In the nearly 25 years since first opening our doors, in a two-room basement apartment on St. Paul Street, our mission … to provide quality health care for those who cannot afford commercial insurance, yet do not qualify for government assistance is one that is still relevant and vital to the Baltimore community. With the enactment of the Afford-able Care Act (ACA) in 2013, we were optimistic that everyone would receive appropriate and timely care. �roughout our careful planning for the possibilities and changes ACA would bring, we were always mindful that ACA might be the legislation that finally does away with the need for our services. We are discovering that is not the case. Shepherd's Clinic has gone through a period of rapid growth and change to ensure that we continue to meet the needs of our evolving patient population and provide the integrated medical home that best serves the needs of our patients. To accommodate patients who would transition to coverage as well as those who would remain uninsured, we developed a hybrid model that would incorporate our ongoing volunteer-driven clinic, a new MedStar Health fee-for-service clinic for insured patients and a new set of comprehensive patient support services to help patients understand health reform and enroll in cover-age. All of this is accessible within our 2800 Kirk Avenue health center. Our long-time partner in care, MedStar Union Memorial Hospital began providing services here in January 2014. Most of the MedStar clinic patients are newly-insured, former Shepherd’s Clinic patients, and many of them became insured through the expansion of Medicaid eligibility. �ose with Medicaid are doing well and enjoying not only clinical care, but also the offerings here in the Joy Wellness Center. Unfortunately, many of the patients who purchased a qualified health plan from the healthcare exchange website are not faring as well. A considerable number of the premiums and plans are not affordable, and our fiscally responsible patients often are unable to access care because they simply cannot pay their premiums, co-pays and deductibles. �is has been a year of challenges in an ever-changing healthcare landscape. �e safety net that Shepherd's Clinic provides to the low
income, working citizens of Baltimore continues to be needed. �rough the generosity of donors like you, and our dedicated and caring corps of volunteers, we are poised to offer the highest quality health care to our patients. Your commitment to our mission makes this all possible. We would also like to thank our past president, David Finney, who is now with the Peace Corps working in Africa, for his dedicated service and wish him well.

Established in honor of Dr. William Finney, the Finney Foundation supports Shepherd's Clinic. In addition to providing rent-free space to Shepherd's Clinic and Joy Wellness Center and grants to help the clinic meet budgeted expenses, the Foundation has assisted the clinic with planning for changes in response to the Affordable Care Act (ACA). Unfortunately, ACA has not provided affordable healthcare to all, and many Baltimore residents remain uninsured. Accordingly, the need for the Clinic—and the Foundation—continues. �e Directors of the Foundation thank the donors whose generosity has made it possible for the Foundation to support the work of the clinic and help it provide quality services to so many underserved members of our community.

A Unique Partnership is Born: Union Memorial Hospital & Shepherd’s Clinic. Hospital’s physicians provide volunteer specialty consultations andserve patients upon referral. Residents work at the clinic as part of their training. The hospital also provides diagnostic procedures and surgery.
The clinic is moved into 1901 St. Paul Street also owned by the Seventh Baptist Church.
