Acquisition, Technology and Logistics

• Is IGI&S primarily an engineering tool?

• Is IGI&S primarily a planning tool?

• Joint Land Use Studies (JLUS)– What sources used?– Where does data go?– Are all key players consulted?– Are relationships sustained?

• Compatible Use Buffer Program

• Master Planning & BRAC projects

Thinking Strategically

• Why start with a Vision?– The community needs to know what success

looks like

• How do you use your Vision?– Translate the Vision into goals & outcomes– Establish Milestones Leading to Goal

Achievement– Establish Roles, Responsibilities, Tasks for

Team Members– Measure Performance– Use Performance and Outcomes to Realign

Vision

• Is there a master plan?– Enterprise maturity models are useful

Steps to Leading Change – Self Assessment

1) Establish a Sense of Urgency

2) Form a Powerful Guiding Coalition

3) Create a Vision

4) Communicate the Vision

5) Empower Others to Act

6) Plan for and Create Short-Term Wins

7) Consolidate Improvements, Produce Even More Change

8) Institutionalize New Approaches

Urgency for standards is high

I&E IRB and DISDI Group are functional, evolving

DISDI Vision remains valid

A 2009 Vision Statement for the Defense Installation SpatialA 2009 Vision Statement for the Defense Installation SpatialData Infrastructure (DISDI)Data Infrastructure (DISDI)

“To provide authoritative, cost-effective defense installation geospatial information and services for fact-based decision making

across the DoD spectrum of operations.”

“The DISDI comprises a federated mission capability of the people, policies, and practices necessary to acquire, steward, and shareinstallation, environmental, and range geospatial data assets for

defense, federal, and national goals.”

Installation Geospatial Information and Services Installation Geospatial Information and Services (IGI&S) Guidance(IGI&S) Guidance

• What the Guidance Does– Defines certain key terms– Clarifies how strategies and standards will be coordinated– Sets goals, requires Component-level plans– Establishes SDSFIE and DISDI Geospatial Metadata Profile

(DGMP) as enterprise standards

• Defines the IGI&S Capability– Geospatial Information & Services (GI&S) tailored specifically to

defense business requirements, systems, and processes– Complimentary to, but different from GEOINT

• Defines “geospatial feature” according to the Business Enterprise Architecture (BEA)

• Signed by DUSD(I&E) 14 Apr 09

Burning QuestionsBurning Questions

• Authoritative Data, Authoritative Sources– Is the data content managed by a subject matter expert in that

business area? (i.e. GIS analysts are not the sole or best steward for all spatial data)

– Is the (geospatial) geometry accurate and in harmony with foundation geodata? (How to validate/QC)

– Are you using SDSFIE or other federal consensus standards?– Are you ALWAYS making metadata?

• Are you turning “project data” into enterprise data?

• What emerging or future missions could benefit from GIS?– Joint Basing– UAV airspace management– White Space awareness, management– New generation of energy infrastructure

My PerspectiveMy Perspective

• NGA does not want to get into our business, but we must coordinate (standards, systems, etc.)

• The IGI&S Programs are the authoritative sourcefor DoD installation GIS data

• SDSFIE and DGMP are my top priorities – without standards, we have nothing…

• Data handling & security is more critical than ever– I am drafting guidance for DISDI Group review– Real Property and critical infrastructure classification

guidance will be a big influence– Common Sense: If I didn’t create it, I don’t share it

without permission

• Two of my mantras: Best Practices and business-driven requirements

• The DISDI Group is Working – I love consensus!
