Project Background – Shipley’s Dam

3 • Dam built in 1981

• Seepage & Settlement Issues

• MDE deemed dam unsafe & directs County to remove

• County worked w/ JMT to complete design for Dam Removal

• Construction Contract awarded to Paydirt


Preconstruction Activities – Overhead Line Relocation on West Benfield Road

4 • Temp. Relocate OH Line around New Culvert

• Street light relocated (Pole to be removed)

• BGE, Comcast, Verizon to relocate lines

• OH lines replaced after Culvert construction

Phase 1 – Stream Diversion + Erosion & Sediment Control

• Place ESC Features

• No interruption in service

Pile Driving & Preconstruction Home Surveys

10 • Home surveys conducted by County’s contractor Seismic Surveys

• Preconstruction survey of homes and other structures – Document existing conditions

• Post-construction survey also conducted

• Need pre/post surveys to help determine if damage occurred during construction

Pile Driving for Culvert • Required due to soft subsoil • 78 Concrete Piles to be used • Daytime work only • Vibration levels will be monitored

Phase 1 Road Closure Detour Plan

• W Benfield Road closed 6+ months

• Sign posted 2 weeks before closing

• Paydirt proposing change to Precast Culvert – Could save time

• County Traffic Engineer will consider signal changes (will monitor traffic during construction)


• Install Filter Logs + Silt Fence

• Install Haul Road down to stream

• Begin removal of dam embankment

• Bear Branch channel reestablished after outlet pipe removal

Tentative Construction Schedule

16 • Oct 2018 Ph 1 Construction begins w/ Erosion & Sediment Control Utility Relocations/Road Closure

• Winter Ph 1 Culvert Installation

• Spring 2019 Ph 1 Culvert completed/Road Opened

• Summer Ph 2 Dam removal begins

• Late Fall 2019 Ph 2 Construction complete

* Paydirt will provide Construction Schedule by late Sep
