Moody’s revises Malaysian banks outlook to stable from negativeAccording to Moody’s Investors Service, Malaysia’s

banking system outlook can be revised to stable from negative to reflect an improving operating environment.

Banks’ prudent underwriting, together with strong capital and liquidity, will shield banks from any incremental financial stress caused by the Covid-19 pandemic. Operating conditions will improve as Malaysia’s real gross domestic product will expand 6.2% this year after contracting 5.6% in 2020, supported by the government’s fiscal spending and a recovery in global demand that will provide a boost to the country’s net exports. Banks’ asset quality will remain stable despite the increase in non-performing loans (NPLs) when forbearance and support measures for borrowers come to an end, on the back of proactive increases in loan-loss provisioning in 2020 which will enable banks to absorb anticipated new loan losses. Malaysian banks’ capital will continue to be strong with stable profitability, conservative loan growth targets and prudent dividend policies that enable banks to maintain their capital ratios at current high levels. The banking system’s Common Equity Tier 1 ratio stood at 14.8 at the end of 2020, a sufficient buffer against unexpected risks. Banks’ profitability will recover but not to pre-pandemic levels. Credit costs will decline because banks already sufficiently boosted provisions in 2020. Net interest margins will increase gradually as ample liquidity allows banks to re-price term deposits at lower rates while unwinding modification losses that they incurred in 2020. In terms of funding and liquidity, it will remain sound. Banks are largely deposit-funded and not reliant on market-sensitive borrowings for funding. Deposit growth will keep pace with loan growth. Banks will continue to hold sufficient liquidity against any unexpected shock, with the liquidity coverage ratio for the banking system at 148% as of the end of 2020, well above the regulatory minimum. The probability of government support remains high as the Malaysian government has a history of providing support to failing banks when needed while unlikely to adopt a bail-in regime in the next 12 to 18 months. Malaysia CPI increases 0.1% in February, year on year According to Chief Statistician of Malaysia Datuk Sri Mohd Uzir Mahidin, the Consumer Price Index recorded a slight increase of 0.1% in February 2021 to 122.5 as against 122.4 in the same month of the preceding year, driven by the index of miscellaneous goods & services (1.6%); food & non-alcoholic beverages (1.4%); alcohol beverages & tobacco (0.7%); health (0.7%); furnishings, household equipment & routine household maintenance (0.3%); recreation services & culture (0.1%) and education (0.1%) which contributed 50.7% to overall weight. Out of 552 items covered in CPI, 326 items showed an increase in February 2021. On the contrary, 147 items declined, while 79 items were unchanged. 201 items, 79 items decreased, and 16 items were unchanged as compared to services, semi-durable goods and durable goods. Transport decreased by 2% to 111.6 as compared to 113.9 in the corresponding month of the preceding year. This group contributes 14.6% of CPI weight. Similarly, housing, water, electricity, gas & other fuels declined by 0.8%, followed by clothing & footwear (-0.4%) and restaurants & hotels (-0.3%). On a monthly basis, CPI increased by 0.3% as compared to January 2021. The increase was attributed by transport (2.3%); housing, water, electricity, gas & other fuels (0.2%) and furnishings, household equipment & routine household maintenance (0.2%). The CPI without fuel increased 0.4% in February 2021 to 113.6 as compared to 113.1 in the same month of the preceding year. CPI without fuel covers all goods and services except unleaded petrol RON95, RON97 and diesel. The average price of RON95 in February 2021 decreased to RM1.96 per litre as compared to RM2.07 in February 2020. In addition, the average price of RON97 decreased to RM2.26 per litre as compared to RM2.37 in the corresponding month of the preceding year, while the average price of diesel remained unchanged at RM2.13 as compared to February 2020. Seven states namely Terengganu (0.8%), Kelantan (0.7%), Selangor & Wilayah Persekutuan Putrajaya (0.4%), Wilayah Persekutuan Kuala Lumpur (0.2%), Pulau Pinang (0.2%), Perak (0.2%) and Pahang (0.2%) surpassed the national CPI rate of 0.1% in February 2021 as compared to February 2020. All states except Sabah and Wilayah Persekutuan Labuan registered an increase in the index of food & non-alcoholic beverages. The highest increase was recorded by Selangor and Wilayah Persekutuan Putrajaya and Terengganu at 2.1%. This was followed by Kelantan (2%), Pahang (1.6%) and Perak (1.5%). Eye On The Markets This week, on Thursday (25Mar), the Ringgit was 4.1435 against the USD from 4.1120 on Monday (22Mar). Meanwhile, the Ringgit was 3.0766 to the Sing Dollar on Thursday (25Mar). On Monday (22Mar), the FBM KLCI opened at 1628.47. As at Friday (26Mar) 10:00am, the FBM KLCI was down for the week at 1595.68. Over in US, the overnight Dow Jones Industrial Average closed up 199.42 points (+0.62%) to 32,619.48 whilst the NASDAQ gained 15.79 points (+0.12%) to 12,977.68.

