Wednesday Morning, August 4, 2010

The Seventy-fifth Wisconsin District Assembly convened at 8:30 A.M. at Madison, Wisconsin,

with Dr. Jesse Middendorf, General Superintendent, presiding.

The Olivetians let the assembly in song.

Rev. Derl G. Keefer introduced Jon White, pastor at Madison Crosspoint, to bring greetings and

open with prayer.

Rev.Keefer introduced Dr. Jesse Middendorf to the assembly.

Dr. Middendorf brought the devotional for the morning.

Dr. Middendorf called the Seventy-fifth District Assembly to order.

The district secretary organized the assembly as follows: journal secretary--Dan Hirst; election

secretary--Floyd Laabs; Assembly pages--Vito Montblonco and Mark Quinn; Board of Tellers--Carolyn

Stamper (Chairperson), Bob Brown, Karen Gilbertson, Ron Lane, Jim Larrabee, Sr., Marla Blom, Nancy

Rogers, Kim Schulz, Sherry Tolle.

The voting bar was set as the assembly hall center section and stage left and the district

secretary’s office.

Organization of the assembly was motioned and adopted.

The assembly was instructed to send alternate delegates to the front to be approved. Motion

received and approved.

The Nominating Committee report was presented with highlights and adopted.

The Board of Tellers was called to distribute the ballots and Floyd Laabs, Election Secretary gave

instructions for the electronic voting process. Ballots were cast.

The District Advisory Board report was presented and highlighted. A motion was received to

adopt this report.

The Board of Ministerial Credentials partial report number 1 and 2 were presented with edits read

by District Secretary Postell. Both reports adopted by unanimous approval.

The Board of Ministerial Studies report was presented. Motion was received and seconded to

adopt the report.

The Church Properties Board report was presented to the assembly and adopted.

The Committee on Education report was presented to the assembly and adopted.

The Evangelism and Church Growth was presented to the assembly and adopted.

The Pastoral Support Committee report was presented to the assembly. Dr. Middendorf asked

District Secretary Postell to be sure that all church board secretaries be sent the report for their use. The

Pastoral Support Committee report was received and adopted.

Dr. Middendorf introduced Dr. Harold Henderson from the Nazarene Foundation to give greetings

and present his report and a video to the assembly.

Dr. Middendorf introduced Dr. John Bowling, President of Olivet Nazarene University to present

the Olivet Nazarene University report. Dr. Bowling introduced the Olivetians who sang and then

presented the Olivet Nazarene University report to the assembly. Dr. Brian Allen, Vice President at Olivet

Nazarene University was introduced to bring greetings and presented a gift to all of the pastors on the

Wisconsin District. Dr. Bowling introduced Dr. Tony Fightmaster to the assembly. The Olivetians sang for

the closing of the report.

The love offering taken for the Keefers amounted to $728.58.

Announcements were made and the assembly recessed for lunch to return at 2:00 p.m.

V. Reports

A. DISTRICT OFFICERS

1. District Superintendent

Dr. Jesse Middendorf, distinguished guests from Olivet Nazarene University, delegates and

friends gathered for this 75th Assembly, it is an honor to bring you my first report as superintendent of the

Wisconsin District. Our theme for the week has been “Catch the Vision”.

Catch the Vision

“Where there is no vision, the people perish” Prov. 29:18

Churches, pastors, laity and district leadership must be ready to “Catch the Vision” God has for

them. The early Nazarenes had a tremendous vision for what God wanted. They broke out of the

traditional orthodoxy of how church was being conducted. They cared about the underprivileged of their

communities. Everyone was invited to come and worship God. A newspaper article I read told that the

Pentecostal Church of the Nazarene in Los Angeles welcomed everyone and they were invited to sit

down front. Back in the early 1900’s the front rows of the church were only for the rich who paid for their

pew. Dr. Phineas F. Bresee believed that everyone had a right to a front row seat because everyone was

in need of Jesus. L.A. First had dinners in the basement of the church because many of the people who

attended were so poor they did not have food to eat. Dr. Bresee believed that people with full stomachs

were more apt to listen to the message of the gospel. As the Nazarene church grew, the people

developed a vision. They opened hospitals, homes for unwed mothers, sent out missionaries, instituted

colleges, developed a publishing house, and invested in the lives of people.

In an article written by Neil Snyder and Michelle Graves in 1994 for Business Horizons, they

stated, “…a vision is not a dream: it is a reality that has yet to come into existence. Vision is palpable to

leaders; their confidence in and dedication to vision are so strong they can devote long hours over many

years to bring it into being. In this way, a vision acts as a force within, compelling leaders to action. It

gives a leader purpose, and the power of the vision and the leader’s devotion to it work to inspire

others….who, sensing purpose and commitment, respond.” On the Wisconsin District Church of the

Nazarene there are many visionary clergy and laity leading our churches and making changes where

change is needed. But my call is for more to catch the vision.

The statement “Where there is no vision, the people perish” is a wakeup call to the church in

general and to our district and to our local churches. If we have no vision, we are doomed to work under

the burden of mere tradition…the “We have never done it that way before” philosophy, or “If it ain’t broke,

don’t fix it” mentality.If that is our attitude, we cannot prosper and grow because we are reduced to

keeping things the way they have always been or at least have been for decades.

Today I want to introduce you to a few of our churches and laity who understand the need for

tradition, but also have a vision for the ministry. Their stories demonstrate how to make a difference in the

church, district, community, home and life.

Catching the Vision for the community in need.

Our Janesville church, led by Pastor Floyd Gregory, is one of the churches on our district that

hosts a regular food pantry to make a social and gospel statement to the residents of Janesville and

beyond.

Our Madison CrossPoint congregation led by Pastor Jon White joined this year with other

community congregations in a program called, “Touched Twice” that helped provide needed resources to

those who are struggling during these difficult economic times.

Our Mauston parsonage family, Mike and Karla Postell, have reached out and made an impact on

a community in need of love and special care. A special needs adoption makes a difference for a lifetime

in the home, church and community.

Catching the Vision for our ethnic community.

Our Kenosha Amigos en Cristo congregation has been without their pastor over the last three

years because of an error in our legal system. Just a few months ago Pastor Luis Escoto and his family

returned from Honduras to once again take up the spiritual leadership of this congregation

*It is our privilege to have two great Hispanic congregations on the Wisconsin district…the

Amigos en Cristo Church and our Madison Vida Nueva Church led by Pastor Isabel Henandez and her

husband Dario. I have worshipped with both of these congregations. They are exciting, spirit led, holiness

churches that are meeting the needs of our Hispanic brothers and sisters. A similar, yet unique

congregation in Racine Taylor Avenue is a merger of an Anglo and Hispanic congregation orchestrated

by the late Rev. David Monroe. It is now led by Rev. Vito and Jenni Monteblanco, with the services

seamlessly stitched together in both English and Spanish.

Catching the Vision for the trapped in our community.

Many people have done illegal things in their lives and have been put behind bars in jails and

prisons across our state. We tend to forget these people and even shun them. However, there are

Christians who take the words of Jesus seriously and literally from Matthew 25 when the Lord talks about

the righteous visiting the imprisoned. One such story comes from the Christian Life Training Director at

Global Ministry Center, Rev. John Comstock.

Catching the Vision for the Spiritual Life of our community.

People are in need of their lives transformed by the power of Christ’s forgiveness. When He

comes into hearts and lives, change occurs. Watch with me the testimony of one of the teens from our

Wheeler New Life church, Chastity Coleman.

Vision changes lives! It is a tremendous powerful force in the life of the church and is essential to

making an impact on our world for Jesus! Vision helps us move forward toward the same goal, individuals

work together rather than as a disconnected body of believers. Vision will burn like a wildfire as people

feel the power of the Holy Spirit unifying, gluing, and encouraging them to make a difference in the lives

of others. Vision builds bridges for people to cross over to accomplish great things in the name of the

Lord! An anonymous writer said, “Vision is an idea of the future.” For the Christian, the idea of the future

is all about Jesus!

The Wisconsin District Vision team includes the pastors of our local churches (Ministers,

with their mates who give so much of their lives to ministry, also stand along with the pastors. Let us take

a moment and thank these wonderful visionary leaders.

