TITLE VI COMPLAINT PROCEDURE (GENERAL REQUIREMENT)

Any person who believes she or he has been discriminated against on the basis of race, color, or national origin by the Shelby Senior Services/ShelbyGo may file a complaint by completing and submitting the agency’s Title VI Complaint Form. ShelbyGo investigates the complaint received no more than 180 days after the alleged incident. ShelbyGo will process complaints that are complete. Once the complaint is received, Shelby Senior Services/ShelbyGo will review it to deter-mine if our office has jurisdiction. The complainant will receive an acknowledgement letter informing her/him whether the complaint will be investigated by our office. Shelby Senior Services/ShelbyGo has 60 days to investigate the complaint. If more infor-mation is needed to resolve the case, ShelbyGo may contact the complainant. The complainant has 10 business days from the date of the acknowledgement letter to send requested infor-mation to the investigator assigned to the case. If the investigator is not contacted by the com-plainant or does not receive the additional information within 10 business days, ShelbyGo can administratively close the case. A case can be administratively closed also if the complainant no longer wishes to pursue his or her case. After the investigator reviews the complaint, she/he will issue one of two letters to the com-plainant: a closure letter or a letter of finding (LOF). A closure letter summarizes the allega-tions and states that there was not a Title VI violation and that the case will be closed. An LOF

summarizes the allegations and the interviews regarding the alleged incident, and explains whether any disciplinary action, additional training of the staff member, or other action will occur. If the complainant wishes to appeal the decision, she/he has 15 days after the date of the letter or the LOF to do so. A person may also file a complaint directly with the Federal Transit Administration (FTA)

October is busy here at the Horizon Center. Please come see us for activities, information and assistance. Open Enrollment for Medicare insurance is October 15 through December 7, 2017. This is a very busy and confusing time for everyone looking at insurance. There are so many insurance companies and many plans with each company. It is enough to make your head spin. Let us help you with this. Kathy McFarland, our SHIPP counselor, will help you through the maze of paperwork and information. She can help you find the most appropriate insurance plan for you according to your diagnosis and what medication you take. Each different plan covers different medications at different levels of cost. Each plan costs according to what benefits you receive. Open Enrollment is the only time that you can change your insurance plan It is good to have someone who is aware of the plans to help navigate through this maze with you. Please

Senior targeted fraud continues to rear its ugly head. I’ve been receiving information daily about scams that are happening. The next big thing that is changing and will be a prime opportunity for people to be scammed is when the government is changing how the Medicare Cards will look. Medicare Cards will no longer have your social security number on them. Medicare is concerned that scammers will start calling soon as ask for your personal information because they want to verify your information prior to sending out new Medicare Cards in April 2018-April 2019. Just remember Medicare WILL NEV-ER CALL OR ASK YOU FOR PERSONAL INFORMATION before sending out new cards. Here is information provided from IAAAA regarding the new Medicare cards:

IAAAA | September 1, 2017 To prevent fraud and identity theft, beginning next year in April, Medicare will mail its 55.3 million beneficiaries new cards on which the Social Security Number (SSN) will be replaced with a Medicare Beneficiary Identifier (MBI) of 11 letters and numbers. Con artists are opportunists and target seniors, especially in times of transition or change. Senior Medicare Patrols (SMPs) nation-wide are already receiving reports from beneficiaries of calls from scam-mers posing as government officials from Medicare, Social Security Administration, IRS, etc. They may claim they need to confirm the beneficiary’s SSN and charge a fee for the new card to expedite the service. Medicare will NOT charge for the new card, nor will they call to confirm the SSN! Beneficiaries that receive calls like this should hang up and report it to Indiana SMP. The only change to the Medicare program is the mailing of the new card beginning April 2018 and contin-uing through April 2019. Medicare benefits are not affected. Medicare recommends shredding the old card upon receipt of the new card. Medicare beneficiaries and their caregivers should continue to protect the new Medicare card information and not give out ANY personal information to strangers or unsolicited medical providers. As we say in SMP, “Guard your card!”

