Sir / Madam,

As you are aware, the Ministry of HRD vide its Order F.No.27-11/2011-TS.1 dated10th October, 2014 re-constituted the Oversight Committee under the Chairmanshipof Prof. Goverdhan Mehta, Jubilant-Bhartia Chair Professor, School of Chemistry,University of Hyderabad for monitoring the implementation of the Four-Tier FlexibleCadre (Faculty) structure in the Centrally Funded lilTs, NITs and ISM - Dhanbad.

2. Following recommendations of the Oversight Committee have been approvedw.r.t. Four-Tier Flexible Faculty Cadre Structure conveyed vide this Ministry's lettersF.No.33-9/2011-TS.1I1 dated 23rd August, 2013 and 15th January, 2014, respectively:-

The detailed Recruitment Rules It is clarified that the mfnimum pay in Pay Bandspecify minimum starting pay of (PB)-3 for Assistant Professor on contract with AGPRS.15,600/- + 07 non-compounded of RS.7000/- shall be RS.15,600/- plus 07 non­initial increments for recruitment of compounded increments.Assistant Professor on contract withAGP Rs.600o/-. But it is silent on thesame subject for faculty recruited toAGP of RS.7ooo/-.

A question has been raised It is recommended that an automatic movement toregarding admissibility of AGP of AGP of Rs.gooo/- shall NOT be admissible. For theRs.gooo/- on completion of 3 years time being, Institutes will refrain from offeringby an Assistant Professor on AGP of Rs.gooo/- AGP to serving faculty or externalRs.80oo/-, without any formal candidates neither with nor without interview.selection process. It was noted thatsuch a provision exists in theGovernment Order F.f\I0.23-1/2008-TS.II dated 18th August, 2009.

Requirement of SCI journals The RRs specify that only publications in SCIjournalswill be considered in selection of faculty. But somefields, e.g. humanities are not adequately coveredby the Science Citation Index, thus putting thosefaculties in difficulty.

Also no qualification or performancesta~dards have been specified forAGP Rs.gooo/- in the RecruitmentRules.

Requirement of 3 or 4 years of The Recruitment Rules, in two different contexts,service as Associate Professor to be require 4 years' and 3 years' service respectively at

It was clarified that the Web of Science, a ThomsonReuters pu blication consists of SCI, SSCI (SocialScience Citation Index) and more specialised subjectdata bases. For widening the scope and coverage ofjournals, it is recommended that journals coveredunder any of the two major citation indexes: Web ofScience [SCI, SSCI and other] and Scopus [withJOURNALS Of\ILY option] will be accepted.Scholastic work in most relevant fields will becovered under this provision. In addition, the database of Google Scholar also covers many journalsand non-journal publications. It was, however,noted that Google Scholar is a general purposesearch engine and covers all publications Iirrespective of their quality. Citation of an article inGoogle Scholar is not recommended to be adequatecriterion for consideration for the purpose offaculty selection.

4. The NITs are advised to place the recommendations of the OversightCommittee (as indicated in para 2 above) before the Board of Governors for adoptionand ensure strict adherence of the instructions.

5. This issues with the approval of the Chairperson of the Council of NITs inaccordance with the provisions under Section 32 (2) (b) of the National Institutes ofTechnology, Science Education and Research (~IITSER)Act, 2007·
