ingenuity and technology is mission critical to the ongoing mission to reduce gunfire and related
violent crime in urban areas and enhance physical security solutions. This same situational
intelligence heightens the safety of first responders and soldiers.
The ShotSpotter GLS is a designatedand certifiedtechnology in accord with the Support Anti-
terrorism by Fostering Effective Technologies Act of 2002 (the SAFETY Act).
Subscription-Based Gunshot Location System

ShotSpotter Gunshot Location System
Since assisting the FBI in capturing a serial shooter in the state of Ohio who terrorized motorists
along Interstate-270 for over five months in 2003 and 2004, the ShotSpotter GLS has become the
standard gunfire reduction tool in the U.S. public safety market. The ShotSpotter GLS is the only
commercially viable gunshot location system in the US that can be deployed to cover one to
many square miles. ShotSpotter deploys and operates the largest deployments in the world.Over fifty (50) ShotSpotter sites are now deployed, or under contract throughout the United
States and abroad.
First responders and security personnel face a tremendous challenge in mounting a timely
response, if any, to incidences of gunfire, because only a fraction of the incidents are (voluntarily)
reported to 9-1-1; secondly when they are reported it is on the average 2.5 minutes after an
event has occurred; and third, of those events that are reported, only a very small fraction are
from an eye-witness. In other words, responders often do not know to respond or where to
respond. In addition, without the ability to objectively measure the rate, location and time of
gunfire events, Intelligence-led policing initiatives are severely handicapped.In contrast, a ShotSpotter GLS detects at least 80% of all detectable outdoor gunfire. Less than a
minute after an event has occurred, the system then provides timely, accurate and actionable
information that law enforcement personnel. The data is automatically captured and stored into
a database. Incident information can be used for immediate dispatch, for follow-up
investigations, by crime analysts and in CompStat reviews to identify when and where resources,
including directed patrols, should be deployed. Highly accurate alerts allow responders and
investigators to visibly respond to incidents and conduct follow-on investigations resulting in
increased presence and responsiveness that over time increases community confidence in its
police force. In infrastructure protection applications, security personnel can make rapid and
decisive force response decisions with timely and accurate alerts that are indicative of an attack.
Command staff and members of CompStat reviews also benefit from the more complete and
consistent data to monitor the success of targeted enforcement initiatives. Prosecutors benefit
from forensic data (unavailable from any other source) that strengthens prosecution cases.
Combining police follow-through and community outreach enabled by and coupled with the
capabilities of the ShotSpotter GLS can result in increased responsiveness that is recognized by
criminals recognizing a greater likelihood of being caught for discharging a firearm. As is
illustrated in Figure 1, data reveals that reporting of gunfire incidents in urban high crime areas to
9-1-1, which is based on voluntary human reporting, tends to only capture as little as twenty
percent (20%) of the actual activity. There are many reasons for this, not the least of which is
numbness to the regular occurrence of gunfire. Following through on GLS detected gunfireincidents enables officers and investigators to respond to the incident as well as conduct follow-
on investigations that display a clear in increase of presence and responsiveness that over time
instills increased community confidence in its police force, increased cooperation with
investigations, and corresponding decreases in gunfire and related violent crime.

Interfacing acoustic and video surveillance systems, such as the ShotSpotter GLS with typical
video surveillance systems, increases the value and benefits of both systems. By simply
transmitting incident location information from a GLS to a video surveillance system enables a
truly intelligent combined surveillance system. A video surveillance system possessing the
functionality below upon receipt of real-time incident location data can perform multiple
interrelated functions listed below (if the video surveillance system does not possess such
inherent functionality it either must be implemented or such functionality available from various
third-parties must be integrated):
Identify and slew cameras that could view the scene of the incident Identify cameras that could view egress routes from scene of the incident and slew them
accordingly, including activate license plate recognition
Automatically route the feeds of the cameras to one or more monitors
Automatically route the feeds of the activated cameras to a recording device, and tag or

