We want to highlight the evolution of the harmonization work of ISDB-T International standards for Hardware, Middleware and also EWBS standard. A DRAFT ISDB-T 8MHZ STANDARD FOR AFRICAN COUNTRIES SPEAKER: HITOSHI SANEI – NHK Botswana where the bandwidth is 8MHz decided to adopt ISDB-T system for Digital Terrestrial Television Broadcasting in February, 2013. However, present ISDB-T standards were created for countries where the bandwidth is 6MHz. Therefore, 7 & 8MHz task force of DiBEG has produced a draft of ISDB-T 8MHz standard in accordance with the GE06 agreement, as well as the SADC report published on 24th August 2012. It provides an outline for accommodating the differences from the present ARIB or ABNT standards.

OVERVIEW OF OVERSEAS EXPANSION OF ISDB-T SPEAKER: MITSUHIRO SHIOZAKI - MIC - MINISTRY OF INTERNAL AFFAIRS AND COMMUNICATIONS ISDB-Twas adopted in Brazil for the first time outside of Japan in 2006, then, it has been adopted in the countries of South America under the cooperation of Brazil. Currently, Japan has made the promotion activities of ISDB-T in Asia and Southern Africa. An overview of the activities will be introduced in as Peech.

INTRODUCTION OF EWBS AND GINGA DATACASTING PROJECT IN PERU SPEAKER: KATSUMASA HIROSE- NHK On 11th March 2011, the Great East Japan Earthquake caused a great damage to Japan and made us realize how important disaster prevention is globally. In this earthquake, the tsunami alert, that is EWBS (Emergency Warning Broadcasting System), from ISDB-T Digital Terrestrial Broadcasting, generated evacuation and played an important role in public transportation accident prevention. In this scenary, Japan International Cooperation Agency (JICA) made researches and collected information about great earthquakes and tsunamis risks on the Asian and Pacific Rim countries. Then, Peru made a request to Japan to integrate this disaster prevention system on a wide area of the country. After that, Japan and Peru are collaborating to drive this system integration. In this presentation, we will introduce EWBS. In addition, as a part of the project, we have been making processes to install a GINGA datacasting contents server to IRTP (Peruvian national broadcaster) for datacasting commercialization in Peru. After installation this server, IRTP will be required to create datacasting programs and broadcast

Upon datacasting creation, INICTEL-UNI (Peruvian national research institute of electrical communication), in order to provide help in this matter, has been developing GINGA applications using equipment provided from Brazil. In this presentation, we will introduce the Japanese sample screen images, e.g., news, weather, earthquake and tsunami, sports, etc. in order to launch the datacasting program in Peru and thus Latin American Countries.

C-CAST SPEAKER: ARMANDO MORAES - EVS The increase in consumption of content has continued to grow in the past years with even more outlets for content being engineered for the growing consumer market of second screen and OTT content. This explosion has led to app developers and content owners looking for a means to obtain, and manage content flow from LIVE produced content to these consumers in an easy to manage and expedited manner. EVS is a leader in sports replays in the worldwide market, and due to this fact EVS is also the leading ingest point for all cameras of the worlds sports events. For this main reason, EVS has built a platform to enable unprecedented movement of this content from the LIVE environment directly to consumers and their connected screens and 2nd screen devices. The EVS platform, known as C-Cast, is an enabling technology which facilitates the extraction of multiple camera angles of content direct from the LIVE production from EVS XT series of servers, and delivers the content in an orchestrated fashion to a hosting site. The orchestration is managed through simplistic agents running at any OB truck in the field, which is equipped with EVS servers. The C-Cast Agent is designed to be an easy process to install, and configure for daily productions. The content extracted from the existing LIVE production is then presented in an organized fashion through the C-Cast Central API, which in turn enables second screen app designers to leverage the content, which is hosted for their access.