Markets

Those were the exact words of the Fed chair, Jerome Powell, while acknowledging at the same time that recovery is “far from complete” mainly in reference to the relatively high unemployment rate. Emerging market currencies were largely unscathed from a plunge in the Turkish Lira following President Erdogan’s move to sack the central bank governor after a sharp hike in interest rates, while inflation is slowly and surely returning to both Malaysia and Singapore. Markets were also spooked by resurgence of the Covid-19 spread, especially in Europe with Germany and Italy planning for Easter lockdown or closure while Paris and some other northern parts are expected to go for a month long lockdown. Fears of economic momentum being snapped by rising Covid-19 cases also saw market taking some bets off the bond and commodities market as both treasury yields and crude oil price dropped from recent peak levels. In related news, the IMF now plans to create US$650bil in additional reserves to support developing economies to cope with the Covid-19 pandemic. Locally, the first glimpse on the size of the EPF’s I-Sinar programme was revealed as some 5.94mil members’ applications to withdraw RM52.48bil was approved as at March 14. Rating action this week saw Moody’s Investors Service turning more upbeat with a revised outlook on Malaysian banks to stable from negative previously, on the back of improving operating environment.

Economy

The International Monetary Fund (IMF) sees a stronger global economic recovery ahead but at the same time warned that significant risk remained, mainly due to potential new covid-19 mutations. In US economic news, the cold weather snapped home sales as February numbers fell 6.6% to a six month low. Existing home sales too collapsed for the same reason with a drop of 18.2% m-o-m, more than the 5.7% expected drop by the market. Out of Europe, the IHS Markit flash Eurozone PMI Composite Output Index for the month of March came in 52.5 as the flash Eurozone Manufacturing PMI hit a new record high at 62.4. Across the causeway, Singapore reported headline inflation of 0.7% y-o-y while Malaysia’s consumer price index too reverted back to positive territory as February inflation rate rose by 0.1% y-o-y. Thailand meanwhile cut its GDP forecast for this year to 3% from 3.2% previously, reflecting the impact from slower pace of revival of the tourism industry. In other local news, Malaysia’s international reserves rose by a modest 0.2% to reach US$109.2bil as at 15 March 2021.

Corporate

Boustead Holdings sold their cruise terminal to a joint-venture equally owned by Westports Holdings and Northport (Malaysia) for RM230mil, a subsidiary of MMC Corporation (MMC). In another deal involving MMC, the company is acquiring a 50% stake in a property developer, Retro Holdings Sdn. Bhd. for RM250mil from Tradewinds Corporation,

which is a related party transaction. Still on property related party transaction, Ekovest called off its plan to acquire 96.28 acres of landbank from Iskandar Waterfront Holdings costing some RM1.11bil. Several large contract awards were dished out this week with Techfast leading the way with a RM540mil contract to supply marine gas oil products. WCT won a RM440mil contract to build an extension and upgrading for the Kota Bahru airport, while Uzma obtained RM180mil contract to supply equipment and services to Petronas Carigali over a 3-year period. Berjaya Corp again made headlines as its newly minted Group CEO, Abdul Jalil Rasheed acquired 70mil shares costing RM19.6mil from the executive chairman, Tan Sri Vincent Tan.

Equity

In terms of equity market’s performance, most markets lost ground for the period up to 25th March with losses ranging between 0.4% to 5.1%, while selected markets that were firmer saw gains of between 0.1% and 0.7%. The KLCI closed 1.9% lower during this period. Local retail investors remained largest net buyers in the equity market for the period between 18th March to 24th March with net buying interest of RM354.3mil while local institutions were net buyers but just at a modest amount of RM1.5mil. Year-to-date, local retail net buying interest is now at RM4.93bil while local institutions and foreigners are net sellers totalling RM3.42bil and RM1.51bil respectively.