Our Vision team also includes people who have served the district in important roles giving

visionary leadership. Let me first thank Dr. Randy Berkner for his years of service to the Wisconsin

district. We are building on the legacy that he has left behind…along with all of the district

superintendents over the years. The district leadership team includes: Karen Keefer, Office Manager, my

wonderful wife of forty-one years. District Advisory Board members include: Steve Crites, Rich Doering,

Shawn Del Hansen, Chuck Hayes, Dan Hirst and Bruce Mitten. Also, Karen Mitten, NMI president; Kari

Hayes, NYI president; Brian Bowman, SDMI chairperson; Mike Postell, district Secretary; Jon Hansen,

district treasurer; and all those who have assisted in various retreats, camps, boards, and committees.

Let’s express our deep appreciation for their strong leadership.

I would like to challenge all churches to meet your budget ministry opportunities. I know that it is

not always easy, but we will be blessed by doing our best and sacrificing. It is not a tax, but a wonderful

opportunity to give so that the world around us may know the gospel and to aid those clergy who have

given their lives for the church and their Jesus.

Our vision continues as we consider the importance of reaching our communities for Christ. What

we have seen through the videos today reminds us of the heart and soul of the church…people in need of

Jesus. The annual pastors’ reports summary is as follows:

Let’s do our best to make positive gains in Sunday School, Morning Worship, Responsibility Lists,

and Church Membership. We need to continue to be faithful stewards and participate fully in our budget

system.

Wisconsin Nazarenes are called to catch the vision that lies before us. Vision provides the most

fundamental ideas of our values, aspirations, and goals that appeal to the hearts and minds of people in

search of meaning and purpose in life. Our vision will clarify where we are today and offer a road map for

the future.

As a District I believe we must catch the vision in the following ways:

• Starting New Churches. A New Start Committee, chaired by Rev. Rich Doering, has been

appointed by the District Advisory Board to strategize for the best places to invest in starting new

congregations over the next several years. We want to establish churches to minister to Anglo, Hispanic,

African/American, and campus ministry, as well as other ethnic groups, where possible.

• *Equipping Established Congregations. The district stands ready to help with educational

programs through seminars, workshops, and pastors’ programs. We want to provide tools and resources

for the local church and leadership so that ministry and growth will occur. It is time that we do some

planning on how to grow. I would encourage every Sunday School and Discipleship Ministry board to

meet and discuss strategies on how to grow the Sunday School. I would encourage pastors and church

boards to strategize how to grow the worship service, pay the budgets and be great stewards of the Lord.

• I want to challenge our work and witness program to continue to send teams outside our

Wisconsin borders such as Haiti and Jerusalem. I would also like for our work and witness teams to

continue to think inside the borders. Several of our church buildings need structural help and we can

provide labor to assist in those projects. We also need to emphasize the “witness” part of “work and

witness” teams. Along with the physical building, we can provide special services, a VBS program,

visitation blitz for a day in the community or other ways of reaching out to the community. I would ask the

district work and witness coordinator to target some of our local churches in need of help.

• As district superintendent I want to be a resource and encouragement to our local

congregations. Since moving on the Wisconsin District in December of 2009, I will have worshipped in

every church on the district by the end of November 2010. At these churches I have preached, met with

boards to make pastoral arrangements, conducted pastoral reviews, pastoral installation rituals, and

fellowshipped with the congregations. Next calendar year I plan to visit all of the churches again, only this

time I will bring greetings from the district, then worship under the ministry of the local pastor. At the end

of the service we will celebrate the Lord’s Supper with the congregation. I will also meet with the church

boards when necessary.

• Another outreach tool for the Wisconsin District is the website. Randie Blom, our webmaster,

has been revamping the website to be more user friendly and provide more information. This is an

excellent outreach tool in this technological age. (At this very moment the old website is going to be

turned off and you will be the first to view the new website. Let’s go live now!) Randie is available today to

talk with you.

• Education is a vital factor in advancing the knowledge of pastors and families.

1. As part of the finance report to be presented for approval today there is a $1,000 line

item for continuing education monies for pastors. Rev. Chuck Hayes will chair a committee to

develop a plan to distribute money. Continuing Education is an important part of pastoral training.

Over the past nineteen months, 29 of our clergy earned CEU credits.

2. A generous gift of $5,000 was donated to assist our pastors’ children’s education at

Olivet Nazarene University. It is not enough for an endowment, but through the auspices of the

University, pastors’ children will be given $250 per semester starting next fall as a scholarship

until the $5,000 is depleted. As a side note…you are all invited to consider a contribution to this

scholarship fund to perpetuate the award.

I envision a district that looks beyond its “small numbers” and grasps the “looming opportunities.”

We have seen today what some of our churches have accomplished with vision. Like the candleholder I

referenced in my sermon last Sunday night, our churches can adapt to the size and needs in their

community and beyond. I want to give each senior pastor on the district one of these candleholders as a

memento of this assembly and as a reminder that we can make a difference. My goal is that all of our

churches on the Wisconsin District will catch the vision Jesus has for their community and beyond, so my

challenge is go, and CATCH THE VISION!

2. SDMI Ministries Chairman

Brothers and Sisters in Christ,

I hope you have enjoyed the combined format of NYI and SDMI into one convention. It has been

a lot of work, especially for Kari Hayes, our NYI president, but it has been well worth it. You see, at the

U.S. and Canada District Leadership Conference in Louisville this January, Kari, Brett Cole, Karen Mitten

and I sat down with the Keefer’s over dinner one evening to strategize how we could bring more

collegiality to the auxiliaries of the Wisconsin district and integrate the youth into NMI and SDMI.

Yesterday’s NMI service and commissioning of our teens to go out and participate in two local ministry

projects, last night’s youth led worship service and today’s joint convention are some of the things we

came up with that we thought would highlight the youth and help combine our efforts as NMI, NYI and

SDMI are all committed to making Christlike disciples of all nations; we want our youth, the future leaders

of our church, to feel that they are an integral part of that. May we all be gripped with the need and

empowered by the Holy Spirit to engage our world, wherever that may be, and share the transforming

message of Jesus’ love.

It’s hard to believe that this is my fifth report to this District Assembly…but it’s my first with

Reverend Derl G. Keefer, our new District Superintendent. It has been a joy to work alongside Brother

Derl as he has taken up the reigns of leadership on the Wisconsin district; I appreciate his eager

enthusiasm to get involved in the activities of the district. He and Karen even braved a couple of days at

teen camp…and survived to tell about it.

We are blessed to have back, by popular demand, Reverend Hal Perkins, and his wife Debbie. It

has been a wonderful treat to have them here not just for today, but for the entirety of our conventions

and District Assembly. I hope that many of you have been able to spend some time with them…and learn

from them. And there is still time to do so as they will be with us through the close of tomorrow’s District

Assembly. Also, if you have not purchased a copy of Hal’s book, If Jesus Were a Parent, I encourage you

to do so. Aside from the Bible, it has had more influence on me than any other book I’ve read.

You’ve no doubt noticed the absence of a Nazarene Publishing House display; district assembly

just isn’t the same as it used to be without a NPH rep’ and all the materials he would bring to peruse. That

said I hope you take note of the looping Power Point slide show, sent to us by Matt Zimmer at NPH. The

folks there are working hard to bring us quality material to use in our churches and homes. I want to

encourage you to utilize the NPH materials whenever possible. One of the products that comes out of the

publishing house annually is Vacation Bible School curriculum. This next year’s VBS packet is titled

“Mission to MARS: Meet A Risen Savior”. If you plan to spend any money in community outreach, it would

be hard to find a better investment than the $150 for a VBS packet (I should note that while you may have

noticed the price of the VBS packet has risen substantially, it now includes many of the promotional

materials that had to be purchased separately in the past, including the large outdoor banner). Also, the

folks at NPH are trying to get the products they offer in front of our churches other than just at District

Assembly. In light of that, they have designed a display called “My Books” to be put up in our church

buildings where everyone in our churches can be exposed to the Wesleyan holiness material that our

denomination produces and can order it themselves. Pastor Jon White has a display in the foyer at

Madison Crosspoint and you can talk to him about how it works for his church. And Matt Zimmer has

asked me to share with you that he is just a phone call away with help from the Nazarene Publishing

House.

