Sheriff Ian Parkinson’s Message
As we move past the primary electionseason, we can devote all of our focus onthe next four years, and no longer theelection. I am very grateful for theindividual support that I received frommembers of SAF, in my successful re-election campaign.
Most pressing needs. The most pressingneeds at hand are; taking possession of thenew medical/ programming building,remodeling the new Mental Health Unit(MHU) and determining our future plansfor medical and mental health staffing andservice in the jail. This process began withthe hiring of our first ever Chief MedicalOfficer. First Chief Medical Officer. DoctorChristy Mulkerin was officially hired onMarch 6th of this year. Dr. Mulkerincomes to us from the Health Agency, whereshe served as Assistant Public HealthOfficer. She had been assigned to the jailseveral months before the County approvedthe new position. During that time, we hada chance to work with her and observe herwork performance. I was very impressedwith Dr. Mulkerin’s work ethic, knowledgeand care for inmates. I was so impressedwith her performance that I activelyrecruited her for the new position.Fortunately, she accepted the new role andsince being hired has hit the groundrunning. She has been actively working on preparingfor the move into the new building, andplans for the new MHU building. She hasbegun outreach to local hospitals to
establish solid working relationships andeducating them in regards to ourcapabilities at the jail. She has also beenvery involved in the evaluation of thefuture direction of health care in the jail.None of these tasks are easy and require asignificant amount of time, thought andeffort. She validates every day the decisionto select her for the position. Change in health care in the jail. Thischange in health care in the jail issignificant in many ways. This is the firsttime in the history of the Sheriff’s Officethat medical and mental health has been runby the Sheriff. In addition, the needs of theinmates have changed dramatically. Overthe next six months, jail medical andmental health will transform into a newsystem of care, never before experienced inthe County Jail. Foundation Board. The Foundation Boardhas met Dr. Mulkerin and will soon get theopportunity to view the new facility. Lastly,I would like to thank SAF for theirwillingness to take on private fundraisingfor the new Mental Health Unit. Funding for MHU. We have commitmentsfor over $300,000 and are well on our wayto be able to fund our remodel, supportedby the community.

Dear Members,
I have been honored to have been selectedChairman of the San Luis Obispo CountySheriff’s Advisory Foundation (SLOSAF)for the upcoming two years beginning July1, 2018 to June 30, 2020.
Founding Director. I am a FoundingDirector of SLOSAF, formerly Council,which was formed in year 1988 andremained as a Director for the past 30years. During this time, I also served asSLOAF’s Treasurer for 19 years. As one ofthe founders of the organization back in1988 during Sheriff Ed Williams’ first termin office, I have experienced its tremendousgrowth, both in terms of finance,membership growth, and activeinvolvement of the wonderful peopleserving as members of our Board ofDirectors. The Foundation has been activethrough three Sheriffs – Ed Williams(1987-1998), Pat Hedges (1999-2010), andIan Parkinson (2011-present), all of whomhave actively supported our group.
Outgoing Chairperson. I want to thankSylvia Dodd who has stepped down fromher second term of Chairperson of theFoundation. Sylvia served tirelessly withtremendous energy while promoting allaspects of SLOSAF. She was instrumentalin establishing our gold and silver sponsorsas well as other new activities, all whilemaintaining the traditions of theFoundation. Sylvia could be found atalmost every event sponsored by theSheriff’s office as well as SLOSAF events.On behalf of our Board of Directors,THANK YOU SYLVIA!
SLOSAF Activities: Looking forward, wehave plenty of irons in the fire to keep usbusy. Including:
Behavioral Health Unit. Continue to takethe lead in raising funds for the completionof the mental health facility in the Countyjail that will completely change themethods in which inmates are treated formental health issues including substanceabuse. Because the completion of theBehavioral Health Unit is believed to be ofsuch an immediate need, private funding ofthe remodeling costs will enable the Sheriffto be more proactive in the treatment ofinmates’ issues.
Facebook Page and Instagram Account.Continue the development andimplementation of our new social mediaactivities. Thanks to two new Boardmembers, we have created a Facebook pageand Instagram account. Chuck and VikkiHouck have done a very professional jobduring the creation of these accounts.Please “like and follow” us on Facebookand “follow” us on Instagram. Share withyour family and friends.
Website & Newsletter: Another newBoard member, Lonny Rollins, has
volunteered to take over the administrationof the Foundation’s Website and Publisherof SLOSAF’s Newsletter. Lonny has beganupdating the website to added many newfeatures and create a brand new look.Thank you to Chuck, Vikki, and Lonny.All three joined our Board this last year andhave hit the trail on the dead run.
More Exposure for SLOSAF. Throughour website, Facebook, and Instagraminvolvement, we are hoping to get moreexposure for SLOSAF as well as providecurrent and up-to-date information about itsactivities and events. We’re also hopingthe additional exposure will lead toincreasing membership.
Donated Funds for EducationalScholarships. Initiation of the managementof funds donated to SLOSAF in memory ofJudge Richard Kirkpatrick (a former Boardmember) to be used to fund educationalscholarships. We will work with MaryKirkpatrick to establish policies andprocedures under which the scholarshiprecipients will be chosen, and the awardspresented, and.
Sheriff’s Family Day. Plan for theupcoming Sheriff’s Family Day to be heldSeptember 8, 2018 once again at theMadonna Inn.

