PRE-DRILL WATER SAMPLING WORKSHOPSponsored by Benchmark Analytics, Inc.

This workshop looks at the various elements needed to properly collect, document and report field and analytical data on water supply sources that are sampled as part of an oil and gas operator’s well readiness program. The platform for this course is the Sampling and Analysis Plan (SAP) guidance document that augments the MSC Recommended Practice for Pre-drill Water Supply Surveys. This training workshop will provide valuable information on proper sampling and reporting techniques for pre-drill samples and help standardize collection procedures among different companies. Instructors for the workshop have extensive experience in all aspects of water sampling and reporting.

Fiona Adamsky is the General Manager for Benchmark Analytics, Inc., a NELAC-accredited network of environmental laboratories. She is the lead technical director for the Center Valley laboratory and also has responsibilities for laboratory operations and network marketing/sales. Prior to joining Benchmark, Ms. Adamsky managed environmental laboratory operations for Keystone Cement Company, a division of Giant Cement, where she developed an expertise in water and waste testing and management. She holds a Bachelor of Science degree in forensic chemistry from Ohio University and has 19 years of experience in the environmental testing industry.

John Smelko (Moderator)Manager, Environmental & Regulatory Compliance, Cabot Oil & Gas

John J. Smelko has been serving as the North Region Environmental and Regulatory Compliance Manager for Cabot Oil & Gas Corporation since February of 2010. He has more than 25 years of professional experience in the environmental field, spending much of that time in environmental consulting. Mr. Smelko has served both the public and private sectors and various industries, including oil and gas and petrochemical. He has worked as a chemist in analytical and treatability laboratories, performed work as a field and project chemist, worked as a sampling and remediation technician and performed oversight and leadership roles in the areas of EH&S and demolition. Mr. Smelko graduated from the University of Pittsburgh.

Debby Yost (Moderator)Senior Specialist – Environmental, Chesapeake Energy

Debby Yost is a Senior Environmental Specialist with Chesapeake Energy, working at its Oklahoma City headquarters. As Chairperson of the MSC Environmental Stewardship Subcommittee, Ms. Yost has worked for the past five years on regulatory affairs and compliance issues for the oil sector, as well as exploration and production segments. She has 18 years of experience in environmental consulting, and 13 years of experience as Laboratory Manager in the Cooperative Extension Service and in a university research laboratory. Ms. Yost has a bachelor’s degree in microbiology and a master’s degree in agronomy from Oklahoma State University.

Kelly CarperEnvironmental Scientist, Tetra Tech

Kelly Carper, an Environmental Scientist with Tetra Tech, has more than 20 years of experience in the discipline, including working in a research laboratory. She is an experienced data validator, project chemist, project planner, and project manager. Ms. Carper has also written numerous quality assurance and sampling and analysis plans and currently manages pre-drill water sampling projects.

Johnny MitchellDirector, Oil and Gas Programs, TestAmerica Laboratories

Johnny Mitchell serves as one of the national program managers for TestAmerica, where he maintains an active presence in both regulatory and industry groups. Mr. Mitchell has served on the Technical Committee of the Marcellus Shale Coalition for three years, and was instrumental in the update and development of the best management practice for baseline sampling programs. He served as a participant in the development of the Sampling and Analysis Plan (SAP) for Pre-Drill Sampling and also participated with the technical members of the COGA committee tasked with the development and publication of the COGA recommendations for baseline testing in the Colorado area. Prior to assuming his current role, Mr. Mitchell served for 24 years as the Director or Senior Technical Manager for the TestAmerica Nashville laboratory.

Bart Roberts, P.G., CHMMSenior EHS Specialist, Cabot Oil & Gas

Bart Roberts, Senior Environmental Health and Safety Specialist with Cabot Oil & Gas, is a Professional Geologist and Certified Hazardous Materials Manager. He has more than 25 years of experience in the energy and utility sector, with an additional five years of experience in exploration and production. Mr. Roberts has conducted and managed numerous projects, including groundwater and surface water assessments, waste management investigations and the remediation of both groundwater and soils. In addition to working at Cabot Oil & Gas, Mr. Roberts has worked for Allegheny Energy and Consolidated Natural Gas (now Dominion).