We started off our slate of district SDMI activities right on the heels of last year’s District

Assembly. Cheryl Knudson once again had a fun filled week as 54 kids met at Sky Lodge Christian camp

in Montello. But it wasn’t just swimming, canoeing, archery, miniature golf, carpet ball and horseback

riding. Our children were challenged by speaker Vanessa Moran to become authentic followers of Jesus.

And they got a taste of Children’s Bible quizzing as each day they spent time with JoEllen George, our

District Children’s Bible Quizzing director. I appreciate Cheryl’s devotional booklets that she prepared for

each camper in an effort to get them in a pattern of regular, daily devotional time.

In October, 90 souls turned out to attend the Lay retreat led by Jon and Shawn Del Hansen.

Those that attended were treated by the insights and stories of Pastor Kerry Willis, a seasoned traveler to

the Holy Land. Pastor Kerry was able to bring a much deeper understanding of and appreciation for the

Scripture through his experiences. I believe he kindled numerous fires in our district lay men and women

about going to visit the land where Jesus walked.

Our children’s quizzers were once again traveling around the state to see if they could answer the

questions that JoEllen created for them. We had 6 churches with quizzers this year: Eleva-Strum, Green

Bay Grace Harbor, Mattoon, Richland Center, Sparta and Wheeler New Life. Jamie Clark from Green Bay

Grace Harbor, Daniel, Hannah and Mary Wooten from Eleva-Strum and Daniel Hintz from Richland

Center all qualified to represent the Wisconsin district at the Regional quiz at Olivet Nazarene University

in June. Way to go guys!

In January, 75 of us came together as our District Superintendent led his first district activity by

presenting a Sunday School teacher training session at Tomah. Rev. Keefer encouraged and challenged

those in attendance, giving numerous ideas and practices to take back and utilize in our churches to help

us be more effective in reaching our communities for Christ. Thank you Pastor Jim Leston and your

church for all the work you did in hosting this event.

Ladies Retreat was a wonderful, yet frustrating time. But our new director, Bettina Bowman, and

our 150 ladies handled it with grace. In spite of very cramped conditions, our gals were able to have a

glorious time of fellowship and inspiration with speaker Jeannie McCullough. She had our ladies laughing

and crying…being challenged and changed by the Holy Spirit. I visited with Jeannie following the retreat

and it was easy to see why she had such a profound impact on our women.

Men’s Retreat saw a decline in numbers down to 34, but the spirit of those in attendance wasn’t

affected. Once again we all ate too much, but we’ll try to do better next year. The acapella singing of our

men awed and inspired all in attendance and our speaker, Pastor Mike Kraemer, challenged the men to

be the Spirit filled leaders that their homes and churches so desperately need. Hearts were touched as

heartfelt prayer and sharing were highlights of this year’s Men’s Retreat led by Pastor Floyd Gregory.

I realize that it can get very costly to attend all of these retreats and also send your kids to

children’s and teen camps. So I encourage you to prepare accordingly and perhaps set aside some

money each month to save toward these events…maybe even open a “Christmas account”. The reason

for my plea is that, ultimately, you, your marriages and your families are the beneficiaries of attending

these activities. I hope you’ll plan to attend the various retreats, fellowship with folks from other churches

and build relationships with them and realize this great blessing we have in being part of the family of the

Church of the Nazarene.

I would like to conclude with the two questions I have heard Dr. Woodie Stevens, our

denominational SDMI director, ask so many times, “Who are you Discipling?” and “Who’s Discipling you?”

What a wonderful privilege, and great responsibility, we have been entrusted with: to become Christlike

disciples…and to make Christlike disciples of the nations. May we, filled with God’s love, go, empowered

by the Holy Spirit, and fulfill that commission.

3. NMI President

Rev. Keefer, Rev. Hall, special guests, delegates, and friends of this 75th Wisconsin District NMI

Convention. For a wedding anniversary, the 75th year is referred to as the diamond jubilee. A day of

celebrating strength and beauty. Wow! What a privilege to realize God’s continuing faithfulness to

accomplish his call through us. His strength has brought us to this moment. Isaiah 52:7 reminds us: “How

beautiful upon the mountains are the feet of him who brings good news, who proclaims peace,

who brings glad tidings of good things, who proclaims salvation, who says to Zion, Your God

reigns!" Today our focus is Ecuador, but we are partners in planting the God’s footprint on many

continents and in many countries. As we gather our Wisconsin family together we will celebrate your

achievements and expand our mind to new ideas, new plans and new ways of sharing God’s love story.

This completes my eleventh year as your District NMI President. Thankfully, I did not have a

wedding on my agenda this year. I guess it was the Keefer’s year to enjoy that blessing.

At last year’s General Convention it was confirmed that we are no longer just an auxiliary

organization. We are integral part our church’s mission of spreading the gospel worldwide … Making

Christlike disciples in the nations.

When District Presidents gathered earlier this year in Louisville, KY, we were encouraged to

partner both with NYI and SDMI to integrate mission activities everywhere! I could not find two more

willing partners than Kari Hayes and Brian Bowman. Today’s partnership with young Nazarenes from

across Wisconsin reflects our passion for youth and their commitment to mission. We want them to feel

that we share the same goal … reaching others … serving others … loving others! Today’s assignments

just happen to be in the Madison area which fits perfectly into Year 2 of our Quadrennial Theme … To

Make Christ like Disciples in Our Judea.

This challenge takes us to reach out to our neighborhood, city, and county. Today NYI has

partnered with us to do just that in Mission Madison.

One of the first words that comes to my mind when I think of today’s young people is technology.

From ipods to movies to games to Pac’n Plays and computers, today is a world of speed and efficiency.

Let’s follow that theme as we see how NMI measures up in the digital age.

Nikki Clark welcomed us into the presence of the Lord this morning. Her family’s mission “To take

the message of salvation through Jesus Christ everywhere we go” has brought her here today. She

is passionate about “breaking the cycle of Christians going through the motions and showing them

how to start living their lives for the glory of God.” Thank you, Nikki, for sharing your heart and voice

with us throughout the day. You can hear Nikki again and again through the technology of CDs and

iTunes. She can even become a part of your “play list.”

Many of you are familiar with the term “IT Department.” Once you have a computer you often

need technical support to troubleshoot problems, to train you on new software and to make sure that

everything runs smoothly. We have such leadership in NMI. Daniel Ketchum and his team at the Global

Ministry Center bend over backwards to provide us with cutting edge materials and training to help us

work and pray effectively for missions. Bringing that a little closer to home, we are very grateful for the

support of both our local and District NMI Councils. You are out there week after week and month after

month praying, planning and promoting. Thank you, Presidents, for saying “yes” to your job, for being the

search engines who are willing to pull things together and learn as you go, and for giving organization and

prayerful leadership to your councils and local NMI program. Thank you, council members, for being the

energized microchips on the inside of NMI.

Education

Education … knowledge … is what challenges us and mobilizes our actions. The face of

communicating that knowledge is exploding. No longer are we relying solely on books/CDs and video.

Access to Engage Online mission magazine, Nazarene Media Library, and NCN News is just a

sampling of interesting and visual tools to keep us informed about what’s happening around the world and

what’s happening with our missionaries in that world. Multimedia mission resources are revitalizing the

traditional concept of mission education. The quarterly delivery of the World Mission DVD might be your

choice as it is at Sparta where the “Nazarenes Eating Breakfast” group gathers once a month for

breakfast and a mission video. Pastor McRaniels reports that they’ve been able to complete all of their

mission commitments this year and plan to switch to “Nazarenes Eating Lunch” together for next year.

We all know that hands on experience is the best kind of education for most of us. Many of our

churches participate or host food pantries, some cook Christmas dinner for the community,

Crosspoint this year participated in a citywide compassion extravaganza offering services from

food and clothing to medical and dental care. Raise your hand if your church family sent out at least one

box of Crisis Care Kits.

Missionary newsletters are sent to thousands, and requests from friends such as the Millers in the

Solomon Islands can be distributed with the click of a mouse to mobilize prayer support around the world.

These are the “screen prompts” that inform us when something goes wrong and needs urgent attention.