Annual FundraiserWhat a Great Fundraiser We Had ThisMay!
The Foundation was very happyto see such a great turn out. Ourmembership really stepped up and helpedout with donation items and funds to makethis year very successful.
This year we raised a total of$38,674.00. The silent auction was the bestit has ever been with a total of 67 donateditems that were sold for $5,831.00. TheLive Auction also had record breaking salesof $17,800, with a total of 10 itemsauctioned and $6500 in Live Auction cashdonations. We had a total of 126 paidguests and made $7,560 in ticket sales.Over all, this was the most successful yearfor the Foundation’s annual event.
I would like to thankMcLintocks. Their staff is superior. Norequest was too big for them to deliver.Bruce, Tunney, Jay, Sandra, Victor and allthe prep-cooks and wait staff did anamazing job as always. We cannot thankyou enough for accommodating us, wecould not have done it without you all.
I would like to thank mycommittee members for helping with set upand taking a shift during the event; KathyMartinelli, Marshall Klein, Dan Cashier,Jerry Lenthall, Lonny Rollins, Hal Griffin,Sylvia Dodd and Jim Brabeck.
I wanted to give a special thankyou to Hal Griffin. He was the “go to guy”who picked up 90% of the auction itemsthat were scattered through out the County,thank you for keeping me sane Hal!

On June 29, 2018, via e-mail vote, the SAF Board of Directors approved the launching of SAF’s Facebook & Instagram’s websitepresence. The Marketing Team's Vision is as follows for Facebook and Instagram:
A. Short Term Goals: Develop and implement a strategy to build on the positive image and name recognition of the San Luis Obispo Sheriff's Advisory
Foundation (SAF) through internet sources. Increase our membership Reach a younger audience promoting a positive image of SAF and the agencies we help. Control our SAF messaging to be fluid and consistent through Facebook, Instagram, Website, and our newsletter. Never put SAF’s non-profit status in jeopardy. Never accept anything whatsoever from anyone to manipulate a post. Such as, a
politician or a SAF contributor who is seeking to gain in popularity or compensation. Never compensate anyone in any form whatsoever toparticipate in or to sign a waiver to be in a post. Remember a post that goes up can also come down.
B. Additional opportunities available through these media avenues: Promote our events i.e. Sheriffs Family Day or Fundraisers. "Brag boards" highlighting things SAF has supported, like the drone . Announce that the SAF booth will be at an event and invite the public. Announcements, such as the press conference for the Behavioral Health Unit . Public service style announcements. As an example, safety tips. Follow the messaging structure already used in the newsletter. Such as a taped message from the Sheriff. A way to promote sponsorship with a sponsor thank you, yet cannot be a commercial for their business
C. Ideas for periodic features: "Top Cop Tuesday" work through the Sheriff's Office and the Police Chief of any agency we have helped for guidance. "Sponsor Spotlight Saturday" "Safety Tip" Such as garage doors left open or stop mail on vacation. Neighborhood Watch. Drive up and get pictures for updates on the plane Past accomplishments for SAF such as the Drone, Humvee, K9 dogs etc. Training coverage, such as Search & Rescue, K9, or the Range. Installation Dinner – Guest SpeakerWe welcome our guest speaker Dr. Joye Carter, M.D., who is the Sheriff’s
Office’s first full-time Forensic Pathologist. Dr. Carter comes to the Central Coast ofCalifornia from her previous assignment as Chief Medical Examiner of HarrisCounty, Texas, the greater Houston Area. Dr. Carter started work on Sept. 11, 2018. She will take over the operations atthe morgue and will perform all required autopsies, medical inspections and medicalrecord reviews mandated by the Sheriff-Coroner’s Office. Dr. Carter is a triple board certified physician who has specialized in the fieldof Forensic Pathology. She is a graduate of Howard University College of Medicineand Wittenberg University.
She is a veteran of the United States Air Force and is the first African-Americanto be appointed a Chief Medical Examiner in the history of the United States. She hasmore than 30 years of experience. She has worked as the Deputy Chief Medical Examiner of the Armed ForcesMedical Examiner Department, was chief M.E. of the District of Columbia andC.M.E. of Harris County in Houston.
We thank Dr. Joyce Carter for joining our community to provide the muchneeded services of a full-time Forensic Pathologist.