We will use these for prizes as well as a few wrapped surprises and “souper” cover-all gift! Oct. 26th: Disaster Planning 101. Noon Lunch Kathy’s Surprise! TBA 1:00 p.m. Ryan Hansome , Director of the Shelbyville Emergency Management will be speaking to us about how we can ready ourselves for a disaster. We may not have hurricanes…but tornadoes, floods and snow storms have plagued our community on many occasions. Ryan works closely with local and federal programs to make sure that Shelby County residents have a plan in place for securing prompt assistance in their time of need. On this day, we will start compiling a list of seniors that would like to be contacted following a natural disaster, in case they would be unable to secure help themselves. This was an idea that was brought up at the Fairland Town Council meeting in Sept. by board member, Jeremy Creech. Ryan was present at this meeting and is happy to help us get this organized with the assistance of his office.

Due to the high number of scams, Jerry Kiefer and Mary Ann Turner, Investigators with Adult Protective Services (317-392-6440), will be providing information each month toward the hope of preventing our readers from becoming the next victims of a scam. The best defense is prevention. The death of a spouse is often one of the most difficult occurrences in a person’s life. Unfortunately, it often poses the op-portunity for con artists to initiate fraudulent activity known as “Obituary Scams.” The vast majority of obituaries contain the name of the surviving spouse and adult children, as well as the deceased’s prior employer(s). A scam artist will use this information to conduct scams via a few different methods: The surviving spouse may receive a phone call shortly after the funeral and demand money for an outstanding debt; or a messenger may arrive at the home with a package in the name of the deceased requiring a substantial cash payment to be handed over--upon opening the package, however, the surviving spouse finds worthless magazines or newspapers. One of the most specific scams is perpetuated through a telephone call in which the caller has viewed the obituary and calls the surviving spouse, posing as an insurance company representative. The caller will inform his victim that the deceased had a life insurance policy through a former employer, which he saw in the obituary, and the surviving spouse is the primary beneficiary. Just to make it more believable, the caller may add that the secondary beneficiaries are their children, whose names he also knows from the obituary. The caller will then say that the policy can only be paid in full after he receives a large sum of money for “closing it out” or “transferring it” and may offer to take care of the taxes for an additional fee. The death of a loved one leaves survivors in a state of grief and at times in need of financial assistance, which can make someone especially vulnerable. Be cautious in dealing with unexpected contacts following the death of a spouse—never provide any personal or financial information over the phone regarding someone who has died and, before agreeing to any-thing, speak with someone you trust.

FAMILY CAREGIVER PROGRAMS

The first week in October is Mental Health Awareness Week. Awareness events are an additional opportunity to educate and inform those at risk for mental health problems, such as depression. In general, adults, 60 and older have good mental health. Life as we age can be stressful as the ability to live independently decreases due to changes in mobility, physical problems, and chronic pain. However, depression is not a normal part of aging and can be treated effectively.

Eighty percent of older adults have multiple health con-ditions such as diabetes, arthritis, and heart disease, increasing their risk for depression and other mental challenges. Grieving the loss of loved ones and dear friends can develop into periods of depression. Early detection and diagnosis provides optimal treatment and results.

The Center for Disease Control provides the following signs that an older adult may need additional care: Feelings of hopelessness and/or pessimism Feelings of guilt, worthlessness and/or helplessness Irritability, restlessness Loss of interest in activities or hobbies once pleasurable Fatigue and decreased energy Difficulty concentrating, remembering details and

making decisions Insomnia, early–morning wakefulness, or excessive

sleeping Overeating or appetite loss Thoughts of suicide, suicide attempts Persistent aches or pains, headaches, cramps, or

digestive problems that do not get better, even with treatment

If you or someone you love is experiencing abnormal thoughts about daily life or exhibits any of these signs, please seek help. You can contact your physician, visit an Emergency room near you, or contact the National Suicide Lifeline at 1-800-273-8255.

Community connection, social activities, and a sense of purpose are important to mental health and aging well. A positive attitude and good mental health start with basic concepts such as: Staying physically active

Getting enough sleep Eating well Social engagement Join us at any of Shelby County’s Horizon Centers. Get involved and take care of your mental health. Alzheimer’s Support Group Alzheimer’s support group meets Tuesday, October 10th at 2:00 pm at The Horizon Center in Shelbyville.

The Caregiver Café has been developed to provide sup-portive services to caregivers to relieve some of the on-going stresses associated with caregiving. Every situa-tion is as unique as the individuals involved. The staff at Shelby Senior Services looks forward to assisting you with both your needs as a caregiver and the needs of your

family. Join us on Monday, October 16, 3:00-4:00.