Robert WilsonDirector, Indiana University of Pennsylvania

Robert Wilson has more than 20 years of experience in planning and GIS project management. He has held various positions in county government, the private sector and academia. He currently serves as Executive Director of the Institute for Mine Mapping, Archival Procedures and Safety, which is a research institute housed at Indiana University of Pennsylvania. He is responsible for managing several grant-funded projects and providing day-to-day oversight on projects and 35 affiliated staff. In his current role, he is assisting the Marcellus Shale Coalition in the implementation of the pre-drill water quality database through training and database administration services.

USEPA: NATURAL GAS STAR TECHNOLOGY TRANSFERSponsored by PVR Partners, L.P.

Workshop participants will receive technical information and examples of profit-generating technologies and best practices to reduce methane emissions from new and existing operations. The application of methane emissions reduction technologies and practices often has multiple benefits in the reduction of VOC and HAP emissions, further enhancing environmental performance in Marcellus operations. Participants will also have an opportunity to share their ideas and lessons learned and provide feedback to EPA staff regarding tools that would further the use of methane emission reduction technologies in the Marcellus Shale.

Roger Fernandez is the Team Leader of the U.S. EPA Natural Gas STAR Program. Gas STAR is a flexible, voluntary partnership between the U.S. Environmental Protection Agency and the oil and natural gas industry that works to identify and promote the implementation of cost-effective technologies and practices to reduce emissions of methane. Prior to joining Gas STAR, as a Mike Mansfield Fellow, Mr. Fernandez worked at the Japanese Ministry of Environment and the Japanese Ministry of Economy, Trade and Industry in Tokyo, Japan, from 2000-2002. From 1996-2000, he worked with the coal industry to implement methane capture projects on the U.S. EPA Coalbed Methane Outreach Program. Mr. Fernandez graduated from Michigan State University in 1992.

Milton HeathSenior Sales Consultant, Heath Consultants, Inc.

Milton Heath, Senior Sales Consultant at Heath Consultants, Inc., most recently established and directed Heath’s Environmental Services Division, specializing in the measurement of fugitive methane emissions and EPA compliance surveys for the Greenhouse Gas Mandatory Reporting Rule for Oil and Gas Systems in the United States. In this capacity, he directed more than 50 EPA subpart with compliance projects, and more than two dozen international feasibility studies for measurement of fugitive methane emissions and leak rates using large and small-scale enclosure techniques at natural gas transmission, storage, offshore, LNG, processing, production and distribution facilities. Mr. Heath has a Bachelor of Science degree from the School of Natural Resources and Environment at the University of Michigan, Ann Arbor and completed the business school’s executive program in 2002.

Doug JordanManager, Corporate Environmental Programs, V+ Resources, Southwestern Energy

Doug Jordan is the Corporate Environmental Program Manager for Southwestern Energy in the company’s V+ Resources department. He has more than 28 years of environmental experience and has been actively involved with the EPA Natural Gas STAR program for almost 20 years. Mr. Jordan was an active member of the initial Tennessee Gas Pipelines EPA NG STAR group, led El Paso Production and Processing EPA Natural Gas STAR initiatives, and spearheaded Gulf Terra’s Natural Gas STAR program when Gulf Terra was recognized as EPA NG STAR Processing Partner of the Year. He currently serves as the Implementation Manager for SWN’s EPA Natural Gas STAR program and was a recipient of the EPA’s Natural Gas STAR Production Partner of the Year award in 2011.

Leonard Nelms, Ph.D.Principal Air Program Manager, Tetra Tech

Dr. Leonard Nelms has more than 37 years of environmental experience and has worked in all media and in most industry sectors as a consultant, as well as provided on-site operations support to the EPA’s Combustion Research Branch in Research Triangle Park, NC. His primary work area has been in air–related issues in the oil and gas and petrochemicals industry, and he is currently supporting upstream, mid-stream and downstream clients with regulatory compliance matters as well as working with the EPA’s Natural Gas STAR initiative. Dr. Nelms holds a Bachelor of Science degree in chemistry from the University of Georgia, a master’s degree in analytical chemistry from the University of North Carolina-Chapel Hill and a Ph.D. in analytical chemistry from Louisiana State University.

This workshop will focus on the development of erosion and sedimentation control plans under ESCGP-2 and the use of the PADEP model plans. In addition, time will be spent focusing on pipeline E&S implementation and installation and maintenance. As the company’s natural gas market segment group lead, he is responsible for the development and coordination of consulting services to the natural gas industry throughout the corporation. He has extensive environmental design and permitting experience related to Marcellus Shale gas development projects in Pennsylvania and also leads the civil/site development group practice at the company’s headquarters, where he has conducted, managed and overseen the design and permitting of land development projects for more than 14 years. He holds a Bachelor of Science in civil engineering from Penn State and is a licensed Professional Engineer in five states.

