Dear SGVPhA colleagues, community members, and advocates, Welcome to the SGVPhA Quarterly, a new publication from theSan Gabriel Valley Pharmacists Association Board. The Quarterly isdesigned to give you insight on all the activities, events, announcements,and opportunities that are available to you as a SGVPhA member. In thisinaugural issue, we are proud to feature a spotlight on some of our mostaccomplished board members so you can start to get to know thebackground and make up of our current board of directors. In addition, for those who missed our two biggest events of the year, wehave included two articles. The first one features our Summer LeadershipMixer with keynote guest speaker Assemblywoman Blanca A. Rubio,while the second highlights our most successful Annual Banquet andTrade Show to date. Finally, we are pleased to introduce you to our first installment ofhighlighted updates from the California Board of Pharmacy’s President,Victor Law. This section provides information and advice that will helpwith professional pharmacy practice development. Our SGVPhA Newsletter Team and I hope you enjoy this and subsequentissues of the SGVPhA Quarterly. Dr. Chad Nour is currently a CVS Pharmacy Manager. He has a great passion for diabetes management, and aims to improve the quality of life for people suffering from diabetes. He is currently the Vice President of San Gabriel Valley Pharmacists Association, and was previously Recording Secretary. He is also currently Chair-Elect for the Ambulatory Care Special Interest Group of the California Pharmacists Association.

Dr. Ethan Huynh is Vice President of Pharmacy Operations for California Specialty Pharmacy. A graduate of Albany College of Pharmacy with a wide range of experience, he has worked in both clinical and community care settings for one of the largest hospital institutions and retail corporations. Throughout his career he has held various leadership roles and is currently managing all aspects of the specialty pharmacy. While pursuing his specialty pharmacy credentialing, his focuses has been around creating and manag-ing clinical programs, monitoring therapy effectiveness, facilitating and establishing positive relationships with pharmaceutical representatives/man-ufacturers, medical professionals, healthcare organizations and insurance providers in a concerted effort to provide quality care to his patients. Ethan currently serves as Treasurer for the California Pharmacists Association (CPhA) and is on the Board of Directors for San Gabriel Valley Pharmacists Association. He also previously served as Speaker of the House for CPhA. Aside from his dedication to the advancement of the pharmacy profession, he enjoys spending time growing as a leader in the financial industry, build-ing teams, helping families become financially independent and supporting his community as an educator and entrepreneur.

Dr. Ken Thai has years of professional experience in pharmacy management, staff development and pharmacy ownership training. He is currently the Pharmacy Owner at El Monte Pharmacy, while serving as an Adjunct Assis-tant Professor of Pharmacy Practice at the University of Southern California and Western University’s School of Pharmacy. He currently owns multiple retail independent pharmacies as well as a Long Term Care pharmacy in Monrovia. He has developed and implemented many new employee-train-ing initiatives to enhance skills for the achievement of organizational goals. He also founded the GPO, K&B Pharmacy Associates, Inc., and now current-ly serves as the organization’s Chief Executive Officer. His current projects include forming the Independent Pharmacy Franchise under 986 Pharmacy. As an educator and preceptor, Dr. Ken Thai is constantly seeking creative ways to foster a dynamic learning environment and to promote high quality patient care to fourth level pharmacy students. Throughout the years, he has been an active member of San Gabriel Valley Pharmacist Association of the California Pharmacists Association (CPhA). He served as a Board Direc-tor, Secretary, and Immediate Past President of the Association. He also served as a past Trustee and Treasurer for CPhA. Currently, he is the Presi-dent-Elect for CPhA. Dr. Thai also serves the Treasurer for the USC Pharma-cy Alumni Board.

Dr. Richard Dang is an Assistant Professor of Clinical Pharmacy, Director of Student Outreach for Community Health, and Site Coordinator of the PGY-1 Community-Based Pharmacy Residency Program at the University of South-ern California (USC) School of Pharmacy. He is a community-based pharma-cy practitioner who is licensed as an Advanced Practice Pharmacist and is board certified in ambulatory care pharmacy. He completed a postgraduate residency program in community-based pharmacy practice at the USC School of Pharmacy, where he also received a teaching certificate and his Doctor of Pharmacy, Biological Sciences, and Health Communication degrees. Dr. Dang's practice sites include the community-based, collabora-tive practice clinics with the USC Pharmacies and Keck Medical Center of USC, the USC International Travel Health Clinic, and the USC Medication Management Center. He was recognized as the 2018 Distinguished New Practitioner by the California Pharmacists Association (CPhA), and is the current Speaker of the House for CPhA.

Dr. Victor Law was first appointed to the California State Board of Pharmacy by Governor Edmund G. Brown Jr. in 2012 and was reappointed in 2016. On May 2, 2018, his fellow Board members unanimously elected him as President of the Cali-fornia State Board of Pharmacy. As a registered pharmacist, he has been chief pharmacist and president of Alpha Medical Pharmacy Inc. since 1987. Before that, he held a multitude of community pharmacy positions at different companies, including Thrifty Corporation and Sav-On Pharmacy. He was also chairman of the United Pharmacists Network Inc. and Garfield Medical Center.