We are Music & Memory certified Music can transport an individual to another place and time, often unlocking fond memories from our youth or special events in our lives. Specific artists and songs are the key to Music & Memory’s success. Individual, per-sonalized playlists are created and downloaded to iPods. In addition, books, radio shows, faith-based messages, personal messages from family members, and other me-dia can also be downloaded. ShelbyGo has had some new faces on the Loop bus and it’s nice to see more people getting around town.

It’s very convenient to hop on that bus and get your errands done during the day, es-pecially with the longer hours of operation.

ShelbyGo door to door is also a convenient way to get around town. It’s slightly dif-ferent from the Loop as you need to schedule your rides by calling 317-398-0127 or 317-398-7614. We ask that you please give about a week notice when scheduling. You can call anytime to see if there is an opening. However, with notice, you have a better chance of getting the day and time you desire.

ShelbyGo is not a taxi service. We run on a schedule. The Loop is normally the only way you can get same day rides unless we have had cancelations.

The latest appointment time we can schedule is 3PM. Please keep this in mind when making your appointments. Usually the earlier in the day, the better. ShelbyGo is open from 8:00AM-4:30PM.

When you call to schedule a ride, please have all of your information. We will need the name of the place(s) you are going. Please get this information before you call ShelbyGo to pick you up. The drivers need to know exactly where to take you.

When changing your destination or time of pick-up, please let the dispatcher know you are changing, not adding, to what you have already scheduled. Try to make these changes before the day of your ride. ShelbyGo schedules what you call in, so if you do not let us know of any changes, we will take you where you originally called in. If your Dr. calls you and cancels your appointment you have to call ShelbyGo and can-cel your ride. We have no way of knowing you are not riding unless you call.

If you have someone riding with you, please let the dispatcher know when you call in so the driver knows how many people they are picking up.

Please be ready and watching for your ride. ShelbyGo will wait five (5) minutes for you. After that the driver must leave so they can pick-up their next client without be-ing late.

On the Road Again By Carol McDaniel, MA Retirement is the wonderful time of life when you have time to do those things you always imag-ined. Most retirees tell me that travel is at the top of their list.

That’s why we offer fun trips through Shelby Senior Ser-vices. The offerings for 2018 include opportunities to check off bucket list travel plans. For example, consider discovering New England! July 20-27, 2018, we will be flying to historic Providence, R.I., to begin a tour of five New England states. We visit Newport, the “Yachting Capital of the East,” and follow the coastline on Ocean Drive leading to 19th century summer “cottages,” seven of which are on the National Historic Landmarks register. Two of these homes are the Marble House built by the Vanderbilts and Rosecliff, former residence of a silver heiress. A Broadway-style show is on the itinerary here. After touring Providence and Brown University, the mo-torcoach heads to Vermont and a live summer stock thea-ter performance. In keeping with the 4 and 5-star accom-modations, we will stay at a mountain resort in Vermont. Manchester Village, Vermont, is where the Lincoln Fami-ly Home is located, and we visit that home and its lush gardens. A vintage Pullman car is housed there, also. Next are stops in Woodstock, VT, Bethel and Kennebunk-port, Maine, and Portsmouth, New Hampshire, one of the oldest cities and an important part during the revolution-ary period. Enjoy a harbor cruise during the Portsmouth visit. This tour is jam-packed with sights, history, and shopping opportunities. Activities Focuses on Shelby Senior Services’ Painting Class

