School Hydrological Information Network

A school-based program, SHINe focuses mainly on raising the school’s awareness on disaster risk reduction

(DRR) particularly hydrometeorological-related disasters by means of continuous monitoring of hydrological elements such as rainfall and at times river stage and flood levels, and also trying to understand and relate these activities to climate change. The activity is one way of supporting the Department of Education’s (DepEd) “climate change” enhanced curriculum. Simply, it is consistent with the underlying foundation that disaster awareness, mitigation and prevention begin at home and in school.

Program Objectives: · Enhance the disaster awareness of the school’s populace through its regular hydrological monitoring in

effect making them prepared; hopefully preventing loss of lives and mitigating damage to properties; · Coordinate and provide timely hydrological information to the PDRRMO, the local disaster councils at the

Municipal and Barangay levels as a support to their operational DRR activities and their local flood warning systems in their respective areas of concern;

· Develop long-term strategies at the local and provincial levels from the data and information collected from the network of observations from each SHINe school groups.

Brief on SHINe History:

The Community-based Flood Mitigation & Management Program (CBFMMP) for the Province of Bulacan was conceived by PRFFWC in 2004. School Rainfall Observation Network (SRON) was a proposed in-line activity to CBFMMP and was initialized in 2006. Later SRON was renamed to School Hydrological Observation Network (SHON) and eventually changed to School Hydrological Information Network (SHINe). The program was partially held-off due to numerous disasters that struck the province of Bulacan in 2007-2008. In the last quarter of 2008 SHINe was implemented in 3 upland situated secondary schools of Bulacan as an augmentation to the rainfall observations of the CBFFMP. The program was well accepted in these schools such that it further expanded to 6 more secondary schools.

Mid-year of 2010, OXFAM, an international NGO, recognized the activity as an innovative program and one of the good practices for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). In December 06, 2010 the first SHINe Conference was held in Hiyas Convention Center, City of Malolos, Bulacan. With more schools being selected as beneficiaries of the program so did the annual conferences continued and has now become a regular activity of SHINe for Bulacan Province. The conferences were also an avenue for various orientations to DRR activities such as Basic First Aid, Water Safety, Fire Suppression and lately this 2014 conference, a brief orientation to Child’s Rights and Basic Self-Defense.

Early part of 2013 the PGB through the PDRRMO had a tie-up program with Save the Children’s project “ENCORE” (Enhancing Community Resilience to Disasters). More schools were made part of SHINe as a result of this. SHINe was also replicated in the Municipality of Baggao, Cagayan through the DILG’s GO-FAR program in some 11 schools, and lately they (Baggao Municipality) had their own conference as well. To date a total of 26 schools, 22 secondary and 4 elementary levels only in the province of Bulacan; some just recently started in the third quarter of 2014 and participated in the 5th SHINe Conference.

Conference Venue: The 8 Waves Water Park & Hotel

The SHINe 6th Conference venue was the 8 Waves Water Park and Hotel. It is located along DRT Hi-way in Bgy. Ulingao, San Rafael, Bulacan, roughly 53 kilometers from Metro Manila or approximately an hour and a half drive from the said metropolis. More than just the usual resort, 8 Waves Water Park is also an ideal venue for relaxation, educational and industrial pursuits. Not only as a water park but it has also one of the premier hotels in the province of Bulacan. The hotel had previously been a venue for the 5th SHINe Annual Conference in 2014. The main program activity of the conference was held at the third floor of the main hotel building while part of the school dynamics were carried-out at the activity center adjacent to where the wave pool is located. 6th SHINe Conference Opening Program by PDRRMO-Bulacan: The Bulacan PDRRMO headed by its Executive Officer, Ms. Felicisima L. Mungcal, opened-up the conference by welcoming and acknowledging all the participants from various Bulacan province school beneficiaries of SHINe. Mr. Ronnell L. Santos and Ms. Reynela Mae Sahagun guided the whole conference activities as the masters of ceremony.

Welcome Remarks: Ms. Bernadette F. Tamayo, Assistant Schools Division Superintendent, Department of Education, Bulacan

Ms. Tamayo welcomed the delegates, advisers and guests to the conference. Quite amazed that the said event had already been going on for six years; It was first time for her to attend the event. In her message, she challenged the student delegates to make better in their studies, hoping that in the future they’ll be able to create or discover new things that will address the needs of the people.

Welcome Message: Dr. Germelina H. Pascual, School Division Superintendent, DepEd, CSJDM Dr. Germelina H. Pascual was also a first timer in a SHINe activity event. Her brief message to the SHINe delegates was focused on students and school’s responsibility to be part of the campaign to address the issues on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA); with a changing climate and the very erratic weather now being experienced it is important that weather-related disaster mitigating activities be observed and practiced at all times.

Special Presentation: Rodel Caccam and Kim Clarence Enriquez of Save the Children Mr. Caccam, and Mr. Enriquez, Area Coordinator and Community Mobilizer respectively, of Save the Children gave a special presentation on the updates of their on-going project “ENCORE” ((Enhancing Community Resilience to Disasters) in the province of Bulacan. Save the Children has been an active partner of the Provincial Government of Bulacan through its PDRRMO in many of the DRR and CCA activities of the various schools in the said province.

Inspirational Message by Hon. Wilhelmino M. Sy-Alvarado, Governor, Province of Bulacan The Honorable Governor Wilhelmino M. Sy-Alvarado together with Vice Governor Hon. Daniel R. Fernando both came during the SHINe school dynamics in the afternoon. It was during such moment that the governor gave his inspirational message to the SHINe delegates. His main inspirational talk focused on the assurance that the Provincial Government of Bulacan will continue to support and carry-out the objectives and initiatives of SHINe being a worthwhile project.

6th Conference SHINe School Dynamics The school dynamics for the conference was divided into two areas – indoor and outdoor activities. Indoor activities involved brain games (right and below pictures) for the secondary school level together with the usual parlor games for the elementary level. Outdoor activities focused on teambuilding combining both school team work and wits. It was unfortunate, though, that both activities were not totally finished due to time constraint. Organizers hope to continue, if ever, in the next conference to come.

SHINe 2015 Awards: The awards are for the groups that performed well in their hydrological observations, in their DRR-CCA school related activities, and have actively promoted SHINe programs not only in their school but also in their community.
