Volume 30, Number 3 SEPTEMBER 2015 Share: Tweet 0 Lightning and FRP tanks This past June in Fairfield, Ohio, an underground diesel fuel storage tank made of fiber reinforced plastic exploded when it was struck by lightning. There were no injuries, but the explosion left a crater 40 feet in diameter and the other tanks are believed to have been compromised. Investigation of the Fairfield, Ohio, incident continues. There have been several recent incidents involving explosion of diesel FRP USTs caused by lightning. The Nebraska Fire Marshal reported on a lightning induced explosion of an underground diesel fuel storage tank in September 2011. The State of Michigan investigated a similar explosion at a gas station in Jackson, Michigan. See the December 2011 issue of Tank Talk for more on these incidents. The Arizona Department of Environmental Quality presented results of its UST Leak Autopsy Study (200814) at the National Tank Conference in September. Of the 231 tank system releases in the agency's database for that time period, 107 were from tanks. Of the 107 tank releases, 66% were tanks made of fiberglass reinforced plastic and 29% were made of steel, including composite tanks. See AZDEQ's Leak Autopsy Study here... Replace or rehab? Readers respondIn the June issue of Tank Talk, we asked readers torespond to a brief survey about the factorsdetermining whether a tank should be replaced orrehabbed.

The survey was in response to an article by Carol R. Eighmey, executive director of the MissouriPetroleum Storage Tank Insurance Fund, in which

she concludes that "tank age is only, one and probably not the most important, factor in assessing risk of leaks."

It's apparent from the survey results that Tank Talk readers agree, depending onthe risk factor. For example, for "Release of stored product to the environmenthas occurred", 88% of respondents said it has a significant impact on thedecision to replace a tank.

California: No more single­wall USTs; FRP compatibilityA California bill passed in September 2014 made changes to the undergroundstorage tank program regarding design and construction of USTs.

On July 24, 2015, the California State Water Resources Control Board publishedLocal Guidance­171: Permanent closure of underground storage tanks that do notmeet Health and Safety Code, Chapter 6.7, Section 25291, Subdivisions (a)(1)­(6).

"While tanks with steel primary containment are ableto accommodate the reformulation of gasoline withethanol, fiber reinforced plastic (FRP) tanks that

previously were not approved for storing alcohol or alcohol mixtures are nowstoring gasoline with ethanol...only FRP tanks with a UL 1316 listing/approvalthat explicitly includes a ratng for alchol or alcohol mixtures are acceptable tostore gasoline with ethanol."

The memo includes a chart "Ethanol Compatibility Timeline for Fiber ReinforcedPlastic USTs."

CUERO TX, JUNE 18 2015LIGHTNING STRIKES BATTERY TANK, SURGES GENERATORLightning struck a battery tank Tuesday in Thomaston, blowing the tank up andsurging a nearby transformer, according to Cuero Fire Department. The batterytank off of Hotz Road exploded, but there were no hazardous materials in it, saidFire Marshal Buddy Harwell. The lightning surged a transformer in the area andelectrical crews from Victoria were sent to fix the issue. Harwell said it is typicalfor lightning to strike battery tanks which are used in oil collection and storage.

Biodiesel, renewable sources at all­time highAccording to a recent item in Biodiesel Bulletin, July 1, 2015, "Renewable energyconsumption is the highest it has been since the 1930's."

ASTM's D6751, Specification for Biodiesel Fuel Blend Stock (B100) for MiddleDistillate Fuels, published in 2001, "ensures that biodiesel works correctly whenblended with conventional distillate fuel oils like diesel fuel and heating oil,"according to an article in the May/June 2015 issue of ASTM StandardizationNews.

ASTM Committee D02 has made revisions to the standard as the biodieselindustry has grown and "The improvements to D6751 and growth of the industry

have also resulted in major revisions toASTM standards for home heating oilsand jet fuels." The article gives theexample of a new B6­B20 grade in thehome heating specification (B396), basedon the use of D6751 biodiesel.

Another revision is that the maximumamount of biodiesel allowed in the D1655jet fuel standard was raised from 5 to 50ppm, with another increase to 100 ppmcoming in the next two years. "Theincrease gives pipeline companies theflexibility to consider transportingbiodiesel blends in pipelines that alsocarry jet fuel, while maintaining its quality."

AWWA seeks comments on water tank standardAWWA announced a 30­day public comment period beginning August 21, onproposed standard ANSI/AWWA D107­16, Composite Elevated Tanks for WaterStorage.

This standard describes the design, construction, inspection, and testing ofcomposite elevated tanks that use a welded steel tank for watertight containmentand a single pedestal concrete support structure.