From evangelism to compassion; from building churches, homes, and schools to establishing

relationships; from supporting our missionaries personally to encouraging national leadership, we can all

be involved and know that our efforts are multiplied by the Father.

Giving

The World Evangelism Fund is the international flow of support that enables missionaries in 155

countries worldwide to be on the frontlines of evangelism. Actually, Mali has been announced recently as

world area #156. Microsoft Excel is the tabulation program that helps keep statistics in order. But mission

giving is more that numbers in a column. It is sacrifice driven by vision and passion. When you make a

faith promise commitment, you’re not alone. God is your partner, and many of you know from experience

that He will help you fulfill that commitment. This year your promises and your faith coupled with the

Thanksgiving and Easter offerings have totaled $135,547.

Thank you for giving sacrificially. World Mission and NMI have been diligent in drastically

reducing overhead spending so that our missionaries may remain in the field.

A new funding structure is in place for the 2010-2011 church year. We understand that the World

Evangelism Fund is the lifeline that continues to provide for our missionaries, and we dare not pull back

from the support that is so vital. Thank you to the 24 churches who have fulfilled their WEF commitments

for this year. Last year at this time we were nearly $10,000 short of reaching even the ninety percent

payment level. Today that figure is just $1,350.76. May God speak to our hearts today as we trust him to

work through us to bridge that gap.

Some of you have gone beyond 100 percent giving. Wisconsin today honors seven churches who

have contributed $2,562 ($1,595) in overpayment this year--a 38 percent increase over last year. Little

Wolf again leads our percentage giving at 610 percent, and Mattoon’s leads the dollar figure at $1,100.

Thirty-three churches have participated in giving $12,816 ($13,959) for Alabaster projects. Your

Alabaster dollars provided assistance to 258 projects in 2009 and are an integral part of our mission

equation.

Discipleship

Discipling our children/youth and adults involves creating opportunities to hear missionaries and

explore mission possibilities. Daniel Ketchum’s words ring in my ear, “Who are you discipling, and who’s

discipling you?”

Wisconsin youth and teens have a heart for missions and their lives are important to us!

Children’s ministry again partnered with us in the presentation of our annual Kids Mission Rally last

September. We love making it fun for kids to be involved with missions.

This year’s theme was “Have a Heart.” Shawn Del Hansen, our connecting link to SDMI pours all

of her creative energy into making this day a huge blessing. Our heartfelt thanks are extended to both her

and John. We look forward each year to Shawn Del’s creative announcement of the next year’s rally

theme.

Our special guests for this year’s rally were Rev. Tom and Lauralee Nothstine. Their presentation

highlighted their work with the street kids of Madagascar. Their love for children was overflowing and

contagious! Christian books were donated to be returned with the Nothstines for shipment to Africa.

Many of you came and brought children. Lots of you pitched in to help. The day was filled with

crafts, Scripture, songs, games, food and prizes. Your presence showed that you care, and I think the

kids noticed. It is our prayer that these events will be an open door for children to ask questions, be

curious, and be open to hearing God whisper his plans into their hearts.

What a blessing to have the opportunity to support the children of Madagascar through the Gift of

Giving Catalog which again this year highlighted selected Compassionate Ministries projects. Many of our

churches allowed their children to choose the project they wanted to work on. A total of six different

projects were chosen from the Gift of Giving catalog.

The most popular choice was relief for Aids caregivers in Africa accounting for over one third of

the $733 dollars raised. From Richland Center’s sponsorship of the kids missionary book reading to the

collection of pop cans in Madison, this is a hands on way of encouraging our youth to focus on a need

then follow through on a plan to earn money to help.

Prayer

Prayer is the power pack that fuels our mission efforts. When I unplug my computer and try to

work on a project soon I will get a prompt telling me that I need to reconnect to a power source. If I ignore

the warning, the machine dies out and is no longer useful.

You can see the analogy. The Prayer Mobilization Line is organized to help us pray around the

world not only for our missionaries but for volunteers, work and witness teams, and our NMI leadership,

as well. In the Kleinfeld’s newsletter received just last week Rolf states, “You prayed and God answered.”

Our missionaries face principalities and powers that can only be brought down by prayerful intercession

and they’re depending on us for partnership in those prayers. Prayer for the 10/40 window, for the

persecuted church, and World Week of Prayer help us to focus on bringing to the Father the needs of his

children.

Your faithful attention to these four areas: Prayer, Discipleship, Education, and Giving has been

from the heart and is appreciated. However, Wisconsin has not qualified this year as a Mission Priority

One District Status because of the shortfall in World Evangelism Giving. We are so close that later today

we will be giving you an opportunity to close that gap.

Compassionate Ministries

I am proud to be part of a statewide body which, when it learns of a disaster, is quick to respond.

Action and compassion describe Wisconsin’s response to disaster at home and abroad. This has been a

year for disasters including major earthquakes in Haiti, Chili, the South Pacific, and Indonesia! The Asia-

Pacific region has been rocked by disasters including tsunamis, earthquakes, and typhoons. Over 40,000

Crisis Care Kits were distributed in 2009 to five countries. Your towels and shampoo and Band aids really

do make a difference.

Total compassionate ministry giving from Wisconsin topped $35,645 with over 348 crisis care kits

and 90 pal packs donated.

Work & Witness

Ask Pastor Steve Crites about the hands and feet of Wisconsin Nazarenes as you’ve reached out

to help with projects across our own district. Our vision is to combine witnessing/evangelism with local

construction/renovation projects. The slide on the screen is a combination of all the projects that have

been tackled by Pastor Steve and his crew this year. This is a graphic rather than photographic

representation of their efforts.

Work and Witness continues to fuel Wisconsin mission passion. Pastor Phil Stein and Randie

Blom led our team of thirteen to respond to the disastrous earthquake in Haiti. You prayed, they went,

and the plan is for them to go again.

In addition to their work on two churches, funds have provided for a well to be drilled to provide

safe drinking water. Last year two such wells were sponsored by our Milwaukee first and Richland Center

churches. Reggie Granger, has just returned from leading Richland Center on a mission to Switzerland,

and we look forward to his presentation later today.

LINKS

Returning to the computer analogy, LINKS is like having our own personal Facebook relationship.

Its purpose is to connect Nazarenes around the world to our missionaries. We “keep in touch” through

loving and responding to a specific missionary or family. The past two years we’ve been connected to the

Kudjip Hospital and the Porters. As you have followed the Porters you have seen firsthand the twists and

turns of the journey. They no longer represent us in the international field, but I’m confident that Dana and

Steven Porter have only changed their address. They are still pouring out their lives for the love of our

Lord.

Zoom in with me on some of the special projects from the Mattoon ladies who this year knitted

slippers, sewed more curtains for the Kudjip Hospital, and are looking for just the right spot for sending

these darling baby dresses. Special thanks go to twelve of our churches which have contributed $575 in

support of our LINKS assignment.

This summer we are excited and thrilled to begin a new LINKS relationship with the Chapmans

and Cheri Kommel. Reggie will be introducing them to us this afternoon.

When I say the word “TomTom” what comes to your mind? Travel … that’s correct! Travel and

deputation go hand in hand. We have seen lots of missionaries over the last twelve months, and that’s

the best part of the cake! The Nothstines were here briefly in September, then both of our deputation

tours took place this spring. I’m sure you would agree that meeting a missionary makes your heart

sensitive to praying for him or her and the ministry they have described to us.

The Tibis made a premier appearance at the Ladies Retreat in March then traveled on to many of

our churches to see faces that they’d already met.

The Sidles were in Wisconsin over Easter, and it was a delight to welcome the whole family. Gary

is definitely a story teller, and many of you read his book this year.

Nowhere is the introduction of technology more apparent than behind the microphone of World

Mission Broadcast. We rejoice in knowing that the Lord has been using these broadcasts since 1951 to

change lives. Today they operate in 36 languages and 81 countries. Thirteen of our churches have given

over $920 toward this cutting edge tool for reaching.

Well, The Wisconsin District Mission Team is wireless. Whether together or apart this is the crew

that actively promotes mission programs in their own churches, across the state, and sometimes around

the world. They pray and plan with you in mind and enthusiastically respond to needs and opportunities

as they occur.

