Q u e s t i o n s a n d R e s p o n s e s :

Question 1: Please confirm the anticipated date for the Notice to Proceed.

Response 1: July 27 is the tentative date for issuance of NTP. This date can be pushed back a

few weeks for convenience as well.

Question 2: Will emailed bids be accepted? If acceptable, please provide details and/or time

limitations for submitting documentation via email.

Response 2: Emailed bids will not be accepted.

Question 3: Please confirm funding for the project is by Shenandoah County and this project

does not include Davis-Bacon Wage Rates.

Response 3: Confirmed.

Question 4: Will Shenandoah County require additional permits for rock drilling and blasting on

the project site beyond the requirements of the State Fire Marshall?

Response 4: No additional permits are anticipated to be required.

Question 5: As noted at the Pre-Bid conference, the expected Award and Notice to Proceed may

be the end of July or the first of August 2020. Considering this is 150 calendar day project with

substantial completion within 180 calendar days from NTP, the placement of topsoil and

permanent seeding would occur in December and/or January. Will the County require full

stabilization prior to releasing final payment to the Contractor?

Response 5: Full stabilization will be required before full final payment is released. In order for

full stabilization to occur, the Contractor may need to revisit the site in the spring to address any

erosion and sediment control and seeding issues.

Question 6: Specification Section 0225 Earthwork, Article 3.2.A.4 and 3.2.A.6 references

subgrade “pumping” and “unsuitable materials”. How will the removal and replacement of these

“unsuitable materials” be measured and paid?

Response 6: The volume will be determined by the CONTRACTOR’s survey of pre-excavation

(existing conditions) and post-excavation (base grade) conditions, and/or other measurement

methods approved by OWNER. Additionally, payment for cell excavation shall be made at the

Contract Unit Price per cubic yard.

Question 7: Plan Sheet 7, Detail 7 indicates the existing force main is to be abandoned in place.

How is this to be accomplished (cut & cap ends, cut and grout fill pipe, etc.)

Response 7: The abandoned force main can be cut and capped at both ends.

Question 8: Plan Sheet 9 Detail 2 Mass Deficiency: Please review the following:

• Will the #57 stone for this undercut / backfill be required to be non-calcareous?

• As noted within Addendum #1 Question 5, the area of Mass Deficiency is to be included

within the price of the Clay Liner. This area is currently defined within the design

drawings. If additional undercut and stone backfill below subgrade is required by the

County and/or Engineer, how will this additional work be measured and paid?

Response 8: #57 stone used for backfill of the mass deficiency area shall have a calcium

carbonate content of less than 15%. Per Specification 01025 Measurement and Payment,

measurement of the various items of work required for placement of the compacted clay liner (or

layer), will not be made for payment and all items shown on the Drawings and /or described in

the Contract Documents shall be included in the Contract Lump Sum Price. If over excavation is

required within the Mass Deficiency area, it will be included in the Lump Sum price. As a

reminder, CONTRACTORS are provided an opportunity to dig test pits on site to verify existing

site conditions.

Question 9: Plan Sheet 9 Detail 5 Note 3 states “Contractor shall utilize existing panel rack

frame if is deemed to be in good working condition and only add roof structure. Please review

the following:

• Who shall determine if the existing panel rack frame is in “good working condition”?

• What are we to price when bidding this item, only adding the roof structure?

• How will the Contractor be paid if the existing panel rack frame is deemed to not be in

good working condition?

• Please provide dimensions of the proposed roof structure, none shown. Drawing 7 –

force main improvements – can we shut down this during the tie in or do we need to

bypass pump when we are removing the old line and tying in the new line?

Response 9: It is anticipated that the existing rack is in good condition and the Contractor is

only to price adding the roof structure. The approximate dimensions of the roof structure is 6

feet wide x 5 feet deep. Contractor should coordinate these new force main connections in such

a manner as to minimize the impact to leachate collection operations. If leachate levels indicate

the need to pump leachate from existing cell 3, measures must be taken so that this can be

accomplished without delay. Additionally, the existing force main is not required to be removed,

but should be abandoned in place. A three-inch HDPE line was previously used to pump-

around, and is still available.

Question 10: Specification Section 02932, Rain Cover, Item 3.4.A states that the rain cover

material shall be anchored along the edge of the cell as shown in the drawings. There are no

termination details for the rain cover in the drawings. Please provide rain cover termination

details for each boundary of the Phase 4 cell.

Response 10: A rain cover anchoring detail is provided. It is detail #4 on Sheet 9.

Question 11: Was the clay liner material screened on the prior phases to achieve the ½” minus

specification?