HEVC, H.265, 4K, UHDTV, OTT, ABR, multiscreen, sports production SPEAKER: GUSTAVO MARRA – ATEME ATEME and the 4EVER consortium were chosen by the French Tennis Federation (FFT) and France Televisions, the official broadcaster and executive producer of the French Tennis Open (Roland Garros), to inaugurate the new "Ultra High Definition" television format during the 2013 event. The "tennis world’s first" application of this innovative technology took place again during the second week of the Roland Garros tournament, with the live multi-camera capture of the competition on the main court, as was the case seven years ago for High Definition. This major step for live television production was visible in a showroom of France Televisions’ RG LAB. Visitors were able to experience the quality of 4K images in either live viewing or replay. FFT and France Televisions joined forces with AMP VISUAL TV for image capture, ATEME for the digital compression of the signal and EUTELSAT for satellite broadcasting for this project. Additionally, another world premiere presentation at the French Open included a live experimental end-to-end delivery chain for High Definition HEVC. This trial, conducted by the 4EVER consortium that includes Orange and ATEME, used the new codec also known as H.265 to encode, stream over the Orange fiber network, broadcast over the air using DVB-T2, decode and display the live competition on PC, TV and tablet.

We define a standard that figures among the betters in the world, including has being adopted by most countries in Latin America. Now we have the challenge of implementing the entire distribution network digital signal in the country and its complementary services (SARC and Ancillary). It is a mobilization of broadcasters, industry, associations and regulatory agencies. It is expected to advance the switch off for 2015 in several cities, including the capitals. The scenario is Challenger, with a short horizon, where huge investments and the readjustment of infrastructure are major challenges. How to orchestrate all this rapid migration whereas the the frequency spectrum becomes limited? Objective: Allow a debate showing the alignment between broadcasters, associations and government on the issue in view of the presented scenario and how the current government shall be decisive to the successful implementation of DTV. Bring practical results on the implementation of digital coverage, including SFN and Gap Filler. Efforts of the Ministry of Communications and ANATEL in reducing bureaucracy of the process of granting, approval of spaces and equipments, as well as actions to facilitate access to DTV receivers by the population. To permeate the debate with variables administrable and others still open as to the efforts that will be needed to enable the switch off from the perspective of the viewer, so that the process of technological transition could be transparent to the population.

EFFORTS TOWARD FULLY DIGITAL TV BROADCASTING IN JAPAN SPEAKER: YOSHINORI KAWANA – NHK Although the context in Japan was different, how was conducted transition process? What was the lessons learned and what are the precautions suggested? In Japan, analog broadcasting has ended on July 24, 2011. We worked about three points, transmission, reception and announcement. Before digital stations could be built, analog TV channels had to be moved to create space for the digital channels. Currently, Currently, 2,186 digital stations are delivering digital broadcast services, covering 98% of households. To ensure that no one would have difficulties in the transition to digital, the government established Digital TV support centers in each of the 47 prefectures throughout the country. These centers provided support by holding orientation meetings for viewers, operating call centers, and making announcements to notify viewers regarding reception of digital television. The most effective means of promoting the termination of analog television is by broadcasting it on television. From three years

IS QUALITY CONTROL IN THE FILE-BASED WORKFLOW A NECESSARY EVIL? DTV X LTE COMPATIBILITY STUDIES AT ITU SPEAKER: LUIZ FAUSTO – SET/ TVGLOBO This lecture will characterize the interference problems in DTV receivers that can be caused by LTE networks operating in the same frequency band or in adjacent bands, as well as the interference studies underway at ITU.

COEXISTENCE TV DIGITAL E LTE IN 700 MHz SPEAKER: MARCUS MANHÃES - FUNDAÇÃO CPQD Analysis of Coexistence for digital terrestrial television system and Long Term Evolution (LTE) system in the allocated 700 MHz frequency band. Starts with an international benchmarking, in secondary base, in order to gather information and describe the problem of interference on DTV from deployment of LTE. The countries studied are Australia, France and the United Kingdom. Mitigation of interference is observed. This is followed by laboratory tests, describing the methodology that allows highlighting the temporary coexistence in spectral overlap of the two systems for the Brazilian context and identifying and quantifying interference between LTE and digital TV. Is evaluated TV channels, eNodeB and User Equipment. Is evaluated the band guard and the feasibility of assigning LTE allocation as proposed by APT. TV and LTE signals settings are exercised, generated by the respective standards technologies ISDB-Tb and LTE, evaluating its impact on the systems coexistence. Finally, we present case studies with real broadcasters, analyzing the mitigation and control interference.

