MEMBERS PRESENT: Commissioners Pavleck, McBride, Hanson, Ecklund,AdeeMEMBERS ABSENT: None

The County Board unanimously approved the July 5th meeting agenda;approved the minutes from the June 21, 2011 Regular County Board meet-ing and the 2011 County Board of Equalization meetings; received noticeon the hire of Shelley Johnson to the County Tax Coordinator position;authorized the Administration Director to fill the vacant AccountingSpecialist position in the I.S. Unit and authorized the filling of an additionaloffice position if the hiring of the Accounting Specialist results in an internalCourthouse staff move; approved the employment separation ofCorrectional Officer Gary Loop effective July 1, 2011; authorized the Sheriffto fill the vacant full time Correctional Officer position and two vacant parttime Correctional Officer; approved payment of the Courthouse claims inthe amount of $51,715.77, approved payment of the monthly County Boardexpense claims in the amount of $9,447.07 and authorized the BoardChair’s signature to the June Vendor Payment Listing verifying its review.

2011/07-07 Motion by McBride, seconded by Adee authorizing TruStarFederal Credit Union to use the southeastern portion of the Courthouseproperty (non-memorial area) for their annual Member Appreciation Picnicon August 11, 2011 from 5 to 7 p.m. Voting yes: Pavleck, McBride, Hanson,Ecklund, Adee. Motion carried.

2011/07-08 Motion by McBride, seconded by Ecklund to amend BoardMotion 2011/06-32 in which the approval to renew the Sentence to ServeContract for 1 crew leader at the same terms as the current contractincludes an exception of a $1,692 cost increase over its two-year period.Voting yes: Pavleck, McBride, Hanson, Ecklund, Adee. Motion carried.

2011/07-09 Motion by McBride, seconded by Adee authorizing CountyBoard members’ attendance to the July 2, 2011 Oberstar Dedication at theVoyageurs National Park Headquarters. Voting yes: Pavleck, McBride,Hanson, Ecklund, Adee. Motion carried.

2011/07-10 Motion by Hanson, seconded by Ecklund to cancel the UCCSatellite Office Agreement with the Minnesota Office of the Secretary ofState due to the drop in customers and the Secretary of State’s intent to billthe county for UCC software and equipment upgrades. Voting yes: Pavleck,McBride, Hanson, Ecklund, Adee. Motion carried.

2011/07-11 Motion by Hanson, seconded by Ecklund to award low bid toKnife River Materials in the amount of $163,168.36 for paving of 3 foot widegravel shoulders on CSAH 30 west of Big Falls with award contingent uponthe State shutdown being resolved so the project can be processedthrough MnDot. Voting yes: Pavleck, McBride, Hanson, Ecklund, Adee.Motion carried.

2011/07-12 Motion by Hanson, seconded by McBride authorizing theCounty Engineer to call for bids for bituminous overlay of CSAH 31 from TH71 to approximately 4 miles east with bid results to come before the CountyBoard on August 2, 2011. Voting yes: Pavleck, McBride, Hanson, Ecklund,Adee. Motion carried.

2011/07-13 Motion by Ecklund, seconded by McBride that due to the lowbid for the CSAH 155 Project not meeting the federal DBE compliance stan-dard and due to the cost increase to the County in awarding the next low-est bid meeting federal DBE compliance standard (reference Board Motion2011/04-20 and 2011/06-37), to reject all bids submitted for SP 036-755-001(CSAH 155) and to re-bid the project with bid results to come before theCounty Board on August 2, 2011. Voting yes: Pavleck, McBride, Hanson,Ecklund, Adee. Motion carried.