Aside from being a successful businessman, Victor is also active in the community. He is known for his support of community organizations such as the San Gabriel Valley Boys and Girls Club, where he has given numerous talks to high school students about the profession of pharmacy as a career path and the dangers of prescription drug abuse. He started the Southern California Chinese Pharmacists Association as a vehicle to help pharmacists of Asian descent to celebrate their ethnicity and provide them an opportunity to interact on a social level. Victor has also been featured in the local media, having been interviewed several times by KSCI Channel 18 regarding prescriptions and over the counter medications, and selected as Role Model of the Month as a Health Care Provider of Asian Descent in 2004. Victor has been actively involved in local politics in the San Gabriel Valley in the past 20 years. From the city council level, to the State Assembly, the State Senate, as well as the Speaker of the Assembly, Senate Pro Temp, to the Board of Equalization, Insurance Commissioner, State Treasurer, Attorney General and the Office of the Governor, he has made a great impact on behalf of our profession.

Victor has been an active member of the California Pharmacists Association (CPhA) since 1982, and is a long-time fixture on the Board of the San Gabriel Valley Pharma-cists Association. He served three terms as Association President of our chapter, and continues to be actively involved today. As a member of the Board, Victor has mentored many of the student pharmacists who attend the Association’s meetings, bringing them to political functions to represent the interests of the pharmacy profession, as well as to show these students the value of networking and building a relationship with your local, state, and federal legislators.

In addition to his exemplary service and active involvement with many CPhA com-mittees and working groups, he also currently serves on the dean's advisory board for Western University of Health Sciences Pharmacy School, Keck Graduate Institute, and Marshall B. Ketchum School of Pharmacy. We would like to congratulate Dr. Victor Law on his recently election to President of the California Board of Pharmacy, and look forward to his continued dedication to the pharmacy profession.

SGVPhA's first annual Summer Leadership Mixer was held on a beautiful Saturday afternoon on June 3rd, 2017. Chad Nour, SGVPhA board member, and his wife Eva hosted the event at their lovely home in Phillips Ranch. The idea behind the Summer Leadership Mixer was to gather local leaders together in one place so that we can start building a stronger collaborative relationship among local pharmacy chapters, organizations, and legislators. Presidents and board members were in attendance from the Greater Los Angeles Pharmacists Association, Inland Empire Pharmacists Association, California Korean American Pharmacists Association, Orange County Pharmacists Association, San Fernando Valley Pharmacists Association, Indian Pharmacists Association, Vietnamese American Independent Pharmacist Group, and of course the San Gabriel Valley Phar-macists Association.

The keynote guest speaker was Assemblywoman Blanca A Rubio representing 48th Assembly District.

We were also honored to have Victor Law, Vice President of the California Board of Pharmacy, as our emcee. The afternoon program included talking points to encourage our leaders to make commitments to support the CPhA PAC so we can further promote the advancement of the pharmacy profession and make a positive impact on patient care. Entertainment for the evening was provided by student volunteers which included comedy acts and singing. The event was very well received and set the stage for our local leaders to under-stand the need to spend time getting to know each other in order to commit to working together in future endeavors.

We are excited to present this year's upcoming Summer Leadership Mixer at Glendora Country Club on June 9th where we once again will invite local leaders, SGVPhA sponsors, and legislators to gather in one place to engage and inspire each other to action!

A Night of Fun, Networking, and Surprises

The San Gabriel Valley Pharmacists Association closed out the year with a most successful Annual Banquet and Trade Show on November 18, 2017. Located at the spacious Quiet Cannon in Montebello, the night was full of fun, games, and entertainment. The eventful night began at 5pm with sponsors and vendors were network-ing with the hundreds of pharmacists in attendance. Attendance included the deans of several pharmacy schools, local association leaders, and numerous phar-macy owners.

Honored guest speaker John Chiang, current California State Treasurer and 2018 Candidate for California Governor, gave the keynote presentation and opened the night for celebration. During a delicious 3-course dinner, the 2018 Board of Directors were installed, welcoming new members Mei Tang and Keira Truong to the board. The board specially recognized gracious platinum sponsors AmerisourceBergen, McKesson, CPNI, and HD Smith, thanking them for their continued support, and presented Dr. Ethan Huynh with the Phar-macist of the Year award. As one of the most popular and enjoyed activities at every banquet, SGVPhA brought back the annual Scavenger Hunt. All attendees had the opportunity to engage in the various humorous and exciting tasks, with the winner taking home the prize of a large case of wine.

Several raffle drawings were also conducted throughout the night, and winners took home grand prizes of Los Angeles Laker Tickets, Los Angeles Clipper Tickets, and Amazon Echo’s. Best yet, the most captivating show of the night was the pharmacy student Talent Show.