BROADCAST QUALITY VIDEO USING CELLULAR NEWS GATHERING (CNG) SYSTEMS SPEAKER: CARLOS CAPELLÃO – PHASE ENGENHARIA “Broadcast Quality Video” has evolved to become synonymous with such terms as high quality, superior signal-to-noise ratio and dependability. The transition from analog to digital broadcast television standards have added new terminologies such as high definition, low latency, and real-time video streaming. Broadcasters find themselves contending with a new set of challenges as they continue to pursue the standards of “high quality video” in an ever evolving digital broadcast domain. It is a struggle trying to keep pace with the public's insatiable appetite for media rich video services. How then can the broadcaster continue to operate in this frenzied environment while maintaining an acceptable level of broadcast quality video? The answer is through increased efficiencies in modulation and encoding techniques and leveraging the unlicensed public 3G, 4G and LTE wireless broadband infrastructures as a different transmission medium for a new type of video content gathering known as Cellular News Gathering (CNG). Broadcasting packetized video over multiple “bonded” cellular IP networks has gained popularity in recent years due to increased availability and reliability of these networks and the Internet. It is; however, difficult to maintain a high Quality of Service (QoS) when streaming real-time HD or SD broadcast quality video over cellular networks and the internet. Many packet based protocols have been adopted to improve the QoS of cellular networks for the delivery of streaming video services. Excessive time delays and bursty packet losses are often experienced on these networks, making QoS Control for real-time streaming applications essential. This presentation explores bandwidth-reducing modulation techniques, the shift from MPEG-2 to MPEG-4 (H.264) video encoding and advances in IP transmission protocols for real-time video streaming; thereby creating a higher value proposition for the broadcaster as they supplement their traditional licensed ENG and SNG operations with this new medium of video content gathering.

This session will cover the status of the FOBTV initiative and some of the candidate technologies.

FoB TV: THE EVOLUTION WAVES OF DIGITAL BROADCASTING SPEAKER: GERARD FARIA – TEAMCAST The Future of Broadcast TV initiative (FOBTV) was formed in April 2012 by leading world TV organizations to attempt to bring about a unified next-generation broadcast television system. The FOBTVs’ Technical Committee has initiated two working groups to progress the forum objectives: “To produce common requirements for a new terrestrial broadcast standard, applicable to mobile devices and accommodating internet connectivity, Ultra HDTV and new coding schemes like HEVC”. Thus, => The Use Case Analysis Group (TC-UCAG) has collected use-cases from the FoB TV members, performed their analytical classification, and has started to identify relevant technologies and technology gaps, => The Global Model Editorial Group (TC-GMEG) has been assigned to provide an overview of an end-to-end delivery system allowing the implementation of all the collected use-cases. The TC-GMEG has adopted for the purpose of this study, a “top-down” methodology and has performed modeling of the current platform, observations of the trends in all areas of the digital terrestrial television chain and finally has elaborated a Global Model for the Future of Broadcast TV. This presentation reports on the TC-GMEG study and the evolutionary paths currently considered by the FOBTV community.

SUPER HI-VISION, TOWARD TEST BROADCASTING IN 2016 PALESTRANTE: YOSHIAKI SHISHIKUI – NHK Super Hi-Vision (SHV) has been developed by NHK as a future broadcast system that provides viewers a much greater sensation of reality. The video system with 7680 x 4320 pixels delivers images so real that viewers almost feel they are present at the scenes of the broadcast, and the 22.2 multichannel sound system produces three-dimensional spatial sound that augments the sense of reality and presence. Last year, NHK presented a great showcase of SHV at London Olympic Games in collaboration with OBS and the BBC. We reaffirmed that the SHV visual and audio system offers a high realistic sensation to the audience, to feel as if they were at the Olympic venues, and it has a potential to raise the viewers’ sensation to a new level. After the London Olympics, the promotions for the early realization of UHDTV were accelerated in Japan. As a driving force, Next generation Television and Broadcasting promotion Forum (NexTV-F) was established in May. The presentation describes the current status of SHV in terms of standardization and equipment development for program production, transmission, broadcasting over several media and reception. It also describes recent activities and roadmap toward SHV broadcasting.