Jon Kasitz is the Manager of RETTEW’s Pipeline Market Sector, where he is responsible for leading and managing the development of the midstream and transmission pipeline markets for the company. Prior to his current role, he spent 10 years as a biologist and project manager, responsible for regulatory compliance, communicating with state and federal regulatory agencies and managing a wide array of projects related to energy, oil and gas exploration/transmission and general development. He serves as RETTEW’s lead point of contact with respect to the pipeline market, interacting with industry, regulators, contractors and other consultants to maintain a solid understanding of the issues driving successful pipeline projects.

Chris LondonEnvironmental Coordinator, Noble Energy

Chris London has more than 10 years of environmental compliance and permitting experience in oil and gas and natural resources development. The Environmental Coordinator for all Noble Energy, Inc. Marcellus Business Unit environmental permitting and compliance activities, he has also worked as an environmental scientist at several established natural resource/engineering consulting firms, as Program Manager for a regional oil and gas environmental and regulatory compliance consultant, and as the Environmental Field Coordinator for an international oil and gas operator conducting dry natural gas E&P activities in north central Pennsylvania and northern West Virginia. Mr. London received an environmental studies degree from the University of Pittsburgh.

Glenn Truzzi, P.E. Environmental Engineering Manager, Range Resources

Glenn Truzzi is an Environmental Engineering Manager with Range Resources–Appalachia LLC (Range) with 23 years of experience in civil and environmental engineering service. During the first 20 years of his career, Mr. Truzzi participated in the engineering, permitting, development and operations of waste management-related facilities. Over the past three years, Mr. Truzzi has worked in the growing oil and gas industry in Pennsylvania with Range Resources, which is exploring and developing the Marcellus Shale gas play in the northeast U.S., in addition to shale plays in Texas, Oklahoma, West Virginia, Virginia and Kentucky. Here, he provides oversight for environmental permitting, regulatory compliance, civil design and construction, while serving as regulatory liaison, and assisting company departments with regulatory-related technical issues.

Will RatcliffeManager – Regulatory Affairs, Access Midstream

Will Ratcliffe spent the first six years of his career as an environmental and health and safety consultant working in the eastern United States. He has significant experience in linear project erosion and sediment control-related work in Pennsylvania, West Virginia, Virginia, North Carolina and Florida. Mr. Ratcliffe currently serves as Manager of Regulatory Affairs for Access Midstream and is Vice Chair of the Marcellus Shale Coalition Midstream Committee. In this role, he focuses on policy-related matters that affect the oil and gas industry, including water resource impacts and erosion and sediment control. Mr. Ratcliffe graduated from West Virginia University in 2003 with a bachelor’s degree in environmental science.

Joseph Adams began work at the Department of Environmental Protection (DEP) as an environmental engineer in 2004 and obtained his P.E. in 2009. He has been working in the Well Development and Surface Activities Division in the Office of Oil and Gas Management since July 2010. Jeremy Matinko is the EHS Environmental Coordinator for Range Resources in their Southern Marcellus Shale Division. He has been part of the Range EHS team since March 2009, focusing on construction and erosion and sediment (E&S) control. He currently manages a team of four environmental technicians who carry out Range’s E&S program, as well

Mr. Matinko got his start in the E&S field as an E&S tech for the Washington County Conservation District and after gaining valuable experience, attained the position of Water Quality Specialist with the PA Department of Environmental Protection in the Bureau of Oil & Gas, Southwest Region. Mr. Matinko holds CPESC and NICET Level I certifications and graduated from Penn State.

Robert McHale, P.G., has spent the past 20 years in the environmental field of practice. He has performed numerous site investigations and remediations on privately owned and USEPA Superfund sites, and conducted multimedia environmental compliance audits for private and federal clients. Most recently, he created and managed the environmental department for MarkWest Liberty Midstream & Resources, LLC, where he was responsible for environmental permitting and compliance for Pennsylvania and West Virginia assets. Stephen Brokenshire is an Environmental Group Manager for the Pennsylvania Department of Environmental Protection (DEP), Office of Oil & Gas, Bureau of Regulatory and Resource Enhancement, where he helps identify, develop and oversee the oil and gas program’s special projects, develops statewide training for staff and also acts as a liaison between DEP’s Central Office and district offices and the oil and gas industry. Mr. Brokenshire has been employed by the Pennsylvania DEP for nearly 13 years and has previously held various environmental positions within the department. Mike ShermanDirector of Regulatory Policy, Range Resources