Six exceptional students from pharmacy schools Loma Linda University (LLU), Keck Graduate Institute (KGI), University of Southern California (USC), and Western University (WesternU) presented us with a superb show. From LLU, we had an unexpected and amazing surprise with an original song called ‘The Pharmacy School Blues’ performed by Devin Cohen (LLU) and Ashley Frais (LLU). We are honored to have an original song performed for us! USC was represented by Audrey Leung, whose voice you may find familiar from the hilarious ‘I Love Pharmacy’ music video from CSHP’s 2017 competition, crooned out soothing acoustic covers of ‘Landslide’ by Fleetwood Mac and ‘Ring of Fire’ by Johnny Cash. Vocalist Michelle Ta (KGI) and guitarist/back-up vocals Dane Osmond (KGI) drew lively laughter from the crowd with their lyrical puns and comedic confidence. They charmed the audience with acoustic covers of ‘Young, Dumb, and Broke’ by Khalid and ‘Price Tag’ by Jessie J, with a great guitar solo by Dane in the latter song. Rounding off the night, Tricia Tahara-Stoller (WesternU) brought down the house—and a few to tears—with her power-ful, heart-touching vocals covering ‘I Hope You Dance’ by Lee Ann Womack; she dedicated this performance to her classmates and other professionals in the room in the hopes that “we stay strong and united as we work to make things a little better for our patients and our community.” These impressive performances showcase just how much talent is simmering within our future pharmacists!

The 2018 Annual Banquet and Vendor Expo will take place on Saturday, November 10, 2018 at Quiet Cannon in Montebello. Hope to see you there!

New updates and summary from Board of Pharmacy President Victor Law are as follows below. For complete details, please refer to the Board of Pharmacy website.

Schedule II Prescriptions, Partial Fills – Prior to this update, a pharmacist was allowed to partially fill a Schedule II prescription, but the remaining had to be filled within 72 hours. Now, a pharmacist is allowed to partially fill the schedule II prescription, and then fill the rest as many times as the patient requests over a 30 day period up to the total quantity written on the prescription. In other words, the patient can request partials of the Schedule II prescription as many times as only the total quantity is allowed, and has to be filled within 30 days. The pharmacist is entitled to a professional dispensing fee each time if the patient chooses to do such. If the patient does not refill within 30 days, then they lose the remaining quantity and must have a new prescription written.

Inventory Reconciliation – Effective April 1st, a new inventory reconciliation policy states that the Pharma-cist-In-Charge (PIC) of a community pharmacy must conduct a Schedule II inventory check every 3 months. If the pharmacy changes PIC, the new PIC must conduct an inventory check immediately upon starting work. If a PIC leaves, the leaving PIC must also conduct an inventory check right before they leave. This establishes a baseline across the board. The inventory check must be an exact count. If a substantial quantity is missing, the PIC must report to the Board of Pharmacy within 30 days. If the PIC finds the discrepancy is due to theft, diversion, or self-use, the PIC must report the findings to the Board of Pharmacy within 14 days. Upon submission of the report, a new inventory check must be conducted to establish a new baseline. This inven-tory check report must be kept within an accessible place within the pharmacy for 3 years, as the Board of Pharmacy inspector will look for this report. If there is no loss, then the report should be kept and updated every 3 months. If a report is missing or lost, that could be ground for citations or fines. This policy was established to prevent any substantial loss of inventory without the attention of the PIC.

CURES fee included in your licenses – The current system is subsidized by a $6 assessment on pharmacists’ license renewal fee. There are many proposed laws regarding updating the requirements and usage of CURES; please refer to the Board website for new information.

DUIs – Advice to all pharmacists and pharmacy students: Don’t drink and drive! This could put your license in jeopardy as the Board may put a licensee on probation based on a DUI conviction. It is very hard to find employment for those pharmacists who are on probation. Even after students pass the State board examination, they could be on probation for the rest of their terms.

How does one become part of the Board of Pharmacy? The Board of Pharmacist consists of 13 members (7 pharmacists and 6 public members). Eleven of these members are appointed by the governor, one is appointed by the senate, and one is appointed by the speaker of assembly. In other words, members have to be involved politically to be appointed. Due to his active involvement in promoting the pharmacy profession and extensive participation with pharmacy legislature, San Gabriel Valley’s very own Victor Law was appoint-ed to his position by Governor Jerry Brown. Victor Law is now currently President of the Board of Pharmacy.

On May 2-3, 2018, the California Board of Pharmacy held a meeting in San Diego at the Sheraton Mission Valley hotel, where pharmacists could receive 6 hours of CE credit free. By July 2019, it will be mandatory for all pharmacists to have at least 2 hour of CE credit received through attendance at a Board of Pharmacy hosted event. The event was live-streamed; however, only those present in attendance were able to participate in the Q&A and receive CE credit. The live-stream webcast will be available online on the Board of Pharmacy website for those who missed the event.
