Purpose of this session
6
PwC’s Skills for Australia is the Skills Service Organisation (SSO) responsible for the TAE Training Package.
The TAE Training Package was updated in April 2016 and we have since received more than 500 queries on how it should be understood and implemented.
We want to provide you with clear and consistent advice on how to interpret the TAE Training Package.
What do we aim to achieve?
The webinar will work towards providing a single point of truth to help you interpret the TAE Training Package’s requirements.
The webinar will allow us to respond to the feedback you have provided us and answer your questions.
This is not a consultation on possible changes to the TAE Training Package at this point in time. However, we look forward to capturing your feedback on the current training package.

Your response to the changes
What we’ve heard so far
Much of your feedback is on how to understand and implement changes to the performance evidence or assessment conditions of some units of competency.
• Most queries are to do with:
1. TAEDEL401
2. TAEASS402
3. TAEASS501
• You also want to know about other changes to training products, and the broader implications of the changes to the TAE Training Package.

What issues matter to you?
When you registered for this workshop we asked you to complete a survey identifying which issues mattered most to you. The chart above presents the results for the whole of Australia. TAEDEL401 is your biggest concern.
Note that the percentages in each graph add up to more than 100%. This is because the survey allowed you to select multiple options.

TAEASS402 Assess Competence What is meant by the requirement to carry out assessment under the supervision of a

What is meant by the requirement to assess 50 UoCs and 20 candidates, and must
this be done in a real assessment environment?
TAEASS502 Design and develop
assessment tools
How are RTOs supposed to interpret and deliver the requirement of ‘developing at
least three assessment tools that support different assessment methods, and address
at least one unit of competency each’?
TAEDEL401 Plan, organise and deliver
group-based learning
How are RTOs supposed to interpret and deliver the requirement of ‘3 training
sessions, including 2 consecutive sessions of at least 40 minutes duration to learner
groups of at least 8 individuals’?
TAELLN411 Address adult language,
literacy and numeracy skills
What is meant by the assessment condition that requires ‘real vocational learners’ to
be used?
13
Your feedback on the new TAE Training Package has been extensive: since its release we have received more than 500 comments. The table below outlines six topics which have received particular attention.
In this webinar we will address these topics plus a range of other issues. You can ask questions in the chat log as the session continues, and will also have an opportunity to ask questions at the end of this webinar.
PwC's Skills for Australia
TAEASS402: Assess competence
Main question
What is meant by the Assessment Condition requiring five candidates to be assessed in “a real assessment environment”?
Additional feedback:
• What is achieved in a “real” environment that cannot be achieved in a “simulated” environment?
• Is an online classroom a “real assessment environment”?
• If students are conducting “real” assessments offsite, will this require a vocational placement?

TAEASS402: Assess competence
15
Main question
What is meant by the requirement to carry out assessment “under the supervision of a qualified assessor”?
Additional feedback:
• Is this a case of “individuals working under supervision of a trainer”?
• Can we engage qualified assessors not affiliated with our RTO (i.e. outsource assessors)?
• Can learners determine the assessment outcomes of candidates?
PwC's Skills for Australia
TAEASS501: Provide advanced assessment practice
16
Main question
What is meant by the Performance Evidence requiring students to “undertake the assessment of at least 20 individual candidates” and “a total of at least 50 units of competency”?
Additional feedback:
• What is the rationale behind these requirements?
• What overlap is allowed between candidates and units of competency?
• What is meant by “enrolled vocational learners”?
• Is there any way to work around the requirement for 20 enrolled vocational learners?
• What are some compliant examples?

TAEASS502: Design and develop assessment tools
17
Main question
How should RTOs interpret the Performance Evidence requirement –“developing at least three assessment tools that support different assessment methods and address at least one unit of competency each”?
Additional feedback:
• This requirement is too onerous. Why did this need to be included as a core unit in TAE40116? This should have remained as a Diploma-level unit only.
• Does this mean a whole unit must be addressed by each assessment tool?
• What is an “assessment tool”?
• What is an “assessment method”?
PwC's Skills for Australia
TAEDEL401: Plan, organise and deliver group-based learning
18
Main question
What is the rationale behind the Performance Evidence requirement –“preparing and delivering at least three training sessions including at least two consecutive sessions of at least 40 minutes duration … to a learner group of at least eight individuals”?
Additional feedback:
• My RTO intends to deliver this unit of competency online. Is this OK?
• My RTO will not be able to source eight individuals – what are we supposed to do?
• Why do the sessions need to be 40 minutes long? Can I combine two sessions to make up a 40 minute block?
• Is there a minimum time requirement for the third block?
PwC's Skills for Australia
TAELLN411: Address adult language, literacy and numeracy skills
19
Main question
What is meant by the Assessment Conditions requiring skills to be “demonstrated with real vocational learners”?
Additional feedback:
• What is the rationale behind the inclusion of this as a core unit in TAE40116?
• Does assessment have to be carried out in a real workplace?
• Can we source students from other RTOs?
• Could I source learners from the current cohort of learners undertaking TAELLN411?
• Can written case studies involving real vocational learners be used?
