SET-Plan – Action 6 Issues Paper "Make EU industry less energy intensive and more competitive"
Brussels, 14 June2016 Eric Lecomte Unit C2 Directorate General for Energy European Commission
1
• For the preparation & presentation of Implementation Plans
• However, flexibility is needed
• Each sector / Declaration of Intent is specific
• Chair & Co-Chair will define their working modalities
• Composition (manageable size, in principle a max. of 30 members)
• Committed SET Plan countries
- Will use their energy R&I national programmes and policy to implement some of the R&I activities selected
- Preferably interested to develop joint research with other countries
• Stakeholders
- ETIPs including EERA, public-private partnerships, etc. (preference to those active in the Declarations of Intent)
• EC to support the work
• Chair Country
• co-Chair Stakeholder (industry, in principle)
Decision preferably before the 1st WG meeting in order to develop working
modalities
• Max. 5-10 new activities per Implementation Plan
Ongoing activities conducted at national and/or at European level (or by industry alone) can be considered enough to reach some targets
• Non-technological barriers/enablers to be identified
• Ongoing activities contributing to the achievement of the
target(s)
4
• Mission
• To decide who will implement what, with which resources, and when
• Funding - National level by Governmental funds
- Joint R&I Activities between SET Plan countries
- Stakeholders alone or in cooperation with SET Plan countries
- At EU level when there is strong EU added value
• To agree on the quantification of targets and to consent on the monitoring and reporting mechanisms necessary to enable SETIS' mandate. In particular:
- Current state-of-play for the targets (baseline)
- Approaches for quantifying the progress of activities
• To be posted on SETIS
- Information on the launch and composition of the WG
- Final Implementation Plans agreed by the WG
