The interrogatoryasked Applicants to demonstrate that "' mutually supportive[ emergency) planning and preparedness arrangements'"have been made and to "[p]rovide full documentation tosupport the response to this interrogatory." In theiranswer, Applicants said that the county emergency responseplans still were being developed.