Is painting something you have always wanted to try but had various fears cropping up that prevented you from taking a class? Then Shelby Senior Services has the class for you! Joyce Stewart, Shelby Senior Services Business Manager who directs the group by teaching acrylic, oil, and watercolors and Nan Wimmer, a member and a previous watercolor instruc-tor, say they have encouraged and successfully taught many people who have said those typical words, “I just can’t paint!” Jan Myer and Sharon Hanley indicate that in addition to the instructors, the artists attending help each other learn tech-niques and offer encouragement as they work on their individual paintings. Jeanne Cecil and Sharon Smith enjoy sharing ideas and say they learn something new each time they meet regardless of their painting experience. Many of these paint-ers have entered their paintings in the Shelby County Fair each year. This year they collectively earned 13 ribbons. Kathy Barker was thrilled to take home champion, people’s choice, and first premium in advanced while Becky Herring captured reserve champion in beginners. Marjorie Price took home reserve champion in advanced while member Martha Spalding has collected many ribbons throughout the years including grand champion. The group’s latest project has been painting a picnic table that was put up this summer on the circle by the fountain in conjunction with Major Health Partners. The top of the picnic table was painted to look like summer themed placemats. The table is complete with painted tableware, pic-nic basket, ants, and more for the enjoyment of those wanting to stop and eat a bite on the circle while enjoying the weath-er. All painters encourage you to come any Tuesday at 1:00 and join their painting group for fun and learning. Besides Tuesday afternoons, the painters also enjoy dropping in to paint on Thursday afternoons for a painter’s social. Drop in and join the fun!

Senior Food Pantry

The Senior Food Pantry is open on Mondays, Wednesdays and Fridays, 10 a.m. until noon on the days that the Horizon center is open in Shelbyville. The pantry specializes in low-sugar and low-sodium

items for those 60 years or older with hypertension or diabetes. We are also accepting donations of food and other items for our Pantry. Call Shelby Senior

Those with hypertension and/or diabetes, please en-sure you are carefully following doctors’ instructions

about proper diet for your particular health condition. MHP nutrition staff is available for assis-

Every Wednesday beginning June 7 through

October 4. Meet at noon in the Lobby of

MHP Medical Center for a 30 minute walk.

Bring your own water and sunscreen.

Exercise has major benefits on mental health. Going for a run, a swim or walk can do wonders not only for physical health but also for someone’s stress levels as well. Here are some ideas for you! Enjoying the fresh air What a great way to clear our minds, meditate and enjoy the day God has given us. Getting fresh air clears the lungs and wakes people up just a little bit more before they hit the road. It boosts Self-Esteem Walking with a group of people and exercising 3 times a week does build your self-confidence and significantly improves this aspect of mental health. Releases Endorphins When you exercise you are releasing chemicals called endorphins into your body. Its called a run-ners” high. This is the feeling that people enjoy after a long distance run when they suddenly stop at the end. The endor-phins improve your mood, and create a feeling of well being. Improves stress Channeling your frustrations into exercise really helps your well-being. Prevent the loss of mental function studies show people who exercise regularly can help slow the decline of cognitive function in the later years of life. The mental gymnastics helps keep the mind sharp and can preserve good mental state. Releases anxiety Again exercising is the key to take things off of your mind. Hobbies such as sewing, knitting are great exercise for mental health. The simple act of passing the thread through the needle requires coordination and dexterity. It takes mental work to follow the patterns and directions. All contribute to greater mental sharpness and help decrease the effects of dementia and Alzheimer’s! Increase Overall Happiness We must remember Endorphins make people happy! When people exercise, they release these endorphins which trigger serotonin and improve people’s mood. The largest benefit of exercise on mental health is that it improves someone’s overall level of happiness. Why not exercise regularly and take advantage of living a longer and healthier lifestyle? Ger-Fit Exercise every Monday morning @ 10:00 a.m. This is a chair exercise, strength training and muscle building class for Seniors. This class prevents falls and reduces Arthritic conditions. Please bring your water bottle and two 2 pound weights. Please contact Tracey Tucker if you are interested in participating in the class. Chair Volleyball exercise : We can establish teams and start playing twice a month. The request would be at least 6 to 8 people , it will be held at the Senior Center. Please come and enjoy the fun!! Walking Program: Every Wednesday at 1:00 pm. Every Friday at 11:30 a.m. We will meet at the Senior Center then go to Sunset Park to walk the trail, weather permitting! If it rains we will meet at the Parks Dept. to walk. I will meet with each person and get general information from you to make sure there are no restrictions per your Dr. to walk. Bring your water bottle, and wear comfortable clothing and tennis shoes! Yoga (Everyone is welcome to attend): Chair Yoga Mondays at 12:30p.m. cost is $5.00. Regular Yoga at 1:00 p.m.

cost is $5.00 Classes led by Certified instructor Jerrillee Lucas. Her classes are helpful for balance, flexibility and strength.