The list you just watched was just a few highlights of the last 3 years in Wisconsin NYI! It has

been an exciting year of changes, challenges and renewed excitement in the NYI. I am very thankful to

have Rev. & Mrs. Keefer as our new District Superintendent. Thanks for being available, for your

leadership and support of the NYI. I would like to thank this year's NYI council members: you've proven to

be a great help in planning. I appreciate you your friendship, and input more than you know. Thank you to

the directors of each district NYI event that was held throughout the year. Every event is always unique

and special in its own right thanks to your hard work and dedication.

This past October, teens and their sponsors met for the Fun Night / Lock-In in Tomah, WI. Under

the direction of Rev. Steve Larrabee, the lock-in was a success with well over 100 in attendance. Rev.

Brett Cole was the special speaker and led a worship team in music and drama. It was a full night of

activities, with something for everyone. I'd like to especially thank Steve for all of his hard work as

director of the lock-in over the past few years. Thank you for your faithfulness and willingness to lead.

The first weekend in February found us once again on the slopes in north central Wisconsin at

the Mid Winter Ski Retreat. What a beautiful time and place to be with friends from around the district.

This year the weather was perfect for all of the outdoor activities. Downhill skiing and tubing, cross

country skiing and just plain fun in the snow filled up the weekend. The times of meeting together for

praise and worship were really great. Our special speaker Aaron Brawner shared from his heart and from

God's word throughout the weekend. We also enjoyed the music of Before Tomorrow from Olivet

Nazarene University as they led us in true worship. Each year this event proves to be the perfect getaway

at the perfect time. God never fails to show up and meet with us. I'd like to thank Tim Suiter for all of his

hard work in planning and leading this event. Hold the date for February 4-6, 2011. Rev. Steve

Spangenberg from 1st Church of the Nazarene in Kankakee, IL will be there as our special speaker with

musical guest “Before Tomorrow” from ONU. Mark you calendars now!

District Celebrate Life is an event totally geared to showcase the talents of the teenagers from

across this vast state. Bible quizzing, basketball, volleyball, talents in singing, puppetry, instrumental

music, science trivia, drawing, painting, photography and much more. The pay off for all of the hard work

and detailed attention given to their creativity, is that each teen can score at a level to move on to

Regional Celebrate Life hosted by Olivet Nazarene University. At ONU, Wisconsin competes as a district

against other districts from our region. This year at R.C.L we were 7th out of 11 districts competing for the

grand trophy. We were honored to have the newly elected Global NYI president, Mark Holcomb as our

speaker. He delivered a powerful, challenging message to all of the young people about the “global

vision” being cast for this generation to have a heart for missions and to fully know what it means to be

open and available if God calls you to give your life away. I would like to thank Rev. Earl & Tami Gillett for

another great year of stellar leadership in handling the details of both District Celebrate Life and Regional

Celebrate Life. Thanks for making it easy on the rest of us!

District Teen Camp rose to a whole new level this year! I want to thank the great group of staff

who gave of their time in that week. Thank you for investing in the relationships and foundations being

formed in the lives of all who came. There is no way to truly give the whole week the justice that it

deserves. Rev. Nick Jones led morning sessions that were focused on “saturation” bible study; the “what

and how” when it comes to studying God's word. Studying God's word will help lay the foundation to

insure that God's word will be a part of our daily lives. The activities and memories made were off the

charts! But, the team activities and games paled by comparison to the decisions that were made for the

Lord. My greatest hope in the midst of planning “The Great Escape” every year is that; if only one person

accepts the Lord; it was all worth it. We enjoyed a tremendous outpouring in worship and in prayer for

one another. The testimony time was truly a blessing! I walked away from the week renewed and

encouraged by what God was doing in and for people. If you missed camp this year, you've got to check

out the highlight videos from each day on You Tube. There was never a dull moment!

Teen Bible Quizzing has had another tremendous year! I would say a lot but, then what would

Stephen get to say? There is a lot more to quizzing then just studying, jumping and memorizing. I

personally enjoy listening to the testimonies of the graduating seniors the most. I'm truly inspired by each

one when they talk about how quizzing has changed their lives and how much learning God' word has

influenced who they were becoming. The quizzers compete and become fast friends with others from

around United States and even globe. At Q2010 they quizzed and did fantastic, worshiped together and

even participated in a service project. There is definitely more to this than meets the eye. Studying God's

word and having fun doing it but, more importantly allowing the scripture to have an effect on who they

are as they seek a relationship with the Lord. A job well done! Thanks for representing so well.

As we prepare for another year, I ask for your prayer for all teens, as they figure out what they

believe and where they will stand on the many issues that are a part of their world today. Help them to

guard their hearts and their minds.

Finally, brothers, whatever is true, whatever is noble, whatever is right, whatever is pure,

whatever is lovely, whatever is admirable-if anything is excellent or praiseworthy-think about such

things. Whatever you have learned or received or heard from me or seen in me-put it into practice. And

the God of peace will be with you. (Philippians 4: 8-9)

Thank you for leading by example, and discipling the “Next Generation” through relationships and

1. Advisory Board

The District Advisory Board conscientiously cared for the business of the Wisconsin District in five

regular meetings during the fiscal year ending June 30, 2010. Additional matters referred to the board

were cared for as prescribed in the Manual of the Church of the Nazarene.

The board faithfully fulfilled its role to serve in an advisory capacity to the district superintendent.

The board also consulted with the superintendent in the supervision of all departments, boards, and

committees of the district. Furthermore, we received and reviewed the accountability reports of the

district superintendent and the reports of the district treasurer. Action was taken by the board on a

number of items, including:

1. Election of the District Secretary and the District Treasurer.

2. Approval of the recommendation of the District Superintendent of the renewal of district licensed

ministers who are serving as pastors.

3. Approval of participation by Jon Nelson (elder) in para-church ministry with Youth for Christ

(Manual 433.1).

4. Consultation with the district superintendent concerning the appointment of the District

Nominating Committee (Manual 212.2).

1. Finance

The stated purpose of the Wisconsin District Church of the Nazarene is to evangelize the state of

Wisconsin. The District exists to provide resources for the advancement of the Kingdom of God through

the preaching and teaching of the gospel by local churches throughout the state. This resourcing is to be

accomplished by assisting the existing churches to grow, and by the planting of Nazarene churches in

every town and city in Wisconsin. We wish to commend those pastors, church boards, and laymen from

our churches who have supported the district, regional, and world ministries of the Church of the

Nazarene through faithful payment of Fund allocations. This payment has provided resources to every

church on our district, has enabled new growth to take place in formerly dying churches, has supplied

care for pastors and missionaries, and has supported the work of the Great Commission being carried out

through the International Church. Faith, determination, effort, and sacrifice have characterized those who

have expressed their stewardship for others. It is our desire that this work be continued. We, therefore,

recommend the following:

1. That all churches, whether fully organized or not, participate in the ministries of the District, the

General Church, and our Schools and Colleges through the allocation of a portion of their funds to the

work of these broader interests.

2. We urge every church to keep their budgets paid up to date regularly and plan for full payment

of their budget allocations.

3. That the allocation base be determined as follows: Church income minus World Evangelism

Fund and approved Mission Specials giving. (More information and definitions of income can be found at

the web site www.fundingthemission.org).

4. That the World Evangelism Fund for each local church be set at 5.5 percent of the allocation

Wisconsin District Church of the Nazarene as Payments in lieu of fund payments.

Further, in order to help our churches achieve these objectives, we recommend the following:

I. Local Interests

1. That each local church construct a workable operation budget, which will include projected

income and expenditures and payments of all general, regional, and district funds at its first board

meeting following the district assembly (provided this item has not already been cared for), and a copy of

such operating budget be sent to the district superintendent for review no later than September 15, 2010.

2. That all pastors, whenever possible, make positive ministry statements concerning the

importance of each allocated Fund.

3. That this report be duplicated and distributed or read at the first monthly meeting of each local

church board following district assembly.

4. In the interest of good Christian stewardship, that each local church adhere to the Manual

provisions regarding careful handling of money received and disbursed by the church. To facilitate, this

we recommend:

a) Use of computer software for church treasurer’s record keeping processes.

b) District Treasurer will be available for assistance in training for Quicken or any other

area of the church’s financial record keeping.