Michael Sherman is Director of Regulatory Policy for Range Resources. Prior to joining Range, he worked as a consultant and compliance manager to several Marcellus companies. Mr. Sherman worked for the Department of Environmental Protection for 32 years, beginning as a water quality specialist. From 1987 through 1996, he directed the Commonwealth’s stormwater management and erosion and sediment control programs. He organized and directed the Growing Greener Grant Center and served as an assistant regional director in the southcentral region. He then served as Deputy Secretary for Field Operations until his retirement. Mr. Sherman serves as Chair of the Marcellus Shale Coalition’s Well Permitting and Surface Use Activities Subcommittee. He is a graduate of Lebanon Valley College and the University of Tennessee.

Tom ShervinskieFisheries Biologist, Pennsylvania Fish and Boat Commission

Tom Shervinskie has worked with the Pennsylvania Fish and Boat Commission since 1988 and is currently Section Chief of the Watershed Analysis Section where he is responsible for oversight of numerous permit review programs. He was instrumental in the development of the Marcellus Natural Gas Permit Program within the Pennsylvania Fish and Boat Commission. Mr. Shervinskie has provided language for numerous regulations including the 2010 proposed amendments to the Pennsylvania Oil and Gas Act and has additionally been involved in siting project reviews; environmental assessments for state jurisdictional aquatic resources; upstream and midstream pipeline project reviews; habitat mitigation for stream, wetland and floodway impacts; and water pollution investigations for Marcellus Shale gas activities in Pennsylvania.

Joe Crea has 19 years of experience related to water resources, specializing in erosion and sediment control. He has most recently been working in the Marcellus Shale play, serving as an E&SC Compliance Specialist. Mr. Crea served for approximately eight years as a regulator with New Jersey and Pennsylvania Conservation Districts and from 2005-2007, served as the National Stormwater Compliance Director for a major homebuilder amidst an EPA-mandated consent decree, where he was responsible for developing a nationwide stormwater program in 13 states. In addition to being CISEC-certified, Mr. Crea is also a Certified Professional in Erosion and Sediment Control (CPESC), Certified Professional in Storm Water Quality (CPSWQ), and a (California-specific) Qualified Storm Water Developer and Practitioner (QSD/QSP).

Tom Page has been in the natural resources and environmental/engineering fields for 25 years, the last five of which have been with the natural gas industry. For Williams, he is responsible for directing and/or assisting with rights-of-way restoration activities, wetland/stream mitigation, wetland delineation and stream evaluation issues, rare, threatened and endangered (RTE) species activities and assisting with any problematic permitting/compliance issues. Mr. Page has a Bachelor of Science degree in environmental resource management from Penn State and a Master of Science degree in wildlife and fisheries resources from West Virginia University.

RAD/TENORM SAMPLING AND ANALYSIS PLANNING WORKSHOP FOR FLOWBACK, PRODUCED WATER AND SOLIDSSponsored by Paul C. Rizzo Associates

Naturally occurring radioactive material (NORM) is background radioactivity present in soils, rocks and other undisturbed materials. During the disruption of shale during drilling activities, the original state of NORM is altered as a result of movement to the ground surface. The result is technologically enhanced NORM, or TENORM. This session will examine the basics about NORM and TENORM, including environmental presence in shale formations, sampling and analysis protocols, regulatory framework for handling, disposal and transportation and landfill monitoring and disposal requirements. The session will also include an update on the results of recent field studies underway by PADEP, PIOGA and the MSC, and a discussion of the evolution of NORM and TENORM regulations in other states.

Mark Zatezalo is a Senior Project Hydrogeologist with Paul C. Rizzo Associates, Inc. in Pittsburgh, PA. He is a Professional Geologist with more than 35 years of experience in the assessment of environmental, hydrogeological and geotechnical issues at industrial, power generation and waste management facilities. He has studied the migration of contaminants (including radionuclides) from landfills, uranium tailings facilities, a proposed Waste Isolation Pilot Facility (WIPP), nuclear power plants, coal mines and various manufacturing facilities. Mr. Zatezalo currently serves on the board of the Clean Streams Foundation, a nonprofit corporation charged with mitigating water quality degradation from abandoned mines.

