ENDS aerosol contains nicotine, the addictive component of tobacco products. In addition to dependence, nicotine can have adverse effects on the development of the foetus during pregnancy and may contribute to cardiovascular disease. The development of the foetus during pregnancy and may contribute to cardiovascular disease. The WHO report further says that although nicotine itself is not a carcinogen, it may function as a “tumour promoter” and seems to be involved in the biology of malignant disease, as well as of neurodegeneration. Foetal and adolescent nicotine exposure may have long-term consequences for brain development, potentially leading to learning and anxiety disorders. The evidence is sufficient to warn children and adolescents, pregnant women, and women of reproductive age against ENDS use and nicotine.

Considering that Health is a state subject, Ministry of Health & Family Welfare, Government of India, has issued an Advisory on 28.8.2018 to all States/Union Territories to ensure that any Electronic Nicotine Delivery Systems [ENDS] States/Union Territories to ensure that any Electronic Nicotine Delivery Systems [ENDS] including e-Cigarettes, Heat-Not-Burn Devices, Vape, e-Sheesha, e-Nicotine Flavoured Hookah, and the like devices that enable nicotine delivery are not sold [including online sale], manufactured, distributed, traded, imported and advertised in their jurisdictions,except for the purpose and in the manner and to the extent, as may be approved under the Drugs & Cosmetics Act, 1940.

Governments of 14 States viz. Punjab, Karnataka, Mizoram, Kerala, Jammu & Kashmir, Uttar Pradesh, Bihar, Maharashtra, Tamil Nadu, Jharkhand, Himachal Pradesh, Puducherry, Rajasthan and Meghalaya have prohibited the manufacture, distribution, import and sale of Electronic Nicotine Delivery Systems (ENDS).

(a) to (e): Foreign Trade Policy of the government contains certain export promotion schemes which are primarily aimed at (i) providing customs duty exemption on import of capital goods for promotion of exports, (ii) providing customs duty exemption on raw materials, components and consumables etc. for manufacturing goods for exports and (iii) providing compensation for consumables etc. for manufacturing goods for exports and (iii) providing compensation for neutralizing the disadvantages suffered on the goods and services exported. All these schemes have inbuilt obligations/terms and conditions which are required to be complied by the persons availing such schemes. The government regularly monitors such obligations. In case of non compliance, action is taken against the defaulters. Such actions may include suspension/cancellation of the authorization, black listing the defaulter from availing any export promotion scheme, imposition of fiscal penalty, cancellation/suspension of Importer and Exporter Code number and initiating criminal proceedings. Such penal provisions are contained in the

Foreign Trade Policy/ Hand Book of Procedures, Foreign Trade (Development and Regulation) Act, 1992 and Foreign Trade (Regulation) Rules 1993. During the last three years i.e. 1st April 2016 to 31st March 2019, 1865 persons have been put under “Denied Entity List” denying further benefits under the export promotion schemes and penalties have been imposed in 1374 cases. In addition to the above, action on defaulters is also taken by the Department of Revenue. During the last three years, Department of Revenue has identified and imposed penalties in over 400 cases. Regional Authority wise details of the penalty imposed and the list of companies on which action has been taken by the Department of Revenue are enclosed.

(a) whether during 2016 when the rates of pulses rose sky high, India signed an agreement with Mozambique to double its import for the coming five years and if so, agreement with Mozambique to double its import for the coming five years and if so, the details thereof;

(c) whether signing of such an agreement with a foreign nation has totally displeased the farmers and the miller community and if so, the details thereof; and

(a) Yes, Sir. India has signed a Memorandum of Understanding (MoU) with Mozambique on

cooperation in the field of Production and Marketing of Pigeon Peas on 7th July, 2016 for a

period of five years.

(b) & (c) : The MoU was signed keeping in view the domestic prevailing prices and availability

scenario and with the objective of promoting production of pulses in Mozambique and

encourage trade of pulses between India and Mozambique. Under the MoU between India

and Mozambique, both parties have agreed to target minimum yearly quantities of imports

of pigeon peas and other pulses from Mozambique to India till 2020-21 whether through

private channels or Government to Government (G2G) sales. Government of India (GoI) is

committed to purchase pulses from Mozambique only to the extent of shortfall in targets of

imports by private traders. Till now, no imports of pulses have been made from Mozambique

on Government account under the MoU. The minimum agreed quantities of import of pulses from Mozambique under the MoU during 2016-17 to 2020-21 are as follows:-

Domestic production of pulses in the country have remained short of the domestic consumption

requirements. The gap between demand and supply of pulses in the country are met by imports.

The import targets of pulses under the MoU are very small as compared to domestic production of

pulses. The Import of pulses did not have any significant impact on domestic farmers and miller

community.

(d). In view of bumper domestic production of pulses during 2017-18 and 2018-19, and

Government of India’s commitment to ensure better prices for farmers, quantitative restrictions

have been imposed on import of some of the major pulses to protect farmers’ interest. The import

policy of Tur, Moong, and Urad was changed from ‘Free’ to ‘Restricted’ in the month of August,

2017. Peas was added in the month of April, 2018. The decision was based on the direction of the

‘Inter – Ministerial Committee to review the prices of Agricultural Commodities. ***

(b) The exports of grapes have grown during the past three years. The Government has not received any reports of grape producers and exporters having incurred heavy losses on export of grapes during the period.

(c) Does not arise in view of (b) above.

