MEMORANDUM FOR: Chief, Foreign Intelligence

VIA : Projects Branch

SUBJECT : Request Renewal Project AENANNER

1. Project AENANNER is a REDSKIN project, originally approved inApril 1955, for the purpose of procuring intelligence on the USSR andLithuania. AIMANNER's efforts are directed principally to the exploita-tion of mail channels to Lithuania and contacts with selected emigres andlegal travelers to and from the USSR, particulary Lithuania. It hassucceeded in establishing sources for subsequent explOitation and inproducing positive and operational intelligence.

2. The REDSKIN activity undertaken under Project AEMANNER is inaccordance with the Clandestine Services General Plan - USSR OperationalProgram for Ff. 1958.

3. Personnel: The following changes in personnel have taken placein Project ABMANNER since 1 August 1956:

a. C ]. _), Operational Approval#3719, dated 28 August 1952. Subject was formerly (under Project CAPSTAN. Subject is a Lithuanian who fled hiscountry during the wartime German occupation. He was subse-quently connected with a number of anti-German and anti-Russianorganisations.) Subject was recruited by CIA in 1951 as an inter-rogator. ( )was a principal agent under Project AIMANNEFtfrom 1955 to February 1957, at which time hekMaiwrated to theUnited States. He is presently residing in Chicago,Calbuois.

b. t: .J (Operational Approval C-33758, granted on 28April 1955 and renewed on 26 October 1956) has never been re-cruited due to operational circumstances and is being droppedfrom the project. If it becomes necessary to recruit him in thefuture, the project will be amended.

c. C. . 3(Operational Approval C-34540, dated 13 January1955) was trained and briefed prior to his repatriation to SovietLithuania, but he repatriated before receiving his final com-munications instructions from his case officer. The reasons for

his precipitous repatriation have never been learned becausethere has been no communication with him. h. C -11 (Operational ApprOval C-36770, dated 22 August1955) is a Lithuanian journalist who is currently working forRadio Free Europe in West Germany. He is used as an accommodationaddress for mail from the USSR.

1. J (Operational Approval C-43002, dated 20 January1956) is a Lithuanian language teacher, who is currently teachingat a Lithuanian high school in West Germany. He is used as anaccommodation address for mall from the USSR.

j. '7(pperational Approval C-43879, dated 28 February•1956) is a German national who fled to Lithuania when the Sovietsoccupied East Prussia in 1944. Subject repatriated to WestGermany in 1955, but still maintains correspondence with relationsresiding in Lithuania. Subject is used as an accommodation addressfor mail from the USSR.

k. . :3 (Operational Approval C-43260, dated 25 February1956) is an East Prussian who fled to Lithuania in 1947 and re-patriated to West Germany in 1951. Subject is used as anaccommodation address for mail from the USSR.

. 1.t . _2 is a Soviet sportsman who was contacted in WestGermany in May 1956, at which time he provided information andpromised to provide more information on his next tour in the vest.There has been no contact with him Since May 1956.

M. J (Operational Approval C-43080, dated 13 February1956) is an ethnic German who was born in Lithuania. Subjectwas forced to return to Lithuania with her parents and repatriatedto West Germany in 1951. Subject is used as an accommodationaddress for mail from the USSR.

p. C n(Operational Approval C-57869, dated 23 April1957) is a Lithuanian national presently residing in West Germany.Subject will be used as an accommodation address for mail fromthe USSR.

Cl. L7 _/(provisidnal Covert SeCurity approval C56210,#153035, dated 1 May 1957) is ayecent Soviet defector who wasexploited for operational intelligence, both in Germany and inthe United States. Subject, was turned over on 19 June 1957 toContacts Division for further debriefing.

r. L 21(Operational Approval C-42522, dated 15 December1955, amended 26 March 1956) was a principal agent under ProjectAEPOLE. During FY 1957, Subject was transferral to, and spentapproximately 85% of his time on Project AEMANNER. Subject'sprincipal duties under Project AEMANNER are debriefing returneesand defectors, spotting, developing, recruiting, briefing seamenwho visit Soviet ports.

4. Summapy of Project AEMANNER accomplishments in the period August1956 - August 1957 and planned future activities:

a. Accomplishments:

(1) Established contacts among emigre groups who keep usinformed on matters of REDSKIN interest, such as mail channels,possible repatriates to the homeland, and legal travelers.

(2) Spotted three individuals who are presently being assessedfor a REDSKIN or REDSOX mission.

(3) Debriefed I: , a recent Soviet defector, who pro-vided valuable information, especially for the planning ofREDSOX Project AMMER.

(4) Established two mail Channels into Lithuania.

(5) Spotted an additional mail channel into Lithuania.

(6) Recruited one individual for a possible tourist. tripinto Lithuania.

(7) Spotted another individual who may be used as aprincipal agent .to (a) interrogate people who have re-patriated to West Germany from the USSR, (b) investigateand develop leads involving people repatriating from theWest to the USSR, and (c) develop cases involving WestGerman tourists traveling to the USSR.

b. Correspondence from the field suggests strong and continuinginterests in the development of this project.

c. Planned future activities:

(1) To continue spotting, recruiting, briefing, debriefing,and developing REDSKIN agents.

(2) To continue spotting for prospective REDSOX agentcandidates in support SR REDSOX project.

;(3) TO continue spotting and developing leads to mailchannels into the USSR.

(4) TO continue spotting, developing, and recruiting merchantseamen who visit Soviet ports.

(5) To continue developing operational information forLithuanian Fl and PP Operations.

44 041 (1) A total of $37,701 was disbursed on Project AMMER.between 1 August 1956 and 31 July 1957. This is $11,650' inexcess of the amount originally approved for FY 1957,::.7.This over-expenditure resulted from the fact that the fieldcharged AMMER with expenditures incurred in operations in-volving C. 1, which Headquarters hid approved underAEPOLE, a PP project. This discrepancy which was discoveredafter the close of FY 1957, is being corrected by amendmentto AEMANNER.