ATSC 3.0 SPEAKER: JOE SECCIA – HARRIS ATSC 3.0 is an initiative of the Advanced Television System Committee to develop a next generation digital television broadcast system. The author will present an update on why this initiative is being undertaken, details being considered as part of the system’s design, how the ATSC has structured the sub groups to complete the work as well as the timeline the committee is working towards.

HEVC, THE CODEC OF THE FUTURE SPEAKER: CARLA PAGLIARI – IME This talk will consist of a technical review of HEVC standard. A collaborative project between the ITU-T Video Coding Experts Group (VCEG) and the ISO/IECE Moving Picture Experts Group (MPEG) has developed the latest video coding standard known as the High Efficiency Video Coding (HEVC). The Joint Collaborative Team-Video Coding (JCT-VC) achieves with the HEVC the same quality at half the bit-rate of the H.264/AVC standard. In addition, a wider range of video resolutions is covered, from low resolutions to resolutions of 4Kx2K and 8Kx4K. It is assumed that products based on HEVC will be available by 2014/2015.

Will Cloud-based video streaming revolutionize the broadcast industry?

HEVC OVERVIEW AND PRACTICAL TIME TABLE OF APPLICATIONS, INCLUDING UHDTV SPEAKER: MATTEW GOLDMAN The economics of video content delivery are demanding more and better quality services. The recently released video compression standard, High Efficiency Video Coding (HEVC, also known as MPEG-H Part 2 and H.265), promises a 35-50% bitrate savings over MPEG-4 AVC (H.264) and even more dramatic bandwidth savings compared to MPEG-2 Video. HEVC already has the industry of broadcast attention for its potential to drive down costs and improve picture quality per utilized bandwidth from mobile broadcast to HDTV. However, perhaps the “killer application” for HEVC will be 4K Ultra High Definition TV (UHDTV), the new content and display technology that has four times the spatial resolution of HDTV and a more immersive viewing experience. This presentation will give an overview of HEVC, the potential time table for deployments of various applications, and data rate expectations. An overview of 4K UHDTV also will be given, along with an explanation of some of the challenges in delivery.

SPEAKER: GUSTAVO DUTRA – ATEME This year In January was completed the first draft of HEVC (Version 1) or High Efficiency Video Coding which is the new standard for video compression, substitute H.264/MPEG-4 AVC which was prepared jointly between ITU-T / VCEG (called H.265) and ISO-IEC/MPEG (called MPEG H Part 2). This pattern has as main advantages a performance in compression 2 times more efficient when compared to H.264, supporting images from QVGA (320x240) up to 8K x 4K (ultra HD), color depth with 8-bit and 10-bit (up 14-bit), 4:2:0, 4:2:2 and 4:4:4. In terms of complexity, considering the encoder, this pattern is 10 times more complex, but 1/3 simpler for current MPEG-4, with frame rates higher than 60fps, allowing extensions, escalation, 3D, etc. This pattern will also have 3 profiles: Main Profile, Main Profile 10 and Still Picture Profile. HEVC is more flexible in temporal prediction and scanning structure than MPEG-4, with its prediction and processing codes units, larger and more flexible. Increased in movement precision parameters (including the merge mode) and prediction of sub-pixel which include not quadratic transformations allowing asymmetry in its accuracy. The implementation of new in-loop filter filters more efficient and also, besides adding the new filter adaptive offset (SAO), adding up to use only the CABAC Entropy Code, result in compression efficiency beyond the current standards through evolution of the management of different contexts. Finally, the HEVC allows an improvement in speed throughput with reduced memory requirement

What business models can be exploited? What is the current status and evolution? How will GINGA evolved?