ShotSpotter Gunshot Location System
Agencies have been very successful at solving crimes that involve shootings because the alerts
lead responders and investigators directly to the scene of the crime enabling capture of evidence
and identification of suspects and witnesses that otherwise is typically not possible. Crime
analysts successfully use the data captured by the system to identify patterns and trends and
predict probable violent crime activity; such information is used to direct patrols and thereforequell violent criminal activity.
Scope of Services
The purpose of this proposal is to provide pricing and corresponding terms and conditions for the
procurement of the ShotSpotter Gunshot Location System subscription offering including:
Reviewed alerts for gunfire
Incident types (e.g., fireworks) that do not explicitly generate alerts will be logged and
retained in the systems database, and as such will be available for reporting, analysis,and mining. In addition, the basic reports provided with the system will summarize
gunfire and fireworks activity, even if (as an example) receipt of fireworks is disabled.
Coverage area; footprint determined by customer requirement
Sensor type(s) determined by ShotSpotter or certified installer.
ShotSpotter hosted, secured, monitored and maintained infrastructure (server farm,
storage, sensor networks)
A total of five (5) Alert Console licenses per full square mile deployed are included in the
subscription price.
Allocation of Alert Console licenses among different roles (call-taker, dispatcher, or
mobile) is configurable at the discretion of the customer. Two (2) Administration Console licenses are included as a part of the overall site
subscription and do not count against the five Alert Console licenses mentioned above.
Accessible and searchable alert history for two (2) years (additional years for a fee)
One (1) kickoff and program coordination session
Customer Experience Program that consists of: best practices, recommended TTPs, end-
user documentation, and online end-user training

ShotSpotter Gunshot Location System
It is the Customers responsibility to assist ShotSpotter with securing permissions and access on
SSI approved sites for installation and ongoing maintenance. Where possible, the systems
acoustic sensors will be mounted on rooftops away from traffic. Where approved buildings are
not available, or not an option, lamp poles or other suitable mounting locations will be
considered provided they meet ShotSpotter standards. All sites require 24hour by 365 day 100to 240VAC, 50/60Hz power sources. Non-standard equipment required for system installation
may require an additional fee and if so will be quoted accordingly. Should mounting locations be
unavailable or should there be no sensor communications available at a site, SSI will work with
the customer to adjust the coverage area accordingly.
ShotSpotter will be responsible for following all local, state and federal regulations, codes, rules
and laws as it relates to the installation of the ShotSpotter GLS.
The following table lists the combined responsibilities of ShotSpotter and its customer with
respect to the acquisition, installation, training, and ongoing use of a ShotSpotter GLS:

Coverage Area(s)
Systems are deployed to provide a blanket of coverage for one or more specified areas. Each
area is bounded by a specific coverage area perimeter. The area(s) to be covered are shown in
the aerial map image below, with each coverage area perimeterdenoted by a boundary line.
The areas outlined in the images are rough estimates of the requested coverage area(s) and
are not exact because they have not been verified with actual GIS information to determine
the precise size(s) of each area (e.g., in square miles or square kilometers). Therefore, if there
is a discrepancy between the identified area(s) as defined by the square mileage listed in the
caption and the area(s) outlined in any aerial image, the size listed in the caption text shall take
precedence and be considered the true size and therefore what ShotSpotter shall maximally
deploy.
Due to the physics of acoustic propagation, coverage areas are created to be circular or
elliptical to the extent possible. The requested area to be covered (bounded by the red outline
in Figure 2) is approximately 3.0 square miles. The ultimate coverage area boundary may vary
somewhat and will be determined by a site survey and is dependent upon the environmental
conditions, availability of preferred sensor emplacement sites, and other environmental
factors. Detection and location performance too will be impacted by availability and
successfully securing permission of preferred sensor emplacements. In some cases additional
sensors sites may be necessary for areas where emplacement locations are challenging or not
achievable and in such cases, the corresponding deployment costs may require an additional
fee and if so will be quoted accordingly.
