Deputy Chief Executive Officer

The Shire of Brookton is looking for an experienced finance professional who can effectively guide and deliver the Long Term Financial Planning, Finance, IT, Records and Administrative functions of Council. Located only 138km east, south-east of the Perth Metropolitan area along the Brookton Highway, we enjoy a true rural community-based lifestyle with the hustle and bustle of the city only an hour away along the picturesque Brookton Hwy. Council seeks to appoint a suitably qualified, experienced and passionate senior executive to fulfil the leadership, managerial and statutory requirements of the Deputy Chief Executive Officer at the Shire. This role provides essential professional support as part of a small management team in its corporate governance of Council.

The position is offered on a performance based contract of three to five years with an attractive remuneration package of between $120k to $135k per annum dependent upon qualifications and experience. Salary and benefits may include, but not limited to, private use of a vehicle, superannuation and membership allowance. In addition, subsidised housing and utilities is provided in a modern Shire owned residence.

GENERAL EMPLOYMENT INFORMATION

POSITION DETAILS: Position: Deputy Chief Executive Officer GENERAL CONDITIONS OF EMPLOYMENT: Instrument: Negotiated Contract Term: Contract 3 - 5 years Annual Salary: Negotiable up to $105,000 per annum Total Package: Negotiable up to $134,944 per annum. Annual Leave: Four (4) weeks paid annual leave each year. No Leave Loading Superannuation: 9.50% SGC plus a matching contribution of up to 3%.

The Council will allow salary sacrificing superannuation and any other expenses that have concessional or exempt FBT status in accordance with Council Policy.

Housing: A 3 bedroom, 2 bathroom fully air-conditioned home is provided at a subsidised rental of $75 per week (can be salary sacrificed).

Vehicle: Full private use of a shire maintained vehicle within the State of

Western Australia with a benefit value of $12,694. Conference Expenses: $3,000 per annum. Relocation Expenses: Amount negotiable. 50% refundable after six (6) months service

balance following 12 months satisfactory service on the condition that the applicant will repay 100% of that cost if the employment is terminated for any reason within the first six (6) months and 50% of the cost if you leave before twelve (12) months service.

KNOWLEDGE AND EXPERIENCE

Appropriate qualifications and/or extensive experience in Commerce, Business or

Accounting, and demonstrated ongoing professional development.

At least three (3) years’ experience in a senior management position within Local Government or as a senior executive in the commercial or public sector with a good understanding of the functions of Local Government.

Comprehensive knowledge of the Local Government Act 1995, Accounting Standards and other relevant legislation as it relates to Local Government finance and administration procedures.

Sound knowledge of Human Resource principles and practices.

Sound understanding of the Integrated Planning and Reporting (IPR) Framework and demonstrated knowledge of Asset Management principles.

Sound knowledge and hands-on experience in using and managing Information and Communication Technology (ICT) including networks and Local Government software operations.

Sound knowledge and hands-on experience with Local Government administration functions and procedures

Ability to manage work task priorities and provide mentoring and guidance to other team members.

POSITION OBJECTIVES

To provide high level management support to the Chief Executive Officer in carrying out statutory requirements and Council policy, including responsibility for oversight of the Shire’s financial management and reporting requirements, including:

Manage and develop staff to ensure compliance with legal and statutory requirements, relating to the Council’s financial and administrative services.

Contribute to management initiatives and coordinate the Workforce, Financial and Asset management planning to achieve the objectives of the Strategic Community Plan and the Corporate Business Plan.

Manage the Shire’s Information and Communication Technology (ICT).

Manage the administration of the Shire’s Records Management function.

Keep abreast of changes in management practices, government legislation/policy and philosophies and techniques that apply to finance and administration.

Provide leadership to and the development of finance, and administration staff according to both personal development and organisational requirements.

Participate in the development and review of Council’s Plans and programs in line with Council objectives, including the Strategic Community Plan and Corporate Business Plan.

Act as the Council’s Equal Employment Opportunity (EEO) Officer.

Act as the Councils Freedom of Information (FOI) Coordinator.

Act as the Council’s Public Interests Disclosure (PID) Officer.

Financial Management

Oversee preparation of all financial, statistical and information reports for presentation to Council and external bodies.

Coordinate the preparation of annual reports and other major reports as directed by the CEO.

Ensure timely and accurate delivery of key finance functions including payroll, debtors, creditors and rates.

Financial Management (Cont’d)

Manage the Shire’s financial and accounting functions in accordance with Financial Management regulations, the Local Government Act 1995 and other relevant legislation.

Coordinate the preparation of the Shire’s annual budget.

Participate in the review and updating of the Shire’s corporate business plan.

Maintain and update the Shire’s long term financial plan.

Review and link the Shire’s asset management plans and workforce plan to the Shire’s annual and long term financial plan.

Ensure that the investment of the Shire’s surplus funds is managed appropriately and in accordance with Council policy.

Ensure that adequate procedures and risk management controls are in place for all financial management functions

Ensure that any Financial Management Review and/or Audit Committee recommendations are implemented.

Information and Communication Technology

Oversee and develop the corporate software system and implement continuous improvement efficiencies

Ensure risk management procedures and contingencies are developed and implemented.

Record Keeping

Ensure all records in this positions control are managed according to the LG General Disposal Authority, Record keeping Plan and legislation.

Undertake the duties as the Council’s Freedom of Information Coordinator.
