XXIII Wet drilling, blasting method andprovision for the control air emissionsduring blasting using dust collectorsetc. shall be used.

XXV. Top soil, if any, shall be stacked withproper slope at earmarked non-mineralized site(s) only and shall beused for reclamation andrehabilitation of mined out areas.

XXVI. The inter burden and other wastegenerated shall be stacked atearmarked dump site(s) only andshould not be kept active for longperiod. The total height of the dumpsshall not exceed 30 m in the threeterraces of 10 m each and the overallslope of the dump shall bemaintained to 28 degree. The interburden dumps shall be scientificallyvegetated with suitable nativespecies to prevent erosion andsurface run off. Monitoring andmanagement of rehabilitated areasshould continue until the vegetationbecomes self-sustaining. Compliancestatus shall be submitted to theMinistry & Forests and its RegionalOffice, Lucknow on six monthly bases.

Inter burden and OB will be stackedat earmarked dump site(s). The totalheight of the dumps will be 30 m inthree terraces of 10 m each and theoverall slope of the dump will bemaintained to 28°. The inter burdendumps will be vegetated with nativespecies. Compliance status will besubmitted to the Ministry ofEnvironment & Forests and itsRegional Office on six monthly bases.

XXVII. As proposed, green belt shall bedeveloped in at lease 6.5 acres (33%), out of 16 acres area in the cementplant area and all the mined out areaexcept used for reservoir.

Green belt shall be developed in 33%of total plant within 5 years and 53%of mining lease area at the end ofmine life. Native species shall beplanted.

XXVIII. The void left unfilled in the mining areashall be converted into water body.The higher benches of excavatedvoid/mining pit shall be terraced andplantation done to stabilize the slopes.The slope of higher benches shall bemade gentler for easy accessibility bylocal people to use the water body.

XXIX. Catch drains and siltation ponds ofappropriate size shall be constructedfor the working pit, inter burden andmineral dumps to arrest flow of slit andsediment. The water so collected shallbe utilized for watering the mine area,roads, green belt development etc.The drains shall be regularly desilted,particularly after monsoon, andmaintained properly.

XXX. Garland drain of appropriate size,gradient and length shall beconstructed for both mine pit andinter burden dumps and sumpcapacity shall be designed keeping50% safety margin over and abovepeak sudden rainfall ( based on 50years data) and provide adequateretention period to allow propersettling of silt material. Sedimentationpits shall be constructed at thecorners of the garland drains anddesilted at regular intervals.

Garland drain along withsedimentation pits shall beconstructed for both mine pit andinter burden dumps.

XXXI. Regular monitoring of ground waterlevel and quality shall be carried outby establishing a network of existingwells and constructing newpizometers at suitable locations by theproject proponent in and aroundproject area in consultation withRegional Director, Central GroundWater Board. The frequency ofmonitoring shall be four times a year –pre-monsoon (April/May), monsoon(August), post-monsoon (November),and winter (January). Data thuscollected shall be sent at regularintervals to Ministry & Forests and itsRegional Office, Lucknow, CentralGround Water Board.

Regular monitoring of ground waterlevel and quality shall be carried outby establishing a network of existingwell and constructing newpiezometer. The frequency ofmonitoring will be four times a year-pre-monsoon (April / May), monsoon(August), post-monsoon (November),and winter (January). Data collectedshall be sent to MOEF and its RegionalOffice, Central Ground WaterAuthority and State Ground WaterBoard annually.

XXXV. Dimensions of the retaining wall at thetoe of inter burden dumps and interburden benches within the mine tocheck run-off and siltation shall bebased on the rain fall data.

XXXVI. As proposed, green belt shall bedeveloped in at least 50 ha (33 %) outof total 152.5 ha. In the cement plantarea and in 332.82 ha (53 %), out oftotal 624 ha. Itshall be ensured that the overall slopeof the dump does not exceed 28degree.

Mine plan shall be modified at thetime of approval for the next miningscheme to reduce the area forexternal over burden dump bysuitably increasing the height of thedumps with proper terracing. Theoverall slope of the dump will bemaintained to 28°.

XXXX The project proponent shall take allprecautionary measures during miningoperation for conservation andprotection of endangered fauna.Action plan for conservation of floraand fauna shall be prepared andimplemented in consultation with theState Forest and Wildlife Department.Necessary allocation of funds forimplementation of the conservationplan shall be made and the funds soallocated shall be included in theproject cost. Copy of action plan maybe submitted to the Ministry and itsRegional office within 3 months fromthe date issue of this letter.

There is no endangered fauna in theproject area. However local speciesshall be planted in and around theproject area.

XXXXI Rehabilitation and Resettlement Planfor the project affected populationincluding tibals as per the policy of theState Govt. shall be implemented.Compensation paid in any case shallnot be less than norms prescribedunder the National Resettlement andRehabilitation Policy, 2007

General conditionsI The project authority shall adhere to the

stipulations made by Rajasthan StatePollution Control Board (RSPCB) andState Government.

All recommendation of RajasthanState Pollution Control Board(RSPCB) and State Governmentshall be implemented.

II No further or modification of the plantshall be carried out without priorapproval of this Ministry.

Prior permission will be taken forfurther expansion.

III The gaseous and particulate matteremission from various units shall conformto the standards prescribed by theRSPCB. At no time, particulate emissionsfrom the cement plant including kiln,coal mill, and cement mill, cooler shallexceed beyond the permissible limit.Interlocking facility shall be provided inthe pollution control respective unit (s) isshut down automatically.

Emission from various units shall bewell within the standards prescribedby the RSPCB.

Interlocking shall be provided withpollution control equipments.

IV At least four ambient air qualitymonitoring stations shall be established inthe down wind direction as well aswhere maximum ground levelconcentration of SPM, SO2 and NOx areanticipated in consultation with theRSPCB. Ambient air quality includingambient noise levels shall not exceedthe standards stipulated under EPA orregularly in consultation with RSPCB anddata on ambient air quality and stackemission shall be regularly submitted tothis Ministry including its Regional Officeat Lucknow, RSCPB and CPCB once in sixmonths. The instruments used forambient air quality monitoring shall becalibrated time to time.

Domestic sewage of plant andcolony will be treated in STP andtreated water will be used forplantation.

Rain water harvesting measuressuch as construction of earthenpond inside the plant and minearea and roof top harvesting etcshall be implemented.

IX The company shall undertake eco-development measures includingcommunity welfare measures in theproject area.

XV. A Copy of clearance letter shall be sentby the proponent to concernedPanchayat, Zila Parishad / MunicipalCorporation. Urban Local Body and thelocal NGO, if any from whom suggestion/representations, if any, were receivedwhile processing the proposal. Theclearance letter shall also be put on theweb site of the company by proponent.

It shall simultaneously besent to the Regional Office of the MOEF.The respective Zonal Office of CPCB andthe SPCB. Six monthly compliance reportsshall be submitted to RegionalOffice of MOEF, the respectiveZonal Office of CPCB and theSPCB.

XVIII The environmental statement for eachfinancial year ending 31 March in forms-V as is mandated to be submitted bythe project proponent to the concernedState Pollution Control Board asprescribed under the Environmental (Protection) Rules, 1986, as amendedsubsequently, shall also be put on thewebsite of the company along with thestatus of compliance of environmentalconditions and shall also be sent to therespectively Regional Officers of theMOEF by e-mail