5. That each church be in compliance with the state and federal regulations that apply to FICA,

SECA, and income tax withholding requirements for church employees. This would include the timely

filing of quarterly wage statements.

6. That the Trustees of each local church review annually the adequacy of insurance coverage on

all properties; to also include liability coverage on all church-sponsored activities, workmen’s

compensation, sexual misconduct, and clergy counseling coverage. (Contact the district for appropriate

liability guidelines.)

7. That churches with unpaid loans from district funds, or receiving financial assistance from the

district, send a monthly report to the district superintendent and Advisory Board.

8. That no pastor, or any member of the pastor’s immediate family, on the Wisconsin District, act

as treasurer of that local church or an auxiliary of that local church without the express written permission

of the Advisory Board, and the District Advisory Board be empowered to enforce this ruling.

9. That the local church treasurer’s books be closed June 30, 2011, which shall be the close of

the statistical year for all churches.

II. District Interests

1. That the expense of publishing the District News be shared equally with the district auxiliaries.

2. That a District Handbook be made available to delegates at District Assembly and that

additional copies of the handbook be made available to churches and individuals in lieu of the District

Journal (NPH is no longer printing journals) at $6.00 per copy, to be ordered and paid for in advance of

the District Assembly.

3. That travel for all official district board and committee meetings be reimbursed at the rate

established from time to time by the Internal Revenue Service to be paid by the appropriate treasurer.

5. That the elected Finance Committee serve as a Fund Payment Incentive Committee, and that

they shall meet at other times throughout the year to find ways to encourage and implement full payment

of all allocated funds by each local church and to study the manner in which all district funds are allocated

to the church. This committee shall report to the Finance Committee at it next annual meeting concerning

the manner of allocated funds. This committee will also explore methods to develop new revenue sources

for raising funds for the District.

6. That our people consider home missions and church planting in Wisconsin when making their

wills. We recommend that local churches utilize the services of the regional representative of the Planned

Giving Department of the Church of the Nazarene in making their wills.

7. Concerning the District Superintendent, that:

a) The District Advisory Board consult with the district superintendent concerning the

current allocation of the amounts budgeted for the district superintendent’s salary,

annuity, insurance, and business expenses and the board may, at its discretion,

reallocate those amounts between the categories of salary, annuity, business

expenses, furnishings allowance, and such other reimbursement accounts that the

Advisory Board may establish.

b) An amount not exceeding one-third of the superintendent’s travel allowance be

disbursed by the district treasurer with the authorization of the District Advisory

Board, if requested.

c) That our district superintendent be allowed six weeks of paid vacation.

1. That each local church make special effort to pay in full the ONU Fund during the coming year.

The operating budget at ONU is based on full payment by all churches. We do want to cooperate with,

and support our university, Olivet. Realizing that some churches are under financial stress, we

recommend that each of our churches help us reach our goal of full payment by voluntarily overpaying

their ONU Fund by 10%. This may be accomplished by having a special Olivet Day when a special

offering can be taken, etc. Checks should be made payable to Wisconsin District Church of the

Nazarene, and sent to 2807 Waunona Way, Madison, WI 53713.

2. That each local church observe the last Sunday of January as Nazarene Theological Seminary

Sunday by receiving an offering sponsored by the church and/or budgeting an appropriate amount.

3. That we commend Nazarene Bible College on carrying out its mission “to glorify Jesus Christ

The Wisconsin District Church Properties Board advanced the cause of the Kingdom of God

through the Church of the Nazarene by dealing with the following church property issue. We worked in

cooperation with the District Advisory Board and in conjunction with the Wisconsin Work and Witness

program. Specifically, we offered either advise and /or participation in the following projects:

1. Extensive repair and remodeling of the parsonage in Appleton, so that it could be ready for

rent. It is being rented as of May 2010. We also caught some developing water pipe leak issues in the

Appleton Church and in doing so, averted water flooding issues.

2. We have corresponded with and kept up dated with the Kenosha Church, in the building of

its’ new church building.

3. We have worked in an advisory capacity with the West Bend Church as to the change from

pews to chairs in the church sanctuary.

4. We replaced and installed 19 windows with new vinyl replacement windows in the South

Milwaukee parsonage.

5. We worked with the Richland Center Church resolving construction issues in the newly

acquired fellowship hall. Time was also given to helping insulate and frame walls in the same building.

6. We installed a handicap ramp and railing at the Menomonie Church to make it handicap

accessible.

7. We repaired damage from water leaks in the walls and bathrooms of the District parsonage.

We also repaired leak damage to the roof and then re roofed it. We also cleaned gutters on the District

parsonage.

8. We completed a fair amount of repair work to the Waukesha parsonage.

9. We have re roofed the Waukesha Church roof, also repaired some of the leak issues.

10. We have been in consultation and planning of a new church building in Danbury.

11. We have estimated and prepared to re-roof the Elo Church.

12. We have re-roofed part of the Wheeler Church.

13. We have worked at inspecting and analyzing leaks and needed repairs of the Laona Church

and parsonage.

14. Some church properties board members and volunteers helped complete more rooms in the

Eleva-Strum parsonage.

We are always in need of skilled and unskilled volunteers for the various building projects. It is

our desire to assist the Wisconsin District in the continual process of repairing, updating and construction

of our church related buildings for the Glory of God.

There is a good possibility that we will be building a church building for the Danbury Church in the

fall of 2010 and we will need volunteers.

7. Education

We, your Committee on Education, believe that we must be an informed people in order to be

God's people who follow His will for our lives. Therefore, since education is very important we recommend

that each local church support Christian education in the following ways:

1. Locally, through use of Nazarene materials in every area of the church, Sunday School, NYI,

and NMI ministries. This would include the utilization of Caravan, Bible quizzing, Vacation Bible School,

etc., wherever possible.

2. We recommend local congregations be supportive of their families involved in Christian home

schooling and Christian schools.

3. At the district level, through district-sponsored and promoted opportunities such as marriage

enrichment weekends, Continuing Lay Training (CLT) events, leadership meetings, etc.

4. Regionally, by supporting ONU with our young people, prayers, paying of our educational

fund, and contributing to the ONU Foundation (which is used to provide scholarships).

5. We also recommend using our Wisconsin ONU students for visits to local churches with the

story of ONU Christian education.

6. At the general level, through Nazarene Bible College and Nazarene Theological Seminary

with prayer, students, and offerings.

7. We recommend that early in the church year local pastors and congregations plan a calendar

of seminars and leadership training opportunities, motivating their people by example to become more

effective in kingdom work, and giving open recognition to those who strive to improve themselves.

8. Local churches should encourage their pastors to participate in ongoing educational and

practical training opportunities through seminars, courses, ONU, NTS, and the Internet, showing an active

spirit of wanting to be a useful tool in the Master’s hands.

8. Evangelism and Church Growth

This is love: not that we loved God, but that he loved us and sent his Son as an atoning sacrifice

for our sins. Christ’s love compels us to have mercy on those who doubt and to snatch others from the

fire. Indeed, everyone who calls on the name of the Lord will be saved. But how can they hear without

someone preaching to them?

We, the Evangelism and Church Growth Committee, realize a need for commitment to evangelize

the communities of Wisconsin in which we live. It is the result of faith in a believer’s heart that causes one

to place others above oneself and reach out with the love of God to one’s community.

To that end, we challenge the congregations of the Wisconsin District Church of the Nazarene to:

• train our people to be able to effectively share the gospel

• make evangelism a priority in our daily lives

• find our direction by identifying the individual needs of each community

• recognize that out of love Christ gave to us all

• realize that we must give to all

• overcome our fears, struggles, insecurities and pain to reach the lost with the gospel of

Jesus Christ

• establish methods whereby new believers are discipled to Christlikeness

Christ’s love compels us.

9. Pastoral Support

We, your committee on Pastoral Support, submit the following report and recommendations:

We would like to commend all the churches that are improving with regard to pastoral support

and care. While it is very difficult to fulfill recommendations listed below, there are many that do not even

require dollar commitments. We continue to urge and applaud efforts that are made to make all our

pastors feel appreciated and supported. We encourage all churches to make this a matter of prayer and

action.