HYBRIDCAST -- THE INTEGRATED BROADCAST-BROADBAND SYSTEM USING HTML5 SPEAKER: MASARU TAKECHI – NHK – Japan Hybrid broadcasting system, or Integrated Broadcast-Broadband (IBB) system is a system built upon combination of broadcast and broadband telecommunication resources and features. This system enables delivery of information to mass viewers efficiently and satisfaction for individual needs. This system also enables to offer more flexible and attractive services by employing distributed computing environment and on-demand information retrieval. Web application is one of the preferable technologies for this system. When using HTML5, it makes easy to provide rich presentation, to employ server side processing, to playback VoD content, etc. Considering these feature of HTML5, Hybridcast, the IBB system using HTML5, is recently standardized in Japan. In this talk, overview of the Hybridcast system including its system model, application model, receiver behaviors and summary of additional APIs and some service examples are discussed The talk also mentions a mechanism for companion device collaboration functions to involve companion devices such as tablet computers.

HbbTV: Enabler of a New TV Experience SPEAKER: Christoph Dosch - IRT (Institut fuer Rundfunktechnik GmbH HbbTV brings a new paradigm into the market by seamlessly combining broadcasting services with services delivered over the Internet. HbbTV was published as an ETSI standard in 2010 and provides a business-model neutral technology platform that is applicable to broadcast services but also to operator services as well as to stand-alone Internet services (TV Apps). A particular advantage is the use of mature and standardized technical elements where the browser is a key element. This paradigm has kept HbbTV very simple, and by defining only minimum requirements HbbTV has made it quickly into the market. HbbTV services exist in numerous European countries with device deployments expected to reach the 10 million figure by end of 2013 in Germany alone. The talk gives an overview about the motivation of HbbTV and the current market situation. It highlights some technical elements. So, important for HbbTV applications in a broadcast context is that they are signaled in the data carousel of the digital TV signal, and are thus be bound to the broadcast service. Applications can be carried within the multiplex, but most of them are delivered via the Internet. The typical instantiation of HbbTV today is that after pushing the (red) button on the remote control, the starting application appears on the screen from where all other applications (EPG, text services, video-on-demand, additional access services, etc.) can be launched. The talk will present some examples of the wide range of HbbTV applications, which are in regular operation in numerous countries, including but not limited to:

• “Red Button” start screen functionality run by 90% of German broadcasters • Electronic Program Guides with program preview and access to catch-up TV • Advanced teletext applications with embedded graphics and videos • Video on Demand • Interactive advertisement

Most interestingly, the concept is easy to expand, even in a standardized way. Current developments, which are already operational in trial phases, are:

• Second Screen: Interaction with HbbTV applications from smartphones and tablets (supported by EU project FI-CONTENT 2). The second screen application framework is absolutely device independent. It works on any smartphones, tablets or laptops.

• TVAppGallery: An open application portal for HbbTV (supported by EU project FICONTENT2) • Personalized barrier-free service access (supported by EU project HBB-NEXT)

HbbTV is attractive to all stakeholders of the eco-system: the ITV Broadcasters, TV App providers, the network operators, the ITV manufactures, and the ITV users. Applications are simple to be designed (HTML, CSS, JavaScript), the implementation of HbbTV in a TV set or settop box demands hardly no extra storage and computing capacity, there are no royalties on HbbTV, and, best of all, it is very easy for the end-user to select and operate HbbTV applications with the remote control. The IRT (www.irt.de) is a leading member of the International HbbTV (Hybrid Broadcast Broadband Television) Association (www.hbbtv.org). The IRT is the central research and development center of public service broadcasters in Germany, Austria and Switzerland.

The major technological leap that is making devices like TVs, smartphones and tablets increasingly convergent and connected to internet, it also brings opportunities for formatting new business models. This theme, which was previously restricted to scenarios startups, is gaining wider dimensions: Traditional companies like Comcast, Disney, HBO and BBC already use digital multi-platform to distribute and monetize their content in a clear strategy that need to be present where the consumer is. Installation of optical fiber: care, DIO, DGO (pull boxes).