New DroneThe Sheriff’s Advisory Foundation raised private funds of $29,970.90
to purchase a drone for the Search & Rescue Team The Sheriff’s Advisory Foundation was very excited to provide the
funding for the newest Search & Rescue tool. The Sheriff’s Search andRescue Team, although highly trained and experienced professionals, risktheir own lives for the rescue of others. This state of the art high tech DJIMatrice 210 drone is capable of carrying the FLIR (Forward LookingRadiometer) and a 30 Power Zoom Camera. This will lead to fastersearches of vast areas and cliffs, even in darkness. This not only helps tofind injured or unconscious victims faster, it lessens the risk for Search &Rescue personnel.
Just imagine having to put on all your gear and rappel down a clifflooking inch by inch for a survivor. Then you must climb back up, moveover 10’ and beginning the process again. Other than the inherit danger tooneself, you would be exhausted by the time you found the personneeding medical treatment and rescue. Having a drone do this workenables them a safer quicker way to find a survivor. The drone also
enables the rescue workers the ability to assess the medical needs, logistics of the rescue and equipment needed before suiting up and thendescending.
Anyone living in the County of San Luis Obispo should want to contribute to the Sheriffs Advisory Foundation, Leading the Wayfor Public Safety.

BurglaryOn 06/25/2018 at approximately 6:00 pm a Deputy was dispatched to handle a residential burglary report where the victim felt that aneighbor may have been involved. The victim felt the neighbor was possibly involved due to past issues with him and the fact that theresidence was unoccupied for less than a half-hour. He pointed out the neighbor's residence to the Deputy which was approximately 1/4mile away. After the Deputy processed the scene for evidence it was determined that 2 firearms, a tablet, and misc. items were taken in theburglary. The Deputy contacted the "Resident Deputy" for that area to inquire whether he knew the name of the possible suspect. He didand provided historical information to the Deputy. The "Resident Deputy" program again proved it's value in this investigation. SheriffParkinson feels it is imperative to have Deputies in the rural areas assigned as "Resident Deputies" due to geographical challenges of ourlarge county. This case is a great example of how the program was utilized to solve a crime very fast with one phone call. The originalDeputy responded to the suspect's residence where he was able to make verbal contact with the suspect. He was holding one of thedescribed pieces of stolen property while he was inside a fenced in area with several dogs. The suspect would not exit the property. It wasdetermined due to the hour the case would be followed up by the Detective Division the following day during daylight hours. Detectiveswrote a Ramey Warrant for the subject and a Search Warrant for the suspect's property. A plan was formulated utilizing the "ResidentDeputy's " knowledge of the suspect and property. The suspect was taken into custody by the "Resident Deputy" without incident. All thestolen property was recovered during the warrant service. Daniel Donald Becker DOB: 07/06/1975, Santa Margarita was arrested for PC496 Possession of Stolen Property, PC 29800 (A)(1) Felon/Addict poss. Firearm. A misdemeanor arrest warrant out of Santa BarbaraCounty. Additional Charge of Burglary was also requested in the District Attorney Filing.