Pastoral care is a definite biblical concept that is assigned to laity “full of the Spirit and wisdom”

that must not be considered lightly by our elected church boards. Today, we are being made aware of the

needs of pastors and their families through many organizations such as Focus on the Family, Family Life

Today, and others.

Even here in Wisconsin, organizations and retreat centers are focusing on the emotional,

psychological, and spiritual needs of pastors and families. We commend such groups and support them

in their efforts. As churches review and study ways that they can improve their level of care and concern

for their pastor and family, we recommend that the following organizations be considered: Green Lake

We recommend that local church boards designate a portion of the board as a Pastoral Support

Committee, in response to its duties outlined in Manual 129.8 and 129.9. We recommend that each

church purchase Support Your Local Pastor, a book published by NavPress and available through

Promise Keepers, and that members of the Pastoral Support Committee read this book as they make

various recommendations to the board for implementation.

Realizing that staffing and church resources may vary, we urge semiannual consideration of each

of the following areas:

I. Finances

A. Salaries

1. The pastor’s and paid assistant’s salaries, expense reimbursement, and benefits should be

reviewed for budgeting considerations prior to the annual meeting and again in December. It should be

recognized that a salary increase would not be an actual increase unless it is above the cost of living

index increase. When a pastor leads a church in growth that is reflected in increased finances, let this be

a factor in determining the amount of the increase of salary and benefits.

2. Each local church needs to strive to have a minimum weekly salary for its pastor of $300

(exclusive of parsonage and automobile reimbursements) or allow its pastor to seek outside employment

to supplement his or her income.

3. Local church boards are encouraged to investigate the possibility of granting a furnishings

allowance in lieu of a percentage of salary.

B. Housing

1. Churches should discuss the option with their pastor to purchase his or her own home if the

church does not own its own parsonage. The church should establish a housing allowance

commensurate with current housing and utility costs of the area when a pastor chooses to purchase

his/her own home.

2. If a parsonage is owned by the local church, the appropriate committee or board should be

aware of and be responsible for needed repairs, maintenance, and improvements. (Manual 143.2)

C. Insurance

1. Local churches should pay the pastor’s family group health plan premiums.

2. Consideration should be given to provide the supplemental term life insurance and the long-

term disability insurance for the pastor that is offered by the general church.

3. Each church board should establish a policy in regard to pastoral sick leave.

D. Local Church Expense

1. Each local church should set up a reimbursable plan for the pastor’s car expense, continually

considering the increase in church-related auto expenses. Consideration should be given to operating

costs, maintenance, depreciation, insurance, and registration. Other business expenses of the pastor

should be handled with an accountable reimbursement plan so that business expenses are accounted to

the employer and reimbursed to the employee within 15 days after filing the expense request.

2. Local churches normally pay the moving expenses for a new pastor. (i.e., van cost, family

travel expenses, etc.)

3. Each church should provide for a comfortable and well-equipped office for its pastor. This

provision should include computer, supplies, postage, telephone, and secretarial help, if possible.

E. Retirement Benefits

1. Local churches are encouraged to give their pastor an offering equivalent to the pastor’s actual

Social Security tax and that this offering be given quarterly. (Tax is based on the total of his salary and

housing allowance or parsonage rental value.)

2. We urge local churches to make adequate financial preparation for their pastor’s future

retirement by considering paying into an annuity an amount equal to a minimum of 10% of the pastor’s

salary. We encourage participation in the tax-sheltered annuity program of the Church of the Nazarene.

3. We strongly urge full payment of the Pensions and Benefits Budget.

II. Well-Being

A. Physical

1. We recommend that each church board clarify the length and conditions of paid vacation at the

beginning of each church year and communicate this action to the pastor. The following guidelines are

suggested for lengths of paid vacation time based upon accumulative years of ministerial service in the

denomination.

1-5 years 2 weeks (14 days including 2 Sundays)

6-15 years 3 weeks (21 days including 3 Sundays)

16-20 years 4 weeks (28 days including 4 Sundays)

21-25 years 5 weeks (35 days including 5 Sundays)

26 years and over 6 weeks (42 days including 6 Sundays)

For good physical and mental health, pastors should be urged by their congregations to take time

allotted for vacation. However, if for any reason, a pastor is unable to take the allotted time, we do not

recommend that vacation time be accumulative. We also urge that the churches pay the supply pastor in

the absence of their pastor.

2. We encourage each pastor take one day per week for relaxation and refreshment of the mind,

body, and soul. Since this is not always possible, we recommend compensating days off be given and

that the local church insist on periodic days off in addition to regular vacation time.

B. Spiritual

1. In light of the stressful challenges faced by pastors, we encourage congregations to grant

them a sabbatical leave (4-8 weeks), in addition to normal vacation time, after the completion of each 7

years of continuous full-time employment with the local church. The purposes of a sabbatical include rest,

spiritual renewal, professional development, and the creation of a fresh vision. Guidelines are available in

the District Resource Center. See Manual paragraph 129.10.

2. We strongly urge the establishment of some type of Prayer Partner ministry for the pastor in

each church.

3. Laity should seek to help the pastor, in any way possible, to fulfill the imposing task of being

the spiritual leader for the congregation he/she currently serves.

4. Churches should encourage their pastor to participate in a peer accountability group on a

regular basis. The district suggests participation in the monthly “maximizing pastors” gatherings as a

starting point.

C. Educational

1. In light of the General Assembly mandated Continued Education Requirement for pastors each

year, each church should encourage its pastor to enrich his/her ministry at the local church by providing

their pastor opportunities for continuing education. These may include ministerial conventions, seminars,

directed studies, and special college and seminary courses. This could also include an allowance for

professional development materials and the payment of professional dues.

2. Each church should allow its pastor at least two weeks of paid study leave per year (e.g.,

PALCON, continuing education at Olivet, graduate work, NBC Online Classes, Nazarene Theological

Seminary, etc.).

D. Inspirational

1. Each local church needs to assist their pastor in attending District Assembly and Conventions.

2. Every local church should provide for the expenses of their pastor and spouse to attend the

M&M Retreat. Church boards should strongly encourage their pastor to attend annually, as this serves to

help refresh spirits and strengthen the bond with fellow servants on the district.

3. We encourage local churches to set aside, in a separate account, a weekly or monthly amount

to be used to assist their pastor in attending General Assembly and Conventions. A small amount of

money set aside each month for this during the next four years would make this assistance affordable to

every church.

4. Local churches are encouraged to consider assisting a newstart pastor, evangelist, missionary,

or retired pastor in attending these.

III. Family

A. Special Recognition

Each church is encouraged to recognize all members of the parsonage family at appropriate

times of the year: birthdays, anniversaries, Christmas, Clergy Appreciation Month (October), etc. Special

attempts should be made to show appreciation and express love to the pastors and families at all times.

IV. Evangelists

A. Compensation

A church should give an evangelist used for a special meeting a minimum of $300, plus travel

expenses, for an over Sunday meeting, or an amount equal to twice the pastor’s salary for the number of

Sundays involved in the meeting, whichever is greater.

1. Each church should give the evangelist an offering equal to the evangelist’s Social Security

tax.

2. Each church should include an amount in the evangelist’s remuneration for parsonage

allowance and utilities.

3. Each church needs to be sensitive to the financial hardships caused by cancellation of an

evangelistic meeting by the church.

We strongly urge that each local church adopt a pastoral care policy and provide a written copy to

the pastor and district superintendent immediately after each review of said policy.

All church boards should have this report read at their first meeting following assembly and at any

subsequent reviews of the pastoral care policy. We request that the district superintendent verify that

local church secretaries or other designee do this twice each year and submit a complete review of the

study of the pastoral care and any action taken.

VI. Minutes of the Conventions and Auxiliaries

A. NMI CONVENTION

Morning Session, August 2, 2010

The 75th Wisconsin District NMI Convention was opened with prayer and scripture reading

(Psalm 92) from Karen Mitten, our district NMI president. Song leader, Nikki Clark, led us in a time of

worship with songs of praise.

A missionary from Quito, Ecuador was introduced. He shared a DVD about NILI, the new

language study program offered through the South American Theological Seminary. University students

from the United States have the opportunity to be immersed in the Spanish-speaking culture in Quito. He

also shared an inspirational story about Lucy. She works with the NILI program director and students.