(d) to (f) Promotion of exports of agricultural products like grapes is a continuous process. The Government is seeking to export grapes to newer areas/countries by filing Market Access Requests for Grapes with a number of countries. Under the Agriculture Export Policy, Pune, Nasik and Sangli districts of Maharashtra have been identified as a cluster for export-oriented production of grapes. An incentive of 7% is available on the export of grapes under the Merchandise Exports from India Scheme (MEIS). The Agricultural & Processed Food Products Export Development Authority (APEDA), an autonomous organisation under the administrative control of Department of Commerce, has been mandated with the export promotion of grapes. APEDA has implemented GrapeNet, which is a web-based service offered to the stakeholders for facilitating testing and certification of Grapes for export from India in compliance with the standards identified by NRC Pune, on the basis of consultation with the exporters. GrapeNet collects, stores and reports – forward and backward traces and quality assurance data entered by the stakeholders within the reports – forward and backward traces and quality assurance data entered by the stakeholders within the Grapes supply chain in India. Moreover, APEDA has also been providing assistance to the Grape exporters under various components of its export promotion scheme.

(a) the objectives and salient features of the Price Stabilisation Fund (PSF) scheme for the plantation crops indicating the commodities and the facilities which are being the plantation crops indicating the commodities and the facilities which are being extended thereunder;

(c) whether the Government has established/proposes to establish any PSF for mitigating the price volatility in agricultural produces and if so, the details thereof;

(d) whether the Government has reviewed the said scheme and proposes to modify it;(e) if so, the details and present status thereof indicating the proposed changes; and (f) the time by which the modified scheme is likely to be finalised?

(a) & (b) In view of the fluctuating nature of international prices in plantation crops and the dependence of growers on the export markets, Government launched and implemented the Price Stabilization Fund (PSF) Scheme from 1st April, 2003 to 30th September, 2013 to provide financial relief to small growers of coffee, tea, rubber and tobacco having land holdings up to four hectares. This financial relief was provided when tea, rubber and tobacco having land holdings up to four hectares. This financial relief was provided when prices of these commodities fell below the price spectrum band. Every year, a uniform price spectrum band for all four commodities was announced by the High Powered Committee (HPC) constituted by the Department of Commerce with a range of + 20 % to - 20 % of moving average of the previous seven years international prices of the crops. The scheme was based on the principle of contributions from the growers and the Government depending on normal/boom/distress periods, with a provision for withdrawal by the growers during the distress period. The Price Stabilization Fund Trust (PSFT) was set up by the Department of Commerce and NABARD to implement the PSF Scheme. The grower members were required to deposit Rs. 500 (non-refundable) towards entry fee, which would form part of the PSF Corpus. If the price falls

within the band, the year would be declared as normal year and growers as well as PSFT would deposit Rs. 500 each in the PSF saving account of grower opened for the purpose of the scheme in the Nationalized banks. If the price goes above the upper band, the year would be declared as boom year and only the grower would deposit Rs. 1000 in the account and if the price falls below lower band, the year would be declared as distress year and only PSFT would deposit Rs. 1000 in the growers’ accounts. In distress year, each eligible grower was allowed to withdraw Rs.1000 from the respective account. The scheme was closed on 30/9/2013. Therefore, no fund was allocated and utilized under the scheme during the last three years.

(c) A corpus fund was set up in the year 2003 with the Government of India’s contribution of Rs. 432.88 crore and growers’ contribution of Rs. 2.67 crore (Total Rs. 435.55 crore) to implement the PSF scheme. The PSFT, set up in September, 2003 for a period of ten years was implementing the PSF scheme and operating the PSF Corpus Fund. As per the provisions of the scheme, interest earned on the Corpus was utilized for implementing the scheme, keeping the corpus fund vested in the Public Account of Government of India intact. The PSF Trust has been re-registered for a period of 10 years commencing from 11/9/2013.As per the guidelines of the PSF, interest is calculated at the end of each financial year and transferred to the Reserve Fund –PSFT.

(d) to (f) The PSF scheme was not successful. The scheme was reviewed in October, 2012 with a view to rectify the deficiencies in the scheme. As a result, a draft modified PSF Scheme was prepared and discussed in the meeting held on 4/6/2014 under the chairmanship of Expenditure Secretary. In the meeting, it was decided that the available corpus with the Price Stabilization Fund Trust may be utilized by the Department of Commerce to implement a modified insurance premium subvention scheme for insuring the growers. Accordingly, the Department of Commerce approved a pilot scheme in the name of Revenue Insurance Scheme for Plantation Crops (RISPC) to protect small growers of tea, coffee, rubber & cardamom from the twin risks of weather and prices for implementing in nine districts of seven States by the commodity boards through selected insurance companies. However, the scheme did not elicit desired response from the target groups and insurance companies. groups and insurance companies.

The Indian Institute of Plantation Management Bengaluru evaluated the scheme and recommended crop specific insurance schemes for Coffee, Tea, Cardamom and Tobacco so that the needs of each crop could be met. The commodity boards have been advised to formulate suitable schemes as recommended by the evaluation study. The finalization and approval of the modified scheme is dependent upon the submission of suitable schemes addressing the deficiencies of the earlier scheme.

(b) Review of MPEDA by the Department of Commerce is a continuous process. Department has always emphasized on thrust areas like high end value addition, establishment of Aquatic Quarantine Facility as well as Broodstock Multiplication Centre which are essential to augment the marine products exports to overseas countries. MPEDA is also directed to function as a facilitator and catalyst for private and other Government organization for the technological development related to export oriented aquaculture.
