It was highlighted that there is the need for policies and strategies addressing issues such as:
• identifying, registering and profiling (hidden population, IDMC)
• defining limitations of assistance (definition of durable solutions)
• relation to livelihood and legal issues (securing shelter interventions)

Various documents (policies, concept notes and lessons learnt) are being drafted focusing on:
• categorizing patterns and scenarios

Guidelines and Assistance Methods for Urban Displacement
There seems to be a need to:
• initiate a review process of existing and established guidelines, strategies and handbooks
• assess whether they are providing enough information and are of relevance for addressing urban displacement
• develop guidelines and assistance methods for urban displacement, compiled in an A5 booklet (digital) referring to the existing documents
• a brief PowerPoint based training tool.

Title: Guidelines and Assistance Methods for Urban Displacement
Objective: to develop guidelines and assistance methods addressing specific challenges of assisting refugees and IDP’s in urban settings focusing on:
• identification, registration and profiling in order to; address livelihood situation, map and assist future migration intentions and support the relation to the urban population (IDMC),
• security of tenure, land and property rights,
• assistance methods and role of humanitarian organizations (IDMC),
• advocacy and mediation as well as settlement management and capacity building of authorities (IDMC)

Timeline
• May: Launching of project concept at Shelter Meeting 09a
• June: desk study of existing and established documents and coordination with UNHCR and UN-HABITAT on their policy development
• August: draft guidelines and assistance methods for urban displacement
• October: first online commenting and reviewing process
• November: further detailing the assistance methods for urban displacement and presentation at the Shelter Meeting 09b
• January: final online commenting and reviewing process
• March: final incorporating of comments and recommendations
• May: finalizing the guidelines and assistance methods and launch at Shelter Meeting 10a.