Lucy received help from the Nazarene church as a young girl and she received Jesus as her Savior. She

truly believes and lives God’s promise that He works for the good of those He loves and calls. (Romans

Bettina Bowman presented this year’s theme, To Make Christlike Disciples . . . in our Judea, with

a special music solo. We are inspired to “Take you, God, to the nations”.

Our Mission Call Coordinator, Bettina Bowman, interviewed Alaina Hagan, a high school student

who had a missions experience this past summer in Guatemala.

Kari Hayes, WI District NYI president, presented Mission: Madison. The youth and adult helpers

have a great opportunity today to participate in a hands-on outreach in Madison, Wisconsin. They will be

serving at the River Food Pantry and the Care Net Pregnancy center. A commission prayer was led by

one of our missionaries.

Rev. Steve Crites updated the convention about the recent Wisconsin Helping Wisconsin

projects. The “big” project on the horizon, beginning fall, 2010, is a new church building in Danbury,

Wisconsin. Helpers may contact Rev. Crites.

The Mission:Madison youth were dismissed to their event.

Karen Mitten called the meeting to order.

Chari Suiter set the agenda for the day. The voting bar was the middle section of the Ballroom as

well as the District Secretary’s office. Pages are Nadine Knight for the morning session and Mary

Eastman in the afternoon. The Parliamentarian is Rev. Mike Postell.

Board of Tellers was appointed: Pastor Jonathan Tipton, Chairman; Carolyn Miller, Ryan

Larrabee, Faye Crandall, Donna Biggerstaff, Judi Ingram, Nancy Bixby, Judy Leudtke.

Chari Suiter moved that the duly elected alternates be seated without reading names to the

convention. The motion was seconded and unanimously passed.

Next, greetings were read from Martha Bean, Central USA Representative. Greetings will be sent

to her in return and to the NMI Director, Rev. Daniel Ketchum and to our new LINKS missionaries.

Patty Woodford presented the new education materials with an informative DVD. Patty gave

further helpful instructions for our local NMI presidents. These resources are available through NPH.

Order blanks were distributed and collected.

Rev. Derl G. Keefer called for the special order of the day, and Karen Mitten gave her report. She

praised the Lord for all He has done in this previous church year. She spoke of modern technology and

how it helps remind us to meet the goals of NMI: Prayer, Education, Giving and Discipleship. Rev. Keefer

called for a special love offering to be received in response for the excellent leadership of our District NMI

President, Karen Mitten. The offering given to our leader totaled: $708.06

Wanda Bussey presented the treasurer’s report. She acknowledged the local NMI treasurers for

their faithful ministry this church year. The Haiti project was a great outpouring of God’s love through

Wisconsin Nazarenes. A surplus of funds, $1,500, was sent to Haiti for a clean water well. Local

treasurers should refer to the president’s packet for detailed instructions. Follow these directions carefully

and consider giving on-line through the General Church Website. A motion was made, seconded and

passed to accept the report.

Clifford, our buddy, made a surprise visit at our convention! Clifford was here to collect a special

offering for the “Buddy Plan” which assists international delegates attending the General Assembly.

Rev. Laabs gave instructions for the scan-card ballots. The Board of Tellers was called, and the

ballot was distributed. Chari Suiter read the ballot. A motion was made, seconded and passed that the

ballot be accepted as read. Ballots were cast. Witnesses for the scan-card ballot tabulation include:

Teller Chariman Tipton, Rev. Laabs and Rev. Monteblanco.

Pam Eichler, director of the Wisconsin Nazarene Compassionate Center in Milwaukee shared

news and updates about the activities and victories at the center this past year. She appreciates the

district support through our prayers and the pantry supply brought to convention today!

We were dismissed for lunch. A Funding the Mission workshop will be held at 1:30 p.m. for those

interested.

Afternoon Session, August 2, 2010

The afternoon session began with praise and worship led by Nikki Clark.

A missionary brought the afternoon message. He shared a DVD featuring his family. We all

enjoyed his son’s view and narration about their family life in Ecuador. He then told us the compelling

true life story of Felix Vargas, whose story is on DVD, “Out of the Dark”, a Nazarene World Mission

production.

A District gift was presented to this missionary and an offering was received. The offering totaled:

$1,200. Praise God for His generous people!

Reggie Granger shared about a recent Work & Witness trip to Switzerland. Another trip is already

planned for Jordan and Jerusalem, including a Holy Land Tour. Information is available in the President’s

packet.

ShawnDel Hansen presented an invitation to the upcoming “Great Mission Rally”- Children’s

Mission Day in Crosspoint Church, Madison, WI. Saturday September 25, 2010 from 11 a.m. to 3 p.m.

Two missionaries will be the speakers. Bible story, crafts, music and fun are on the agenda. Let’s be sure

to bring our children to this fun event so that they may have the opportunity to hear God’s call for their life.

Reggie Holmes presented information about our new LINKS families, Michael and Diane

Chapman, Papua, New Guinea and Cheri Kommel, South Africa. Please refer to the president’s packet

for details on how to support our LINKS in the coming church year.

Diane Gregory presented the Ambassador Action and the Nazarene Compassionate Ministries

“Gift Catalog”. The children and youth can choose their own project from this year’s catalog to fulfill their

Abby Rowe shared about her experiences in Korea. She has been a teacher in Korea for the

past year and she also volunteers at a local orphanage there. The Korean Nazarene University provided

the link to her teaching position.

Rev. Phil Stein reported about the Work & Witness trip to Haiti after the devastating earthquake.

He shared a slide presentation and shared his observations from this experience. The “Hope for Haiti” t-

shirts were sold for $10 each during his report. The proceeds will support clean water wells in Haiti.

Another trip to Haiti is planned for September 25 through October 11, 2011.

An offering was received for World Evangelism Fund. Total amount received: $2,470.91 Praise

God!

The convention opened with a YouTube video of Teen Camp and introduction of the Olivet

Nazarene University group, Beyond Tomorrow by NYI president, Kari Hayes. The group led in worship.

Rev. Mark Quinn opened in prayer. Pastor Brian Bowman introduced our speaker for the day, Hal

Perkins.

Hal spoke about why we should make disciples. We will remember his visual illustration of little

king will and King Jesus: He enlisted the help of others at the round table of one’s heart with each person

representing one “voice” speaking to our heart:

• Mind--“I think”

• Emotions--“I feel”

• Desires--“I want”

• People--“They said… they think… they want.”

• Demonic influences--speak through the others at the table

When we make Jesus our King, we then turn to Him to ask what the Holy Spirit wants us to do

and if the “voices” of our heart are true.

We need to make disciples because others NEED to learn to “Walk by the Spirit… and … not

carry out the desires of the flesh.” We must make disciples because Jesus made disciples. We must

make disciples because Jesus commanded His disciples to make disciples.

Brian gave his report via a video presentation. Sheila Butts gave the treasurer’s report. Following

these reports, Brian recognized the efforts of his council by presenting them with a Culver’s gift card.

Craig Manes then shared a video of Olivet Nazarene University and gave a report in place of

Joey Cash, our representative, who was unable to be here due to a death in the family.

Kari Hayes presented her annual report as NYI leader beginning with a video of the top ten

reasons to be part of NYI.

Rev. Chuck Hayes took an offering for both of our leaders, Kari and Brian, expressing the

appreciation of the district for their efforts and dedication.

The Teen Quizzing report was given by Stephen Hruska, and he acknowledged the quizzers this

year and their excellent effort.

The Ladies Ensemble from Green Bay provided pre-convention music.

Beyond Tomorrow opened the afternoon worship time.

Hal Perkins spoke about how we can have the mind of Christ.

• Do what He did--John 14:12, (Nothing without the Father)

• Be holy as he was holy--1 Peter 1:15-16,

• Walk as Jesus walked--1 John 2:6

The very core of what he came for was to take the Me without Him out of us. His priority was His

relationship with the Father. We must become Christlike as we disciple others. What is Christlikeness?

• Maturing in Spirit-walk

• Meeting with Jesus

• Ministering with Jesus

• Making and multiplying Christlike disciples

Hal closed with an invitation to the conventions to make a covenant with God to seek to get some

help from another as they mature in their walk.

Brian Bowman asked us to quit doing CAWKI.