Armed RobberyOn 7/1/18 at approximately 10:30 pm, San Luis Obispo County Sheriff’s Office Dispatch received a call for service from a resident in the1800 Block of Louise Ln., Nipomo who reported they had just been robbed at knife point. The caller provided a description of suspects andthe suspect vehicle, which had just fled the scene. Less than 10 minutes later, responding Deputies spotted a vehicle matching thedescription in the area of Riverside Rd. and Division St., Nipomo. The occupants of this vehicle attempted to flee when spotted byDeputies, which resulted in the suspect vehicle getting stuck in a field. The male occupants of the vehicle ran away. One male suspect wastaken into custody immediately by Deputies. A second male suspect was taken into custody a short time later with the assistance ofSheriff’s Office K9 “D.J.” and CHP Helicopter 70. Two male suspects are in custody on felony charges of PC 211 – robbery. Personalproperty taken from the victims by the suspects was subsequently recovered. No injuries were reported by the victims. Missing PersonThe Sheriff's Office continues to investigate the disappearance of 62-year-old Nancy Woodrum of rural Paso Robles. Nancy was reportedmissing on 5-5-18 by family members after they checked her residence and were unable to locate her. She was last seen on the afternoon of5-4-18. Detectives are currently seeking information on an item that may be associated with Nancy Woodrum's disappearance. A brownleather slip on loafer type shoe, with a decorative tassel on the top, was located in the 4000 block of La Panza Road on 5-5-18. Detectivesare currently seeking information about how it ended up on La Panza Road, and would like to identify the owner of the shoe. If anyone hasinformation regarding the identify of the shoe's owner, or any other information which may lead to finding Nancy, please contact theSheriff's Office Detective Division at (805)781-4500. My wife, Vikki, and I moved to San Luis Obispo County in April 2016. Part of our decision to movehere was the research we did concerning our Sheriff, Ian Parkinson and Undersheriff, Tim Olivas aswell as their Deputies and support staff. Our community is much safer than our surrounding countiesbecause of their dedicated efforts.
I retired from a career with Mercedes-Benz and currently work for Cal-Ammo Inc. and Firing LineIndoor Shooting Ranges. Cal-Ammo only sells to licensed shooting ranges. I am also an NRA FirearmsInstructor and Range Safety Officer. I am a member of and competitively shoot with IDPA(International Defensive Pistol Association) and The Steel Challenge. I accomplished a DistinguishedGraduate level from The Front Sight Firearms Training Institute.
My wife and I are each Original Life Members of the California Highway Patrol CHP 11-99Foundation. We are contributors to the Santa Monica Land Conservancy. We also support Ride toRecovery. We were sponsors for the L.A. County Lost Hills Sheriff’s Baker to Vegas events. We helpedorganize and implement the “Make A Wish” Mercedes-Benz Golf Tournaments. My husband, Chuck, and I moved to San Luis Obispo County in April 2016 when we sold our home inWestlake Village and our horses and ranch in Agoura Hills. After moving here we met KathyMartinelli. She suggested we may be interested in the Sheriff’s Advisory Foundation. She also told usabout the Sheriff’s Citizens Academy which we attended in the fall of 2017. We feel in these currentturbulent times, law enforcement must have our support and encouragement more than ever. We arealso impressed with the professionalism and talent within the Sheriff’s Advisory Foundation. After wejoined, Sylvia Dodd took us under her wing and we have been actively involved ever since.
I am a retired Professional Hair Dresser who started my career with John Peters of Beverly Hills andthen 28 years with Allen Edward of Woodland Hills.
We help support the Santa Monica Mountain Conservancy. We are members of The San Luis ObispoLand Conservancy. We are also members of the International Footprint Association #73 and wereactively involved in their Cops and Kids Golf Tournament.

In Memory of Howard Weinberg Founding Director
The San Luis Obispo County Sheriff’s Advisory Foundation members express their sincere heartfeltcondolences to his wife, Charlotte, and all of his family members for their sad loss.
He was a Founding Director of the Foundation, formally Council, which was formed in year 1988 andremained an active Director for the past 30 years. He was very supportive of the goals and objectives of theFoundation. He always conducted himself in a kind and gentle manner with a good sense of humor. He will bemissed by all of those who knew him.
The following is his obituary as printed in The Tribune.
Howard was born in Queens, New York on July 1938, to the late Ben and Estelle Weinberg and passed away on July 18, 2018.
In 1945 the family moved to the Beverly Hills area where Howard attended and graduated from Beverly Hill High School in 1958.
He enlisted in the U.S. Army in 1960 and then transferred into the U.S. Air Force, both with honorable discharges. Howard graduated fromthe Los Angeles Police Academy in 1967 and served with the Los Angeles Police Dept. until moving to Santa Maria in 1972, where hepurchased a 50's Drive-In Restaurant and called it Howard's Drive-In. He also worked as an Officer in the Santa Maria reserve police force.Howard was a businessman and was also in real estate investments.
In 1985 he moved to Shell Beach where he met his love Charlotte Stickler; they married in 1987.
Howard was a member of the Santa Maria Elks Club, a Charter Board Member of the San Luis Obispo County Sheriffs AdvisoryFoundation and a member of Friends of Hearst Castle for six years and Board Chairman for three years. He also belonged to the SLOCountry Club, Footprint, Inc., Sea Pines Men’s Club and the San Luis Yacht Club.
Howard is survived by his wife, Charlotte; son, Ben Weinberg of Kent, WA; and daughter, Loryn Haugen of Federal Way, WA.
A memorial service was held at 1:00 pm, Friday, July 27, 2018, at Temple Beth David Synagogue in San Luis Obispo.

Zorro wascunning, like a fox, which is where he got his name. Zorro is Spanish for “fox”. Regardless of what the name Zorro’s means to you –whether it be the swashbuckling defender of the people from Mexican folklore, or the cunning and sleek animal of the wild, or the bestfriend and most loyal companion a person could ever wish for – we are certain that when you think of Zorro’s Café and Cantina you willthink of great food, excellent service and a comfortable and warm atmosphere.