Response 11: No screening was performed for the Phase 3 clay borrow material, however

screening may be required to meet the 1/2inch minus specification, and is the responsibility of

the CONTRACTOR.

Question 12: On builder’s risk insurance – would you accept an installation floater instead. Our

current insurance has an Installation Floater with a $100,000 jobsite limit. This covers damage

to materials at the jobsite prior to installation, after installation prior to completion/or intended

use, materials while in transit, and materials stored offsite.

Response 12: An Installation Floater will not be accepted in lieu of Builders Risk Insurance.

Question 13: Clearing – I know you have a stockpile for the cleared material. Is there anything

special about how we take the trees there – do we need to cut them up some?

Response 13: Cleared materials only need to be stockpiled at the location designated by the

OWNER. No special processing is required.

Question 14: Drawings 4 & 5 both indicate two different details on the east side. Details 2/6 Tie-

in to Existing Cell (Phases 2 & 3) is pointing to the Sideslope area. Detail 4/6 Intermediate Berm

Tie-in to Phase 3 is pointing to the floor area. Is this correct two different details on the Phase 3

Tie-in? If so, is Details 2/6 Tie-in to Existing Cell (Phases 2 & 3) just for the Sideslopes and

Detail 4/6 Intermediate Berm Tie-in to Phase 3 just for the floor area.

Response 14: Sheets 4 and 5 call out the same detail along the Eastern tie-in. It is Intermediate

Anchor Berm detail #4 on Sheet 6. Detail #2 on Sheet 6, details the typical tie-in to Phases 2

and 3 where the slopes increase to the North of Phase 3 and along the Southern edge of Phase 2.

Question 15: On Detail 4/6 Intermediate Berm Tie-in to Phase 3 shows the Geocomposite

extends +/- 20’ beyond the 60 mil HDPE Textured Tie-in location. Is this correct?

Response 15: The geocomposite drainage net (GDN) should tie to existing GDN near the toe of

the existing intermediate berm on the Phase 3 side of the berm. The geomembrane liner should

tie into the existing geomembrane near the toe of the intermediate berm along the Phase 4 side

of the berm.

Question 16: On Drawings 4 & 5 is the Dash/Dot line the location for the tie-in for the 60 mil

HDPE Textured or the Phase Boundary @ Centerline on Tie-in Detail 4/6 Intermediate Berm

Tie-in to Phase 3. This will determine if the Geosynthetic materials will need to be added or

subtracted.

Response 16: The dash-dot line is the approximate location of the Phase Boundary.

Question 17: Section 15060-2.1. What is the SDR for leachate collection piping?

Response 17: Leachate collection trench piping shall be SDR-11 and the leachate force main

piping shall be SDR-17.

Question 18: Bid Item B4, Borrow Development. Please confirm this item applies to obtaining

clay onsite (but outside Phase 4 limit), and is not for import of clay from offsite.

Response 18: Confirmed.

Question 19: Detail 1/6, Note 2 – Plastic Barriers. JB-10 are a specialty barricade (FAA) with a

minimum order quantity. Would you accept the attached general use water-filled barricades?

Response 19: The attached safety barricades are acceptable. Cut-Sheets for these barriers are

included in the attachments.

Question 20: On the CQC that the contractor is responsible for – are we to have compaction

testing or is this something the owner is paying for? Is the CQC that we are responsible to

perform in accordance with specs but that the owner would have a third party testing. I

understand that we are responsible for having the liners tested.

Response 20: All CQC testing is the responsibility of the CONTRACTOR and test results shall

be submitted to the ENGINEER for review and approval.

Question 21: The Drawing page 7 of 15 for details 4 and 1 show 12oz geotextiles being used in

the leachate collection trench ways above and below the stone, however on page 206 of the spec

pages for materials subtitle A. it is calling out 8oz and then subtitle B. is calling for 10oz to be

used under the riprap areas. My questions are which spec to use 8oz 10oz or 12oz? Are there

areas that will require each of these different materials? Or is it only 12oz that will be used? If

there are other areas that will require geotextile other than the leachate collection trench ways in

which you expect to use these materials, could you please state where they are located in the

drawings? Or is it possible that there is only the geotextiles in the trench ways and that the spec

is not accurate for the 8oz vs. 12oz?

Response 21: 8 OZ geotextile shall be used in locations not otherwise specified, however it is

not anticipated that 8 OZ geotextile will be used in construction of this project. 12 OZ geotextile

shall be used in leachate collection trenches as shown on the drawings. 10 OZ geotextile shall

be used beneath rip-rap. Additionally, woven geotextile, shall be used in areas of Mass

Deficiency as stated in Specification 02272 Geotextiles, Section 2.1.D. A revised Sheet 9 is

provided for clarity.