False trading & market rigging, market manipulation, insider trading, disseminating of misleading information,

and the use of manipulative and deceptive devices in trading are the types of market misconducts that are prohibited by regulators. The act/conduct of a person that is deemed to have created a false or misleading appearance with respect of: - i. active trading in any securities on stock

market;ii. the market; oriii. price of any securities

is an offence under Section 175 (1) of Capital Markets and Services Act 2007 (CMSA). A person who contravenes section 175 commits an offence and shall be punished on conviction to imprisonment for a term not exceeding ten years and to a fine of not less than RM1 million. Below are some of the situations that could be deemed to have created a false or misleading appearance with respect to the trading of securities, the market and the prices of securities: 1. Transaction with no change in

beneficial ownership

This involves a situation where a person carries out, either directly or indirectly, any transaction of sale/purchase of securities which does not involve a change in beneficial ownership. The operators may create the appearance of genuine trades between willing buyers and sellers when this is not the case. This can be done by placing matching orders of buys and sells for the same securities and in the same quantities, where the ultimate owner of the securities remains the same, e.g., transactions are executed among a few trading accounts which are under the control of the same people. For example, a person can sell a certain number of shares, and use the trading account of his/her employees, family, and friends to buy back those shares.

2. Matched sales

The second situation is where a person offers to sell/buy securities at a specified price and at the same time that person also made an offer to purchase/sell the same number of securities at a price that is substantially the same as the sale price. This technique is known as matched sales. By making matched sales, the manipulator attempts to ensure the share price is kept at certain level by virtue of the transactions which he makes or is involved in. In certain cases, matched sales are conducted when the manipulator has large blocks of shares which are pledged to financiers and any drop in share price may result in margin calls. Matched sales are identical to wash sales – a practice in which a manipulator opens a few trading accounts, and trades back and forth between these accounts, being both seller and buyer to create the impression of genuine trading activity. However, matched sales are often regarded as pre-arranged trades which usually take place off-market, while wash sales are more likely to be trades executed through the stock exchange trading system. 3. Marking the close

Another way that manipulative activity can occur is by entering a quote or effecting a purchase/sale at/or near the close of trading session to artificially affect the closing price of securities. For instance, entering quotes that are substantially lower in price than what others are bidding near the close of the market may exert downward pressure on the price of the securities involved and this creates the false impression that the price is weakening.

4. Successive purchases, sales, quotations

Another manipulative technique in trading is by effecting successive transactions or quotations in securities at either higher or

lower price levels to artificially move the price. This then can induce significant decisions based on the security’s artificially high or low price. The abovementioned modus operandi is by no means exhaustive. There are many more ways to create a false or misleading appearance of active trading, market or price of a security. There are a few reasons why a manipulator would want to create a false and misleading appearance of the trading activities and price of securities.

One of the most common reasons is relating to the holder of a substantial block of shares who may have pledged these shares to financial institutions to obtain funding. When the value of these shares falls, the institution which provided the loan would make margin calls or force-sell the sales if the margin calls are not met. Thus, artificially maintaining the price of the securities would prevent such margin calls from being made. However, when one is unable to ‘support’ the price through such manipulative activity, a plunge is share price will ensue. Consequently, this will affect genuine investors who have no inkling that the share price is being kept artificially at a certain level in the past. In addition, a sudden sharp rise in price and volume without valid reasons may be indicative of market manipulation. Since the beginning of the year, a total of 17 PLCs have received the Unusual Market Activity (UMA) query issued by Bursa Malaysia due to the sharp rise in price and volumes. Investors are advised to trade carefully in these stocks especially if the company announces that they are not aware of any reasons for the share price/volume increases. Boustead Plantation Berhad

The Board of Directors of Boustead Plantation Berhad (BPLANT) is pleased to announce for the current quarter, the unaudited profit before tax of RM49.7 million exceeded the immediately preceding quarter’s profit of RM27.5 million. Revenue for the current quarter of RM227.6 million increased by RM21.9 million from the revenue of the immediately preceding quarter of RM205.7 million. The better performance was driven by the higher selling prices. Average CPO price was RM3,324 per MT, an increase of RM552 compared to the third quarter price of RM2,772 per MT. However, FFB production of 247,693 MT was lower than the third quarter of 273,625 MT.

Gamuda Berhad

Gamuda Berhad (GAMUDA) has on 1 July 2020 announced that its 60% owned subsidiary, SRS Consortium Sdn Bhd has executed the Master Agreement with the State Government of Penang in respect of the appointment of the PDP to manage and deliver the Penang transport master plan. Under the Master Agreement, the PDP’s responsibility is to manage the delivery of the Project within budget and time for PSG as the Project owner. Following months of negotiation, the PSG and SRS have come to an agreement whereby SRS will undertake the development of Island A through the deployment of private sector capital without any recourse to PSG. The Company now wishes to announce that the PSG has on 25 March 2021 accepted the terms of the Project Development of Island A as contained in SRS’s proposal. SRS has on the even date acknowledged the PSG’s acceptance of the Proposal.