000 The County Board members asked for an update on the StateShutdown to determine if the meeting this afternoon was needed. TheAdministration Director stated that things really haven’t changed from whatwas known last week when we discussed the immediate affects and needsto the County should the state shutdown. The two main issues that camefrom last week’s review is whether to continue County road constructionprojects even if MnDot was not operating and whether there was anythingin Human Services that wasn’t court ordered leaving the County providingservices without certainty of reimbursement by the state. In the courtordered services, the majority of human services programs were ordered tocontinue. In addition, AMC is submitting positions to the Special Master onbehalf of the counties to protect them in the time of State shutdown. TheAdministration Director did not feel there was a need to meet this after-noon but to keep to the plan agreed to last week that the immediateCounty plan for the shutdown is to continue operations but discontinue anynon-essential work under funding agreements (to include grants) wherereimbursement is not certain. That on July 19th if the State is still in shut-down, the County will need to review its plan for where it will continue oper-ations/services based on what is known at that time and to include a rec-ommendation from the Community Services Director on County HumanService programs. The County Engineer however, needs direction whetherto proceed with County road projects which are ready to go and the fund-ing is with the County but subject to consideration of MnDot stating not towork in their right of ways. Board members agreed to cancel the afternoonState Shutdown session.

2011/07-14 Motion by Ecklund, seconded by Hanson to authorize theCounty Engineer to proceed with road construction projects that are readyto go or are in progress in which the funding is with the county (countyfunded or projects in which 95% of CSAH dollars are with the County) andprojects limited to the list provided by the County Engineer to the CountyBoard at the June 28, 2011 State Shutdown Session. Further, the CountyEngineer is directed to perform any work that is necessary within the stateright-of-way which overlaps the county right-of-way for these authorizedcounty road projects. Voting yes: Pavleck, McBride, Hanson, Ecklund, Adee.Motion carried.

2011/07-15 Motion by Ecklund, seconded by Hanson authorizing theCounty Board Chair to sign letters of support of the satellite cell and broad-band internet technology to send to the Federal delegates and copied tothe FCC as a potential low cost option for providers to service rural areas(currently determinations are made based on tower infrastructure cost tocustomer revenue in an area) and reduce the number of towers needed inthe county. Voting yes: Pavleck, McBride, Hanson, Ecklund, Adee. Motioncarried.

Dear Tom and Ray:I’m writing for my brother, who never

reads your column. He has a 2010Toyota Prius with all the bells and whis-tles. He was told that to get the best gasmileage, he should buy low-rollingresistance tires. His dealer has neverheard of them. What are they, and howdo they increase gas mileage? — A lov-ing sister who reads you guys a LOT,Margaret

RAY: Well, we’re sure Mom alwaysliked you better anyway, Margaret.

TOM: Your brother already has low-rolling resistance tires, Margaret. Theycome standard on every Prius.

RAY: I certainly can understand thathe might not be aware of that. What Idon’t understand is why the dealer doesn’t know about it — unless he has alow-rolling attention span.

TOM: Here’s the story on low-rollingresistance tires. Everybody’s alwayslooking for ways to increase gasmileage, right? One thing that decreasesmileage is friction. As tires roll along theground, they create what? Friction!

RAY: So the thinking goes, if tirescould roll more easily, there would beless friction — or rolling resistance —slowing down the car, and the car’smileage would improve.

TOM: And lo and behold, this works!Tire manufacturers came up with newrubber compounds that allow cars to rollmore freely while still maintaining a gripon the road. They’re not designed forhigh-performance sports cars, but they

function perfectly well for most people. RAY: A person who buys a Prius is not

going to drive it at high speeds aroundhairpin turns in the rain. Prius ownersprioritize mileage over sports-car han-dling, so Toyota opted for a tire thatmaximizes what the buyers care mostabout.

TOM: Similarly, if you buy a Porsche,it’s not going to come with no stinkin’low-rolling resistance tires. Because ifyou ask the average Goldman Sachspartner why he bought his 911 Targa 4S,the answer is not going to be “For themileage.”

RAY: But low-rolling resistance tiresare available for non-hybrids now, too.And for people who don’t need extraor-dinary handling qualities from their tires,they’re a good way to boost yourmileage by a few percent.