In May 2013, FRS was acquired by Aquatech and the company will expand its current network of three facilities to five central water treatment facilities. Devesh Mittal has worked in the water and wastewater treatment industry for the last 25 years as a Field Service Engineer, Application Engineer, Sales Manager, Director of Sales, and he is currently the Vice President and General Manager of the Shale Gas division at Aquatech International Corporation, where he has been for the last 18 years. Gale is the Director of Standards and Rulemaking for the Office of Pipeline Safety in the Pipeline and Hazardous Materials Safety Administration (PHMSA) of the Department of Transportation (DOT). The office is responsible for planning, developing and managing the federal safety regulations for the transportation of hazardous liquids and natural gas by pipeline and managing special permits and state waivers issued by PHMSA, among other duties. He began his public service career with PHMSA’s Office of Hazardous Materials Safety (OHMS) in 1984 and became the Chief of OHMS’s Standards Development in 2003. Mr. Gale received his Bachelor of Arts degree from the Catholic University of America in 1988.

Dennis Walsh is a Senior Project Manager and Associate for Woodard & Curran’s Gas Service Line Market. With a background in engineering, operations, construction, quality assurance and HVAC, he retired from KeySpan Energy Company after a 28-year career in the gas utility field, including leading KeySpan’s efforts to expand the use of trenchless technology. Mr. Walsh is a member of the AGA and North American Society for Trenchless Technology, is a board member for the NASTT Mid-Atlantic Chapter, and is on the Annual No-Dig Committee. Mr. Walsh holds a Bachelor of Science degree in civil engineering from the University of Dayton and a Master of Science degree in technology from Polytechnic University of New York.

Kathy Pape (Moderator)President, Pennsylvania American Water

Kathy L. Pape joined American Water in July 2007 as President of Pennsylvania American Water, the largest regulated water utility in the Commonwealth, providing quality water and wastewater services to approximately 2.2 million people in 390 communities, and in 2011, was named Senior Vice President of American Water’s Mid-Atlantic Division. In April 2008, Gov. Rendell appointed her to the Sustainable Water Infrastructure Task Force to help address the funding shortfall facing Pennsylvania’s aging water infrastructure. Ms. Pape has more than 30 years’ experience in the utility industry and is a nationally recognized expert on the water and wastewater industries. She holds a Bachelor of Arts degree from Edinboro University, a Juris Doctor from Dickinson School of Law and an LL.M. in taxation from Villanova University School of Law.

Andrew Dehoff, P.E.Executive Director, Susquehanna River Basin Commission

Andrew Dehoff was appointed as Executive Director of the Susquehanna River Basin Commission following 12 years of commission service as a water resources engineer involved

in many aspects of water resources management, including water availability and safe yield analyses, reservoir operations and drought and flood management. Mr. Dehoff served two three-year stints managing the Planning and Operations program and more recently managed the Project Review program which entailed directing the review of applications and formulation of recommendations and policies related to proposed surface and ground water withdrawals, interbasin transfers and the consumptive use of water. Mr. Dehoff earned his Bachelor of Science and Master of Engineering degrees in civil engineering from the University of Virginia and has been a licensed Professional Engineer in Pennsylvania since 2001.

Kelly HeffnerDeputy Secretary for Water Management, Pennsylvania Department of Environmental Protection

Kelly Heffner most recently served as Acting Deputy Secretary for Field Operations for the Pennsylvania Department of Environmental Protection (DEP) from March 2010 to March 2011. Prior to that, she served as Policy Director for DEP and has served as the DEP’s American Reinvestment and Recovery Act (ARRA) Coordinator. Other DEP positions she has held include Executive Policy Specialist in the DEP Policy Office; Chief of the Permitting Section in the Division of Waterways, Wetlands and Storm Water Management; and Water Pollution Biologist in the Northeast Regional Office and in the Central Office. Before joining DEP, Ms. Heffner worked for five years as a Project Manager and Biologist for RMC Environmental Services in Pottstown. She holds a Bachelor of Science degree in environmental science from East Stroudsburg University.

Peter Tennant, P.E.Executive Director, Ohio River Valley Water Sanitation Commission

Peter Tennant is the Executive Director of the Ohio River Valley Water Sanitation Commission (ORSANCO), an interstate agency which oversees water quality management of the Ohio River and its tributaries. Mr. Tennant has developed and managed programs in the areas of water quality monitoring, assessment and standards for the Ohio River for more than 35 years. Mr. Tennant is a Registered Professional Engineer in the state of Ohio and a board-certified Environmental Engineer by the American Academy of Environmental Engineers. He received a Bachelor of Science in civil engineering from Northeastern University in 1972.
